TMP Goals
The primary purpose of the TMP is to address the construction-related traffic impacts of the
OR8: Corridor Improvements Project in a cost-effective and timely manner. It also serves to
identify means and methods to minimize public inconvenience due to constructions activities.
This Traffic Management Plan (TMP) document will facilitate the development team’s
understanding of how traffic is planned to be managed and why these decisions were made
during project development along with details behind the Traffic Control Plans (TCP) and other
measures that will be put in place during construction to minimize disruptions to traffic without
compromising public and work zone safety. This Transportation Management Plan is a living
document, subjected to additions and modifications throughout the life of the project.
Goals of this Project-Level TMP include the following:
• Describe the project construction footprint.
• Aid in creating a project development and decision-making environment that looks at
options available to limit and mitigate anticipated construction impacts.
• Communicate what elements will be included in the project to mitigate for anticipated
disruptions to travelers and freight without compromising public or worker safety.
Project Background
The scope of the project includes removal and replacement of the existing traffic signal and
pedestrian flasher systems at the following locations:
• OR8 (Baseline Street) at OR 219 (S 1st Avenue) – traffic signal control intersection.
• OR8 (Oak Street) at OR219 (S 1st Avenue) – traffic signal control intersection.
• OR8 between SE 44th Avenue and SE 45th Avenue – pedestrian crossing with pedestrian
activated flashing beacon.
Project Area Boundaries
All project areas are within the City of Hillsboro boundaries and within Oregon Department of
Transportation (ODOT) Region 1 jurisdiction. Figures 1 and 2 show the project areas.
Proposed Improvements
The main improvements to be incorporated at each location are as follows:
• OR8 (Baseline Street) at OR219 (S 1st Avenue), the proposed improvement at this
location include:
o Installation of a new traffic signal system and illumination system. o Updated intersection signing.
o New curb ramps to meet current ADA standards.

• OR8 (Oak Street) at OR219 (S 1st Avenue), the proposed improvement at this location
include:
o Installation of a new traffic signal system and illumination system. o Reconfiguration of the north approach to include an exclusive left turn and
through/right lane with updated signing and striping. o A striped island with candlesticks on the south approach. o Updated intersection guide signing. o New curb ramps to meet current ADA standards.
• OR8 between SE 44th Avenue and SE 45th Avenue:
o Removal of the existing pedestrian activated flashing beacon and installation of a
new pedestrian activated flashing beacon and illumination at the existing
pedestrian crossing.
o New curb ramps on the southside of OR8 to meet current ADA standards and
modifications to the existing bus stop. The existing raised median will remain.
Project Area Characteristics
This section includes a summary of existing transportation conditions within the project areas
relevant to this TMP, including traffic and roadway characteristics and location of other
construction projects.
Traffic Characteristics
Annual average daily traffic (AADT) volumes along OR8 and OR219 near the project sites were
researched to better understand the volume of vehicles that would need to be accommodated
during construction of each site. AADT’s are summarized in Table 1.

Location of Other Construction Projects
To minimize construction impacts for motorists, other planned projects near the vicinity of these
projects have been identified. The following are known projects that will occur near or at the
same location with the proposed projects1:
K18794 - OR8: SW 10th – SW 110th
- Project Description: safety upgrades to install larger signal heads, reflective
backboards, pedestrian countdown signals and left turn phasing where feasible.
Proposed Construction Date: 2019
Factors Impacting Construction Staging
This section summarizes the factors that will impact construction staging that includes: project
schedule, proposed improvements and impacts to traffic flow, alternate routes, existing vehicle
restrictions, Work Zone Lane Closure Restrictions, environmental issues, seasonal restrictions,
and construction noise regulations.
Project Schedule
The project is tentatively scheduled to bid in February 2019. A detailed construction schedule
has been created as part of the project development process and will be available from the
agency. Refinements to the schedule will continue to evolve during the design process.
Additional schedule modifications are expected once a contractor has been selected.
Proposed Improvements and Potential Impacts to Traffic Flow
This project includes the proposed improvements listed in Section 2.2. Much of the construction
will be completed using single lane closures. However, short-term (20-minute) full closures may
be utilized to facilitate mast arm removal and installation at the OR8 (Baseline Street) / OR 219
(S 1st Street) and OR8 (Oak Street) / OR 219 (S 1st Street) intersections. They will also be
necessary at the OR8 pedestrian crossing between SE 44th Avenue and SE 45th Avenue to
facilitate the removal of the overhead pedestrian activated flashing beacons and span wire.
These closures will be during off peak periods at night. Alternatively, traffic control measures for
this work may be multi-lane closures with flagging during off peak hours.
Existing Vehicle Restrictions
Based on review of the current ODOT Motor Carrier Transportation (MCTD) Road and Bridge
Restrictions website2, no roadways have existing weight, height, or width restrictions for vehicles
within the project limit. The website will be periodically reviewed prior to bid letting. When

