The automotive industry is a significant part of Georgia’s economy. Georgia’s robust logistics infrastructure and pro-business climate not only attract major automotive suppliers’ manufacturing operations, but also headquarters operations.

Transportation Equipment Export Value Increasing

Exports on the Rise: Georgia’s transportation equipment export market grew 8.6 percent annually since 1998, reaching $8.5 billion in 2012, accounting for 18.7 percent of the Southeast’s total.

The Southeast Automotive Industry Overview

Georgia is at the heart of the rapidly-expanding Southeastern Automotive Corridor. This region is the new epicenter of automotive manufacturing growth in the United States.

• Transportation equipment exports in the Southeast region* accounted for 18.2 percent of the U.S. total transportation equipment exports in 2012.

• Southeastern automotive assemblers currently have the capacity to produce more than 2.4 million units, which includes units produced at Volkswagen’s newest assembly facility in Tennessee and Kia’s recent production increase.

• Automotive companies locating in the Southeast thrive, many expanding within a year of opening a new facility.

Mando Announces New Facility after Locating the Previous Year

Mando first announced plans to construct a high-tech manufacturing operation in Meriwether County in September 2011, investing $200 million and creating 426 jobs. The following year, in December 2012, Mando announced the construction of a new casting facility in the same county, this time creating an additional 660 jobs.

Kia Comes to West Point, Georgia

In 2006, Kia announced plans to build its first North American assembly plant in West Point, Georgia. The project was recognized as an “Economic Development Deal of the Year” by Business Facilities magazine. To the town of West Point, the arrival of Kia was more like the economic deal of the century. The jobs created by Kia and supplier companies have brought far-reaching benefits for a region previously suffering the out-migration of a once-dominant textile industry. When Kia began taking applications for employment at the West Point facility in the winter of 2008, the company received 43,000 responses over a 30-day period.

Quick Start Helps Companies with Workforce Training Needs

Quick Start is one of the nations’s leading workforce training programs in the nation, Kia has an on-site, state-of-the-art training facility for their workers Additionally, a new training facility was built in LaGrange to support 10 automotive suppliers. Quick Start recently assisted Toyo Tires with customized training for their high-tech ATOM tire manufacturing process.

Suppliers Continue Locating and Expanding in Georgia

Just in the last five years, 25 automotive suppliers have either located or expanded operations in Georgia, creating more than 6,800 jobs.

Mando Corp., an automotive parts supplier, first located in Meriwether County, Georgia in 2011 and a year later established another manufacturing location, investing $280 million and creating 1,068 jobs in total. Sewon America, another Tier 1 automotive parts supplier established in 2008, recently expanded operations at their LaGrange facility with an investment of $10 million. Hyundai Dymos and Yachiyo of America Inc. announced recently a combined investment of $65 million and the creation of 550 jobs. These new locations and expansions are examples of the continuous opportunities for growth in the region and Georgia’s commitment to the business sector.

New Vehicle Registrations in the Southeast

The Southeast is a hot market for automakers. In 2012, residents registered nearly 2.5 million new vehicles, a 48.8 percent increase since last reported vehicle registrations in 2009. The Southeast accounts for 17 percent of new auto and light truck sales in the U.S. Over the next two years, vehicle registrations are expected to increase to more than 3 million registrations and remain above this threshold for the near future. Auto manufacturers seek to be close to sales, providing a clear advantage for the Southeast.

Growing Southeastern Exports

Also, Southeastern transportation equipment exports have grown at 9.5 percent annually since 1998. In 2012, manufacturers in this segment exported $45 billion in product , with $8.5 billion in Georgia. Transportation equipment includes aircraft and other transportation-related products. Southeastern states exported nearly $28 billion in motor vehicle, motor vehicle bodies and trailers and motor vehicle parts in 2012, accounting for 62 percent of total transportation equipment exports.

The Southeastern automotive industry is thriving.

Over the past 10 years, the Southeast has become the nation’s automotive epicenter. The success of foreign auto makers in non-traditional auto manufacturing locations has invigorated growth in Alabama, Tennessee, Mississippi, South Carolina and Georgia. A new “Automotive Alley” has emerged, stretching from the Great Lakes to the Gulf of Mexico.

