Directions (Q . 51-61): Read the following passage carefully and answer the questions given below it.

To help measure India's annual rate of inflation, the government is planning to roll out a new price index that will not only be more representative of the economy but also measure more than five times the kerns currently in Wholesale Price (WPI ) . To be called the Producer Price Index (PPI). the index will have a base year of 2004-05 and extend to 2.000 products.

The ministry of industry has set up an internal committee to prepare a framework for the new index. The committee has commissioned studies to arrive at a commodity basket for the PPI. The process could take a couple of years despite a reasonably good WPI, considered a proxy to PPI.

The PPI measures changes in prices received by domestic producers of goods and services over a time. This is different from the retail prices paid by consumers that include logistics costs, taxes and other levies. It will give an account of the efficiency of the economy in transferring goods and services from the producer to the consumer, who

Page 4: Bank PO · 1) Peter N Varghese 2) Mike Lazaridis 3) Kasit Piromya 4) Jens Buentjen 5) None of these 13. Name the country which on Apr 14 joined Russia in vaguely backing India's quest

could be the final consumer or another producer using it as an input.

India has five gauges of inflation that, measure prices from the wholesale level to the retail level.

The WPI is the most widely followed index for inflation and there are four consumer price indices. It measures prices recorded in bulk transactions, while the consumer price indices measure prices paid by the consumer. The current WPI series was launched in September last year with 2004-05 as the base year.

A report of the working group set up to revise the WPI series to a new base said that once the price data between basic price and excise duties/subsidies at the wholesale level was available, the calculation of the PPI should not be difficult.

The WPI would typically have some taxes such as excise levies and logistics costs already bundled in and would not necessarily be the price received by the producer. Once the PPI is in place, there would not be any need for the WPI.

The working group report further said that the WPI could eventually be discontinued. The US had converted its WPI into a PPI in 1978.

The working group had also favoured that integration of services in a comprehensive inflation measure be done with the PPI rather than the WPI.

The existing 435-item WPI, which uses 1993-94 as a base, "may be underestimating inflation".

Essentially, such underestimating means that the relative prices of food and processed foods as well as primary articles such as metals, which have seen severe inflation in recent years, are higher than what they seem officially, eroding current household budgets and future savings of the average Indian. 51.
