REGULAR MEETING DECEMBER 7, 2017

The City of Fontana Parks and Community Services Commission and Staff met for a workshop at 6:00 p.m. on Thursday, December 7, 2017, in the City Council Chambers, 8353 Sierra Avenue, Fontana, California, prior to the regular meeting to review the agenda and a review of the User Fee Process. ROLL CALL: Present: Chairperson Rowland; Commissioner Ahumada, Commissioner Jones;

Commissioner Key; Commissioner Sangha; and Commissioner Vaquera were present.

Absent: Commissioner Quintana The regular meeting of the City of Fontana Parks and Community Services Commission was held on Thursday, December 7, 2017, in the Grover W. Taylor Council Chambers 8353 Sierra Avenue, Fontana, California. The meeting was called to order at 7:03 p.m. by Chairperson Rowland, followed by an Invocation given by Pastor Ruben Calderon, Iglesia de Dios Vida Nueva, and the Pledge of Allegiance by Commissioner Jones. Pastor Calderon shared the location of his church and the hours of service and that they work with families and young people. UNFINISHED BUSINESS None NEW BUSINESS: A. SPECIAL EVENTS UPDATE – ROB BOCK Community Services Supervisor Rob Bock provided a report on special events conducted in October as follows:

October 14, 2017, Let’s Move on the Trail, Pacific Electric Trail; it began with a Family Bike Ride and a Walk/Run event; there were vendors showcasing products, information, samples and demonstrations on how to achieve healthy lifestyles and activities for pets. Over 2,500 community members participated in this event.

October 31, 2017, Halloween Events at Jack Bulik Park, Seville Park, Southridge Park, and Fontana Park.

o The Jack Bulik Neighborhood Center hosted Halloween Day of the Dead Mash Up with over 1,000 residents participating.

o The Cypress Neighborhood Center’s Harvest Festival at Seville Park had 1,500 participants.

o The Don Day Neighborhood Center hosted their event at Southridge Park and had over 1,000 community members participating.

o The Jessie Turner Center, in collaboration with Calvary Chapel Summit Church, hosted their event at Fontana Park. Over 2,500 people came out and enjoyed the event festivities.

Community Services Supervisor Rob Bock provided a review of upcoming events as follows:

December 9, 2017, Christmas Parade, at 10:00 a.m., Sierra and Arrow Avenues; hosted by City of Fontana and Fontana Exchange Club with The Voice Contestant, Anthony Alexander as Grand Marshall

December 9, 2017, Festival of Winter, Veterans Park, 11:00 a.m. to 4:00 p.m. B. HEALTHY FONTANA ANNUAL REPORT 2017 – MICHAEL WRIGHT Community Services Manager Michael Wright introduced Community Services Coordinator Jasmine Sarsadias to provide an Annual Report on Healthy Fontana. The Healthy Fontana program launched in 2004 to promote healthier lifestyles by educating and encouraging the community to improve their quality of life through four components: Nutrition, Active Living, Smart Growth, and Partnerships.

Through the Fontana Expanded Learning Program, over 4,000 students are reached each year at 37 elementary and middle school sites on the importance of a well-balanced diet and daily physical activity. Mobile Fresh brings the convenience of a grocery store to residents at the Fontana Community Senior Center and along the Pacific Electric Trail all year long. Participants purchase fruits, vegetables, and whole grains at a lower cost than the conventional market. Healthy Jr. Chef Cooking Classes teach children between the ages of 8 and 14 how to prepare healthy snacks. Summer Programming was offered through partnership with Water of Life Community Church to introduce youth to MyPlate, a guide to healthy eating and healthy recipes. The “Eat Healthy, Fontana!” Cooking Show airs on Saturday & Sunday mornings on KFON with Chef Sandra teaching how to make delicious meals. In September 2017, the City of Fontana was awarded over $9,000 for the Fontana Walks program. AARP’s Community Challenge Grant provided financial support for a year-long walking challenge designed to encourage and motivate residents to be more physically active on a daily basis with a goal to walk two billion steps over the course of one year. Through a Nutrition Education Obesity Prevention grant from the San Bernardino County Department of Public Health, Healthy Fontana has been working with markets in the community to provide nutrition education and healthy food demonstrations. Healthy Fontana educated over 1,000 Snap-Ed eligible participants in the retail setting and outreached to nearly 2,000 Snap-Ed eligible participants at community events, health fairs and other culturally appropriate events/gatherings. In collaboration with the San Bernardino County Department of Health, the Healthy Retail Recognition program was created with a goal to engage qualifying retail stores to develop and implement a program to increase access to healthy fruits, vegetable and beverages. Healthy Fontana participates in community events throughout the year such as Fontana Days Festival, Hispanic Heritage Month, and Halloween events, to promote healthier options and physical activity. Healthy Fontana is successful due to the support and collaboration of partners. The annual Let’s Move on the Trail is a great example of how partners can come together for the betterment of the community. Commissioner Jones thanked staff for reports and information shared. Commissioner Jones thanked staff for workshop. Commissioner Jones wished everyone a Merry Christmas and a Happy New Year; and encouraged everyone to be safe. Commissioner Jones attended the Above the Limits meeting on Friday. Commissioner Key wished everyone happy holidays. Commissioner Key spoke on the good events in the city, and encouraged everyone to come out and enjoy the events. Commissioner Sangha wished everyone happy holidays. Commissioner Sangha thanked staff for reports. Commissioner Sangha thanked Rob for the tour of KFON studios. Commissioner Vaquera thanked staff for a great job at all events. Commissioner Vaquera wished everyone happy holidays. Commissioner Vaquera sent greetings to his dad who had an angiogram yesterday. Commissioner Vaquera spoke on spending time with family and going to Mexico to celebrate his parents’ anniversary. Commissioner Vaquera hopes to see everyone at the Christmas parade. Commissioner Ahumada attended the Jessie Turner and Cypress Neighborhood Center Trunk or Treats; and spoke on staff doing a great job; Commissioner Ahumada attended the Tree Lighting Ceremony and it was very impressive. Commissioner Ahumada wished everyone happy holidays. Chairperson Rowland wished Commissioner Vaquera’s dad well. Chairperson Rowland attended holiday events at Jessie Turner Health and Fitness and the Tree Lighting Ceremony. Chairperson Rowland spoke on the Magic of Lights event at the AAA Speedway. Chairperson Rowland spoke on the Relay for Life Kickoff Rally on January 11, 2018, at 6:00 p.m. at the Fontana Community Senior Center. Chairperson Rowland wished everyone a Merry Christmas & a Happy New Year.

