    McLean Brothers bursary

    awarded

    Bonita Lawrence proudly displays her McLean Brothers bursary medal.

    Bonita Lawrence was awarded the2010 McLean Brothers Bursary onMonday morning, and was presentedwith the accompanying medal bydeputy mayor Peter Skewes.

    The $20,000 scholarship is awardedto the student who achieved thehighest academic results at BlackallState School during the previous year.

    Bonita was that student for 2010,receiving an OP 5 and gaining aCerticate 1 in Tourism, and a

    Certicate 2 in Business.

    Principal Jason Smith said Bonitawas a very deserving recipient andan all-round student who excelledon the sports eld, as well as in the

    classroom.

    Perhaps one of her best qualities is

    the way she genuinely shows interest in

    other peoples opinions, demonstrates

    care and compassion and lives each

    day by a very clear set of values, Mr

    Smith said.

    This year Bonita will continue

    her education at Sunshine Coast

    University, studying psychology.

    Bonita said the bursary would be

    helpful in furthering her education

    and that she was looking forward to

    starting university.Itll denitely be a new sort of

    experience, but it will be good, she

    said.

    The Blackall Senior Rugby teamis set to reform for 2011 and playin the Central West draw.

    A meeting held last weekendwas attended by 15 people, andplans to assemble a team werediscussed.

    time on Thursday night with the

    Broncos and will train every Fridaynight at the showgrounds, withany interested players encouragedto attend.

    Tambo residents are alsowelcome to join the team, withthe possibility of hosting games inTambo if multiple players joinedfrom the town.

    helping out, running tness

    sessions for players on Tuesdayevenings.

    Senior rugby president JeremyBarron said that he was pleasedwith the attitude of players, andwelcomed any support frombusinesses and individuals withinBlackall.

    Its good that people in thewider community are prepared tohelp out the team in some way,Jeremy said.

    An AGM will be held on Saturday12 February at 10:00am at theshowgrounds to form a seniorrugby committee, with anyonewelcome to attend.

    Hello all,I know that after the introduction

    of colour into the paper last week,you will all be noticing its absencethis week. Weve run into a fewminor speedbumps with our colourprinting and have had to revert toblack and white while we get themsorted. Please bear with us as wetry to gure this new system out

    and well endeavour to get it all up

    and running as soon as possible.In the meantime, full page colour

    inserts are still available.On a happier note, Id like to thank

    everyone who has contributedto the Barcoo Independent overthe past couple of weeks. Theinformation that you send in isvital for producing a well-rounded,informative paper, so please keepit up.

    What a great Australia Day we hadin both Blackall and Tambo, withwell deserved recognition bestowedon our worthy community membersfrom the older to the younger agegroups. My congratulations to themall and to those who took the timeand effort to make such considerednominations. In our region,community spirit is a culturaltrait, which has been passed downfrom generation to generation. Ina world where volunteering is onthe decline, we are unique in thisregard. Long may it continue!

    I would like to thank the Blackall Golf Club and

    the Tambo Multi Sports Club for their wonderfulvenues and efforts to make the celebrations sucha success. My thanks also to Sean Leahy for hiscapable management of the role of Australia DayAmbassador.

    On to matters of a more serious nature, the detail edassessment of the damage to our road network willcommence as soon as possible. To date councilhas been making repairs to reported hazards andproblems. The guidelines for the National DisasterRelief and Recovery Arrangements have beenaltered signicantly and we will not be submitting

    an adhoc assessment of damage.I have had many concerned residents and

    Transport Operators question me about the bridge

    over the Barcoo at Northhampton.Main Roads tech crews are workingon the bridge bypass as I write thisarticle and a crew will be workingon the bridge in February, weatherpermitting!

    There has been constant monitoringof the condition of the bridge over thepast year and I have been assuredthat the bridge is safe. I will be evenmore delighted to be able to say thatit has been fully repaired.

    An invitation from the PremierAnna Bligh to attend a ood recovery

    meeting in Brisbane, would have seen me in Brisbaneon Monday, however the meeting was postponed at

    a very late hour due to the imminent threats of bothcyclones Anthony and Yasi.I was disappointed to miss the 2011 inaugural

    assembly of the Blackall State School. Deputy MayorPeter Skewes attended in my stead. My best wishesfor 2011 go to the Principal Jason Smith and hisdedicated staff and students. It will be a great year!

    The Blackall Tambo Regional Council extends awelcome to recently appointed Manager of WorksLes Edmistone and wife Kerry. Les has a backgroundin Local Government and the Department of MainRoads as well as excellent experience in waterand sewerage. We look forward to a long workingrelationship with Les.

