Initial proposals to redraw constituency boundaries for the Westminster Parliament would see the Ballymena district sliced apart. The controversial plan suggests dividing the current North Antrim seat, with much of the Ballymena district moving into a newly created Mid Antrim constituency.

The report, written by the Boundary Commission for Northern Ireland, is part of a UK-wide drive to reduce the number of MPs from 650 to 600 and to create more evenly divided electorates. Within Northern Ireland the number of MPs would be reduced from 18 to 16, with Belfast and the west losing a seat each. Such a reduction would have a knock-on effect for the Northern Ireland Assembly. A North Antrim seat covering the Ballymena, Ballymoney and Moyle districts was established in 1950 and has survived previous boundary shifts. However, this report proposes that Ballymena town join Galgorm, Ahoghill, Kells, Glenwherry and the Grange in being represented by a MP for Mid Antrim.

continued from front pageThis new constituency would incorporate much of the old East Antrim seat, stretching to Carrickfergus, Larne and Whitehead. Meanwhile, the Broughshane, Cullybackey, Portglenone and Slemish areas would remain in a remodelled North Antrim. This huge new proposed seat would include a large slice of the current East Londonderry constituency – as far as Coleraine, Portrush and Portstewart – and much of the Glens.

The proposals are currently in the middle of a 12 week consultation period, which

will run until December. Such sweeping changes have met with widespread opposition. Unionist and nationalist politicians alike have reacted with a mixture of concern and outright opposition.

Observers have noted that it seems somewhat perverse to shred a North Antrim seat that already has a sufficiently large electorate of 74,094 and covers a land area large by UK constituency standards. Local people may also be uneasy with the prospect of Ballymena losing civic and political ties with surrounding villages and rural districts

that have traditionally shared a common identity with the town. The broad political agreement that less MPs are required, and that the boundaries need modernised, suggests that significant alterations will take place. Equally, however, local opposition campaigns throughout much of the UK, together with unease within parliament and the coalition government, will challenge many of the proposals. Whatever the result, with the re-shaping of local councils also in the pipeline, the political landscape of our district looks certain to change dramatically.

The latest in the series of statistical reports entitled “Jobseeker’s Allowance Summary of Statistics” was recently published by the Department for Social Development.

Some of its key findings with year-on comparisons include:

• The estimated claimant figures in NI at August

2010 was 55,965; this was an increase of 7.3% (3,800) over the year from the previous count of 52,165 in November 2009. Five years ago the live load was 27,600

• There were 1,330 claimants in Ballymena• The number of JSA claimants as a proportion of people of working age in Northern Ireland in November 2010 was 5.1%.

This compares to 4.8% in November 2009. The November 2010 proportions range from 3.2% in Castlereagh to 7.6% in Derry with Ballymena at 3.5%

• 17,125 claimants were under 25 years old in November 2010 (30.6% of all claimants). This compares with 16,790 under 25 claimants in November 2009 (32.2%).

O’Loan congratulates Chamber of Commerce and Mayor on President McAleese lunchSDLP Councillor Declan O’Loan has congratulated both the Ballymena Chamber of Commerce and DUP Mayor Hubert Nicholl on the great success of the lunch event held at the Adair Arms at which President Mary McAleese was the guest of honour.

He said: “This was a marvellous event for Ballymena and I congratulate all involved in it. The President spoke of partnership, friendship and mutual support as the way forward in meeting the many challenges of our times, especially economic ones. She quite rightly praised the Chamber for the way in which they had

already demonstrated those qualities over the last few very difficult decades. The Chamber can rightly take pride in what it has done, and be encouraged to strike out even more bravely in the future.”

“The attendance of the Mayor and the generosity of his words – describing the President as ‘inspirational’ – were of particular significance. I congratulate him also. I believe that this was the first time that a Mayor of Ballymena welcomed a President of Ireland at an event in Ballymena. This event broke down barriers which had lasted for decades. This example

and the President’s words about partnership and friendship show us the way forward in dealing with our economic and social problems. I believe that the Mayor’s leadership on this occasion is the culmination of many efforts in recent years to improve relationships in Council and across our community.”“It is almost certain that this will be the last visit by President McAleese to Ballymena and North Antrim during her Presidency. It is timely therefore to pay tribute to her for her outstanding two-term Presidency and to thank her for her many visits to this area.”

The Chancellor, in consultation with the Secretary of State Owen Paterson and the Northern Ireland Executive, recently announced that from 1 November Air Passenger Duty will be cut for passengers travelling on direct long-haul routes departing from airports in Northern Ireland.

Continental Flight CO95 from Belfast International to New York/Newark will continue to operate, maintaining Northern Ireland’s vital economic air link to North America, and Northern Ireland will gain a fresh opportunity to develop other long-haul routes to the rest of the world. Announcing the move, the Chancellor of the Exchequer said: “The Government has taken proactive measures

to protect the only direct long-haul service operating from Northern Ireland and with it the jobs of those who serve the Belfast route.”Mr Robin Swann, the North Antrim Ulster Unionist Party Assemblyman and member of the Stormont Culture, Arts and Leisure Committee, has welcomed the proposed abolition of airport tax on long haul flights out of Belfast International.

Assemblyman Swann said: “The Ulster Unionists have strongly campaigned for a more beneficial tax regime for Northern Ireland now that devolution is firmly established, including airport and corporation taxes.

