Evening daily Rs 1 cr more for police fund: CM P 3 Bangalore Beat 5 die after car plunges into canal Bangalore Beat Bureau Yadgir: Five persons of a family, who were head- ing for a pleasure trip, died when their car fell into a canal near Shahajur early this morning. The car dropped more than 50 feet straight into the canal. All the occupants of the car died on the spot near Mudahole village on Bidar-Sri- rangapatna highway. The police said the car driver lost control and plunged into the canal. The accident has taken place between 5.30 am and 6 am, they said. The deceased were heading to Mysore on a vacation when the accident occurred. They were from Venkatapura village of Medak district of Andhra Pradesh. The deceased have been identified as Rama Rao, Prakash Rao, Lalitha, Jyoti and car driver Vittal. The police had to deploy a crane to pull the car out. The car fell top down and crashed into the canal, the Bheeramaranaygudi police, who have registered a case, said. Anti‑incumbency up in state, says Congress Bangalore Beat Bureau New Delhi: The feeling of anti-incumbency is increasing by the day in Karnataka, said state Congress president G Parameshwara here this morning. Parameshwara, who is here for the last two days, met AICC president Sonia Gandhi and dis- cussed about the political situation in the state. Many corrupt ministers in the BJP government have landed in jail due to their involvement in illegal dealings. This shows that the entire BJP government is involved in corruption, he added. Because of this the BJP has been facing an in- ternal strife. Chief minister D V Sadananda Gow- da does not have a free hand to run the gov- ernment as he is controlled by some unseen hands. Governance does not exist in the state, he alleged. Now that the Metro Rail was inaugurated yester- day, the government is thinking of naming one of the stations after him, he added. The model flats for fire officers have been constructed in 17 days flat and modern technology has been used in erecting these structures. The flats have been built by an Australian company. He told media persons: “As you have known some elements have tried to foist cases against me. They failed in their ear- lier two attempts. They have succeeded af- ter trying again and again. Such things are common in a democracy,” he said. “In a democratic system, I have to fol- low the will of the people. If there is any anomaly in my functioning, I would take the next decision,” he said without spec- ifying what that action would be, though it was apparent that he would quit his post. “I will not disturb the investigation process and not influence its outcome. I will cooperate with the investigation,” he added. There have been concerns in some quarters that since he is the home minister with direct control over the police, he would jeopardise the cases against him. A private complainant, Jayaprakash Hiremath, on Tuesday approached the Lokayukta special court and alleged that the minister has denotified two pieces of land that were already notified by the Ban- galore Development Authority. He got them denotified later. The special court on Thursday directed the Lokayukta super- intendent of police, Bangalore Urban district, to investigate the complaint against Ashoka and file the report. The court also slapped a fine of Rs 1 lakh against the private complainant, Vinod Kumar, for trying to malign a pub- lic figure. The court was hearing a petition filed by the Kumaraswamy couple seeking re- jection of the cases filed before the Lokayukta special court. The cases relate to Jantakal Mining Company and Vishwabharati Housing Cooperative Society, which the com- plainant had alleged that Kumaraswamy and his wife had obtained personal grat- ification in return for a favour done to the two companies. The court said the cases could be po- litically motivated and slapped the fine. The court was furious that private com- plaints and in turn courts are being used to sully the image of the people. Reacting to the verdict, Kumaraswamy said, “I kept insisting that I would come out of this issue unscathed. We have been proved right. The court has even said that it should not be taken lightly.” On the hand of political op- ponents behind the case, he said, “The court has observed that it is politically motivated and has slapped the fine against the com- plainant. This should teach them a good lesson.” The court was angry that the docu- ments provided by the complainant were not in order. As per the legal requirement, he should have filed attested copies, ob- tained through Right To Information Act, as supporting documents. The court said the documents were mere photocopies and added that even the complaint had not been drafted proper- ly. The complaint too was not specific about the involvement of the couple in the cases. The latest member of the cabinet to face land- grabbing charges, Ashok has been asked by the BJP high command and also the Sangh Parivar to put in his papers before the first in- formation report is filed in the land grabbing cases, sources told Bangalore Beat. The Lokyukta special court yesterday asked the Lokayukta superintendent of po- lice, Bangalore Urban district, to investigate allegations of illegal land denotification of two pieces of land at Lottegollahalli in Ban- galore North taluk. Complainant Jayaprakash Hirematch has named Ashok as the prime accused and Yed- dyurappa as the second accused. Former owners of these pieces of land, G Shaman- na and Ramaswamy, are accused number 3 and 4. As the case has been referred to under Sec- tion 156 of the CrPC, Lokayukta police will take up investigation after filing a first in- formation report (FIR). Hiremath’s counsel A K Subbaiah said the minister got these pieces of land, worth over Rs 15 crore, for Rs 44.77 lakh. The high command told Ashok how would it look if he has to approach courts for anticipatory bail while being a home minister. The leaders were worried about the further damage to the party with the lat- est crisis. They said already the party’s reputation has been dragged through the mud with the arrests of former chief minister B S Yeddyu- rappa and former ministers Katta Subra- manya Naidu and Krishnaiah Shetty. The delay in submitting the resignation would only provide fodder for opposition par- ties and media to attack the party. Low prospects worrycracker industry: Assocham

