Welcome to the start of the 2021-2022 school year. I hope you had a great summer! All of us at the school
division are very excited that your child will be attending Stafford County Public Schools, and we look forward
to partnering with you to ensure that your child has a positive and successful school experience.
We understand and acknowledge that as a learning community built of parents, guardians, students, and staff,
that we must work together to ensure our students continue to thrive. Please take a moment to review with your
children the information on the following pages, and remember to reach out to your child’s teacher(s) with any
questions regarding instruction or your child’s progress.
Stafford County Public Schools has a strong commitment to high expectations, equity, and academic excellence

NOTICE TO STUDENTS/PARENTS REGARDING VIRTUAL CLASSROOM INSTRUCTION
AND RECORDINGS
For the 2021-2022 school year, some students may access live classroom instruction from a virtual
platform. Eligible virtual learning students will access the classroom through Google Meet and Canvas,
the division’s secure learning management system, by logging on with a username and password. Live
virtual classroom sessions may include whole classroom, small group, or individual 1:1 teacher/student
instruction. In some instances, a teacher may have students both physically in the classroom and learning
virtually. (Virtual learning students may access the classroom from locations other than their homes).
Names and images of virtual learning students will be visible to the teacher and other participating
students.
Live virtual classroom sessions may be video-recorded and/or audio-recorded to enable later access to
instruction by those students who cannot attend the live session or to serve as a resource for those
students in the classroom who would like to later review content that was presented. Questions and
comments asked and spoken by your student will be part of the recording. SCPS will grant access to
recordings only to students assigned to that particular class.
Student privacy and protecting the confidentiality of student information are of utmost importance.
Accordingly, the following expectations and rules will be enforced for students participating in virtual
learning and/or accessing recorded instruction from SCPS platforms:
1. Students are expected to follow School Board policies, regulations, and the SCPS Student
Code of Conduct including appropriate use of technology.
2. Students are expected to maintain the security of their login information used to access
Canvas as well as live virtual classroom sessions and recordings.
3. Students are strictly prohibited from allowing unauthorized individuals to access live virtual
classroom sessions. Doing so may result in disciplinary action which includes but is not limited to
restrictions on a student’s access to live virtual classroom sessions.
4. Recordings may not be reproduced, shared with those not in the class, or uploaded to
other online environments. Doing so may constitute a breach of copyright laws, the SCPS Student
Code of Conduct, School Board policies, and regulations for which disciplinary action may be
taken.
5. Students are strictly prohibited from taking screenshots or recordings of live virtual
classroom sessions. Under no circumstances should such screenshots or recordings be shared by
the student with others electronically or manually.
6. Parents, guardians, or community members who violate the prohibitions listed in #4 and
#5 will be reported to the appropriate authorities and legal action may result. In addition, your
student’s access to live virtual classroom sessions and recordings may be restricted.
Please be advised that while SCPS will undertake all reasonable measures to protect your student’s
privacy, the division cannot control the unauthorized actions of others who may publicly post
recordings/screenshots of virtual classroom sessions.

SCPS has designated photographs, audio recordings, and video recordings of your student as directory
information under the Family Educational Rights and Privacy Act (FERPA). (See page 3). If you do not
want SCPS to disclose directory information of your student, please follow the instructions on page 6 to
opt out. Pursuant to 34 CFR §99.37(c)(1), please note that you cannot opt out of disclosure of certain
directory information – specifically, student name and identifier (photograph/icon) – being shared during classroom instruction to those enrolled in and attending the class.
FAMILY EDUCATIONAL RIGHTS & PRIVACY (FERPA) ANNUAL NOTIFICATION
The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years
of age or older ("eligible students") certain rights with respect to the student's education records. These
rights are:
1. The right to inspect and review the student's education records within 45 days after the day
the school] receives a request for access.
Parents or eligible students who wish to inspect their child’s or their education records should
submit to the school principal a written request that identifies the records they wish to
inspect. The school official will make arrangements for access and notify the parent or
eligible student of the time and place where the records may be inspected.
2. The right to request the amendment of the student’s education records that the parent or
eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s
privacy rights under FERPA.
Parents or eligible students who wish to ask the school to amend their child’s or their
education record should write the school principal, clearly identify the part of the record they
want changed, and specify why it should be changed. If the school decides not to amend the
record as requested by the parent or eligible student, the school will notify the parent or
eligible student of the decision and of their right to a hearing regarding the request for
amendment. Additional information regarding the hearing procedures will be provided to the
parent or eligible student when notified of the right to a hearing.
3. The right to provide written consent before the school discloses personally identifiable
information (PII) from the student's education records, except to the extent that FERPA
authorizes disclosure without consent.
4. The right to file a complaint with the U.S. Department of Education concerning alleged
failures by the school division to comply with the requirements of FERPA. The name and

