B.27 Problem of excessive vibrations in GTs of Rihand Stage–III and
Vindhyachal Stage-IV during monopole operation of HVDC Rihand –
Dadri (Agenda by NTPC)
B.27.1 Shifting of 2x500MW Rihand Stage-III units (Unit# 5&6) from NR grid to WR
grid through Vindhyachal Pooling Station was successfully done on 28th Nov
2017 with coordination in real time between POSOCO, NTPC and
POWERGRID (WRTS-II).
B.27.2 With Rihand stage-III units connected to Vindhyachal Pooling Station, problem
of excessive vibrations in GTs of Rihand stage-III (and Vindhyachal Stage-IV
also) has been observed whenever Rihand-Dadri HVDC is operated on single
pole in ground return mode.
B.27.3 The issue was discussed in various OCC meetings and it was decided to
constitute a committee with members from CEA, NRPC, POSOCO, NTPC,
POWERGRID and CTU to look into the issue of high vibrations during mono
pole ground return operation for corrective actions. The first meeting of the
Committee was held on 16.10.2018, while second meeting of the committee
was held on 30.05.2019.
B.27.4 Following decisions were taken in the second meeting:
B.27.4.1 POWERGRID to explore / accommodate the possibility of conducting study
on the subject issue in the existing contract of refurbishment of Rihand-
Dadri HVDC System.
B.27.4.2 In case of non-feasibility of above, NTPC may approach any academic
institution like IIT or similar professional institution for conducting the study.

and share available data.
B.27.4.3 POWERGRID to compare the present earth electrode data (by collecting
the same during outage of one pole) with respect to design data (subject to
availability of old design data) under mono pole operation.
B.27.4.4 NRLDC to limit the power flow to extent possible, keeping the network
security aspect. As regards the planned shutdown, outage of one pole of
Rihand-Dadri may be given when both units of stage-Ill of Rihand or both
units of stage-IV of Vindhyachal are not planned for outage, so that neutral
current is shared among the GTs of these units.
B.27.5 During the 41st PSC meeting, POWERGRID in reference to the action points
of 2nd meeting of committee informed that study for high GT vibrations of
Rihand St-III is not included under the scope of refurbishment contract of
Rihand-Dadri HVDC link as it was awarded (date of award: 17.05.2019) prior
to the NRPC meeting. It was also intimated that earth electrode
measurements were recorded as per which current distribution in each
segment is nearly same as that at the time of commissioning. Further,
POWERGRID highlighted that details were submitted in compliance of MoM
of dt. 30.05.2019.
B.27.6 NRLDC also highlighted about IEEE transaction paper on “Study of
Restraining DC Neutral Current of Transformer during HVDC Monopolar
Operation” which was shared with NTPC representative and it was requested
that issue can also be investigated in that direction.
B.27.7 Further, it was highlighted that as per earlier decision NTPC may approach
academic institutions like IIT or similar professional institution for conducting
the study for which data required if any, will be shared by CEA, NRLDC and
POWERGRID.
Members may kindly deliberate.
B.28 Provisioning of Application Programming Interface (APIs) for extracting
data from existing database in realtime for its usage in the integrated IT
solution / Software Applications under SAMAST Framework
implementation in HP (Agenda by HPSLDC)
B.28.1 HPSLDC vide letter dated 30.07.2020 has intimated that they have developed
an Integrated IT solution with customised software modules for “Scheduling &
Despatch”, Energy Accounting (DSM)”, “Billing, Collection & Disbursement”,
State Transmission Losses”, “Open Access Management”, “Outage Planning
& Manegement”, “MIS”, a “Dashboard” & a “Dynamic Website” for their online
application under “SAMAST Framework in HP”.
B.28.2 Details of the same is attached at Annexure-B.XVI.

