MBA Bankers Meet with Congressional DelegationLed by MBA Chairman Kevin Clark – Mountain West Bank, eight Montana bankers joined over 1,000 bankers from around the country in Washington, DC for the American Bankers Association’s 2014 Government Relations Summit. The 2014 Summit was one of the largest banker gatherings in Washington, DC focused on meeting with Congressional Delegations and bank regulators. Joining Clark were MBA Vice Chair Sam Waters – First Community Bank, MBA Secretary-

Treasurer Bruce Glennie- Wells Fargo Bank, Diane Kautzman - Rocky Mountain Bank, Noel Kulbeck- First Montana Bank, Tammy Grilley and Bruce Parker – First Interstate Bank, Wayne Hirsch and Bill Lucas – US Bank and MBA President/CEO Steve Turkiewicz.

The bankers had positive and productive meetings with Montana’s three Congressional members and their staffs. This was the first MBA meeting with newly appointed Senator John Walsh. Topics included getting Congressional action on the CLEAR Act and the Regulatory Examination Fairness Act. All three of Montana’s Congressional members are now CLEAR Act

sponsors. In addition, the members were asked to talk with their colleagues and key Committee chairs urging them to hold long needed oversight hearings on the Farm Credit Systems continual expansion into non-farm lending, including the recent $700 million loan to Verizon to fund its buyout of another communications company’s Verizon shares.

Another subject discussed with the delegation is the need to revisit the credit union mission and tax exemption. There are times it seems we are hitting the proverbial “brick wall.” But, the continuing industry pressure seems to be getting the credit unions nervous about the politics of their outdated tax exemption. During the Summit, a “little community” $27 billion credit union undertook a rather imaginative “guerilla” action by substituting the ABA’s, “Credit Unions Have Outgrown Their Mission and Tax Exemption,” brochure with a similarly designed brochure that extolled the “virtues of the tax-exempt” financial enterprise. This is an example of how our efforts are gaining momentum and why this effort is a marathon, not a sprint.

Besides meeting with the delegation, Summit participants heard from Congressional leaders including House Majority Leader Eric Cantor (R-VA), Senate Banking Committee member Heidi Heitkamp (D-ND) and House Financial Services Committee member Shelly Moore Capito (R-WV).

Outside speakers included political analyst Charlie Cook, who outlined the potential impact of the 2014 Congressional elections, especially on the makeup of the US Senate. Concluding the Summit, was nationally syndicated columnist, frequent TV commentator and author Peggy Noonan. Noonan was very insightful in her analysis of the near term consequences of international tensions, especially with the recent actions by Russia in the Ukraine and Crimea and the United States reactions.

MBA bankers will be returning to Washington DC, for the Western States Capitol Hill Visit, with bankers from Wyoming, Colorado, Utah and Nevada, October 1-3, 2014. In the meantime, bankers are urged to continue their personal conversations with Senators Tester and Walsh and Congressman Daines about the industry’s issues. They should be in Montana during the Congressional recess April 14 – April 25, 2014 and they look forward to hearing from you.

At the Montana Congressional Breakfast. L to R Wayne Hirsch; Noel Kulbeck; Alison O’Donnell, Senior Economic Policy Advisor, Senator Tester; Melanie Hall, Montana Commissioner at Division of Banking and Financial Institutions.

Financial Institution BondYou have heard the saying “you get what you pay for.” That can be said today for some of the insurance products being offered in the marketplace. Not all insurance policies are the same and some companies will be lower in premium but come with inferior coverage. BANCSERVE Insurance Agency can help you analyze your insurance coverage and prevent oversights.

Some important coverage questions to ask are:• Based on my bank’s asset size, are my limits of coverage adequate?• Can my current insurance carrier cancel coverage for any reason by giving me a 60-day notice?• Does my policy have a broad definition of employee embezzlement?• Are my claims paid as an occurrence or is there an annual aggregate limitation?• Does my bond have a loss sustained endorsement limiting coverage?• So many more questions to ask. . .