Bangalore: Greater environmental aware-ness, rising prices of firecrackers andconstant cracker-free Diwali campaignshave severely hit demand for firecrackerswhich is likely to drop by about 35 to 40percent during this year, according to ajust-concluded survey of apex industrybody Assocham.

The Associated Chambers of Commerceand Industry of India (ASSOCHAM) in-teracted with about 250 firecracker man-ufacturers in Sivakasi in Tamil Nadu andabout 500 fireworks’ dealers, traders,shopkeepers and retailers at Ahmedabad,Bangalore, Chandigarh, Chennai, Delhi,Hyderabad, Kolkata, Lucknow, Mumbaiand Pune at various wholesale and retailmarkets between September and October15 to gauge the mood in the domesticfirecracker industry.

Abnormal increase in fuel prices, in-creased road freight, escalating raw ma-terial (sulphur, potassium nitrate andwaste paper) prices due to shortage, risingwages and lack of skilled labour, othermiscellaneous levies and recent bombblasts in the country are certain key rea-sons cited by majority of respondentsthat might lead to a slump in profits offirecracker industry this festive season,highlights the Assochamsurvey.

“Due to escalating fuel prices the roadfreight rates have also gone up alongwith other operational costs. Besides,prices of tyres, lubricants and the wagesof the drivers have also increased signif-icantly and all these issues are going toimpact margins of the firecracker indus-try,” said DS Rawat, secretary-general ofAssochamwhile releasing the findings ofthe survey.

“A considerable increase of about 30to 50 percent in the cost of crackers(across all range) since last year is expected

this Diwali,” said Rawat. “But Diwali isknown for lighting and fireworks, peopleare not going to call off their celebrationsbarely because of price rise, but are surelygoing to cut their budget for firecrackersconsiderably thereby dampening the fes-tive mood.”

The domestic firecracker industry,which according to an Assochamestimateis about Rs 1,200 crore, has been in thedoldrums for the past couple of years.Sivakasi is home to over 9,500 firecrackerfactories and produce almost 100 per

cent of total fireworks output in the coun-try. The fireworks industry employs about1.5 lakh people, including the organisedand unorganised sectors.

Nearly 55 per cent of firecracker man-ufacturers and wholesalers in Sivakasisaid there has been a drop of about 15percent in orders from northern states,which consume over 75 per cent of totalfireworks production.

Majority of firecracker manufacturesin Sivakasi said cost of producing crackershas gone up by about 25 to 30 per cent

this year due to rising labour wages andskyrocketing prices of raw material.

