1. SUBJECT AND OBJECTIVESThe aim of this document is to define the requirements applicable to the Suppliers and Partners within theframework of the SaM146 program.

The objective of this document is to communicate the Aircelle’s requirements to the major Suppliers andPartners in the frame of the SaM146 Program. In particular but not limited to, it represents a flow down ofPowerJet‘s requirements, PowerJet being the customer of Aircelle. Then, these Aircelle’s Qualityrequirements include PowerJet’s requirements which are not declined in the general Aircelle’s Qualityrequirements.

Then, this present Quality specification is as a supplement to the:

• SAFRAN general quality requirements ref. QA-000725 (for design and production parts),

• SAFRAN general quality requirements ref. GRP-0081 (for intellectual services)

• Aircelle Quality requirements ref. BQR0003

2. SCOPEThis document is applicable to suppliers of modules of the nacelle, of main parts and assemblies, ofequipments and systems composing the SaM146 nacelle to all services and jobs :

- of Aircelle’s Suppliers / Partners / Sub-contractors

- for complete contract duration,

- for each time, that it is referenced in a contractual document between Aircelle and the supplier (forexample : into the contract, into the purchase order, into the Statement Of Work, in the Aircelle’sproduct Technical Specification, …)

- in all program phases, from development to product support,

- for all operations and supplies associated with the SaM146 Nacelle program.

In a first plan, this document is applicable to the suppliers “BUILT TO SPEC” and “BUILT TO PRINT” forwhom the writing of a Product Quality Plan is imposed by Aircelle to describe the Quality dispositionsimplemented by the supplier to answer to all of the quality requirements which are applicable on thisprogram SaM146. These Quality requirements are identified in appendix 1 in a specific column applicablefor “BUILT TO SPEC” or “BUILT TO PRINT”” suppliers.

In a second plan, this document is applicable to all of other suppliers (“simple” suppliers who manufacturepurchased articles with an Aircelle’s industrial and manufacturing specification, but only for Qualityrequirements identified in the “compliance matrix” specified in appendix 1 in the column “Applicable for allsuppliers”. It’s not necessary that such suppliers establish a compliance matrix, except if formally requiredby Aircelle.

The compliance with Aircelle’s Quality requirements shall be reviewed by the all suppliers in thedevelopment phase and before the beginning of production phase. In particular, for “BUILT TO SPEC”and “BUILT TO PRINT” suppliers, this review shall be done in the same time of the Aircelle’s approval ofthe supplier’s Product Quality Plan.

4. TERMINOLOGY

4.1. ABBREVIATIONSRefer to QA-000725 §1.1

4.2. DEFINITIONSRefer to QA-000725 §1.1.

In this document, it will be called “Suppliers” all the Suppliers and the Partners ofAircelle.A "BUILT TO SPEC" supplier is in charge and responsible of its definition. He shall ensure and replythat its definition, its industrialization and its manufacturing of all items are in accordance with Aircelle’sTechnical Specification.

A "BUILT TO PRINT" is supplier in charge to industrialize and produce a consequent assembly or sub-assembly of several primary items and/or systems (as a main module of the nacelle), but the "Built ToPrint" supplier is not in charge of the technical conception.

“Other supplier” is a supplier in charge to industrialize and produce a primary item or an equipped itemfrom the Aircelle definition. Such supplier is not in charge of the technical conception.

5. ADDITIONAL INFORMATIONThis present Aircelle Quality specification is established in accordance with PowerJet’s Qualityrequirements specified in the Program Management Specification ref. SaM146.PWJ.PGM.PLA.00001dated 16/09/2005.

6. QUALITY REQUIREMENTS

6.1. LANGUAGEAll documents shall be written in English.

6.2. COMPLIANCE MATRIX

6.2.1.1. MatrixAircelle carried out a sorting of the applicable and non applicable requirements to the "BTS", "BTP" andother Suppliers and declined them in a compliance matrix.

Completing the matrix (see guidelines §6.1.1.2.), Suppliers have to make their answers concerning eachpoint, available at any Aircelle request. They have moreover to make sure that these requirements aredeclined, respected in their own Suppliers and to give the evidence of it to Aircelle.

The focal point for the communication about the matrix is the Aircelle Supplier Quality Assurancerepresentative in charge of the supplier’s product.

The matrix format to be used is the one provided by Aircelle .The matrix format is an attached Excel tableattached in appendix 1. All answers have to be completed on this form.

6.2.1.2. Guidelines for the completion of the matrixA “BTP” completes the matrix for the requirements he is concerned with: if the box "Aircelle's Qualityrequirements applicable to “BTP” is Y (Yes).A "BTS" completes the matrix for the requirements he is concerned with : if the box "Aircelle's Qualityrequirements applicable to “BTS" is Y (Yes).Other Suppliers completes the matrix for the requirements he is concerned with : if the box "Aircelle'sQuality requirements applicable to “all Suppliers” is Y (Yes).