The Southeast’s sound economy, stable and growing workforce, low unionization, right-to-work status and low cost of doing business are a few of the reasons auto manufacturers find the Southeast so appealing.

Truck & Bus Assembly:

Blue Bird: Blue Bird’s headquarters and major manufacturing facility are located in Fort Valley, Georgia. Blue Bird is one of the largest school bus manufacturers in the country.

Thomas Built Buses: Located in High Point, North Carolina, Thomas assembles around 15,000 school buses, commercial buses and specialty vehicles per year. Thomas Built Buses is a subsidiary of Daimler Trucks North America and is one of the largest bus manufacturers in North America.

Freightliner: With assembly locations in Mount Holly and Cleveland, North Carolina, Freightliner has a major presence in the Southeast. The Mount Holly location makes medium-sized trucks while the Cleveland facility produces the company’s full line of class 8 truck models (DaimlerChrysler is the parent company).

DaimlerChrysler: DaimlerChrysler makes around 32,000 Mercedes-Benz Sprinter vans annually at its Ladson, South Carolina location.

Peterbilt: Peterbilt is a division of PACCAR. Located in Madison, Tennessee, the Peterbilt facility manufactures heavy-duty, on and off-road class 8 trucks.

Top Automotive Employers in the Southeast by Employment and by Number of Locations

With nearly 15,000 employees in the Southeast, Nissan North America is the largest automotive employer in the region, followed by Michelin North America, Honda Motor Co. and Daimler Trucks North America. In 2012, Nissan and Daimler announced the production of Mercedes-Benz engines to be fitted in certain Nissan models, illustrating the emerging collaborative efforts within the automotive industry. In terms of locations, Michelin North America leads with nine locations in the Southeast, followed by Johnson Controls, Federal-Mogul and Bridgestone Firestone. A significant number of these locations call Georgia home.

Growing Economy: The Southeast is one of the nation’s most robust economies with a GDP of $2.4 trillion, representing nearly 15.5 percent of the U.S. economy as a whole. Georgia accounts for 18 percent of the region’s economic output with Gross State Product of $433 billion in 2012.

Growing Workforce: The Southeast represents a growing percentage of the nation’s workforce. In 2012, the region accounted for 17.9 percent of the total U.S. workforce.

Growing Population: The region’s excellent weather and economic climate help make the Southeast attractive to workers. Population growth in the region outpaces that of the U.S. overall. Georgia’s estimated 10 million residents account for 17.1 percent of the Southeast’s population.

Young Population: Southeastern states have young populations. Major cities in the south attract young workers who find the region an exceptional place to raise families.

Well-Educated Population: The Southeast has some of the nation’s top colleges and universities. These schools attract students from all over the world and produce graduates that fill vital positions in the Southeast’s major companies. Atlanta, a cultural and economic powerhouse in the region, is also a huge draw – especially for young, well-educated workers. Atlanta attracts talent from major universities all over the Southeast. Georgia’s HOPE Scholarship is a major incentive to live in the state.

Right-To-Work Region: The Southeast is dominated by right-to-work states. Right-to-work laws secure the right of employees to decide for themselves whether or not to join or financially support a union.

World-Class WorkforceGeorgia’s auto-related workforce is highly skilled and wage rates are very competitive.

Georgia workers are highly skilled, wage competitive and have a reputation for having a strong work ethic. The state’s workforce reached 4.8 million in 2012. Nearly 7.2 percent of those workers are employed in manufacturing operations. The transportation equipment segment alone accounts for more than 12 percent of manufacturing employment, with 43,444 workers in 2012.

Productivity improvements and industry consolidation will lead to slower growth in automotive manufacturing-related employment in the coming years. The closure of GM and Ford plants in the Atlanta area accounts for the drop in workers from 2006 to 2007. Since 2009, however, employment in this segment has increased by 20 percent, bolstered by new assembly plants and automotive-related operations coming on-line over the past three to four years, such as Kia and its suppliers.

Major universities in the Southeast provide a constant supply of highly-trained engineers.