FERPA permits the disclosure of PII from students’ education records, without consent of the parent or
eligible student, if the disclosure meets certain conditions found in §99.31 of the FERPA regulations.
Except for disclosures to school officials, disclosures related to some judicial orders or lawfully issued

subpoenas, disclosures of directory information, and disclosures to the parent or eligible student, §99.32
of the FERPA regulations requires the school to record the disclosure. Parents and eligible students have
a right to inspect and review the record of disclosures. A school may disclose PII from the education
records of a student without obtaining prior written consent of the parents or the eligible student –
To other school officials, including teachers, within the educational agency or institution
whom the school has determined to have legitimate educational interests. This includes
contractors, consultants, volunteers, or other parties to whom the school has outsourced
institutional services or functions, provided that the conditions listed in § 99.31(a)(1)(i)(B)(1)
- (a)(1)(i)(B)(3) are met. (§ 99.31(a)(1))
To officials of another school, school system, or institution of postsecondary education where
the student seeks or intends to enroll, or where the student is already enrolled if the disclosure
is for purposes related to the student’s enrollment or transfer, subject to the requirements of
§ 99.34. (§ 99.31(a)(2))
To authorized representatives of the U. S. Comptroller General, the U. S. Attorney General,
the U.S. Secretary of Education, or State and local educational authorities, such as the State
educational agency (SEA) in the parent or eligible student’s State. Disclosures under this
provision may be made, subject to the requirements of § 99.35, in connection with an audit or
evaluation of Federal- or State-supported education programs, or for the enforcement of or
compliance with Federal legal requirements that relate to those programs. These entities may
make further disclosures of PII to outside entities that are designated by them as their
authorized representatives to conduct any audit, evaluation, or enforcement or compliance
activity on their behalf, if applicable requirements are met. (§§ 99.31(a)(3) and 99.35)
In connection with financial aid for which the student has applied or which the student has
received, if the information is necessary for such purposes as to determine eligibility for the
aid, determine the amount of the aid, determine the conditions of the aid, or enforce the terms
and conditions of the aid. (§ 99.31(a)(4))
To State and local officials or authorities to whom information is specifically allowed to be
reported or disclosed by a State statute that concerns the juvenile justice system and the
system’s ability to effectively serve, prior to adjudication, the student whose records were
released, subject to § 99.38. (§ 99.31(a)(5))
To organizations conducting studies for, or on behalf of, the school, in order to: (a) develop,
validate, or administer predictive tests; (b) administer student aid programs; or (c) improve
instruction, if applicable requirements are met. (§ 99.31(a)(6))
To accrediting organizations to carry out their accrediting functions. (§ 99.31(a)(7))
To parents of an eligible student if the student is a dependent for IRS tax purposes. (§
99.31(a)(8))
To comply with a judicial order or lawfully issued subpoena if applicable requirements are
met. (§ 99.31(a)(9))
To appropriate officials, including but not limited to law enforcement or other emergency
responders, in connection with a health or safety emergency, subject to § 99.36.

To an agency caseworker or other representative of a State or local child welfare agency or
tribal organization who is authorized to access a student’s case plan when such agency or
organization is legally responsible, in accordance with State or tribal law, for the care and
protection of the student in foster care placement. (20 U.S.C. § 1232g(b)(1)(L))
To the Secretary of Agriculture or authorized representatives of the Food and Nutrition
Service for purposes of conducting program monitoring, evaluations, and performance
measurements of programs authorized under the Richard B. Russell National School Lunch
Act or the Child Nutrition Act of 1966, under certain conditions. (20 U.S.C. §
1232g(b)(1)(K))
As otherwise permitted under Virginia state law and federal regulations and guidelines issued
by the U.S. Department of Education.
ANNUAL NOTICE TO STUDENTS/PARENTS REGARDING DIRECTORY INFORMATION
The Family Educational Rights and Privacy Act (FERPA), a federal law, requires that Stafford County
Public Schools (SCPS), with certain exceptions, obtain your written consent prior to the disclosure of personally identifiable information from your child’s education records. However, SCPS may disclose appropriately designated “directory information” without written consent, unless you have advised the Division to the contrary in accordance with Division procedures. The primary purpose of directory information is to allow the SCPS to include this type of information from your child’s education records in certain school publications. Examples include, but are not limited to:
* A playbill, showing your student’s role in a drama production; * The annual yearbook; * Honor roll or other recognition lists;
* Graduation programs; and
* Sports activity sheets, such as for wrestling, showing weight and height of team members.
Directory information, which is information that is generally not considered harmful or an invasion of
privacy if released, can also be disclosed to outside organizations without a parent’s prior written
consent. Outside organizations include, but are not limited to, companies that manufacture class rings
or publish yearbooks. If parents/guardians do not want their child photographed, video recorded and/or
audio recorded during school sponsored activities and/or learning experiences, or does not want their
child’s intellectual property published, produced and/or displayed, they must opt out.
In addition, two federal laws require local educational agencies (LEAs) receiving assistance under the
Elementary and Secondary Education Act of 1965 (ESEA) to provide military recruiters, upon
request, with three directory information categories- names, addresses and telephone listings- unless
parents have advised the LEA that they do not want their student’s information disclosed without their
prior written consent. (1)
If you do not want SCPS to disclose directory information from your child’s education records without
your prior written consent, you must notify the principal of your child’s school, in writing, within
fifteen (15) days of receipt of this notice. SCPS has designated the following information as directory

1. These laws are: Section 9528 of the ESEA (20 U.S.C 7908), as amended by the No Child Left
Behind Act of 2001 (P.L. 107-110), the education bill, and 10 U.S.C. 503, as amended by section 544,
the National Defense Authorization Act for Fiscal year 2002 (P.L. 107-107), the legislation that
provides funding for the Nation’s armed forces.
If possible, SCPS will provide a copy of this document in other languages or will provide an
interpreter to translate the document. Requests for this service should be made through the
student’s school principal.