About 35 per cent of these said theyhave stepped up production of smokelessfirecrackers to lure buyers as they emanatevariety of colours and light and containmore herbs, less-smoke emitting chemi-cals and are less noisy.

Increase in number of illegal firecrackerunits in and around Sivakasi is also dent-ing the prospects of the industry and aredoing a brisk business thriving on cheapercost price of their product, said most ofthe respondents.

Nearly 65 per cent of traders, retailersat Bangalore’s Rajaji Nagar, ManjunathNagar and Govindarajanagar said busi-ness has been real slow and profits haveonly dipped since 2008-09 and resultantlythey are not even able to recover the costof investment incurred.

Majority of these said rising environ-mental awareness, competition and re-strictions of the local administration andfire department are largely responsiblefor this gradual slump inthe fireworks’industry. Over half of the respondentssaid for the last two years their profitmargins have trimmed by over 35 percent and they have been suffering badlosses. Almost all the fireworks’ tradersinterviewed said they are also informingthe customers about the details of decibellevel and manufacturing date, consideringpeople have started realising ill-effectsof crackers on the environment.

About 2,500 temporary stalls, shopscome up in the city every year to sell fire-crackers cashing in on the Diwali jubi-lance. For most of these shopkeepers,selling firecrackers is a traditional prof-itable business and they go slow on theirusual business or profession to make awindfall during the annual festival.

According to a global studyfrom Nokia, 58 percent of smart-phone users in India believeapps truly benefit their lives, re-lying on them while at home (31per cent), travelling (24 per cent),or at work (10 per cent).

Nokia is working alongsideCornell University’s leading so-ciologist and professor of scienceand technology studies ProfessorTrevor Pinch to analyse the studyof over 5,000 smartphone usersin 10 countries and to investigatewhat our smartphone behaviour

isn’t about the number ofapps people have, but aboutfinding ones that are mostuseful. 65 per cent haveup to 30 apps on theirsmartphones, with a fifth(21 per cent) saying thatthey delete all similarapps from their hand-set if they hear abouta better one.

“Apps are becom-ing intrinsic to theway we live,” saysProf Pinch.

“Our relation-ship with them hasturned from just occasional use

The study found that77 per cent of people in

India have up to 30 appson their smartphone, with

men more likely to downloadan app (93 per cent) vs. women(87 per cent).

The most popular apps todownload are music (41 percent), social networking (41 percent), business (27 per cent),photo/ personalization (22 percent) and games (22 per cent).

The most popular apps peo-ple actually use are social net-working (40 per cent), music(36 per cent), business (28 percent), utilities (21 per cent),games (21 per cent)

Women (43 per cent) are moreinto social networking than men(38 per cent)

The majority of 18-24-yearolds download and use social

networking apps. 58 per cent of people like to

download apps because theyknow they’ll benefit their life,48 per cent of Indians think it’simportant to have the most re-cent technology and applica-tions and 34 per cent feel theyneed to be able to downloadthe latest music releases.

Most smartphone users fre-quently rely on apps throughoutthe day (48 per cent), 22 percent log on and use them twoor three times a week.

31 per cent of people use theirapps at home, while 29 per centuse them while commuting toand from work.

17 per cent of Indians only

The data reveal some factsabout the behaviour of SouthIndians.

40 per cent of southernersmake sure they tell as manypeople as possible when theyfind a great app.

Bangalore: Tamil Nadu chiefminister J Jayalalithaa arrived inthe city today to attend hearingin two cases of disproportionateassets going on at the Parap-panaAgrahara Central Jail.

The AIADMK leader was inthe city yesterday too and an-swered more than 370 questionsposed by Judge Mallikarjunaiah.

She arrived in the city on aspecial flight and headed straightto the special court set up insidethe jail premises.