“It is imperative that if we are to increase inward investment and maximise the tourist appeal from

North America and elsewhere, that we attract additional direct flights into Belfast International by removing travel barriers.

“With the current tax costing £60 per passenger out of Belfast, it has put the only direct flight between Belfast and the US in jeopardy. “Not only will the abolition of this airport duty protect the existing US route, but it will assist Belfast International Airport in its efforts to attract other transatlantic carriers.

“I also warmly welcome the transfer of responsibility regarding any future change in airport taxes to the Assembly. While it is a small move, it nonetheless represents further progress on transfer of fiscal decision making to the Assembly,” said Assemblyman Swann.

Cllr Paul Frew is delighted to have eventually succeeded in getting Roads Service to repair the wall on the Craigs road outside Cullybackey.

He said: “Seeing is believing so I ventured out to inspect the work and I must say that the community has breathed a huge sigh of relief that they can now travel along this very busy road without having to negotiate a very dangerous manoeuvre.”

O’Loan persuades Council to prepare policy for allocation of Showgrounds pitches

SDLP Councillor Declan O’Loan has persuaded Ballymena Council to adopt a formal policy for the allocation of pitches for training purposes at the Showgrounds.

He said: “It came to my attention that no Council policy exists for the important matter of allocating pitches at the Showgrounds for training purposes. I have discussed the situation intensively with Council officers along with a club which I believe to have been treated unfairly. The Council has invested heavily at the Showgrounds and has a

very good site with a suite of pitches that, however, vary in type and quality. There is heavy demand for the facilities. In such a situation, it is essential that clubs are treated fairly, and that can’t be done without a clear procedure which all Council officers are seen to follow.”

“I got a report back at the Development and Leisure Committee in September saying that a formal policy will now be brought to Council. I expect that decision to be ratified at the October monthly meeting.”

“I was pleased with the support that I got from other councillors in this matter at the Committee. A number of them made clear that they had concerns about the behaviour of certain clubs in

relation to seeking Council facilities. Rather than cooperating with Council officers and other clubs, at times there are attempts to put undue pressure on officers and some clubs think only of themselves.”

“At the Committee meeting I acknowledged the difficult situation in which Council officers are at times unreasonably put, but I stressed that at the end of the day there is a duty of fairness on the part of officers towards all clubs.”

“However progress has been made and I look forward to the formal policy soon. I am continuing to work with the club concerned to resolve certain outstanding issues in the meantime.”

Be cycle aware on the road A new road safety campaign is reminding both motorists and cyclists of how vulnerable cyclists are on the road.

The vast majority (90 percent) of cyclist casualties in recent years were caused by careless inattention, firstly by drivers, secondly

by cyclists. Drivers should give extra consideration to cyclists, and be on the lookout allowing plenty of space when overtaking a cyclist and always anticipate a cyclist having to swerve to avoid a pothole or an obstruction. Drivers should also remember to watch out for cyclists when turning

left. Cyclists need to be aware of their vulnerability and it’s important that they wear a helmet and bright clothing, avoid cycling alongside HGVs, and obey the rules of the road.Anticipating what drivers may do could be the difference between life and death.

North Antrim MLA & TUV Leader Jim Allister has expressed amazment at figures released to him in an Assembly answer on the extent of the effort by Invest NI to attract jobs to North Antrim. Mr Allister had sought details on the number of jobs created in each constituency on foot of Invest NI’s efforts over the last five years, and the number of foreign investors they had brought to visit each constituency. The TUV state: “The figures reveal the shocking reality that for four years, from 2006-2010, not a single foreign investor was introduced to North Antrim, though over the same period 805 visits had been arranged to other parts of Northern Ireland. It was only in 2010/11 that for the first time in five years that Invest NI brought a foreign investor to visit North Antrim, when two visits took place out of a total of 181 across Northern Ireland.” Commenting Jim Allister

said: “These are astounding figures. How can it be that with our willing and skilled workforce, Invest NI only thought it worth its while to arrange two visits in five years, while the constituency of the First Minister, Peter Robinson, had 47. Indeed of the total visits over five years, two thirds went to Belfast. Even when Ian Paisley was First Minister North Antrim didn’t have a single potential foreign investor come to see what we had to offer. Why has North Antrim been let down in this way, while over the same period we haemorrhaged jobs, particularly in Ballymoney. “Little wonder, then, when we turn to how many jobs Invest NI created in each constituency, that we find North Antrim was again a poor relation. Over the five years it is claimed 24,612 jobs were created across Northern Ireland, but only 680 of them in North Antrim, a mere 2.5 percent, while East Belfast topped the list with 3392 new jobs, Arlene Foster’s constituency got

1716 jobs and Martin McGuinness’ 1429.

Why has North Antrim been so neglected and denied our fair share of economic growth?”

“I do not intend to let this matter rest, but will be seeking urgent explanation from DETI and Invest NI. North Antrim when it comes to skills and those willing and able to work is no Cinderella, so why have we been by-passed?” he asked.