Va. Code Section 22.1-287.1 provides that no school shall disclose the address, phone number, or email
address of a student pursuant to 34 C.F.R. § 99.31(a)(11) or the Virginia Freedom of Information Act (§

disclosure.

NOTIFICATION OF RIGHTS UNDER THE PROTECTION OF PUPIL RIGHTS AMENDMENT
(PPRA)
PPRA affords parents of elementary and secondary students certain rights regarding the conduct of
surveys, collection and use of information for marketing purposes, and certain physical exams. These
include, but are not limited to, the right to:
Consent before students are required to submit to a survey that concerns one or more of the following
protected areas (“protected information survey”) if the survey is funded in whole or in part by a program
of the U.S. Department of Education (ED)–
1. Political affiliations or beliefs of the student or student’s parent;
2. Mental or psychological problems of the student or student’s family;
3. Sex behavior or attitudes;
4. Illegal, anti-social, self-incriminating, or demeaning behavior;
5. Critical appraisals of others with whom respondents have close family relationships;
6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers;
7. Religious practices, affiliations, or beliefs of the student or student’s parent; or
8. Income, other than as required by law to determine program eligibility.
Receive notice and an opportunity to opt a student out of –
1. Any other protected information survey, regardless of funding;
2. Any non-emergency, invasive physical exam or screening required as a condition of
attendance, administered by the school or its agent, and not necessary to protect the immediate
health and safety of a student, except for hearing, vision, or scoliosis screenings, or any
physical exam or screening permitted or required under State law; and
3. Activities involving collection, disclosure, or use of personal information collected from
students for marketing or to sell or otherwise distribute the information to others. (This does
not apply to the collection, disclosure, or use of personal information collected from students
for the exclusive purpose of developing, evaluating, or providing educational products or
services for, or to, students or educational institutions.)
Inspect, upon request and before administration or use –
1. Protected information surveys of students and surveys created by a third party;
2. Instruments used to collect personal information from students for any of the above marketing,
sales, or other distribution purposes; and
3. Instructional material used as part of the educational curriculum.
These rights transfer from the parents to a student who is 18 years old or an emancipated minor under
State law.
The school division has developed and adopted Policy 3603 regarding these rights, as well as
arrangements to protect student privacy in the administration of protected information surveys and the
collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes.
The school division will directly notify parents of these policies at least annually at the start of each
school year and after any substantive changes. The school division will also directly notify, such as
through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities
or surveys noted below and will provide an opportunity for the parent to opt his or her child out of
participation of the specific activity or survey. The school division will make this notification to parents at

the beginning of the school year if the division has identified the specific or approximate dates of the
activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents
will be provided reasonable notification of the planned activities and surveys listed below and be
provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided
an opportunity to review any pertinent surveys. Following is a list of the specific activities and surveys
covered under this direct notification requirement:
Collection, disclosure, or use of personal information collected from students for marketing,
sales, or other distribution.
Administration of any protected information survey not funded in whole or in part by ED.
Any non-emergency, invasive physical examination or screening as described above.

Notification of Virginia State Police Sex Offender and Crimes Against Minors Registry website. Va.
Code §22.1-79.3(E) requires the School Board to advise parents that the Virginia State Police Sex
Offender and Crimes Against Minors Registry website can be found at http://sex-
offender.vsp.virginia.gov/sor/. This website, which includes the public notification database, provides
access to information about persons convicted of specified violent and sexual offenses. Any member of
the public can access this free Web site at any time to educate themselves about the possible presence of
such offenders in their local communities.

Acceptable Use Agreement
1. Cellular phones/electronic and wireless devices are permitted before and after school; however, students
must power off such devices and stow them properly out of sight during the school day. Such devices are to
remain off the entire school day unless teacher permission is given otherwise.
2. Students shall not record still or moving images or voices of students or staff without permission. Any
student using a cellular phone/electronic or wireless device to violate Rule 46, which prohibits photography
and related offenses, shall be prohibited from using such device during the school day for the remainder of
the school year.
3. Students shall place cellular phones/electronic and wireless devices powered off and properly
stowed during all assessments. Such devices must remain stowed away until ALL assessments have
been collected and with teacher permission. Any student using such device to violate Rule 12, which
prohibits cheating and related offenses, shall be prohibited from using such device during the school
day for the remainder of the school year.
4. Students are not permitted to have cellular phones/electronic and wireless devices out in the PE and/or
CTE locker rooms at any time. Students shall not record still or otherwise share moving images or voices of
any person in a restroom.
5. Students shall adhere to the Acceptable Computer Use Policy 6301, BYOT guidelines and user agreement
and practice internet safety with online resources.

acceptable Cellular Phone/Electronic & Wireless Device Acceptable Use Agreement shall result in a referral
to the assistant principal, and may result in my not being able to participate in additional class activities that
involve using such device and may result in being prohibited from using such device during the school day

phone/electronic and wireless device in the classroom I should ask the teacher. I also understand that I will
receive disciplinary consequences if I use my device in violation of any rule defined in the Stafford County
Student Code of Conduct.

allow my child to participate in class activities involving such devices, even if my child does not have

Acceptable Use Agreement

not use such devices during the school day except in areas specifically designated by the administrator