D.6 Operation & Maintenance of NRPC Guest House – Proposed By-laws
D.6.1 NRPC has seven guest rooms and a dormitory at its premises. NRPC being
the nodal agency to discuss various operational and commercial issues, there
is always demand for booking of guest house in NRPC during meetings and
otherwise.
D.6.2 It is intimated that Rules of Operation & Maintenance of Guest House was
approved by Chairperson NRPC on 30.10.2010 and the same was also
recorded in minutes of the meeting of 18th NRPC held on 27th November,
2010.
D.6.3 It is felt that the rates of NRPC Guest House should be revised and By-Laws
of Guest House Operation and Maintenance may be formulated and approved
by the NRPC forum.
D.6.4 Proposed By-Laws:
D.6.5 Under the present practice, for the operation of Guest house and
management, a bank account with Nationalized Bank in the name of "Guest
House upkeep & maintenance Fund" is being maintained.
D.6.6 The charges for the Guest house usage are charged under two different heads
namely "Room rent" and "upkeep & maintenance charges". Room rent is
deposited to Govt. account and upkeep and maintenance charges are
deposited in “Guest House upkeep & maintenance Fund”.
D.6.7 It is proposed that a combined single head charges could be implemented
instead of charging Guest house usage under two heads. Proposed Guest
house usage charge would include both room rent as well as maintenance
charges of Guest house.
D.6.8 These Guest house usage charges would be deposited to Govt. account and
expenditures towards the operation and maintenance of Guest house as well
as Canteen would be done from Govt. account. Only under exceptional
circumstances, expenditure on Guest house may be done through NRPC
state fund with recorded valid reason and approval of Member Secretary,
NRPC. Expenditures on the consumable items for kitchen can be met from
NRPC state fund. All expenditures would be done through appropriate
process as per extant Govt. of India guidelines. The net amount deposited in
the Govt. account from Guest house charges would be deducted during
reimbursement of expenditure from NRPC state fund to Government fund.
D.6.9 As regards the “Guest House upkeep & maintenance Fund” account, the
accumulated amount in the account would be utilized for the operation and

maintenance activities of the NRPC Guest house. Once the total amount in
the account is exhausted, the account shall be closed.
D.6.10 In view of above, revised “Rules for Operation & Maintenance of Guest House
in Northern Regional Power Committee (NRPC)” has been formulated and
attached as Annexure-D.I.
D.6.11 Member Secretary, NRPC may be authorized to take decisions with regards
to sanction of procurements for operation and maintenance of the NRPC
Guest House.
D.6.12 Detailed “Rules for Operation & Maintenance of Guest House in Northern
Regional Power Committee (NRPC)” may be approved.
D.6.13 Revision of rates of Guest House Usage:

Rules for Operation & Maintenance of Guest House in
Northern Regional Power Committee (NRPC)
1. Background:
Northern Regional Power Committee (NRPC) office complex comprises NRPC; and
CEA's offices / Divisions – Electrical Inspectorate (EI), Power Communication
Development (PCD), North Regional Electrical Inspectorate Office (NRIO) and Hindi
Division. The estimated staff strength of NRPC is 25 and nearly same is the strength of
CEA's offices located in NRPC, so the total strength is around 50-55. In the office
complex, there are requirements of services namely tea/coffee, snacks, lunch etc.
NRPC has seven guest rooms and a dormitory. Out of seven rooms, there are five
general guest rooms and two VIP guest rooms. NRPC deals various operational and
commercial matters related to Northern Region constituents and in view of this, number
of meetings are held in the NRPC office. With the result, there is always demand for
booking of guest house in NRPC. Without proper room service, the guest officers could
experience difficulties and uncomfortable stay. There is always a need for good room
service like tea/coffee, snacks, lunch etc. for the NRPC guest house on round the clock
basis.
2. Objective:
2.1. To achieve good room service for the guest house on round the clock basis, there is a
need for provision of cook and service boys/helpers throughout the day. Besides
meeting the requirement of guest house, these staff would cater the need of tea/coffee,
snacks, lunch for officials of NRPC office complex during office hours during working
days. For this purpose, NRPC Kitchen at a small scale exists at ground floor of NRPC.
3. Provisions from office to meet Objective:
Kitchen and Guest House:
3.1. Services of Kitchen staff comprising of cook and service boy/helper per shift of 8 hours
will be taken from the existing outsource agency OR any new agency as determined by
MS, NRPC. Number of manpower would be decided after assessing the past
requirements.
3.2. For night shift, space for stay of cook and helpers will be provided. No charge would be
recovered on the use of electricity and water consumed for cooking, washing of utensils
and bathing purpose.
3.3. The office would provide basic infrastructure like gas stove, cooking utensils, serving
utensils, crockery, oven, fridge, etc.