construction starts, the Contractor needs to coordinate with MCTD and obtain the most current
information on vehicle restrictions that may affect the project sites.
Work Zone Lane Closure Restrictions
Work zone lane restriction have been evaluated by ODOT’s traffic analysis staff. The following
lane restriction and special events have been provided by the agency and will be included in the
special provisions.
00220.03(a) Over-dimensional Vehicle Restrictions - Add the following to the end of this subsection: During times of anticipated over-dimensional vehicles presence, maintain a minimum usable roadway width on the Tualatin Valley Highway (OR8) and Hillsboro-Silverton Highway (OR219) as shown below, to allow for over-dimensional vehicles to pass through the work area. Seasonal Restrictions
There are no weather related seasonal restrictions for upgrading the traffic signal systems and
illumination systems at the project sites. Any cast in-place concrete related works such as the
construction of ADA approved curb ramps, sign support footings (If there will be any new
Breakaway Posts Anchored in Ground), and constructing the cast in place concrete foundation
when installing the signal pole support structure that carries the rectangular rapid flashing
beacon would be restricted during below freezing temperatures. Casting concrete during
freezing or below freezing temperature can cause the fresh concrete to freeze before it settles
and prevent it from attaining its desired strength.
Alternate Routes
Drivers who are familiar with the area can choose alternative routes to avoid each of the project
sites. Full road closures other than short-term (20-minute) closures during off-peak hours are
not anticipated at any of the project sites.
Construction Noise Regulations
The basic requirements of applicable noise regulations for City of Hillsboro are listed below:
Unless authorized by the manager, it is unlawful for any person to produce or allow to be
produced, with or from a sound-producing source, sound that:
A. Exceeds:
1. 50 decibels A-weighting (dBA) at any time between 9 p.m. and 6 a.m. the following day, or
2. 60 dBA at any time between 6 a.m. and 9 p.m.; or

B. Is plainly audible at any time between 9 p.m. and 6 a.m. the following day:
1. Within a noise-sensitive building which is not the source of sound, or 2. On a public right-of-way from a distance of at least 100 feet from the source of the
sound.
ODOT’s 2011 Noise Manual has methods and procedures for abatements of highway traffic
noise and construction noise. The construction noise abatement section of the manual lists
methods and procedures that are typically implemented to limit the noise levels when
construction takes place near noise sensitive land uses. Section 2, Section 8, Appendix B and
Appendix H of the ODOT Noise Manual describes the standards and procedures for noise
abatement, construction equipment noise levels and mitigation for construction noise impacts.
Potential Mobility Issues
This section includes a discussion of traffic mobility issues during construction, input from the
public and stakeholders, agency coordination, holidays and special events, and consideration of
oversized vehicles.
Traffic Mobility during Construction
Traffic mobility for general traffic and annually permitted freight traffic will be maintained at all
times. Emergency vehicles will be permitted through the work zone at all times during the
construction.
For the construction phases at the intersections of OR8 (Baseline Street) / OR219 (S 1st
Avenue) and OR8 (Oak Street) / OR219 (S 1st Avenue) single lane closures will be used during
most off-peak hours.
At OR8 between SE 44th Avenue and SE 45th Avenue, single lane closures and short term full
roadway closures (20-minutes) are considered. Short-term full closures of the roadway will be
necessary for the removal of the overhead pedestrian activated flashing beacon and associated
span wire.
Input from the Public and Stakeholders
The scope of this project, as it affects the public, is guided primarily by technical factors and
ODOT policy. The primary goals of the communication effort for this project are to inform project
stakeholders, including affected property owners, tenants, and the adjacent community, of
construction activities and to gather feedback on factors that will affect them. The major
communication elements planned for this project will be determined by ODOT Region 1 staff.
Agency Coordination
Local agencies and other departments within ODOT need to be contacted and notified before
the start of project construction to coordinate any unknown issues that may not have been
identified during the design phase. Particularly close coordination with local agencies (City of
Hillsboro and Washington County) is necessary for the planning and use of the need for