    The Creative Pathways team willbe back in Blackall in February togear up for a new set of workshopsand the Shockwave Festival inJune.

    Arts and enterprise workshopswith young people will be at theMemorial Hall from February 11-13.

    There will also be a community

    meeting on February 12 at theLiving Arts Centre.

    Program coordinator BrookeNewall said that with the thirdShockwave Festival set for June,preparations are well underway.

    This trip marks the beginningof a brand new year, withnew workshops and anotherShockwave festival. Its going tobe HUGE!

    Februarys creative workshopsfor young people will include a newelement, hip hop dance, which willbe run in partnership with FreshElements Dance Studio fromBrisbane. Workshops will also

    be held in photography and lm-making, focusing on light grafti

    for the design of the Shockwaveposter.

    Creative Pathways has

    something for everyone, so if yourea young person in the Blackall-Tambo area, come along and getinvolved, said Brooke.

    The workshop on the Fridayruns from 3.30 to 6.30 pm, whileon Saturday and Sunday they willgo from 10 am to 3.30 pm.

    The community meeting,running from 10 am to 3 pm with

    lunch provided, is being held tostrategise the future directionof Creative Pathways and theShockwave festival.

    All community members whowould like to know more about theprogram and be active in shapingits future are welcome to attend.

    These activities will lead up tothe Shockwave Festival on June4-5, which is a free event for thewhole community.

    It is co-presented by theBlackall-Tambo Regional Counciland Human Ventures.

    Creative Pathways and ShockwaveFestival return in 2011

    Blackalls Visitor InformationCentre coordinator KaylaSchurmann became a touristherself over the Christmas holidayperiod, travelling with partnerCameron Russell and daughterCatelyn on a camping expeditionto northern New South Wales, viaKaylas home town of Beaudesert.

    The trio, along with Kaylasparents, made their way rstly to

    Warialda and the nearby nature

    reserve of Cranky Rock.They spent three nights there,

    enjoying wildlife, swimming andnature walks.

    A major highlight for Catelynwas making friends with a wildpossum. Catelyn was also thrilledthat Santa found her camping inthe wilderness and left many treatsfor her to enjoy.

    The next stop was Wells Crossing,

    eight kilometres from Ashford,where another three nights ofcamping, shing and swimming

    kept the family busy. Sightseeing atthe Pindari Dam and the mountainviews were highlights.

    Throughout the expedition Kaylaand family only received around 5mls of rain, at the same time thatWarwick and other towns wereexperiencing major rainfall andooding.

    Kayla, Cameron and Catelynwaited out the ooding with family

    in Toowoomba until the roadscleared and they could venturehome again.

    During the wait the trio wentshing at the Lesley Dam near

    Warwick with Camerons parentsFrank and Shirley, sister Kerrie-Lyn (former Blackall resident) andpartner Bradley Rae.

    Nicks Brisbane Flood Experience

    Nick Kinsey watches the BrisbaneRiver rising after having his QUT shortcourse cancelled due to the oodemergency.

    Blackalls Nick Kinsey and motherDi had rsthand experience of the

    ooding in Brisbane recently.

    Nick had just begun a four-daycourse at QUTs Gardens Pointcampus on the edge of the BrisbaneRiver when it began raining heavilyon Monday, January 10.

    According to Nicks father Ian,who had remained in Blackall, Di

    realised she had a serious situationon her hands on Tuesday morningas the river levels kept rising.

    Di was in the city at a solicitorsofce doing business and had to

    proceed to the campus to retrieveNick and his cousin Joel Hughes,he said.

    The situation was veryfrightening with the confusion andexodus of people from the CBD.

    Ian said they had rented a 16thoor apartment in the city and so

    they werent concerned about beingooded at their accommodation,

    but they werent sure if the lowercar parks might become ooded.

    Di lled the bath tubs with water

    and got batteries and a torch,stocked up on the little water andessentials that was available atWoolworths, but there was lots ofpanic buying and it was hard toget served, he added.

    Luckily, water did not come as far

    as the complex and the buildingspower wasnt turned off, but theyhad to be careful not to use thelifts and get caught in them.

    Ian said Di and Nick witnessedthe oating restaurant passing

    down the Brisbane River, seeingSuncorp Stadium with smokestreaming out the side of it, andthe panic as workers left theCBD.

    Josh McErlean was alsoundertaking the course at QUTand was able to help out withsandbagging.

    Cranky Rock was a great swimmingspot for Kayla Schurmann and herfamily during their holiday.

    Recent wet weather conditionshave resulted in a number ofoutbreaks of bovine ephemeralfever, more commonly knownas three day sickness, in cattlearound the Blackall and Tamboregion.