The proceedings are in-cameraand media and others have beenbanned from attending it. Thepolice have enforced ban ordersunder section 144 around the500-metre radius of the jail.

Jayalalithaa answered morethan 200 questions today. Thoughthe judge had prepared morethan 1,000 questions, the processcould be completed for only 370questions. The process was de-layed as after each set of ques-tions Jayalalithaa had to put inher signature. She answered mostof the questions in monosyllableswith mere yes or no. She attendedcourt for more than six hours

with a break of only half an hourto 45 minutes for the lunch break.Through the entire proceedings,she was made to sit on a sofa.The Supreme Court has askedthe special court to finish thehearing in two days. A tight se-curity cordon has been thrownaround the jail. The Karnatakapolice had stationed over 1,000personnel, while their TamilNadu counterparts had broughtin 500 policemen. The heavy se-curity is because of the Z categorysecurity the leader enjoys.

quisition of a hotel worth Rs 57crore in 2001 and possessing il-legal properties worth over Rs97 crore in 1991-96.

Bangalore: The state governmentwill release Rs 1 crore more for thepolice welfare fund, said chief min-ister D V SadanandaGowda herethis morning.

Taking part in the Police Com-memoration Day at City Armed Re-serve police grounds on Mysoreroad, he said, “The police force isdoing well in the state. The policepersonnel are working hard tomaintain the law and order situa-tion.”

“Our police are capable of han-dling any situation. Eminent policeofficers have been putting theirlives at risk to protect the peopleof the state,” he said.

Kolkata: If plainspeak is harsh,then “I plead guilty,” the BJP’s84-year-old yatri LK Advani hassaid in response to Prime MinisterManmohan Singh’s gentle sug-gestion that he not use harshwords.

Attacked by Mr Advani forbeing “the weakest prime min-ister the country has seen”, DrSingh responded on Wednesdayby saying “I wish Advaniji suc-cess in his yatra. I hope that hewould not use language at times,which appears to be intemperate.In politics, it is better to avoidsuch harsh words.”

Mr Advani had a ready re-sponse to that as his yatra rolledinto Kolkata. “My strongest crit-icism of him has been that he isthe weakest PM of all the countryhas had. If calling a spade aspade is wrong, then I pleadguilty, else there is no harsh-ness.”

Yesterday, on board his planewhile returning from a trip toPretoria, the PM had made clearhe would not counter criticismwith criticism. “It’s up to people

to decide, I am not going to crit-icize any national leader,” hesaid. Mr Advani had made his“weakest PM” remark on Tues-day on the ninth day of his JanChetnayatra which he has dedi-cated to the promotion of cleangovernance. In West Bengal, Mr Advaniasked why his one-time politicalassociate Mamata Banerjee, ChiefMinister and now a partner ofthe Congress, was silent on cor-ruption at the Centre. “I missthe outspokenness of Mamata;which even my government hadto face...I don’t know why she isreticent on the massive centralgovernment scams.”

Mamata Banerjee’s TrinamoolCongress was a part of the BJP-led NDA government at the Cen-tre, before parting ways on anacrimonious note in 2001. TheTrinamool Congress is the secondlargest partner in the UPA gov-ernment. The Trinamool and theCongress are also coalition part-ners in West Bengal.

HC cancels acquisition of 3 Greater Noida villages

Allahabad: In a major setback for theUttar Pradesh government, the AllahabadHigh Court on Friday cancelled the landacquisition of three villages in GreaterNoida.

The land acquisition of Asadallapur,Devla and Saberi villages were cancelledby the court.

As per the order, the farmers who havealready taken the compensation, can re-turn the amount and claim back theirland.

The farmers in the remaining 37 villages,where planning has already taken place,will get 64 per cent additional compen-sation and 10 per cent of developed land.

The High Court further said that an of-ficer of the Principal Secretary level wouldbe appointed to look into the functioningof Greater Noida authority.