I give permission for my child/student to use a personal electronic device for instructional purposes only and with
teacher permission on the wireless network at Stafford County Public Schools.
I agree to allow my child/student to use his/her own device and further agree not to hold Stafford County Public
Schools (SCPS) responsible for any device or data loss, theft, damage or other associated costs of replacement or
repair incurred during the school day or at home as a result of participation in this program. I understand that school
based staff shall be unable to store, support or troubleshoot student owned devices. The student named above shall
take full responsibility for the device and shall appropriately secure all devices when not in use.
SCPS uses technological measures such as filtering to promote internet safety. Filtering limits students’ ability to
access harmful internet sites from any device connected to the SCPS network, but only when this equipment is used in
school on the SCPS network. Access through cellular networks does not provide the same measures of filtering.
Students shall only use the SCPS network (not a private cellular service) for internet access during the instructional
day while on SCPS property. I/we understand the above rules and policy for connecting a personal electronic device
to the wireless network at school and agree to follow the rules outlined.
I have verified my child/student is aware that all aspects of the Stafford County Public School’s Student
Responsibilities and Rights, Acceptable Use Policy for Network Access (AUP) and the SCPS Code of Student
Conduct apply to the use and care of his/her personal device(s) while on SCPS property or while involved in any
SCPS sponsored event/activity.
I understand that the purpose of allowing my child/student to use his/her own device is to participate in teacher
approved activities in support of the SCPS curriculum. Use of devices for non‐ instructional activities, unrelated to the SCPS educational program is prohibited during the school day.

resources by students, board members, and staff
Definitions
Computer Systems - Any combination of hardware, software, data,
communication lines and devices, terminals, printers, CD-ROM
devices, tape drives, servers, mainframe, personal computers or
any other computer related equipment, peripherals or software used
on Stafford County networks, on school property, or on such
equipment and computers owned or leased by the board.
Cyberbullying - Threats or insults made by one user toward another
through electronic-mail, text messaging, posts made on Web sites
(e.g., web-logs ), social networking sites, mobile apps, chat
rooms, or any other electronic means.
Digital Citizenship-The concepts of knowledge and understanding
for students/children/technology users on the appropriate use of
technology.
Internet Safety-Required content, within the division’s curriculum
and instruction program, defining roles and responsibilities for
all computer resource stakeholders, safety measures, data and
network security plans, safety breach procedures, evaluation
plans, professional development, and community outreach programs.
Netiquette-Etiquette that applies to communication over computer
networks, especially the Internet.
Network Resources - Printing services, computer programs, data
files, data storage, wireless access, Internet access (and
Internet Service Providers ISP) available to a user.
Responsible Use-Having the knowledge of technology policies and
the ability to apply them properly when using technology resources.
User - An individual who is accessing or may access the division’s
computer system and/or network resources either from within the
division or outside the division via the Internet, or who is using
any equipment or computer devices owned or leased by the school
board.

The division shall operate its computer systems and access its
network resources in compliance with federal, state, and local
laws and regulations for the acceptable/responsible and safe use
of such systems and resources.
The superintendent/designee shall review this policy every two
years, submit a copy of the approved policy to the State
Superintendent of Public Instruction, and cause any changes to be
disseminated to the division’s computer systems' users.
Applicable Guidance
1. The division’s computer systems must be used (1) in
support of education and/or research, or (2) for legitimate
school business. Use of the computer system is a privilege,
not a right. Any communication or material used on the
computer system, including electronic mail or other files,
may be monitored or read by school officials.
2. The superintendent/designee shall establish
regulation(s) associated with this policy for board review,
providing administrative procedures detailing the safe and
appropriate uses, ethics and protocol for the computer
system. These procedures shall include:
a. Prohibition against use by division employees and
students of the division’s computer equipment and
communications services for sending, receiving,
viewing, or downloading illegal material via the
Internet;
b. Provisions, including the selection and operation
of a technology protection measure for the
division’s computers having Internet access to
filter or block Internet access through such
computer, that seek to prevent access to:
(1). Child pornography as set out in Virginia Code § 18.2-374.1:1 or as defined in 18 U.S.C. § 2256;
(2). Obscenity as defined by Virginia Code § 18.2-372 or 18 U.S.C. § 1460; and

(3). Material that the division deems to be harmful to juveniles as defined in Virginia Code §

inappropriate for minors.
c. Provisions establishing that the technology
protection measure is enforced during any use of
the division’s computers by minors;
d. Provisions establishing that the online activities
of minors shall be monitored;
e. Provisions designed to protect the safety and
security of students and staff when using
electronic mail, chat rooms, and other forms of
direct electronic communications. In particular,
students and staff shall be strictly prohibited
from using the division’s computer system and
network resources to:
(1). Engage in activities prohibited by federal, state, or local law, ordinance, or regulation,
including unauthorized access and/or hacking
or engage in harassment (cyber bullying) by
computer or technology-based devices; and/or,
(2). Disclose, use, or disseminate personal
information regarding students or staff,
except as authorized and permitted by law.
f. Provisions designed to prevent unauthorized online
access by minors, including “hacking” and other
unlawful activities by minors online;
g. Provisions prohibiting the unauthorized
disclosure, use, and dissemination of personal
information regarding minors; and
h. Internet safety component for students that is
integrated in the division’s instructional program.
3. Use of the division’s computer system shall be
consistent with its educational or instructional mission or

