ASSOCIATION OF WOMEN IN THE METAL INDUSTRIES June 2015 Volume 2, Issue 6 AWMI METALLIC MISSIVES The Alliance for American Manufacturing (AAM) was founded in 2007 by leading domestic manufacturers and the United Steelworkers, North America’s largest industrial union, with a simple mission: strengthen American manufacturing through smart public policies. Mr. Brian Lombardozzi, the VP of State Governmental Affairs, spoke to the NY AWMI chapter at the May 11th industry dinner. He began with a chart tracking the progress made in manufacturing job creation since September 2012 when President Obama targeted a million new jobs by 2017. In the 32 months, 372,000 jobs have been created. He then discussed Trade, Infrastructure, and Tax Reform. He first focused on a “fast track” trade bill that will grant the president broad negotiating power referred to as TPA or trade promotional authority. Trade enforcement language is needed in trade initiatives due to, among other things, the impact of currency manipulation on international trade. He pointed out that despite the rhetoric of the current administration, the Chinese RMB actually appreciated more under President Bush and identified five periods of appreciation linked to direct political pressure. There’s a direct correlation between the loss of US manufacturing jobs and the increased trade deficit with China as those jobs were effectively “exported” to China. New initiatives demanding enforceable currency disciplines in the Trans Pacific Partnership (TPP) have emerged and are gaining traction. The AAM has started a Save our Steel Jobs (SOS) campaign supporting passage of the Leveling the Playing Field Act which would made trade enforcement more proactive and redefine injury so that relief from dumping resulting in subsidies happens well before significant damage in the form of plant closures and job losses occurs. The next focus was America’s infrastructure where there’s a $900 billion backlog of transportation repair projects, 78% in roads where one in five is in “poor” condition, 12% in bridges where one in four (or 70,000) is structurally deficient, 9.5% in transit for “poor” condition assets and the balance in rail where the demand is expected to double by 2050. champion the cause to obtain new funding. Typically highway bills run six years, giving projects enough time to be approved, engineered, scheduled and implemented. The last bill was only for 2 years, contributing to the current backlog. Mr. Lombardozzi presented the case for the Tappan Zee Bridge (being refurbished with US produced steel) and the San Francisco/Oakland Bay Bridge (that used Chinese steel and is considered by many to be

structurally unsound). The Chinese steel was “cheap” because there was excess steel in inventory “left over” from bridge work in China, but most of the steel had to be re-worked, causing delays, and adding expense. Just as an aside, the Bayonne Bridge refurbishment is being done with steel produced in Italy. The Buy America laws need to be strengthened to give USA producers the opportunity to retool production lines. 91% of Americans support this initiative but often the process ends up screening out potential suppliers unwittingly. There was discussion in the room about the lack of American made electronics and phones.
