2.2 Scope
The radio parameters are included in the DLS (Data Load Segment), which is the BSS softwaredatabase (BUILD). They are specific to each network (see .chapter 5.1)The radio parameters canbe divided into three groups:
- Fixed parameters, from BSS system mandatory values, or automatically populated inthe DLS skeleton and let unchanged because not customer dependent.
- Customer Dependent parameters, related to the network topology and defined bythe customer (e.g. BTS name, Cell ID, LAC number...). They should not be modifiedafter Quality-of-Service or Traffic observations.
- Adjustable parameters, that are set to a default value but are likely to be modifiedaccording to Quality-of-Service and Traffic observations.
Default radio parameters are mostly manageable from the OMC-R. However, some specificparameters such as (non exhaustive list):
Cell Identity CI
Location Area Code (LAC)
Routing Area Code(RA)
frequencies, BTS/MS output powers
Neighbouring cells list
must be provided specifically for each network by the Radio Network Planning team (referred in thisdocument as CAE parameters: customer application engineering).

The purpose of this document is to provide default values for adjustable parametersrepresenting ALCATEL recommendations. The Customer is then free to change any of thesevalues to improve his network, but the difference of behaviour shall be under hisresponsibility.

3. HOW TO READ THIS DOCUMENT
3.1 Parameter lists
Each chapter from 5 to 24 handle with one category of parameters. The structure of each chapteris identical: first spreadsheet reminds the definitions associated to each presented parameter, withits range, and the OMC screen in which it can be seen/modified. The parameter names are thesame as in reference document [4] (BSS TELECOM PARAMETERS).
Then come the recommended values. If required, two spreadsheets are provided (i.e. when adistinction between GSM 900 - GSM850 and DCS 1800 DCS1900 duplicates the cellconfigurations).
The parameter list has been split into 22 parts:

Some parameter settings are provided with the fourteen possible cell configuration. Nine type ofmonoband cells. (Single; Microcell; Umbrella; Minicell; Concentric; Extended inner cell; ConcentricUmbrella; Extended outer cell; Indoor microcell) and five type of of multiband cells (Multibandsingle; Multiband minicell; Multiband umbrella; Multiband Indoor microcell; Multiband microcell),and if required the different BTS types, radio environments, GSM and DCS bands.
Some other parameter settings are provided with different number of TRXs. N/A means NotApplicable.