administrative function as well as the varied instructional needs,
learning styles, abilities and developmental levels of students.
The division’s computer system is not a public forum.
4. Signature acknowledgement of compliance with this policy
by every user, including:
a. Every student and parent/guardian of each student
shall sign an Acknowledgement of Receipt document
which includes agreement to abide by the
Acceptable/Responsible Computer Use Policy.
b. Every employee contract of the division shall
include the requirement that all employees follow
and be bound by all policies, rules and regulations
of the school board. Therefore, all employees must
comply in full with this Acceptable/Responsible
Computer Use Policy and the Acceptable/Responsible
Use of Computers and Technology Regulation as a
condition of employment.
5. Failure of any student, teacher, administrator or other
employee of the division to follow the terms of the
Acceptable/Responsible Use Agreement, this policy or accompanying
regulation may result in loss of computer system privileges,
disciplinary action up to and including termination, and/or
appropriate legal action.
a. Consequences for Inappropriate Use for Students
Minimum of short-term suspension of 10 days, or
less, with the balance of any days to be served carrying over to
the succeeding school year, and/or loss of computer and Internet
privileges to maximum of expulsion. Additionally, the matter shall
be reported to the superintendent/designee and shall also be
reported to the Sheriff’s Department if the potential exists for
criminal charges to be filed.
b. Consequences for Inappropriate Use by Employees
Employees who violate the Acceptable Use Policy are
subject to discipline as deemed necessary. Employee discipline may
include, but shall not be limited to verbal reprimand, letter of
reprimand, suspension with or without pay, or termination.
Additionally, the matter shall be reported to the

superintendent/designee and shall also be reported to the

the board will not be responsible for any unauthorized charges or
fees resulting from access to the computer system.
7. The superintendent/designee shall submit to the Virginia
Department of Education this policy and accompanying regulation
biennially.

Online Accounts for Students
Communication and collaboration skills are two key elements of education and the workplace, now
and in the future. Online digital resources have become key instructional resources for students and
teachers. Stafford County Public Schools is providing online accounts for Google Workspace and
other collaboration opportunities as follows:
● Elementary school students will have Google accounts that can be used to share their work,
get assignments, and use many digital tools, including the Chromebook. Elementary school
students are not able to send or receive email using the Google account.
● Middle school students will have Google accounts, including limited email that can be used to
collaborate with peers and teachers in their own school as well as other schools within Stafford
County Public Schools. Email is filtered for content.
● High school students will have Google accounts, including fully functional email accounts
that can be used to collaborate with peers and teachers in their own school as well as other
schools. High school students will also be able to communicate with colleges, apply for work,
and email experts in their field of study along with many other uses. Email is filtered for
content.
All online resources are screened for adherence to high standards of educational use of student data.
Maintaining the privacy of student data is very important to SCPS.
Google account login names for all levels will look like an email account ([email protected]) even
when email is not enabled for the student. Please contact your school’s administration if you would
like to discuss your student’s email and online accounts further.

A. GENERAL POLICY 1. No student shall be given medications/treatments during school hours except upon written request from
a licensed health care provider. This includes medications such as antibiotics. The parent/guardian must
sign and provide new physician orders annually. Treatment orders include conditions requiring crutches,
wheelchairs, and other medical devices prescribed when accommodations for a diagnosed medical
condition are necessary during the school day.
2. Nurses do not accompany students on field trips. Arrangements for medications/treatments need to be
made by parents and teachers with approval of the nurse at least a week ahead.
3. Students are responsible for coming to the clinic for medications/treatments. Elementary/Middle students
will be contacted and reminded, however high school students will receive parent phone calls after 3
missed administrations unless other arrangements have been made.
4. Products for cosmetics or hygiene purposed are not regarded as medications. Also allowed are suntan
lotion and bug spray when outdoor activities warrant their use and parents give permission.
B. RESPONSIBILITY OF THE PARENT OF GUARDIAN
1. Parents/guardians shall be encouraged to cooperate with the health care provider to develop a schedule
so that the necessity for taking medication/treatments at school will be minimized or eliminated. First
doses of medications should always be given at home.
2. Parents/guardians will assume responsibility for the supply of all medications/treatments/ equipment
during the school day. Whenever possible, a “school only” supply is requested.
3. Parents/guardians should deliver and pick up any medications/treatment supplies. All controlled
substance medications (i.e. Ritalin type meds) will be counted and documented at the time of delivery/
pick-up by school personnel and parent/guardian.
C. RESPONSIBILITY OF THE HEALTH CARE PROVIDER (HCP)
1. A Medication Permission Form for each prescribed medication/treatment must be completed by the
student’s health care provider, signed by the parent or guardian, and filed with the school nurse in the
school clinic each school year.
2. Medication containers must be clearly labeled with the following information: Student’s full name, Health Care Provider’s name and telephone number, Name of medication, Dosage, Route, schedule for administration and time frame for the order.
D. RESPONSIBILITY OF SCHOOL PERSONNEL
1. The school nurse/designee will assume responsibility for placing medication/supplies in a locked area.
Controlled medication will be counted and documented at the time of acceptance or pick-up.
2. The school nurse/designee will administer all medications/treatments as ordered by the HCP and will
document date/time. School nurses will provide training for medication/treatment administration to
designated back-up personnel.
3. Discontinued or unused medications must be picked up by the parent/guardian. If not claimed by the end
of the school year, the school nurse will properly dispose of the medication and document per guidelines.
4. Nurses will prepare field trip medication dosages per the Board of Pharmacy Guidance Document.
Medications/Treatment orders, properly labeled will be given to the student’s teacher the morning of a
field trip. Treatments may require other consideration/planning prior to the field trip. Parents as well as
staff should have this conversation with the nurse.
E. EMERGENCY MEDICATIONS
The School Health TEAM with the assistance of the Rapp. Area Health Director and Allergy Partners of
Fredericksburg have provided school nurses in Caroline, Fredericksburg, King George, Spotsylvania, and
Stafford Schools with protocols for emergency medications/treatment of students during an acute incident
of asthma and anaphylaxis. These situations would be considered life threatening with 911 and parents
being called immediately. The protocols provided would never replace individual student medical orders
or health care plans provided by parents and HCP.