A. COMMUNITY SERVICES DEPARTMENT COMMENTS: Community Services Director Garth W. Nelson wished residents a happy holiday season. Director Nelson spoke on 2017 being a year of change with new commissioners, new team changes, new management and administration; and still deliver the best and highest quality programs and services to residents. Director Nelson thanked residents for their commitment to Community Services and wished them a very Merry Christmas and Happy New Year. Director Nelson thanked the Commissioners, City Manager and City Council for their support. Director Nelson spoke on the great Healthy Fontana presentation by Jasmin Sarsadias. Director Nelson hopes for an amazing 2018! Community Services Manager Michael Wright thanked Community Services Coordinator Jasmin Sarsadias for an amazing job recapping Healthy Fontana and encouraged everyone to sign up for Fontana Walks. Manager Wright shared that the Fontana Community Senior Center is having a Winter Wonderland lunch with tickets on sale for $4 for seniors and $6 for others. Manager Wright wished everyone a Merry Christmas and Happy Holidays. Community Services Manager Daniel Schneider invited everyone to the Fontana Christmas Parade on Saturday at 10:00 a.m. then the Festival of Winter from 11:00 a.m. to 4:00 p.m. Manager Schneider wished everyone happy holidays. Manager Schneider thanked the team for welcoming him. Community Services Manager Kristy Samples wished everyone happy holidays. Manager Samples invited everyone to Center Stage for Holiday Follies throughout December 31, 2017. Manager Samples invited everyone to visit the Art Depot Gallery to view the Fontana Unified School District High School Art Show. Director Nelson wished Public Works Manager Dan West and Public Works staff wonderful holidays. Director Nelson announced Dan Chadwick is retiring after 16 years of service. DISCUSSION:Event Assessments:The following event assessments were conducted for November and December2017:

Veteran’s Day Ceremony – November 11 – Memorial Rose Garden The American Legion Post 772 and Post 262 along with Veterans of Foreign WarPost 6563 and Veteran’s Partnering with Communities collaborated with the City ofFontana to celebrate Veterans Day at the Memorial Rose Garden. Over 350residents came out to show their support for Veterans in Fontana. Local dignitariesand Veterans spoke at this wonderful tribute. The Dr. Charles Koehler writing and artcontest winners participated as well. Also, the Fire Department displayed the UnitedStates flag prominently with their ladder trucks. Fontana resident Wayne Landessang the National Anthem and concluded the event with Amazing Grace. Eat and Be Well – November 22 – Seville ParkThe Eat and Be Well Co-Sponsorship event with the Fontana Community AssistanceProgram, the Boon Project and the City of Fontana was held at Seville Park from 11a.m. – 3 p.m. The 6th annual event provided prepared thanksgiving meals forindividuals and families who were in need of a nice thanksgiving meal with all thetrimmings. There were many partners from Fontana and the region who made thisevent such an enormous success. There were over 1,100 people who were fed thisyear at the event and 36 health and service vendors providing services such as freehaircuts, dental screening and flu shots. Tree Lighting – November 29 – City Hall The City of Fontana hosted their annual Tree Lighting Ceremony with over 750community members. The event was kicked off with the Tiny Tots from the City ofFontana. The Tiny Tots ushered in the holiday spirit as well as Center Stages Tibbiesperformed songs from their Holiday Follies’ show. Santa arrived to light the 30 foottree creating an enormous amount of excitement with assistance from City Council.Guests also were treated to cookies and hot chocolate. Families and childrenenjoyed the festivities along with free pictures with Santa.