Cllr Paul Frew DUP MLA for North Antrim has kept the pressure on the Minister for Regional Development, Danny Kennedy in order to give assurances that he will commence the work of the Track Relay project on the Londonderry Railway Line in 2014. Paul Frew was disappointed that the previous minister deferred the start of the project until 2014 when there was funding of £20million allocated to allow the project to proceed at that time.Frew has emphasised to the minister that he should be committed to upgrading, not simply maintaining, the Londonderry line

and that the work must be commenced as soon as is practically possible. Mr Frew asked the minister for his assessments of the budget commitments required to develop the rail link north of Ballymena to Londonderry; and what assurance he can give this work will begin in 2014. Minister for Regional Development, Danny Kennedy stated: “The current estimated cost of the Coleraine to Londonderry track relay is £75 million. “As part of the Budget 2010 process, it was decided by my predecessor to defer the start of the Coleraine

to Londonderry Track Relay project until 2014 and funding of £20 million was allocated to allow the project to proceed at that time. The rest of the funding will have to be found in the next budget allocations and I will be seeking support to ensure that the necessary funding is secured. “I would like to emphasise that I am committed to upgrading, not simply maintaining, the Londonderry line as quickly as possible. I will continue to review options and discussions will continue about what is technically and financially feasible,” he added.

Frew keeps pressure on Ballymena’s vital rail links

Recent statistics show that more than 34,000 people tried to quit smoking in 2010/11 through the cessation services. That’s 47 percent more than 2009/10.

If you smoke, have you thought about taking the first step towards quitting? Kicking the habit now

could add years to your life. Help is available through smoking cessation programmes and Nicotine Replacement Therapy.

There are now over 600 of these smoking cessation services in pharmacies, GP surgeries and community centres.

They have helped tens of thousands of smokers to set a quit date in the last few years.

There are approximately 300,000 smokers in Northern Ireland. Surveys show that the majority of smokers would like to give up, but the addictive nature of nicotine can make this difficult.

Ballymena Business Centre challenge £5m decision made by Invest NIBallymena Business Centre has called upon members of the NI Assembly to urgently challenge a decision by Invest NI to award a £5m contract to a Glasgow-based business to deliver the Go For It Programme, which has been successfully delivered by Enterprise Northern Ireland for two decades.

Melanie Christie Boyle, Chief Executive of Ballymena Business Centre said: “Ballymena Business Centre was established in 1989 with European and Public Funding specifically to create an enterprise culture within Ballymena. The Business Centre’s ethos was to ‘promote entrepreneurship at a grass roots level that is open and accessible for all’ and this very much remains their key focus today and in the future. Ballymena Business Centre is recognised as a model of best practice and has provided inspiration to many individuals and community groups within the local area. In particular the leadership of Ballymena

Business Centre has been recognised through prestigious awards including 2006 NI Winner and UK Highly Commended under the Enterprising Britain Award for implementation of the Ballykeel Business Centre and more recently the NI Highly Commended Award in 2010 for outstanding partnership work between statutory, voluntary, community and private sectors. Both awards having been sponsored by Invest NI!”

Ald. PJ McAvoy, Chairman of Ballymena Business Centre said he was shocked by the decision of Invest NI to put local economic development in the hands of a Glasgow-based organisation. He commented: “Ballymena Business Centre has been at the heart of the local community for over 20 years delivering local services to local people and vital guidance and advice to anyone wishing to start their own business.”

Ballymena Business Centre is one of 32 Local Enterprise Agencies which make up Enterprise Northern Ireland. It can now be confirmed that Enterprise Northern Ireland has launched a “robust legal challenge” against Invest NI’s decision to award the scheme to another provider.

Ballymena Business Centre Board of Directors have expressed sincere thanks to Ballymena Borough Council, elected representatives and local stakeholders for their continued support and encourages anyone who wants to explore starting a business to make contact with Ballymena Business Centre as their Local Enterprise Agency.

Of the many official visits to Ballymena none was more widely anticipated than that of 24 July 1924. On this sunny afternoon the streets were lined with huge crowds to welcome the Duke and Duchess of York. The Royal couple had arrived to lay the foundation stone for a new town hall. It was an occasion of pomp and ceremony, and a display of great civic pride in the district, but little did the locals know that the event featured a Duke who dreaded such public appearances.

This reluctant Royal would later, in 1936, become King George VI. His young bride, Elizabeth, became his Queen Consort and later, after the King’s death in 1952, the Queen Mother. Awareness of King George’s struggles with a speech-impediment has grown due to the phenomenal success at the cinema of The King’s Speech. As the film portrays, the King overcame his stammer with the help of maverick therapist Lionel Logue, but it was 1926 before he discovered Logue. The 1924 Royal tour of Northern Ireland was therefore conducted by a Duke who lived in fear of public speaking.

Ballymena was in need of a new Town Hall due to a fire in February 1919 that had destroyed the old building. On the night of the blaze a reception had been held to welcome home local soldiers held as POWs during the Great War. Two hours after the reception had ended the fire was discovered, but although the fire brigade were on the scene within five minutes the damage was extensive. The old building had been central to the commercial and civic life of the town since the seventeenth century.

After much debate and disagreement over the cost and design of a replacement, plans were agreed by the council to commence building on the same site at the corner of Bridge and Mill Street. The chosen architect was Alfred Jones from Dún Laoghaire, while the local building firm of John Carson won the construction tender. The provisional price was set at £26,854.12.6 – a huge investment at the time.

