Background Through Africa Groundwater Network (AGW-Net) activities a regional course on “Groundwater Management within IWRM in the Basin River context” was held in Bamako (Mali) in September 23-27, 2013. This course was a French language one specifically aimed at river basin users and professionals in Francophone countries (West and Central Africa). This workshop was financially supported by Cap-Net and IAH through the Burden Network. Implemented by the CRUBN/Coordination Régionale des utilisateurs de Bassin du Niger (Regional Coordination of Niger Basin Water Users), the course was attended by participants from Benin Republic, Burkina Faso, Cameroun, Cote d’Ivoire, Madagascar, Mali and Senegal. We have encountered fully participation of Direction Nationale de l’Hydraulique (in charge with water resources in Mali), SAMAGEP (in charge with potable water supply in urban area), le Partenariat National de l’Eau (PNE-Mali, Country Water Partnership), members of Coordination Nationale et Régionale des Usagers (ères) des Ressources Naturelles du Bassin du Niger (National and Regional water users) Please see list of participants in annex.

Activity The workshop aimed to:

• promote sustainable groundwater resources management within the framework of IWRM

• raise awareness of the importance of groundwater resources in Africa and the need for improved management

• build capacity for improved groundwater management • enhance the sharing of information • provide basic understanding of GW processes and their interaction in river

basin context Opening Ceremony The opening ceremony was chaired by the Deputy Director of Direction National de l’Hydraulique, Mr Yaya Boubacar, who recalled the role of groundwater in satisfying diverse usages, and emphasized on fact that this resource should be protected, and effort should be made to improve groundwater knowledge toward water users. This ceremony was covered by the National Broadcasting TV (ORTM). Course The course was facilitated by Dr Moustapha DIENE, Prof. Amadou Zanga Traoré from ENI (National Engineering School in Bamako), and Mrs Lala Camara Diarra

from Ministry of Planning, who worked for years in IWRM actions plan. The deputy CEO of SOMAGEP was invited to deliver presentation of Bamako water supply services. The first session commences with self presentation of participants, and their expectation with regard to the course. The basic idea of the course was to proceed according to a workshop scheme (see programme in annex), with short presentations followed by discussions throughout work groups or questions raised by facilitators:

Results One of the main results of the course was undoubly the exchange and fruitful discussions that emerge after each presentation or in work groups. Main topics that were delivered focused on for example: Groundwater characterization The relevance of groundwater characterisation for better resource management was stressed. Discussions highlighted the lack of knowledge on aquifers due to the complexity and difficulties related to groundwater evaluation and assessment, the reduced number of trained professionals in groundwater aspects as well. Two major cases raised interest among participants, the problematic of transboundary aquifers and groundwater quality protection. Groundwater management tools Participants are trained to be familiar with different management tools: legal and regulatory aspects of groundwater development, stakeholders’ participation, interaction between groundwater and surface water in river basin area, or in wetlands. Groundwater monitoring The relevance of monitoring in groundwater management was emphasized during this session. The objectives, benefits and institutional responsibility of monitoring were discussed, a long with major strategic, efficient and appropriated actions for better advocacy of groundwater monitoring in coordination surface water monitoring, particularly in the context of river basin. The field visit emphasized on Bamako water supply and the surface water treatment processes compare to groundwater that usually does not need treatment, but should protected.

Groundwater protection agricultural activities This session covered major aspect of groundwater protection, the necessity to sensitize and involve basin users in groundwater protection, to raise awareness on impacts of agriculture activities on aquifer. Outcomes and perspectives The major outcomes were the exchanges process, knowledge sharing between participants of various profiles. The assessment of evaluation forms distributed to participants at the end of sessions shows high satisfaction with regard to organisation, level of training materials, and mainly the quality of discussion/exchanges during sessions and work groups. Workshop files were distributed to participants. In the light of evaluation results there are needs expressed by participants:

• to built capacity for more water users in Niger basin in a more common language,

• to augment the numbers of participants;

• to implement capacity building course in other countries. In further capacity building activities these experiences sharing needs to be extended to wider range of sphere, and AGW-Net along with partners should envisage common course yearly in Niger basin countries.
