Grace United Methodist Church is hosting our first Trunk -or - Treat event on Saturday, October 29th from 3pm - 5pm!

All children, ages 5th grade and below, are invited to dress up in their Halloween costumes and come to the GUMC parking lot where several groups of people will have decorated the back of their vehicle trunks for the fall season and will be passing out candy and other goodies!

Hot apple cider and baked goods will also be served inside the church!

This will be a wonderful opportunity for children and adults to experience

their community, and engage in several traditional fall activities!

Progressive Rehabilitation Associates had its origin in the early 1980’s. At that time Vince Eldridge and Drew Bossen, both PTs with roots in Iowa, were living and working in Cincinnati, Ohio. They envisioned a physical therapy practice in Iowa City which would serve the orthopedic needs of the area. This vision became reality in 1989 when Bossen and Eldridge opened Pro-gressive Physical Therapy and Sports Clinic of Iowa. The initial clinic was modest, yet from the beginning it was clear that Service, Access and Out-comes were the key to success in serving patients. As the Progressive name and services became more familiar in the area the original clinic was out-grown. A clinic in Tipton, Iowa was opened in the fall of 1991. The mid-1990’s brought significant change to Progressive Physical Therapy. In January of 1995 Progressive Physical Therapy partnered with Mercy Hos-pital. A new entity, Progressive Rehabilitation Associates (PRA) was formed. PRA offers a broader array of rehabilitation services, including Occupational Therapy and Speech Pathology Services. The merger of staffs offered a broader continuum of patient care ranging from In-patient Care, Home

Health Care to the traditional Out-patient setting. 1995 also saw Joe Albright becoming a partner in PRA. Over the next ten years, growth continued with new clinic openings in Williams-burg, Coralville, North Liberty and the Northgate area of Iowa City.

January of 2015 brought another significant change to the organiza-tion. Founders Drew Bossen and Vince El-dridge stepped out of their ownership roles. Matt Ehler, Adam Calonder, Scott Thoma, and Travis Bielefeld have joined the ownership group, along with residing President Joe Albright and Mercy Services. These gentlemen bring a wealth of experience to continue to lead the organization for-ward in a manner set forth by the founding partners 2016 has brought more expansion for PRA. In March of 2016 our Tipton office moved to allow for expansion and to meet the higher demands of care in Cedar County. We added a 7th outpatient clinic location in Tiffin in September of 2016. The office is at 1120 Tall Grass Ave which is con-veniently located west of Clear Creek Amana High School on Hwy 6. Initial hours of operation are from 7am-5:30pm on Monday, Wednesday, and Friday. Open burning is for yard waste only, burning of garbage is never allowed inside City limits.

PRESIDENTIAL ELECTION– NOVEMBER 8, 2016

Voting in Tiffin will be held at Tiffin City Hall Council Chambers on Tuesday, November 8th, Elec-

tion Day from 7:00am to 9:00pm. Monday, November 7 is the last day for in person early voting at Au-

ditor's Office, 7:45-5:30. Mailed absentee ballots must be postmarked by Monday, November 7th. Friday,

November 4th is the deadline to request mailed ballots by 5:00pm at the Johnson County Auditor’s Of-

fice. You can visit Johnson County’s website to register online to vote. Contact your County Auditor’s

The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session September 6, 2016 at 6:00 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the following named council members were present: Jim Bartels, Al Havens, Jo Kahler. Absent: Mike Ryan, Peggy Upton (Arrived at 6:31 PM) . Daryl High with High Development gave a background of the current work being done. Received the RISE Grant and has helped with phase two which includes “Hunt Club Development” and commercial buildings along Interstate 80. Council discussed with developers the ideas proposed and addressed any concerns. Peggy Upton arrived at 6:31pm.

No action was taken at this time until the 501c3 certification is received.

City Council Reports – Ryan – Informational Sign at City Hall. Upton recommends the multi-color sign and not the red on black only. Havens- Watershed Collation- GIS Map of the watershed – Needs storm water map of detention basins and any assistants need. Overall approval of from Council. Kahler- had a visitor requested to visit a few properties in Original Tiffin. Bartels- Deerview Park regarding parking spaces and Little Clippers Daycare workers parking. Upton- Light Poles and if the banners can be hung. The poles can hang the banners as intended.

City Engineer’s Report – Gave update on Trail Ph 5. Working on report HWY 6 Roberts Ferry Rd intersection – Recommendation Full light signalization or HAWK Traffic Beacon.

City Attorney’s Report - Roberts Ferry Packets will be ready shortly.

City Administrator’s Report – REAP Committee discuss the projects that submitted application and will know who was awarded on October 13th. Multiple requests from developers/builders of buildings taller than 3 stories.

Why is the Wastewater Treatment Plant Expanding?

Tiffin’s Wastewater Treatment Plant Expansion is a necessary improvement due to

the City’s current and projected growth along with the Dept. of Natural Resources

(DNR) regulations requiring an Ultraviolet (UV) disinfection system. The current

facility can hold up to 3000 people, with the expansion we will increase our capacity

to roughly 7200 people.

What will be done during this project? This project will be accomplished in two phases.

Phase One:

New headworks building

First Step in Wastewater Treatment – This process re-duces the level of pollutants in the incoming domestic and industrial wastewater to a level that will allow the treated wastewater to be discharged into the steam, river or lake.

Upgrades to one of the City’s Lift Stations

These are used for pumping wastewater or sewage from

a lower to higher elevation. Particularly where the ele-vation of the source is not sufficient for gravity flow.

Install New Electrical Switchgear, Generator and Controls—

upgrading current outdated control system

Lagoon Sludge Removal— The Lagoons fill with sludge that needs removed periodically

tally-friendly and most effective alternative to disinfect the Wastewater VS. using Chemical Chlorine disinfection

How is this project being funded? This $6.5 million project is being funded by the State Revolving Fund Loan (SRF). This is a source of funding for drinking water and wastewater projects with very low interest loans for a cost-effective way to complete these improvements. This loan gives us a 0% interest for up to 3 years during the Planning & Design of this project

with no initiation or servicing fees. This loan option give the City more flexibility than other funding options. So this cost savings is passed along to our residents. With the qualification requirements of this loan the City was required to provide a Sewer Rate Study to ensure the City can show enough revenue to pay the loan notes. The City of Tiffin has not had a rate increase since 1997, nearly 20 years without any change in rates. So this rate increase will help pay for current and future expan-sions, as necessary. New Rate Structure—Water & Sewer

Presently, the City bills these utilities on a tiered scale. The current method charges one amount for usage up to a certain number of gallons. Past a certain consump-tion point, the rate decreases as it crosses into the next higher tier. With the tiered system, a consumer whose usage is at the bottom of the tier pays the same amount as a consumer whose usage is near the top of the tier even though the actual amount of usage between these two customers may vary by hundreds of gallons.

Under the new rate structure the tiered system will be eliminated and the City

will institute a base rate charge and a flow rate charge. The base rate, proposed

at $19.50 per month, is a flat fee that every utility customer will pay regardless

of usage. The flow rate, proposed at $4.75 per 1000 gallons of water used or

$0.00475 per gallon, will be tied to a consumer’s actual usage. This means that

every utility customer will pay the base rate each month plus the flow rate for

the number of gallons they use. This change to the City’s rate structure will be

fairer because consumers will only pay for their actual usage.