The context of the Royal visit was therefore the beginning of an ambitious local project that the town’s elders hoped would help establish Ballymena as a growing and vibrant town at the heart of the new Northern Ireland. Coming just three years after the partition of Ireland, during the visit much was made of “the loyalty” of the majority of local people. The UK Royal engagements, and other charm offensives, were also seen as increasingly important to the future of the monarchy due to the huge sacrifices made by the population in the recent World War and fears over industrial unrest.

The itinerary of the Royal visit concentrated in Belfast and Londonderry. Due to the obvious security threat, a large police convoy accompanied the couple on their travels. The focal point of the trip was a rally held at the Ulster

Hall during which the Duke spoke. Perhaps surprisingly, or perhaps in a piece of media spin, it was reported that in Belfast “he spoke in a clear voice and every word was distinctly heard throughout the hall”.

Arriving in Ballymena by train the couple were greeted by the Chairman of Ballymena Urban Council, Albert McClelland, and then driven to the hall’s site. The Ballymena Observer described the town as “a riot of colour”. With local mills and factories having closed for the afternoon, thousands of people created a festive mood for the visit. Alongside a pipe-band, flags and bunting were banners stating “Will ye no’ come back again? and Cead Mile Failte”.

Arriving at the site the couple were introduced to local scouts and girl-guides. Words of welcome came from the local MP, Hugh O’Neill, and a speech promoting the qualities of mid-Antrim people from the Town Clerk, Henry O’Hara. The Duke was then presented with a gold trowel to conduct the ceremony. And that was that – there was no Royal speech in the town. One local version of events is that the Duke then told his driver to get a move on back to the station.

An element of farce followed the visit when it was noted that the foundation stone itself included a spelling mistake. Nonetheless, the impressive hall – with a corrected stone – was opened in November 1928 at a final cost of over £35,000. It was to serve the community well for many years. Sixty years after it was opened a celebration was held at the town hall. Among the guests present was a daughter of Architect Alfred Jones. Born on the day of the laying of the foundation stone, she was named Elizabeth after the young Duchess who had transfixed Ballymena in the summer of 1924. For more information see ‘Ballymena Town Hall, 1924’, edited by Eull Dunlop (Ballymena Borough Council, 1990). Available at Ballymena Central Library.

Lambegs on MTV?The MTV European Music Awards which are to be held at the Odyssey Arena on Sunday, 6 November are one of the biggest events on the popular musical calendar, and one local MLA has called on the organisers of the prestigious event to host a demonstration of traditional Lambeg drumming as part of the ceremony.

Mr Robin Swann MLA said he expected the MTV Europe music awards (EMAs) would have a substantial impact on local tourism and it was estimated that hosting the 2011 EMAs would generate £10 million to the local

economy. It is expected that worldwide media coverage of the EMAs will generate another £10 million worth of public relations.

He added: “The awards will attract around 20,000 visitors, with 25 percent coming from outside Northern Ireland, and they will bring significant economic, social and tourism benefits to Northern Ireland in the longer term.

“Currently, just fewer than 10,000 bed spaces have already been booked in the Belfast area as a direct result of the 2011 MTV EMAs in Belfast. While the event will be hosted in Belfast, I hope North Antrim’s impressive

bed and breakfast as well as the hotel industry will be able to ‘cash in’ on this prestigious event.

“And given the fact that the event will be broadcast worldwide, [are there] any plans to give this event a Northern Irish twist, in the way that Riverdance became the defining moment of the 1994 Eurovision song contest?

“I challenge the tourism and culture ministers to ensure there will be something uniquely Northern Irish on display at the MTV awards, for example, dancing Lambeg drummers,” proposed Assemblyman Swann.

B a l l y m e n a / A n t r i m Alzheimer’s Society Volunteers are proud to announce a live and local music showcase to be held on Friday 28 October, at 7.30pm at The Braid Theatre in Ballymena.

The concert will feature an eclectic mix of the province’s most exciting up and coming artists and will be a fantastic showcase to experience the very best new Northern Irish musical talent. Compere for the evening is the legendary George Jones.

Headlining are breakthrough local band Moscow Times, Eilidh Patterson and John Riddle and friends. Each act has been selected to represent the very best of grass roots Northern Irish music – together they are a diverse mix of exceptional local singer song writer talent and are sure to offer something for everyone in the audience.Eilidh Patterson is no stranger to the road. She

has delighted audiences across the UK, Europe and the US with her captivating voice and songs. Fresh from a recording stint in Nashville, Eilidh is delighted to return home to launch her highly anticipated second album, ‘This Is Now’. Of the new project Eilidh says: “I’m excited to introduce these new songs almost two years to the day since my debut release in 2009. It has been an amazing experience to get to work with some of Nashville’s finest musicians like Ron Block (of AKUS) and Tim O’Brien, all in a studio on Music Row.”

Maverick magazine said: “Eilidh has a voice as clear as the frosty night air and her self-penned songs suggest a maturity beyond her years. Brilliant.”

All proceeds from the concert will go to the Alzheimer’s Society and will help to improve the quality of life for local people affected by

dementia – it’s worth noting that for every £289 currently spent on cancer research only £11 is spent on dementia research. Many of the Alzheimer’s Society members have personal experience of dementia, as carers, health professionals or people with dementia themselves and their experiences help to inform their on-going work.

On the night they will also be holding a fantastic raffle with some very generous prizes donated by local businesses. There will also be a silent art auction in the foyer. So come along with family and friends and join them for a wonderful evening of entertainment and fun all in aid of a very worthy local cause.