3.4. Three sets of bed sheets and pillow covers for each room of guest house will be provided
by the office.
3.5. The kitchen staff will be directly under the control of a Kitchen Committee comprising
three members namely Assistant Secretary, NRPC and two representatives from
different NRPC constituent members. Assistant Secretary, NRPC will be the Nodal
Officer for issuing of orders.
4. General Conditions:
4.1. The kitchen staff will take direction from AS, NRPC on daily menu for snacks/breakfast,
lunch.
4.2. Raw materials will be arranged by the cook of appropriate quality. Rates of the food
items would be determined by kitchen Committee.
4.3. Cleaning of entire kitchen premises and guest house rooms including equipments,
furniture, doors & windows, fans, tubes, are to be carried out by the kitchen staff and
proper hygienic conditions are to be maintained.
4.4. The kitchen staff shall have to serve tea, snacks, coffee, meals, cold drinks etc. at the
places on the prescribed times to the office staff and guests, as directed by the AS,
NRPC from time to time.
4.5. Expenditure occurred in lieu of maintenance of Guest house would be billed by
concerned agency.
4.6. All purchase made in view of maintenance of Guest House should have prior approval
of estimate by AS, NRPC.
4.7. If permitted, the kitchen staff shall extend the kitchen services to the staff of adjacent
NRLDC and NLDC offices, based on the rates specified by the Kitchen Committee from
time to time.
4.8. The kitchen helpers will always be in neat white dress while serving.
4.9. In case of any dispute arise between kitchen staff and kitchen committee, the matter will
be referred to the Member Secretary, NRPC and his decision will be binding for both
sides.
4.10. All preparations shall be made from superior quality of materials. The cook shall be
required to keep enough stock of raw material like atta, sugar, tea powder, besan, oil,
potatoes, onion etc., so that he may not run into shortage at any time.
4.11. In case of non-satisfactory performance by any of the kitchen staff, the outsource agency
will immediately provide suitable substitute.
4.12. The kitchen staff shall ensure that peace, order and silence are maintained in the kitchen
area.
4.13. The cook will maintain a complaint register in the kitchen and make it available to
employees/guests to lodge their complaints as and when necessary.
4.14. The Guest Register will be maintained by the Care taker and / or NRPC Security Officer.
The details of information to be filled in by the guests in the register. The Care taker will

ensure that guest register is shown and counter signed by the AS, NRPC daily during
working days.
4.15. The Menu Card indicating items and their rates shall be placed in each guest room.
4.16. A suggestion book shall be placed in each guest room.
5. Funding:
5.1. The Kitchen Committee will decide rates of menu items in such a manner so that cost
of raw materials and cooking gas is recovered.
5.2. The Kitchen Committee will maintain all the accounts related to Guest house and
Kitchen and these accounts shall be auditable.
5.3. Fund utilization for expenditures would be done as per the approved by-laws.
6. Booking of Guest House:
6.1. For booking of guest house, there could be two probable ways. One is 'Advance
Booking Request letter or via email' and other is telephonic request, addressed to AS,
NRPC. In case of telephonic request, received by AS, NRPC, he would ensure that the
request is transformed into 'Telephonic Advance Booking Slip'. Both either Advance
booking request letter or Telephonic advance booking slip would be put up to Member
Secretary, NRPC for final concurrence and advance allotment of guest room. The
record of such information shall be maintained by the personal staff attached with MS,
NRPC.
7. Power to waive off charges:
7.1. To waive off Guest house usage charge, the requesting officer shall put up request to
MS, NRPC. Considering the merit of request, MS, NRPC may waive off the charges.
However, in that case, such charges shall be recovered from 'NRPC State Fund' and
thereafter receipt for guest house usage charge shall be issued and returned to the
officer maintaining 'NRPC State Fund'.
