Xavier Tudela, President of the Bureau, stated that these five cities “represent the wide variety and richness international cultural heritage has to offer.” The sites were selected by popular vote. Thousands of people participated and voted to elect their own seven most representative sites. Twenty-five landmarks in each area participated in the contest, out of which seven were voted local wonders in each place participant. The election process was a simultaneous effort that took place in these five areas of the world. After the election process was completed, the seven local wonders or treasures of Barcelona, Brasilia, Madrid, Nizhny Novgorod and Sarajevo are as follows: Barcelona 1. During the year of 2008, the International Bureau of Cultural Capitals promoted the election of the SevenWonders or Treasures of Cultural Heritage in five cities worldwide: Barcelona, Brasilia, Madrid, NizhnyNovgorod and Sarajevo. The initiative to elect the seven wonders of modern cultural heritage in Barcelona, Brasilia, Madrid,Nizhny Novgorod and Sarajevo was created to emulate the universal allusion to the Seven Wonders of theAncient World, i.e. the Great Pyramid of Cheops at Giza, the Hanging Gardens of Babylon, the Temple ofArtemis at Ephesus, the Statue of Zeus at Olympia, the Mausoleum at Halicarnassus, the Colossus ofRhodes, and the Lighthouse of Alexandria.

The International Bureau of Cultural Capitals has promoted the local election of the Seven Wonders oflocal Cultural Heritage in Barcelona, Brasilia, Madrid, Nizhny Novgorod and Sarajevo. The purpose of thiselection was to literally spread the word on local cultural heritage in an educational and entertaining way,while supporting tourism in the selected sites and encouraging visitors to learn about the richness of theinternational heritage in a concise way.

The International Bureau of Cultural Capitals (IBOCC) has established and promotes the AmericanCapital of Culture, the Capital of the Catalan Culture, the Brazilian Capital of Culture, the US Capital ofCulture, and the Spanish Capital of Culture among similar projects regarding capitals of culture.

The main objective of the IBOCC is to foster and expand the capitals of culture it has created, includingthe coordination of activities among already established capitals cultural around the world, the promotionof the creation of capitals of culture in areas of the world where they do not exist yet, to foster collabora-tion among cultural institutions and entities in order to achieve common goals, to provide consulting ser-vices to public and private institutions on the creation and development of cultural projects and to directlyadvance the establishment of cultural initiatives all over the world, such as the election of the SevenWonders or Treasures of Local Cultural Heritage in Barcelona, Brasilia, Madrid, Nizhny Novgorod andSarajevo.