The order was passed by a specially-constituted three-judge bench comprisingjustices Ashok Bhushan, S U Khan andV K Shukla on the writ petition of 491farmers who had challenged the acqui-sition of more than 3000 hectares of landby the state government.

The court also ordered that "no furtherconstruction shall take place in the areaunless approval for the same is given bythe National Capital Region Planning

Board".The court took serious note of the fact

that vast tracts of land in the districtwere acquired by invoking the urgencyclause, for the purpose of "planned in-dustrial development". However, theywere later handed over to private buildersfor construction of residential complex-es".

"The Chief Secretary of the state ishereby directed to get an inquiry con-

ducted into the entire process of allotmentof land to private builders, by an officernot below the rank of Secretary, and sub-mit its report to the state government".

A lawyer representing the farmers said,"There was a kind of a mafia working incollusion with the officials of the authoritybecause the manner in which they hadtaken land was unfair".

"I have all sympathy with the investors,but the Supreme Court has said the

dispute is purely between the farmersand builders," he said.

SurenderYadav, a farmer whose landin Itara village would fetch him compen-sation said, "We are not satisfied withthis order. There is nothing new in it. Wewould have anyway got this deal two-three months back. If they don’t scrap it,we will go to the Supreme Court".

The invoking of the Land AcquisitionAct’s urgency clause by the state govern-ment had been a major cause of resent-ment among the petitioners who hadclaimed that this had deprived them ofan opportunity for raising objections andbargain for a better compensation.

Moreover, they had also been objectingto the change in "land use", pointing outthat while the government notificationsstated "planned industrial development"as the objective of acquiring their land,it was being later handed over to realestate developers for construction ofhousing complexes.

A number of builders and thousandsof flat buyers who had invested in theaforesaid housing projects had also ap-proached the High Court with the pleathat any adverse order would badly affectthem for no fault of theirs.

Strike at Maruti SuzukiManesar plant ends

New Delhi: The 14-day-longstrike at Maruti Suzuki India'sManesar's plant was called offon Friday morning following atripartite agreement between themanagement, workers and theHaryana Government.

As part of the agreement, themanagement agreed to take back64 permanent workers but an-other 30 will remain suspended.It was also agreed that around1,200 casual workers would alsobe reinstated, sources privy tothe talks said. The strike at theSuzuki PowerTrain and SuzukiMotorcycle plants has also beencalled off. The 15-day long agi-tation by workers cost the com-pany an estimated loss of Rs 825crore - that is Rs 55 crores perday.

Setting up of two committeesfor grievance rederssal andlabour welfare was also agreedin order to provide a harmoniousworking environment at theplant. The agreement came atthe end of several rounds oftalks, since Wednesday in thepresence of senior officials ofthe Haryana government.

Workers at the plant were onstrike since October 7 demandingreinstatement of about 1,200 ca-sual workers and 44 permenantworkers who were suspendedfollowing an agreement signedon October 1 to end a 33-day-long standoff, along with 50workers who were dismissed orsuspended during the currentstir. As per the agreement, work-ers will face no work, no pay forthe duration of the strike.

A 'Grievance Redressal Com-mittee' will be set up and it willhave representation from themanagement and workers.

Also, a Labour Officer fromthe state government will be apermanent invitee to the com-mittee and will review its pro-ceedings, the sources said.

The agreement also providesfor the setting up of a 'LabourWelfare Committee' to promotemeasures for good relations be-tween the management andworkers. The committee willcomprise members from themanagement as well as work-ers.

It is understood that the com-pany has also agreed to arrangefor transport services for workersin line with shift timings.

The agreement was signed inthe presence of senior State gov-ernment officials, includingDeputy Commissioner (Gurgaon)PC Meena, Sub Divisional Mag-istrate Satyendra Duhan, LabourCommissioner Smt SatwantiAhlawat and Assistant LabourCommissioner Nitin Yadav.