For more information and tickets contact Lisa on 07787 805824 or call the Braid Box office on 028 2563 5900.

There are many things that are great about Christmas. But once you reach the stage where Santa neglects to bring the latest top of the range electronic gadget or toy and instead delivers some nice socks or a jumper, then thoughts really have to turn to that other great indulgence of the festive period… food.

Eating good food is undoubtedly glorious, and during Christmas it goes to a whole new level. You get to eat more than is usually allowed and Ballymena certainly has plenty of options for the discerning seasonal diner.

Whether you are celebrating the season of goodwill with colleagues on a work do, or enjoying breaking bread with old friends, the local area has got plenty of choice.

Ballymena really has got traditional dining down pat, with a great selection on offer. If you’re in the town centre doing

some shopping why not combine it with the reward of some great food at The Bayleaf restaurant on Wellington Street – handy, tasty and always highly recommended. Or make a night of it at the Blackstone on Hill Street where fine dining and entertainment combine for a great Christmas dining experience.

Outside of town how about the Millside in Cloughmills, which is famed for its big, and we mean big, tasty meals at any time of the year – so always a winner when looking for a Christmas venue. No one leaves Millside wanting more!

Or in Ahoghill there is the great option of The Yew Tree where delicious festive meals can be taken advantage of with a definite focus on good food. The ever popular Yew Tree is there to provide a competitive option this year.

Not to be outdone by Ballymena and its

surrounds, Antrim has got some really strong options for Christmas 2011 in Moes Grill and Redz. Enjoy entertainment at Moes and great food at both of these pleasant modern establishments.

Who says it has to be turkey, ham, roasties, sprouts and cranberry sauce? Try something a little different at the Khayber in Galgorm or the Go Sun on Bridge Street in Ballymena. The Go Sun has some of the finest Chinese food in town and have a range of specials, while the Khayber provides the highest quality Indian cuisine and just like the Go Sun they have some very tempting specials.Whatever restaurant you choose, remember to book early as the quality restaurants of the area fill up very quickly at Christmas! And don’t forget about gift vouchers as a novel Christmas present for the person in your life who loves food as many of the local restaurants now provide these.

Johnny Depp has apologised after outraging anti-sexual violence groups by comparing photo shoots to being raped.

The Pirates Of The Caribbean star was talking about the downsides of fame in an interview when he made the ‘regretful’ comments. “You just feel like you’re being raped somehow,” Johnny told Vanity Fair.

The Rape And Incest National Network (RAINN) quickly voiced their anger at his words, wishing to “educate him about the real-life experience faced by survivors every day.”Depp responded by issuing a hearfelt apology: “I am truly sorry for offending anyone in any way,’ he said in a message to RAINN.“It was a poor choice of words on my part.”

Kelly is overjoyed for her former Destiny’s Child bandmate and her rapper husband Jay-Z, and can’t wait to spoil the tot when Beyonce gives birth early next year.

She says, “I’ll help take care of my ‘sister’ and her husband’s baby first. I’m not ready for babies yet. I can watch them take care of this little baby.”

Angelina Jolie and Brad Pitt have never made marriage a priority. But that could change with a request from a few special people.

“I think it would be hard to say no to the kids,” Angelina told ABC’s Good Morning America.

But so far, it hasn’t been an issue, as none of their six children seem to think it’s a priority, either.

“They’re not asking,” Angelina says. “They are very aware that nothing’s missing.”

There was general improvement in the Northern Ireland housing market in September after a difficult August. However, the latest RICS and Ulster Bank Housing Market Survey suggests that average prices continued to fall.

The survey’s balance for transactions improved to +33 in September from 0 in August. (This is the percentage of chartered surveyors reporting transaction levels rising minus the percentage reporting transaction levels falling.)

Surveyors’ expectations regarding what will happen with transactions in the three months ahead also improved, marginally, from 0 in August to +8

in September. (This is the percentage of chartered surveyors saying that transaction levels will rise in the three months ahead minus the percentage saying that transaction levels will fall.)

With regard to prices, the balance improved from -51 in August to -37 in September, and the balance for price expectations improved from -36 in August to -33 in September. However this indicates that, on average, prices are still falling, but at a less severe rate, and are likely to continue falling in the months ahead.

RICS Northern Ireland spokesman, Tom McClelland said: “August had been an awful month in terms of economic news at

a macro level, which impacted on sentiment and activity in the local economy and housing market, so there is no surprise that September saw some improvement.

“Global economic news has taken another turn for the worse of late, which will likely have implications for the local economy in the months ahead. However, the fact remains that houses are selling but at much lower prices than seen for seven or eight years.

“Sellers who understand and accept where the market is are being successful and are finding buyers. The emphasis is on setting the right price,” he added.

Although state pension payments will rise by 5.2 percent in April 2012 – as measured by the Consumer Price Index (CPI) – in line with September’s inflation figure, critics of the government’s decision to adopt the lower measure of inflation claim it will take millions out of pensioners’ pockets.

The September figure of 5.2 percent, the highest since September 2008, means the basic single state pension will increase by £5.31 to £107.46 a week from April 2012, while the joint state pension will increase by £8.49 to £171.84.

But if the state pension rises were still based on the Retail Prices Index (RPI), which rose from 5.2 percent to 5.6 percent in September, the single state pension would have been £108.42 and the joint pension would have been £173.36.