STUDENT HEALTH SCREENINGS
The School Nurse is responsible for insuring compliance of the Code of Virginia 22.1-273 concerning
the screening of students in public schools.
These Codes may be found in the Virginia School Health Guidelines and are summarized as:
Vision and hearing screening on grades K, 3, 7 and 10 mandated to be completed within sixty (60)
administrative days.
Assistance to complete these screenings may be provided by teachers, aides, and/or trained volunteers or
agencies such as the Lions Club.
SCOLIOSIS FACTS FOR PARENTS
In accordance with Virginia State law, parents of students in grades five through ten will receive this yearly
information sheet containing important facts about Scoliosis and Scoliosis screening.
Scoliosis is an abnormal curvature or turning of the spine. It affects 2-3% of the population or an estimated 600,000
people in the United States. If left untreated, scoliosis can progress to a serious problem, causing back pain and
degenerative arthritis of the spine. It may lead to disk disease or sciatica. It can also threaten the psychological
well-being of a young adult when there is an obvious deformity.
Although scoliosis may result from an injury, a birth defect, or a crippling disease, 90% of cases are from unknown
causes. It may run in families and affects girls seven times more often than boys. It most frequently develops
during the growth spurt between ages 10 and 15, but can also develop or progress later in life. Early detection and
intervention may prevent further structural deformity and resulting secondary problems.
Scoliosis screening is an observation of the student’s spine while standing as well as performing a forward bend. A
scoliometer, a device for measuring the amount of abnormal
curvature in the spine, may also be used during screening. Treatment of scoliosis varies between no treatments
needed, bracing of the spine, to spinal fusion surgery.
Since the development of scoliosis is gradual and usually painless, scoliosis may develop without the parent or
child being aware. It is important for parents to monitor their child’s development during these growing years and
to have students checked by the family physician routinely. The signs of scoliosis may include uneven shoulders, a
shoulder blade that appears more prominent than the other, uneven waistline creases, one hip higher than the other,
and/or a leaning to one side.
If you have concerns about your child’s spinal health, contact your family health care provider or school nurse for
follow up. If you do not have a primary care physician, with your written permission, the school nurse can provide
an initial screening. Should further evaluation be necessary she can direct you to other health care resources.
Eating Disorders Awareness in the Public School Setting
Authorization
Code of Virginia, Section 22.1-273.2, Parent Educational Information Regarding Eating Disorders. The
Code of Virginia requires that each school board shall annually provide parent educational information
regarding eating disorders for pupils in grades five through twelve.
Summary. Virginia Public Schools shall provide educational information to parents of students in grades five
through twelve on an annual basis.
Dear Parent of Students in Grades Five through Twelve:
Eating disorders are serious health problems that usually start in childhood or adolescence and affect
both girls and boys. With early diagnosis, eating disorders are treatable with a combination of nutritional,
medical, and therapeutic supports. Recognizing the importance of early identification of at-risk students, the
2013 Virginia General Assembly passed a law requiring each school board to provide parent educational
information regarding eating disorders on an annual basis to students in the fifth through twelfth grades.
It is important to note that eating disorders are not diagnosed based on weight changes as much as
behaviors, attitudes, and mindset. Symptoms may vary between males and females and in different age groups.
Often, a young person with an eating disorder may not be aware that he/she has a problem or keeps the issues
secret. Parents/guardians and family members are in a unique position to notice symptoms or behaviors that
cause concern. Noting behaviors common to people with eating disorders may lead to early referral to the
primary care provider. It is important for eating disorders to be treated by someone who specializes in this type
of care.
After reviewing the information on the reverse side of this letter, if you think your child may be showing
signs of a possible eating disorder, please contact your primary health care provider, school nurse, or one of the

What Are Eating Disorders?
Eating disorders are real, complex, and devastating conditions that can have serious consequences for health, productivity, and
relationships. They are not a fad, phase or lifestyle choice. They are potentially life-threatening conditions affecting every aspect of the
person’s functioning, including school performance, brain development, emotional, social, and physical well-being.
Eating disorders can be diagnosed based on weight changes, but also based on behaviors, attitudes
and mindset. Be alert for any of these signs in your child.
Key things to look for around food:
Eating a lot of food that seems out of control (large amounts of food may disappear, you find a
lot of empty wrappers and containers hidden)
Develops food rules—may eat only a particular food or food group, cuts food into very small
pieces, or spreads food out on the plate
Talks a lot about, or focuses often, on weight, food, calories, fat grams, anddieting
Often says that they are not hungry Skips meals or takes small portions of food at regular meals
Cooks meals or treats for others but won’t eat them
Avoids mealtimes or situations involving food
Goes to the bathroom after meals often
Uses a lot of mouthwash, mints, and/or gum
Starts cutting out foods that he or she used toenjoy Key things to look for around activity:
Exercises all the time, more than what is healthy or
recommended – despite weather, fatigue, illness, orinjury
Stops doing their regular activities, spends more time alone