Workers at Suzuki PowertrainIndia Ltd (SPIL) and Suzuki Mo-torcycle India Pvt Ltd (SMIPL)who had also gone on strikefrom October 7 in support oftheir colleagues at Maruti SuzukiIndia (MSI) have also agreed tocall off their strike.

The company said it produced1,997 vehicles at the Gurgaonand Manesar facilities on Thurs-day with the Manesar plantrolling out 200 cars with 600workers on duty.

Earlier in June, workers atManesar plant went on a 13-daystrike demanding the recognitionof a new labour union, the MarutiSuzuki Employees Union(MSEU). The stir had resulted ina production loss of 12,600 cars,which were valued at about Rs630 crore. From August 29, thecompany witnessed a 33-daystandoff when the managementprevented workers from enteringthe plant without signing a 'goodconduct bond'. MSI board willbe meeting on October 29 to con-sider among other things, a pro-posal for setting up of a newplant in Gujarat.

On September 2, Kejriwal wasserved a notice in this regard bythe I-T department, accusing himof violating bond conditions.

Incidentally, Kejriwal is stillan IRS employee as the depart-

ment has not accepted his res-ignation tendered in 2006.

The earlier notice had saidthat his resignation would beaccepted only after the dues werecleared.

Reacting to the September notice, which was slapped almost a week before Hazare kicked off his Ramlila fast, TeamAnna had questioned the timingof it.

Team Anna member JusticeSantosh Hegde had said that thetiming was vindictive.

"At a time when he has doneso much in the movement ofAnna Hazare, the governmentseems to be taking vindictivesteps, it looks to me at the firstsight. I think people at large willmisunderstand this.

Five years back he left his job,he signed a bond and now whenamidst all these happenings,they slap him this amount andsay come and pay within a week,looks vindictive to me," JusticeHegde had said.

The exact circumstances ofhis demise are still unclear withconflicting accounts of his deathemerging. But the footage, pos-sibly of the last chaotic momentsof Gaddafi's life, offered someclues into what happened.

Gaddafi was still alive whenhe was captured near Sirte. Inthe video, filmed by a bystanderin the crowd and later aired ontelevision, Gaddafi is shown be-ing dragged off a vehicle's bonnetand pulled to the ground by hishair.

Sahati, a 27-year-old governmentfighter, standing next to twostinking drainage pipes under asix-lane highway near Sirte.

On the ground, governmentfighters described scenes of sheercarnage as they told stories ofGaddafi's final hours.

Shortly before dawn prayers,Gaddafi, surrounded by a fewdozen loyal bodyguards and ac-companied by the head of hisnow non-existent army Abu BakrYounis Jabr, broke out of thetwo-month siege of Sirte andmade a break for the west.

They did not get far.France said its aircraft struck

military vehicles belonging toGaddafi forces near Sirte at about8:30 a.m. (0630 GMT), but saidit was unsure whether the strikeshad killed Gaddafi. A NATO of-ficial said the convoy was hit ei-ther by a French plane or a U.S.Predator drone.

Two miles (3 km) west of Sirte,15 pick-up trucks mounted withmachine guns lay burnt out,smashed and smouldering nextto an electricity substation 20metres from the main road.

They had clearly been hit bya force far beyond anything the

motley army the former rebelshas assembled during eightmonths of revolt to overthrowthe once feared leader.

But there was no bomb crater,indicating the strike may havebeen carried out by a fighter jet.

Inside the trucks still in theirseats sat the charred skeletal re-mains of drivers and passengerskilled instantly by the strike.Other bodies lay mutilated andcontorted strewn across thegrass. Some 50 bodies in all.

Fighters on the ground saidGaddafi and a handful of hismen appeared to have runthrough a stand of trees and tak-en refuge in the two drainagepipes.

"At first we fired at them withanti-aircraft guns, but it was nouse," said Salem Bakeer, whilebeing feted by his comrades nearthe road. "Then we went in onfoot.