    Warren Lehmann from theDepartment of Primary Industriessaid that three day sicknessused to spread from the northdownwards throughout the state,but that the cycle was no longerpredictable.

    Three day sickness occurscommonly during wet weatherconditions, so were seeing a lotof cattle going down with it, MrLehmann said.

    When the conditions are right,the disease is going to spread.

    Bovine ephemeral fever is a virus

    carried by biting midges, withinfected cattle showing symptomssuch as sore, stiff muscles, hightemperatures, and excessivesalivating.

    Although the common name ofthe disease implies a short length,bovine ephemeral fever can last upto ten days, with reports of severalfatal cases around the Blackallarea

    There is no treatment for thedisease, but precautions can betaken to prevent cattle deaths, MrLehmann said.

    The most likely cause of deathis dehydration while theyre lyingdown, so its important to keepan eye on them, keep their waterup and dont try to move them toofar, he said.

    Fat, well-conditioned cattle aremost susceptible to the disease,as well as pregnant and lactatingcows, bulls, and younger cattlethat havent been exposed to thedisease before.

    A vaccine is also available, withit recommended that cattle receivetheir rst shot at six months.

    The Blackall Branch of theQueensland Bluelight Associationheld its rst function of the year at

    Banks Park last Saturday.The event was organised by

    Helen Burton, and held as afundraiser for the QueenslandPremiers Flood Relief Fund with

    just under $300 raised.The young people of Blackall

    were treated to an afternoon fullof organized games, dancing, asausage sizzle and lots of laughswith special displays and talksfrom Blackalls emergency servicescontingent.

    This was the inaugural eventfor the new Bluelight committeewith more events to be stagedthroughout the coming year.

    The event was run with the helpof Sgt Trickett and ConstablesYoung and Abbott from QPS, DonWheeler and Ian Murray from theSES, Mark Hancock from QAS,

    Tambos Grassland Art Gallery iscurrently hosting an exhibition byve sisters entitled Wings, which

    includes works by Tambo schoolteacher Kiralee Fox.

    Determination ensured theexhibition went ahead despiteroad closures and the opening waspostponed from Friday January14th to the 16th to enable twoof Kiralees sisters to drive for16 hours around back roads,bypassing Dalby and Chinchilla,

    to attend.Originally from Mundubbera, the

    family now resides on a propertyat St George.

    The exhibition is described asthe Fox sisters taking ight into

    the art world and reects their

    love of nature instilled by theircountry upbringing.

    Having opened their rst

    exhibition at the MundubberaRegional Art Gallery in February2010, Kiralee is joined by her foursisters in this new venture.

    Kiralees recent works arecreated around a touch of three-dimensional acrylic paint

    combined with the freedom ofpouring on combinations of

    vibrant colours.The exhibition contains work in

    differing media.Eldest sister, Meleita said

    that while acrylics have beenher medium of choice for theexhibition, she also selected oils,mixed media and silk dyes tocreate textural paintings.

    Meleita spoke on behalf of thegirls at the opening and describedthe joy she felt teaming up with

    her sisters to exhibit their works.A substantial group of artenthusiasts and locals joined thefamily for lunch at the opening andseveral of the works were sold.

    Each artist will be donatinga portion of their sales to theood appeal and their favoured

    charity, No-More-Trafc.com,

    an organisation dedicated toprotecting, preventing andrescuing victims of humantrafcking.

    On Saturday the 8th of Januaryit was a time for the ood affected

    people of Jericho to stop andrest for a while. We expressour solidarity with the peopleof Jericho and Alpha who havesuffered because of the oods.

    We offer words of hope to peoplefaced with economic hardship andsocial turmoil. With these wordson the front cover of the prayerbooklet, people from Jericho,

    Alpha, Barcaldine and Blackallgathered in the Jericho Town Hallto support the people of Jerichoand Alpha in their time of need.

    Rev Beth ONeill and Fr MatthewMoloney along with some visitingparishioners represented Blackallas a show of support to thedevastated locals. Sr Rita Connorfrom Barcaldine with a band oflocals organised the service andtook some provisions of extramorning tea and many other cakesand goodies to share with thepeople after the service. This wasgreatly appreciated by the many

    people who were still struggling toget back into their homes, let alonehave some fresh baked cakes andsandwiches.

    Around 70cm of water inundatedthe entire town with varying levelsin the low and high spots. Thegathering of around 35-40 peoplelistened and shared the strugglesof the rst ood experience on

    Christmas morning; there was asecond ooding episode some days

    later. Local church ministers fromAlpha, Barcaldine and Blackalllead the service of support for allthose affected. We keep all thosewho have been affected by the

    oods throughout Australia in ourthoughts and prayers especiallythose who have lost loved ones.