Dot Gibson, general secretary of the National Pensioners’ Convention,

criticised the government for adopting the lower measure of inflation for the uprating by saying: “All the research shows that the real level of inflation pensioners face is at least double the official figures, because older people spend a higher proportion of their income on those goods that are rising fastest.

“It is time the government relinked the state pension to the RPI and investigated the need for a pensioner price index that truly reflects the real costs of living for Britain’s retired generation.”

Dave Prentis, general secretary of Unison, added: “The move from RPI to CPI to calculate pensions inflation will take millions out of pensioners’ pockets – just as we need people to be spending to kick-start our flagging economic recovery.”

Employment benefits such as jobseeker’s allowance are also calculated using the September CPI rate,

meaning it will increase by £3.51 to £71.01 a week.

From April 2012, the allowance on Isas will also rise in line with inflation for the first time. Savers, who can currently invest up to £10,680 a year in the tax-free accounts, will see the annual allowance rise by £600 in line with RPI.

However, older savers who are looking to derive an income from their savings will be hard hit by these recent figures.

Sylvia Waycot from Moneyfacts stated: “The rate of inflation means hundreds of thousands of savers need accounts paying an unattainable 6.5 percent before they earn a real rate of return on their money.

“Anything less means they will fall into ‘the eroding spending power trap’ which has already wiped almost £700 off the spending power of £10,000 in just five years.”

Selling a house is not always a simple process, but it can become even more complicated and expensive if the initial sale falls through. Many people often fail to appreciate how much is involved in achieving a satisfactory sale until it is too late! With the difficulties in finding a buyer in the current climate, once you have accepted an offer, you want to do everything possible to make sure your sale goes through to completion.

There are many reasons for aborted sales. These include difficulties for the buyer securing a mortgage, job insecurity, nervous buyers and chain related problems. However, many of these can be resolved by speeding up the sale, giving buyers less time to change their minds or indeed, for their circumstances to change. To help ensure your sale transaction goes as smooth as possible here are some helpful tips:

1. Get your finances in placeIf you’re also planning to buy, sorting out your funds should be one of the very first things you do before you consider putting your

property on the market. Not knowing the state of your finances could slow down the entire process when it comes to budgeting and making payments.Make a list of all the potential costs associated with your move, taking into account; estate agents commission, mortgage arrangement fees (particularly if you are looking to port your mortgage), stamp duty, conveyancing (including all disbursements), and removal costs.

2. A picture paints a thousand wordsMake sure all photos taken of your property do it justice and show it to its full potential. Tidy away clutter and ensure the exterior of your home is presentable. Painting exterior frames and doors and having your windows cleaned can be an instant improvement and give a lasting first impression.

3. Honesty is the best policyBe upfront and honest about any defects with your home from the start so that your buyer really does know what they are buying. This way there are no nasty surprises in the

survey that could make them change their mind further down the line.Being honest and helpful with your buyer reduces the chances of them pulling out of the sale or asking for a discount right at the last minute.

4. Choose the right conveyancerYou need to ensure that you have chosen a conveyancer who will keep moving the process along and chase other parties. You don’t want someone you have to chase as the chances are your buyer’s solicitor will be having to chase them too!Ask friends or family members to recommend a conveyancer that they’ve had a good experience with.

5. Be promptDon’t be the one holding up the rest of the chain – make sure that you complete and return any documents needed from you in a timely manner so that the process can run as smoothly as possible.Try and use email or go online where possible – not only does this save time but also saves money on postal costs.

The Beach Boys dreamt of a bit of California as they lamented ‘All the leaves are brown and the sky is grey’ in their 1982 hit. But as the leaves turn brown this year, Volkswagen Commercial Vehicles is ensuring endless summer fun with the announcement of the new California Beach model.

The new entry-level camper, offers added value and more versatility with seating for up to seven people, with prices starting at £34,970 RRP on the road (including VAT) from £379 a month with a Volkswagen Solutions Personal Contract Plan.

The California Beach blends the appeal of the current California with the practicality and versatility of the Caravelle people carrier. Inside, seating for up to seven people is available with a two, or three, seat rear bench, and further optional individual chairs. The front seats swivel to face the rear and a portable table, neatly stored in the sliding side door, can create a sociable lounge area. In addition, two folding chairs

are stored in the tailgate.A large amount of luggage space is offered behind the rail-mounted seats and the Beach also offers sleeping accommodation for four. The bench-seat easily folds to convert to a two-berth bed across the width of the vehicle, while a manual pop-up roof gives access to a further double bed. Integrated pull-down blinds for the side and rear windows, plus pop-up covers for the front window, ensure privacy when required.

The California Beach is powered by a choice of 2.0-litre TDI engines. Making its debut on the Beach is a highly-efficient 114 PS BlueMotion Technology model offering optimised fuel efficiency and lowering emissions. With a five-speed manual transmission with longer gearing, cruise control, Stop/Start system, brake regeneration and low rolling resistance tyres, it offers a combined fuel economy figure of 40.4 mpg and a CO2 output of 184 g/km.The second engine is the more powerful 140 PS unit, mated to a six-speed

manual gearbox. With a premium of £1,165 over the BlueMotion Technology model, the 2.0-litre TDI 140 PS returns 36.7 mpg on the combined cycle with CO2 emissions of 203 g/km.