Physical Risk Factors:
Feels cold all the time or complains of being tired allthe

Any vomiting after eating (or see signs in the bathroom of
vomiting – smell, clogged shower drain)
Any use of laxatives or diuretics (or you find empty packages)

A parent or guardian has the right to determine their student’s participation in the Stafford County Public Schools’ Counseling program as described above. In the event that a parent or guardian wishes to eliminate or exclude participation of a student in any or all aspect of the Program, the parent or guardian may provide written notification to the principal of a school within fifteen (15) days of the publication of this notice. The family’s written notice must state specifically the goals or areas of program from which the student is to be excluded.

Stafford County Public Schools provides age appropriate family life education (FLE) instruction to students in grades K-10 in family living and community relationships, abstinence education, mental health, responsibility, and disease prevention.
The K-10 FLE curriculum and materials are available for review at each of our schools and on the SCPS website. Curriculum binders are located in the front office of each school. You may review these materials, videos and DVDs. The video materials are available for preview through each school’s library.
FLE instruction for K-5 students will be scheduled during second semester. Students in grades K-5 will be taught FLE by classroom teachers, physical education teachers, school counselors, school nurses, and administrators as support and resources.
FLE instruction for students in grades 6-10 will be scheduled any time after October 1st. FLE instruction for secondary students is provided by the health and physical education teachers, with support from school counselors and the school nurse. Some objectives are taught in separate classes for boys and girls.
If you choose for your child not to receive any/all of the FLE lessons, an OPT-OUT FORM is provided below. The form must be completed by October 1st and returned to your child’s classroom teacher or health and physical education teacher.

Dear Parents and Guardians: Thank you for entrusting us with the privilege to transport your student(s) to and from school this year. Safety has, and will continue to be, our top priority and will guide all decisions we make. We closely follow all federal, state and local laws and regulations regarding pupil transportation. In an effort to make the ride to and from school as safe as possible, we are soliciting your support. Please take a few moments to review the following rules that govern school bus and bus stop conduct with your child. ● Students are to abide by the “Student Code of Conduct” at all times while on the school bus and at
the bus stop. A school bus driver will report any serious incident of misconduct to the school principal. In the event that a student is suspended from the bus, the suspension shall extend to all Transportation Department services including those for activity and field trips.
● Following CDC and VDH guidelines to combat COVID 19 we continue to: o Require students to wear a face covering while loading, riding and unloading the school bus. o Require drivers and attendants to wear face coverings at all times when students are on the bus. o Require all students to use hand sanitizer upon entering the bus. o Limit students to one pick-up location in the morning and one drop-off location in the afternoon
as long as contact tracing is required by guidelines. (No alternate bus assignments). o Open windows and roof hatches to facilitate air flow. o Clean and sanitize seats and high touch areas after every route. Disinfect buses at least once a
week, following a disinfection schedule.
● In the morning, students are to report to their bus stop and be ready to board the bus at least five minutes prior to the scheduled time of arrival. Students must be at the bus stop when the bus arrives to assure safe and timely loading.
● In the afternoon, students are to ride their assigned bus and to exit at their assigned bus stop. ● To comply with Stafford County Social Services guidelines, SCPS requires that kindergarten and first
grade students must be released to an adult or older sibling when getting off the bus. If no adult or older sibling is present, students will be brought back to their school for a parent to pick up.
● Students are to remain in their seats at all times. Students are to sit facing forward with their feet on
the floor. Students are not to put any part of their body out of the window, speak out of the window, or to throw any object out of the window. Large backpacks are to be taken off and placed on the floor between the legs of the student.

● When loading or unloading from the bus, students should exercise extreme caution and be alert to traffic conditions. When boarding, students are to wait until the bus is completely stopped and the mechanical crossing gate is fully extended before moving toward the bus. Students who must cross the road are to do so approximately 15 feet in front of the bus in full view of the driver. When unloading, students are not to stand up until the bus comes to a complete stop. In both situations, students should wait for the driver to signal when it is safe to cross in front of the bus.
● Students are not to distract the bus driver and may not speak to the driver while the bus is in motion
unless essential to safety.
● Any items which are not permitted in school are not permitted on the bus. Certain large objects such as large musical instruments, science projects and athletic gear will only be allowed on the bus if the item can fit safely on the student’s lap, between the student’s legs, or does not take up a seat. The student must control the item and it must not create a safety hazard or stick out into the aisle.
● The use of a cellular phone or any electronic device on the school bus may be prohibited at the discretion of the bus driver. The device must not be visible to others, be heard by others, or otherwise disrupt the safe operation of the bus in any way. No photos or videos are to be taken or shown on the bus at any time.
● Consumption of any food item or beverage is prohibited while riding the bus. During hot weather conditions, the consumption of water (without additives) may be permitted.
● The student, parent and/or legal guardian shall be financially responsible for any and all damage, which is attributable to a student’s careless or malicious acts, done to the bus.
● Students, parents and guardians can track the location of the assigned bus using the “My Stop” app. Please see our department’s website for instructions or call Transportation Services.
● Under no circumstance may any parent, guardian, or unauthorized person board the bus.