Christmas Parade – December 9 – Sierra/Arrow to Merrill The Christmas Parade was presented by the Fontana Exchange Club with seventy-four entries participating. Four Fontana High School bands participated: A.B. Miller,Fontana, Kaiser, and Summit as well as several Fontana middle school bands. Therewere many dignitaries, local non-profits, sports organizations, the Fontana ExpandedLearning Program, Tiny Tots, Senior Center and Healthy Fontana Program in theparade. Fontana resident Anthony Alexander of season 13 with the Voice was theGrand Marshal. The Annual Fontana Christmas Parade began at Sierra and Arrow inDowntown Fontana and ended at Merrill. Over 6,500 spectators came out to enjoythe parade. Festival of Winter – December 9 – Veterans Park The 16th annual Festival of Winter was held on December 9, 2017 at Veterans Park.The free event featured 15 tons of fresh snow in the 20’ x 30’ children’s play area.The main community stage hosted the Carol Lynne Dance Studio, Ballet Folklorico,and the band Yard Sale performed live. The toboggan tunnel, kiddie swings and farriswheel rides were a hit. Carnival games were enjoyed by all in attendance as well as22 various food and craft vendors. Face painting and balloon animals were providedby Mobile Recreation and Arts and Crafts by the Art Depot. The pictures with Santawere a huge draw and free to the public. The event was attended by 3,500 people. Winter Wonderland– December 16 – Fontana Park Fontana’s Crossroads Evangelical Free Church along with the H.U.G.S. organizationand the City of Fontana hosted this Co-Sponsorship event at the Fontana ParkSports Pavilion. Over 1,300 children between the ages of 0-17 were treated to freegifts, candy, snacks, and fun activities. A total of 1,800 people attended thiswonderful holiday event. ACTION REPORT

January 25, 2018FROM: COMMUNITY SERVICES DEPARTMENTSUBJECT: USER FEES - BRENT STRONG

RECOMMENDATION:To review and recommend the proposed user fee changes including, but not limitedto, fee title changes, fee description changes, fee deletions, and implementation ofproposed new fees. Approve User Fees staff report as recommended by staff, submit to ManagementServices Department, and move forward to City Council for review/approval.

DISCUSSION:Every year at this time the City reviews its user fees. The user fee review processis managed by the Management Services Department. Each year City departmentsare required to review all fees that are ten (10) years old and also twenty-five(25%) of their remaining fees. During this time, the Community Services Department can also delete certain feeswhere the fee may no longer be applicable, appropriate, or based on decliningparticipation and community interest. In addition, a new fee may also be proposedfor a program or service that is not currently offered and where trending andincreased community interest may warrant the research and implementation of anew program or service and an appropriate corresponding fee imposed. Existingfees where an increase in the fee is being proposed is commonly due to severalfactors such as a modification to a program, activity, or facility use, growth in theprogram where additional costs for program expansion are necessary, or simplybringing the fee in line with benchmark cities who are offering the same or similarprogram or service. It is the goal of the Department to offer a quality program or service at a competitiveprice while attempting to maximize participation to the level of maximumaccommodation. The fee determination process includes the comparing of servicesor programs offered by the City of Fontana with similar services or programsoffered by surrounding benchmark cities. The cities that are used for mostcomparisons include, but are not limited to, Colton, Corona, Moreno Valley, Ontario,Rancho Cucamonga, Rialto, and San Bernardino. The Community ServicesDepartment may only be able to make a comparison of three (3) to five (5) cities onaverage to make a fee recommendation. Once this fee comparison information isobtained, the Community Services Department will recommend an appropriatecompetitive fee.

Beginning in 2011, at the request of the City Council and the direction of the CityManager, the Parks and Community Services Commission will participate in thereview and recommendation of all Community Services Department fees prior tothem being submitted to City Council for approval. The Community Services Department currently has 240 fees. As a result of thisyear's fee review, the Department has identified 54 fees in total that have beenreviewed in detail. The Department is recommending: * 5 New Fees*45 Increased Fees* 0 Decreased Fees* 4 Deleted Fees *54 total fees reviewed this fiscal year. The remaining 191 Community Services user fees were reviewed, recently adjustedor implemented, and, at this time, are being recommended for no change. Thisdetermination was made primarily due to the current fee for the service or programprovided being in line with what other benchmark cities are currently charging or thatan increase in a particular fee at this time may cause a decrease in participation. The Commission has been provided a summary matrix listing the 54 individual UserFees. This matrix identifies the fee titles and descriptions, comparison cityinformation, and the current and recommended fee amounts.

FISCAL IMPACT:Should all of the proposed recommendations be approved, the City will realize anestimated increase in General Fund revenue in the amount of $141,000 for a fulloperating year.