As standard, the well-equipped newcomer to the popular California camper range is fitted with stylish 16-inch ‘Miyato’ alloy wheels, Climatic air conditioning and a CD/radio with eight speakers. David McIlveen MLA offered the opportunity to take local Community Focus Learning awards to the Long Gallery for their awards celebration and what a day that was. He talked about the benefits to the community of lifelong learning and congratulated those at Community Focus Learning for opening up the opportunities to local people. At the awards, Anne McKinley Manager of CFL made the point to funders and statutory agencies of the benefits of learning in the community, how it offered opportunities to cross boundaries, to create acceptance, to build skills and resilience, and to understand how being part of a learning community can help to reduce isolation and loneliness and support safer communities. Anne went on to explain the work of CFL and said that CFL essentially deliver training and offer learning opportunities to adults and children in an informal setting where individuals are supported at whatever level they are at.

The guest speaker Mary McMahon chair of the Public Health Agency, said: “I think one of the most important things about Community Focus Learning is the fact that it takes an ‘asset’ based approach, that is, the organisation looks at the strengths, skills and abilities of those people who engage with their programmes, rather than the difficulties that they may have. This is a very similar to the approach the Public Health Agency adopts when working with local communities. It is all too easy to talk about disadvantaged communities and those that have been deprived, but we believe that it is essential that we look at the strengths and use those strengths, experience and knowledge in order to build effective approaches at local level.”

“The other important issue that Community Focus Learning does is maintain links and support individuals while they are undertaking this transformation or change process. Having access to support and mentoring can make the difference between success and a positive

experience, or failure and a negative experience. It just doesn’t happen by accident. I am absolutely delighted to be associated with today’s awards and know this organisation is making an important contribution to promoting health and well being,” she added.

Mary congratulated all those who were receiving certificates. With 280 certificates awarded, 140 were distributed at the celebration and congratulations sent to all those who could not attend.

Hubert Nicholl Mayor of Ballymena Borough Council, again welcomed everyone and congratulated the students on their success. He spoke of the council’s support for the programmes funded by Ballymena Borough Council, delivering on projects addressing anti- social behaviour and developing capacity building. He hoped that this collaboration with Community Focus Learning and the council would continue.

Local MLAs have reacted strongly to Stormont’s decision to cut funding to the

prestigious Milk Cup soccer tournament, which stages many games in Ballymena.

Jim Allister MLA commented: “A great funding wrong has been done to the NI Milk

Cup, threatening its viability. I find the Tourist Board’s approach incomprehensible.

“The Milk Cup has been held annually for the past 28 years, yet in the NITB’s ‘Event

Viability and Management Experience’ category the Milk Cup scored 29 out of 65. That fact

alone is sufficient to demonstrate just how preposterous the Tourist Board’s decision is.”

He added: “But it gets worse. The Milk Cup scored 10 out of a possible 20 when it came

to ‘Brand Northern Ireland’! Personally I would be hard pressed to think of another

event which does more to promote Northern Ireland as a brand. Here is an event

which has been held in our province annually for the best part of three decades. It

is a major youth sporting event, which generates considerable interest overseas by

bringing young sports people to Northern Ireland. Manchester United TV (MUTV)

for example covers the tournament on a daily basis and at the end of the week produces

a one hour documentary shown on their satellite station which, I understand, is the

One mystery is perplexing Ballymena United’s supporters, management and players alike. How can a team that consistently performs superbly on their travels be so consistently poor at home? An appalling home record has put manager Roy Walker under early season pressure, but with United sitting mid-table in the league, and with a chance of cup glory, he still has the opportunity to prove his doubters wrong.

With goals galore on offer at both ends of the pitch the Sky Blues are earning a reputation as the great entertainers of the Irish League. Diminutive Scottish striker Gary McCutcheon has led the way with a series of match-winning performances. Ballymena’s season could well be shaped by how long the Scot’s rich vein of goal-scoring continues. The Sky Blues have been in sparkling form on the road. A thrilling 4-3 victory at Cliftonville and an impressive 4-2 win at Glentoran – inspired by a McCutcheon hat-trick – both highlighted the team’s ability to compete with the Belfast ‘Big Four’. A 100 percent away record was only ended by a spirited 3-2 defeat at much fancied Crusaders.

Games at the Showgrounds have, however, been a different matter. Only two points from the opening seven home games is a woeful record. What’s worse – as even the most partisan of United fan would acknowledge – poor performances have merited this lowly points tally.

With the home support’s patience already disappearing, an insipid 5-1 derby defeat to Coleraine pushed many

to call for an end to Walker’s reign in charge. However, after considering his position Walker decided to stay and the side’s continued away success eased pressure on the boss. The manager, however, knows that his fourth season in charge may be his last if the team doesn’t show more signs of progress. He can be grateful that the current Ballymena board are not as trigger-happy when it comes to firing managers as some of their predecessors in years gone by.Walker has expressed dismay at the porous nature of United’s defence. A frantic summer in the transfer market changed almost the entire squad so it was perhaps understandable that the defence looked disjointed early in the season. Replacing defenders of the quality of Albert Watson and Michael Smith was never going to be easy. Frequent team changes, partly caused by injuries and suspensions, have also affected the back-four. Nonetheless, despite hard work in training, individual errors and a lack of concentration has continued to blight the side.