unforeseen detour routes and coordinating with other known projects in the area near the
project area (see Section 4).
Consideration of Over-Sized Vehicles
As mentioned on Section 3.2. OR8 within the project vicinity is a federally designated truck route
and is part of the National Highway System. It is essential that any temporary lane restrictions
can accommodate large trucks during construction to minimize impact to the timely and
dependable movement of goods.
When a project restricts the width, length, height, or weight of vehicles through a work zone or
detours trucks around a work zone, the MCTD must be notified by using the web based
electronic version of the "Highway Restriction Notice-Size and/or Weight" form (Form No. 734-
2357) at least 28 calendar days before the restriction or detour takes effect. As soon as the
restriction is lifted, notification must be sent to the same individuals on a revised copy of the
original Form #734-2357 so this information can be relayed to all affected parties. No such
restrictions are anticipated for either project site.
Traffic Management and Operation Strategies
To help meet the performance goals for congestion management and promote work zone
safety, several types of traffic management strategies were examined for implementation. A
range of common traffic management strategies is available for consideration on this project.
The strategies selected are described below. It should be recognized that before selecting a
strategy for application, an evaluation of the benefits provided versus the cost to implement
should be conducted. Project budgets may determine which strategies can be implemented.
ODOT’s Decision Tree Matrix (Form #734-5042) has been assembled to document traffic
management and operational strategies and the reasoning behind the decision for their use on
the project. The Decision Tree Matrix has been included in Appendix A.
Public Information and Outreach Strategies
Making the public aware of the potential delays incurred while traveling through the project area
or detour routes may encourage motorists to use alternate routes or plan trips to avoid peak
construction periods. This will help to manage congestion within the project area. Therefore,
public information and outreach is beneficial for maintaining public support for projects, as well
as for encouraging changes in travel behavior during construction.
Motorist Information/ITS Strategies
Providing motorists with real-time information helps notify drivers of upcoming work zones and
may alleviate congestion and delay. Existing Intelligent Transportation Systems (ITS) and other
strategies may be used to provide traveler information in the following ways:
• Variable message sign (VMS): Variable message signs are electronic signs that can
display changing messages. Permanent Variable Message Signs (VMS) may be
utilized at the discretion of Region 1 Traffic Management and Operations Center

(TMOC) to notify motorists about incidents in the project area so that they can choose
to detour to an alternate route if needed.
• Portable changeable message signs (PCMS): PCMS is a portable electronic sign
that can display changeable messages. They are useful when informing drivers of
upcoming construction periods and warning drivers of construction activities as
needed.
• Ground mounted signs: Typically installed at the endpoints of work zones informing
motorists of road construction and the possibility of delay. Ground mounted signage
will be needed to alert motorists of the availability of Highway Advisory Radio
information if/when provided.
• 511 (Highway Advisory Telephone): Inclusion of this project on ODOT’s statewide
511 highway advisory telephone system will help provide travelers with up-to-date
information about construction activities and potential delays.
• TripCheck (ODOT’s ITS Website): Including this project on ODOT’s ITS website
(www.tripcheck.com) will help to inform users of construction activities. TripCheck
allows motorists to retrieve real time information and weather conditions via the
Internet. In addition to the Internet, motorists may also call 511 to receive this same
information. ODOT also shares this information with WAZE so users of the popular
application receive notifications when approaching construction zones.
Construction Strategies
Useful construction strategies as they pertain to this project are described below.
• Planned lane closures: Temporary lane closures, when required, will be limited to the
off-peak periods.
• Project phasing: Maintaining the existing travel lane configurations in each direction
during construction will create less delay for motorists. Phasing construction activities
to minimize the number of lane closures will minimize impacts to traffic. Although
phasing requires a longer construction period, its reduced impacts to traffic should be
beneficial.
• Truck Traffic/Permit Restrictions: No width or height restrictions have been identified
at any of the project locations.
• Coordination with adjacent construction: The coordination of this project with other
projects in the area, as discussed in Section 4, will help to avoid unnecessarily
compounding traveler delay.
• Full-time traffic control supervisor (TCS): Having a full-time TCS on-site allows one
person to be dedicated to traffic control and not be distracted by other construction
activities. Benefits include the ability to make quick decisions and to implement
contingency plans as needed.