"One of Gaddafi's men cameout waving his rifle in the airand shouting surrender, but assoon as he saw my face he startedshooting at me," he told Reuters.

"Then I think Gaddafi musthave told them to stop. 'My mas-ter is here, my master is here',he said, 'Muammar Gaddafi ishere and he is wounded'," saidBakeer.

"We went in and broughtGaddafi out. He was saying'What's wrong? What's wrong?What's going on?'. Then we tookhim and put him in the car,"Bakeer said.

At the time of his capture,Gaddafi was already wounded

with gunshots to his leg and tohis back, Bakeer said.

Other government fighterswho said they took part inGaddafi's capture, separatelyconfirmed Bakeer's version ofevents, though one said the manwho ruled Libya for 42 years wasshot and wounded at the lastminute by one of his own men.

"One of Muammar Gaddafi'sguards shot him in the chest,"said Omran Jouma Shawan.

There were also other versionsof events. NTC official Abdel Ma-jid Mlegta told Reuters Gaddafihad been finally cornered in acompound in Sirte after hoursof fighting, and wounded in agun battle with NTC forces.

He said Gaddafi kept repeating"What is the matter? What's go-ing on? What do you want?" andresisted as NTC fighters seizedhim. He added that Gaddafi diedof his wounds as he was beingtransported in an ambulance.

"He was bleeding from hisstomach. It took a long time totransport him. He bled to death(in the ambulance)," he said.

Another NTC official, speakingto Reuters anonymously, gavea violent account of Gaddafi'sdeath: "They (NTC fighters) beathim very harshly and then theykilled him. This is a war."

Video footage showedGaddafi, dazed and wounded,but still clearly alive and as hewas dragged from the front of apick-up truck by a crowd of angryjostling government soldiers whohit him and pulled his hair todrag him to the ground.

He then appeared to fall tothe ground and was envelopedby the crowd. NTC officials laterannounced Gaddafi had died ofhis wounds after capture.

Someone in the crowd shouted"keep him alive, keep him alive",but another fighter cried out ina high pitched crazed scream.Gaddafi then goes out of viewand gunshots are heard.

Further footage showed whatappeared to be Gaddafi's lifelessbody being loaded into an am-bulance in Sirte.

One of the fighters who saidhe took part in the capture bran-dished a heavily engraved goldenpistol he said he had taken fromGaddafi.

Fallen electricity cables par-tially covered the entrance tothe pipes and the bodies of threemen, apparently Gaddafi body-guards lay at the entrance toone end, one in shorts probablydue to a bandaged wound onhis leg.

Four more bodies lay at theother end of the pipes. All blackmen, one had his brains blownout, another man had been de-capitated, his dreadlocked headlying beside his torso.

Army chief Jabr was also cap-tured alive, Bakeer said. NTC of-ficials later announced he wasdead.

Joyous government fightersfired their weapons in the air,shouted "Allahu Akbar" andposed for pictures. Others wrotegraffiti on the concrete parapetsof the highway. One said simply:"Gaddafi was captured here."

Supreme Court says okto F1, with conditions

New Delhi: The Supreme Courthas said the F1 in Greater Noidacan take place as planned, butthe organisers need to deposit25% of the ticket sales in a specialbank account.

That money cannot be with-drawn by the organisers – theJaypee Group – till the court de-cides on whether the event is

entitled to exemption from en-tertainment taxes.

The Uttar Pradesh govern-ment's decision to forgo the en-tertainment tax has been chal-lenged in the Supreme Court bya Public Interest Litigation (PIL)."We want to get money for thestate but you don't," observedthe judges hearing the case.

The races will be held over aperiod of three days next week.

The JP Group told the courtthat so far it has sold ticketsworth 75 lakhs. Given that en-tertainment tax is applied at25%, the group will have to setaside 18 lakhs within two weeksin a special bank account. Thecase will be heard after a month.