In fact without superb performances from young goalkeeper Wayne Drummond the goals against column could be even worse. The signing of 19 old-year Belfast keeper has proven to something of a coup for the club. Formerly on the books of Glasgow Rangers, and involved with Northern Ireland at Under-21 level, Drummond is a commanding presence between the sticks. If he continues his early season form, clubs across-the-water will surely come calling again.

The outcome of United’s rollercoaster early season is a mid-table league position.

The Sky Blue Rollercoaster With only early season pace-setters Portadown and Linfield showing any consistency, the upper echelons of the Carling Premiership are still well within United’s grasp. A busy November of league matches – including a trip to rivals Coleraine - will go a long way to deciding which direction the season goes.

November will also feature an Irn-Bru League quarter-

final away to Championship side Dergview. United earned the trip to Castlederg after impressive victories over Chimney Corner and Bangor in the previous rounds. With Linfield and Portadown knocked-out, and with a relatively easy route to the semis available, the League Cup offers United a great opportunity to claim some long-awaited silverware.

Regardless of success in the cups, an improvement in league position is dependant upon a vast improvement in home results. Many theories have been offered to explain the mystery of United’s home form. The narrow pitch at the Showgrounds may help explain why the quick counter-attacks common away from home are rarely seen by home supporters. Could it also be that some

Following his recent successes – most notably winning the GUI 2011 Irish Boys Golf Close Championship in convincing fashion at Ardee Golf Club – Ballymena golfer, Jordan Hood was selected for Ireland to play against England in the recent U16 International played at The Links Portmarnock, County Dublin on 8 and 9 October.

Despite a good showing from the local boy, England defeated Ireland by 13 1/2 matches to 6 ½. Having taken a 6 1/2 matches to 5 1/2 lead after day one, England dominated the singles session on Sunday – winning seven of the eight matches with a sole win for Ireland.

of the players simply freeze in front of expectant home crowd? Undoubtedly some supporters are too quick to criticise the players, but the fans deserve credit for continuing to turn out in large numbers despite poor results and the tough economic climate.

To improve the players’ confidence at home matches Walker has suggested redesigning the dressing-room and changing the pre-match routine. Thinking even further outside the box others have suggested that the team should meet-up outside the town before travelling to the game together, or even play in their away kit.

One more fanciful explanation for the woes at the Showgrounds is that the ground must be cursed. But if the defence can tighten-up, and if McCutcheon keeps hitting the back of the net, there should be no need to call in an exorcist just yet.

On the 15 October, Ballymena travelled to meet Munster club, Bruff for the first time in their history.

During the exciting game, further history was made on 60mins with the introduction of 18 year old John Andrew, who joined his brothers Joel and Ricky on the pitch – the first time three brothers have played together in the club’s AIL campaign.

With 63 minutes gone the score was 25-24 in favour of the home team. Both teams threw everything into the last quarter and after a very good move by Alan Smyth where he jinxed his way past three Bruff players to find Ricky Andrew who made a good break down the line, finding Ainworth in support, another try looked on, but the ball was lost forward. From the resulting scrum Bruff advanced again and when a worried look came

over the faces of the loyal Ballymena support, Semple intercepted brilliantly to run the length of the pitch to score a fourth try, which he converted himself. The score on 75mins 25-31 in favour of Ballymena.

Semple sealed the game on 81mins with a penalty to extend the lead to 25-34, leaving Bruff needing two scores. The referee played on and Bruff were awarded, and converted a penalty on 82mins to gain a losing bonus point. However it was a heroic performance from the Ballymena men whoreturned home with a second win on Munster soil in three weeks.

Ballymena RFC make history in Bruff

During the summer, after 30 years of sporting a healthy moustache, Ballymena Youth Rugby Coach, Tom Wiggins took the big decision to get the razor out.

After some discussion around the club, Tom found that the players would gladly sponsor him to shave off his moustache for charity. The charity to benefit was an easy decision as one of the youth players, Tyler McIntyre, who was recovering from having cancer, was a major supporter of the local charity NI Cancer Fund for Children. At the awards dinner for the Youth Section the boys brought in sponsorship money with

the boy who raised the most money receiving a signed Ulster Rugby Shirt. On the night the response of the players was tremendous and the collection made £960.

Tom has presented the cheque to Tyler and his dad William who are both very much involved in raising cash for this excellent cause. Tom says the decision to give the money to the charity was very easy. Tyler had become an integral part of the Under 15 rugby team at the club and playing rugby became part of his recovery process.

However, some aspects of the shaving did cause concern. After 30 years of sporting

a moustache Tom found that his wife Adrienne then decided she liked him better without the moustache! Even more worrying, several of the youth team players who had been at the club for years expressed their surprise as they did not realise he had a moustache in the first place. Tom now questions exactly what these players can see when they are playing on a Saturday –he thinks this may explain why some passes go astray.

On a more serious note Tom says that the donation fits well with BRFC’s efforts to become an integral part of the local community. BRFC entered a partnership with

Ballymena Council to fund the post of a Community Development Officer. The post, as well as delivering rugby to local schools, aims to promote sport as a positive element within the community. Giving money to local worthwhile causes will form part of the effort to help local communities and local children. Youth rugby has now started again at Eaton Park and the youth section is going from strength to strength with over 100 players. However, Tom is refusing to agree to requests from his players that the next time he shaves his hair off – watch this space!