Alternate Route Strategies
Alternative routes for motorists should be identified whenever a full roadway closure is
anticipated during construction for more than 20-minutes. Based on the current staging strategy,
alternative routes (detours) should not be required.
Proposed construction Staging
Multiple staging options were explored for the proposed vehicle and pedestrian facility
improvements. The options considered included staged construction, temporary traffic
diversions and a full closure of roadway. The options considered have been included in ODOT’s
Decision Tree Matrix (Form #734-5042) to document the staging options and the reasoning
behind the decision for their use on the project. The Decision Tree Matrix has been included in
Appendix A.
The following outlines the preferred construction staging option for all project locations. Staging
has been developed to accommodate heavy vehicles at both locations. Complete plans for the
construction has been included in Appendix B.
OR8 (Baseline Street) at OR219(S 1st Avenue)
Concept
Allow reconstruction of the traffic signal system, illumination system and ADA pedestrian ramps
at up to one corner at time. Construction will be coordinated with the OR8 (Oak Street)/OR219
(S 1st Avenue) intersection construction. Up to two corners, one at each intersection on the
same side of OR 219, can simultaneously be under construction at any given time. Single lane
closures along OR8 and OR219 will be required to facilitate construction activities.
A six-stage construction strategy has been developed to facilitate both pedestrian and vehicular
traffic at the intersection. The southwest corner of the intersection will be reconstructed one half
at a time. This will allow the second half to remain open to pedestrian traffic and minimizes
disruptions to one direction of vehicular traffic at a time.
Construction for the northwest and southeast corners of the intersection will be completed using
pedestrian detours at adjacent intersections. Considerations for this type of temporary traffic
control includes:
• Northwest Corner: Shrubbery that prohibits temporary easement behind construction
zone and a single ramp design
• Southeast Corner: Existing business sign and extensive landscaping.
Since there is only a single ramp proposed on the northeast corner, it will also be constructed
under a single stage by providing a temporary alternative pedestrian accessible route behind
the existing curb ramp and by installing a temporary crosswalk along OR8 (Baseline St.).
This strategy allows for three legs of the intersection to remain open at all times. Lane closures
will follow ODOT’s TM800 Series Standard Drawings. The Temporary Pedestrian Accessible
Route Plans showing the staging is included in Appendix B.

pedestrian routing can be provided by closing travel lanes on OR8 and OR219 to provide a
temporary accessible route within the vehicular travel lanes.
On the northeast corner, along with a temporary easement for routing pedestrians around the
work zone, the crosswalk on the east leg of the intersection will temporarily be relocated to the
east since OR8 (Baseline Street) is one-way westbound. This will keep the route open at all
times during reconstruction of the northeast corner.

Construction will be conducted under four stages. Single lane closures will be required to

overhead flashers, signs and span wire.
• Stage 1: To allow for construction of the pedestrian ramp, rectangular rapid flashing
beacon system and improvements to the existing bus stop area on the southside of OR
8, the existing bus stop will be temporarily moved to the west under the first stage of
construction. A shoulder and/or single lane closure is anticipated.
• Stage 2: Under stage 2, the bus stop on the southside of OR8 will be moved back to its
existing location. Buses and pedestrians will use the new ADA ramp constructed under
Stage 1. A shoulder and/or single lane closure is anticipated.

• Stage 3: Under Stage 3, improvements along the northside of the roadway will
constructed. Pedestrians will be routed along the existing sidewalk and pedestrian ramp.
Construction activities are planned to occur behind the sidewalk. A shoulder and/or
single lane closure is anticipated.
• Stage 4: Under Stage 4, improvements within the median will be constructed. This is
anticipated to consist of tactile warning surface replacement. Pedestrians will be routed
around the active surface replacement. A single lane closure is anticipated for one
direction of travel depending on the side of the median being worked on.
Vehicle Detour
No vehicular detours are anticipated at either intersection.
Pedestrians Accommodations
• Stage 1: Relocation of the bus stop will allow pedestrians to be routed from the west
along the shoulder to the existing crossing location to cross OR8.
• Stage 2: Pedestrians will be routed along the existing sidewalk and ADA ramp and
escorted past the work zone during construction hours. Construction activities are
planned to occur behind the sidewalk except for tactile warning surface replacement
and illumination pole footing installation.
• Stage 3: This is anticipated to consist of tactile warning surface replacement.
Pedestrians will be routed around the active surface replacement.
Bicycle Accommodations
• Stage 1: Eastbound bikes will be routed along the existing bike lane. Bike lane will be
used as a shared facility with pedestrians during this stage of construction.
• Stage 2: Westbound bikes will be using the existing permanent bike facility.
• Stage 3: Bikes will utilize existing permanent bike lanes in both the eastbound and
westbound directions.