    Council is currently undertaking a Systematic Inspection Programpursuant to Section 134 of the Local Government Act 2009. TheSystematic Inspection Program will assess all properties withinthe townships (as dened in the respective Administration LocalLaws) of Blackall and Tambo. The Systematic Inspection Programwill run from Monday 22 November 2010 until Friday 18 February2011. Authorised Ofcers of the Council will visit all premises be-tween the hours of 7.00am and 7.00pm on and including all daysbetween Monday and Saturday

    As from December 1, 2010 those who are selling their proper-ties with residential pools will need to undergo a mandatory poolsafety inspection and receive a compliance certicate within 90days of the point of sale. Homes for rent will require a safety cer-ticate before the property is leased. The new regulations will bereviewed within seven years. Key points for pool owners include:

    Properties with a pool for sale or lease will be affected from 1December 2010

    A valid pool safety certicate is required for the sale and leaseof properties from 1 December 2010

    All pools must be brought into li ne with the laws by 1 December2015 or sooner if sold or leased before that date

    For non-shared pools, such as pools associated with housed, acerticate is valid for 2 years, or 1 year for shared pools, suchas body corporate pools. Remember, you dont need to hold avalid certicate unless you are selling or leasing your property

    Last Friday night, overseventy members of theUniting Church andrepresentatives from theCatholic and Anglicanfaiths welcomed theinduction of ReverendScott Ballment to theleadership of the UnitingChurch in Alpha,Barcaldine, Blackall andJericho.

    He has arrived tominister to this area,bringing with him his wifeAleta and sons Kaleb andCooper, and his interestsinclude a commitmentto working with youngpeople.

    People from areas as faras Clermont, Biloela, GoldCoast and Rockhamptonattended the inductionheld in Barcaldine andjoined with the others fora dinner in the churchhall.

    The service was held inthe church grounds as theresult of the intense heat,and was led by ReverendKaryl Davidson with ScottBallment conrmed as

    the new Uniting Churchminister for the area.

    Welcomes wereextended by ReverendBeth ONeill and FatherMatthew Maloney, withan atmosphere of quietrejoicing that after a yearin which local pastorsmaintained worship, thechurch will once morehave an ordained ministerin charge.

    Reverend Ballment andhis wife have had a longinvolvement with theS.E.S and are lookingforward to joining in withthe local community.

    The recent ooding saw a signicant increase in

    trafc through Blackall and Tambo as truck drivers

    sought new routes during the widespread roadclosures.

    Sgt Bruce Trickett said that there was a noticeableincrease in trafc and that the police were busy

    during this time.There was increased car trafc and a number

    of trafc infringement notices were given out, with

    police actively patrolling, Sgt Trickett said.The increased trafc also had positive effects for

    business, according to Joe Walker at the BP service

    station.There was three times the normal rate of truckscoming through, Joe said.

    There were increases in fuel sales, caf sales-everybody beneted from the injection of prot.

    Les Williams at the Coolibah Motel said that henoticed an increase in business during the roadclosures, with people trying to travel home bookingout the motel on several nights

    During the rst two weeks of January, we saw an

    increase of around 50%, Les said.

    However, the increased trafc also meant that

    the highway sustained some damage, with councilworkers busy repairing potholes, mayor Jan Rosssaid.

    Overall the damage isnt that bad- the road stoodup remarkably well to the hammering it got, Cr Rosssaid.

    Cr Ross said that the increased trafc signied the

    need for improvement to the road network throughBlackall and Tambo.

    We need to have a well enough maintained routefor heavy vehicles to use in an emergency, Cr Ross

    said.Cr Ross said the event also highlighted the needfor Blackall and Tambo to each have designated restpads for heavy vehicles.

    Trucks normally stop opposite the BP, but theywere parked right down to the Memorial Park andBlackall State School, she said.

    We need a designated pad where those big machinescan pull up and its not too far for the drivers to getout and walk to refreshments and facilities.

    Blackall has gained two newpolice ofcers with the recent

    arrival of Constable Joey Abbottand Constable Brendan Young.

    Constable Abbott has beena police ofcer for three years,

    and has moved to Blackall fromRockhampton with his partnerMonique and three children, Jack,Georgia and Harrison. With ve

    years of experience, ConstableYoung joins the Blackall police

    force from the other end of thestate, moving from Warwick withhis wife Anna and two daughters,Katerina and Angeline.

    Both ofcers said that living

    and working in Blackall was

    signicantly different from their

    last postings, and not only because

    it was quieter.

    Constable Abbott said that he

    was nding that Blackall has a

    very strong community base.

    The community is very friendly-

    everyone looks after each other

    here, Constable Abbott said.