For each requirement, the box "Supplier's answer" shall contain the answer of the supplier according towhich he fullfills the requirement through its Quality System (what can be the case for requirementsalready transmitted through the QA-000725 or the BQR0003). The supplier shall referenced itsprocedures which is compliant with the Aircelle’s Quality requirement.

In the case where the requirement is not taken in account in his quality system, the box must contain themeans specifically implemented within the entity to be in compliance.

The answer has to be accurate and answer to following questions: what, who, when, how, how much andwhy.

The supplier of course has the possibility of exposing the method or the existing alternative solution in hissystem and this solution will be studied internally in Aircelle.

The box "Status" allows the supplier during the implementation of the requirement filling WIP when thesolution is in the way to be implemented but it’s only an intermediate status.The matrix is thus in permanent evolution until all the requirements are taken into account by thesuppliers.

The status of each Quality requirement shall be closed (status =”OK”) and shall be treated by the supplierat the DVI review of its product or in the same time of Aircelle’s approval of supplier’s ProductQuality Plan.

The compliance matrix shall be attached in appendix of the supplier’s Product Quality Plan (if requiredby Aircelle) or presented at the DVI review before the first product delivery.

6.2.1.3. Communication of the matrix evolutions between Aircelle and SuppliersThe matrix must always be up to date and can be required by Aircelle at anytime. It can also betransmitted to our Customer PowerJet at request.If necessary, the supplier can refer to the Aircelle Quality correspondent for any question or difficulty.Following the answers from the Supplier, Aircelle can require some information or refuse Supplier’sanswers and shall require other dispositions or solutions from the Supplier.Aircelle can also send evolutions of the matrix in case of some requirements changes or evolutions due tothe supplier. These evolutions will be identified by a letter as A, B, C, D … in this document or in thecolumn “requirement issue” in the compliance matrix.

6.3. DVI PROCESS IN DEVELOPMENT PHASETo Produce and attest the conformity of items to an Aircelle’s frozen definition or specification :

In development phase, Suppliers can establish its industrial file with an advance and preliminary definitionidentified by a definition change number :• DCAD number (Aircelle’s definition is complete in development phase )• or ACAD number (Aircelle’s definition or Aircelle’s specification is not complete) . In this case,

the Supplier cannot launch the production and shall contact the Aircelle correspondent to obtain afrozen and complete definition with DCAD number.

• CAD number (definition is complete in production phase)But, before the FIRST LAUNCHING OF PRODUCTION file of all Supplier‘s items, Supplier shall obtain toAircelle the number of Aircelle’s DCAD or CAD corresponding to the Aircelle’s frozen and completedefinition or specification for each Supplier’s items (Supplier shall contact Aircelle’s Purchaser if it don’thave received this DCAD or CAD number) . This DCAD’s or CAD’s number shall be noticed on theSupplier’s manufacturing file and will be reported on its statement of conformity for the delivery at Aircellefacilities.

DVI Aircelle’s acceptance :

In addition of chapter 2.3 of DVI Aircelle’s procedure and for the development phase, a DVI is required byAircelle for all parts which concerns :• certification tests phases (in case of doubt, please contact Aircelle’s certification responsible)• a justification of the definition design in series.The DVI of such parts shall be delivered in the same time of the first delivery of these parts andthe DVI shall be at least in status “accepted and to be completed” by Aircelle. The actions whichmust be completed shall not be suspensive and shall be approved by Aircelle.A “refused” DVI inhibits the delivery of the item taken into consideration. An article subject to DVIprocess cannot be delivered without its file or with an incomplete file without previous writtenauthorization from Aircelle’s Quality correspondent.All Supplier’s DVIs shall be in a closed status and accepted by Aircelle for the nacelle’s certificationrank and corresponding to Supplier’s items production rank. Consequently, Aircelle recommends toits Suppliers to foresee a definitive acceptance of the DVI by Aircelle as soon as possible (withoutany deviation).

6.4. DVI PROCESS IN PRODUCTION PHASEAny product will be accepted at Aircelle’s reception if DVI is not in a closed status (definitivelyaccepted) at the certification phase and at the production phase.

The Suppliers for modules and items with Aircelle technical specifications are required to deliver theproducts with an Acceptance Test Report in this Aircelle format. In addition the supplier shall establish anAcceptance Test Procedure which describes all tests requested on the material. The ATR shall beattached in appendix of the ATP.

The content of the document (columns designation, type and criteria) must be filled by the Supplier andfinally approved by Aircelle Quality. The focal point is the Aircelle’s Quality correspondent in charge of theSupplier’s product.

In header of the document, suppliers must fill the designation of the controlled part or module, followed byits part number, its serial number and its issue.

On the principal table, suppliers must complete:ü The designation of the control (example: profile, step, exit area…)ü The type of the control (section, measurement, visual…)ü The criteria and defined thresholdsü The result : failed / passed or the valueü The stamp of the inspectorü The concession number if applicable or any comments

On the second table, suppliers must complete the reference of the drawings, their designation and theirissue. The document has finally to be signed, stamped and dated by the supplier’s inspector.