In order to ensure that science experiments are safe and positive learning experiences, students and their parents
should read, discuss, and sign this science safety rules and procedures agreement. No student in grades 6 – 12 will be
permitted to participate in science laboratory work until this agreement is signed by parent and student and returned to the
teacher.
1. Act in a responsible manner at all times. Misconduct that endangers anyone will not be tolerated.
2. Never work without adult supervision. Do not handle any materials until instructed by the teacher to do so.
3. Perform the experiments as directed. Read the written directions. Do not do anything that is not part of the
approved experimental procedure. Follow all instructions given by the teacher. If you do not understand a direction
or piece of equipment, ask the teacher before proceeding.
4. Eating, drinking, or chewing gum in the lab or experimental work area is forbidden.
5. Make-up is not to be applied in the laboratory.
6. Keep hands away from face, eyes, and mouth when using chemicals or preserved specimens.
7. Wear appropriate lab safety equipment as directed by your teacher. Keep protective equipment on until everyone
has finished the lab and all chemicals have been put away.
8. Learn the locations and operation of emergency equipment including eyewash fountains, safety showers, fire
extinguishers, fire blankets, etc. Report all accidents, injuries, or close calls to your teacher.
9. Follow teacher instructions for leaving the room under emergency conditions, fire drills, etc.
10. Closed-toe shoes must be worn during all laboratory exercises. Special care should be taken with loose clothing.
11. Tie back long hair to keep it away from flames and chemicals.
12. Never taste a laboratory chemical. Never pipet by mouth; use a pipet bulb.
13. Check odors only if instructed to do so by gently wafting the vapor upward toward your nose with your hand.
14. Do not use chipped or cracked glassware. Follow teacher instructions on bending and insertion of glass tubing into
stoppers. Do not pick up broken glass with your fingers – sweep up larger pieces, use moist cotton for fine
particles. Put broken glass, used blades, or other sharp materials in designated containers only.
15. Carry sharp objects with tip or sharp edge pointing downwards. Do not try to catch falling sharp objects.
16. Use caution when heating materials in the lab. Never turn on the heat source until instructed by the teacher. Eye
protection must be worn. Keep hands and face away from the mouth of a test tube or beaker being heated. Turn off
heat source when you are finished – never leave an active heat source unattended. Remember, a variety of lab
materials can retain heat for a long period of time.
17. Do not enter science prep rooms or storage areas. Never take chemicals, supplies, or equipment out of the
laboratory without the knowledge and consent of your science teacher.
18. Clean your work area at the end of each lab: put away equipment and reagents, notify your teacher of any spills on
floors or counter tops. Wash your hands. Report any damaged glassware, equipment, or unsafe conditions.

SCIENCE SAFETY RULES AND PROCEDURES AGREEMENT
Immunization Requirements
Your child must be immunized against Diphtheria, Pertussis (whooping cough), Tetanus
(DPT), Poliomyelitis (IPV/OPV), Measles (Rubeola), Mumps, Rubella (MMR), Hepatitis
B, Chicken Pox (Varicella), and Hepatitis A. Preschool students must also have
Pneumococcal, Rotavirus, and Hepatitis A vaccine series. Seventh graders and twelfth
graders are required to have the Meningococcal vaccine. The following are required of
all students:
● Four doses of DTaP, with one dose after the fourth birthday; for all new students
as of fall 2010
● Four doses of IPV/OPV, with one dose after the fourth birthday; for all new
students as of fall 2010
● Two doses of Measles and Mumps vaccine, and one dose of Rubella vaccine
(usually given as MMR), first dose given at 12 months and second dose after the
4th birthday
● Three doses of Hepatitis B following the recommended schedule
● Two doses of Varicella vaccine for students entering kindergarten as of fall 2010;
at least one dose Varicella vaccine for all students, two doses required for grades
K-11, second dose after the 4th birthday.
● A Tdap (Tetanus, Diphtheria and Pertussis) booster is required of students
grades 7-12 as of fall of 2019
● A two dose series of HPV(Human Papillomavirus) vaccine is required for
students entering 7th grade for fall of 2021. After reviewing the educational
materials provided by the Board of Health, the parent or guardian, at the parent’s
or guardian’s sole discretion, may elect for the child not to receive the HPV
vaccine.
● A Pneumococcal vaccine (PCV) booster is required of all students age 24 to 60
months as of 2014
● Two doses of Hepatitis A series for Pre-K and Kindergarten for fall of 2021
● Two doses of Meningococcal Vaccine series. First dose required for 7th grade
enrollment and the Final required dose prior to the start of 12th grade fall 2021.
Immunization records must show the month, day, and year of vaccines received as well
as the signature of the health care provider.
Students who do not have the necessary immunizations and/or a physical
examination are not allowed to attend school. However, students may be
conditionally enrolled if their health records indicate that they have had a current dose of
the vaccines and parents present a written schedule from a physician for completing the
immunizations within 90 days of enrollment.