As of Fall 2012, Southeastern schools enroll an estimated 1,020,000 students and feed employment and business growth all over the region. Exceptional engineering programs at these schools provide world-class automotive industry resources and support. Many are part of the Automotive Research Alliance. Alliance members include the University of Auburn, Clemson University, Mississippi State University, the University of Alabama, the University of Alabama Birmingham, the University of Kentucky and the University of Tennessee. Alliance schools pool their talents and are committed to developing automotive-related academic programs, industry expertise and cutting-edge research.

As the largest and one of the most-widely acclaimed engineering schools in the country, the Georgia Institute of Technology supplies the region with unparalleled professional engineers in a variety of disciplines. Georgia Tech graduates more engineers than any other school in the nation.

Georgia’s existing workforce is rich in engineering and production workers. The state’s businesses employ nearly 30,000 engineers in fields that are automotive-applicable. Among the nation’s top 20 employers of auto-related engineers, Georgia’s wages are very competitive, averaging around $67,430 per year. Occupations included in this analysis are listed on page 11, along with a wage rate comparison among the Southeastern states and other major auto production states for production workers (page 13).

Skilled Production WorkersGeorgia’s auto-related workforce is abundant and highly skilled.

Georgia businesses employ nearly 122,000 production workers in fields that are automotive-applicable — the 13th highest employment in the nation for these occupations.

Georgia’s wages for auto-related production workers are also highly competitive, with an average of $13.43 per hour. As mentioned earlier, automotive manufacturing is migrating to Automotive Alley, with virtually no assembly plants remaining on either the East or West coast.

Low Unionization Keeps Georgia’s Workforce Competitive.

Like other states in the Southeast, Georgia has very low unionization, particularly in manufacturing. Currently, just 4.4% of Georgia’s total workforce is unionized. Just 2.9% of private manufacturing workers are unionized, the fourth lowest level in the country and below the national average. HOPE Grant

Georgia residents enrolled in a diploma or certificate program at one of the state’s technical colleges and public or private universities are eligible for the HOPE Grant. The HOPE Grant covers 90-100 percent of tuition paid.

All Georgia residents are eligible for the HOPE Grant that covers $60.75 per credit hour for tuition for non-degree programs of study approved by the Technical College System of Georgia.

Georgia’s Research Universities

Georgia’s colleges and universities are also committed to research and development. The state is home to nearly 20 schools that received research funding in 2012. Research dollars enable work in a variety of fields from life sciences to engineering. Research centers and university-sponsored economic development organizations around the state focus on taking cutting-edge technologies from the laboratory to the factory floor. Georgia’s businesses benefit greatly.

R&D Expenditures, 2012: According to the National Science Foundation, spending on research at Georgia’s public and private universities ranked 12th in the nation. In research of specific interest to the automotive industry, Georgia colleges and universities were granted nearly $740 million in research dollars, earning the state a 7th-place ranking nationwide and a 1st-place ranking among Southeastern states in those combined fields.* Research funding in the fields of math and computer science, physical sciences and engineering has increased 47 percent since 2007 for Georgia schools overall. The Georgia Institute of Technology received $482 million in engineering research funding for 2012, bested only by Johns Hopkins University with $859 million.

Formerly the Manufacturing Research Center (MARC), Georgia Tech’s new Manufacturing Institute (GTMI) has expanded to include researchers from all Georgia Tech’s colleges, the Enterprise Innovation Institute (EI2), and the Georgia Tech Research Institute. With access to academic expertise and cutting-edge equipment, GTMI offers manufacturers the help they need to excel in the marketplace. More than 70 percent of GTMI’s 400,000 square feet of space and state-of-the-art core facilities is paid for by private industry working with GTMI. It includes:

Precision Machining: Researching and applying technologies for enhanced productivity, part quality, difficult-to-machine features, and machine tool utilization of precision finishing processes.

Sustainable Design: Developing materials, processes, and systems for implementing and operationalizing sustainability.

Supply Chain and Logistics: Optimize the design and integration of supply chain processes, infrastructure, technology, and strategy.

The Georgia Tech Research Institute (GTRI) works closely with the advanced manufacturing industry in developing advanced performance and feature technology. The institute is involved in e-safety projects as well as transportation structure research. EI2 Helps Automotive Supplier Implement Lean Principles

Groove-Pin, a manufacturer of engineered fasteners for various industries including the automotive industry, needed to improve on-time performance and set-up times. In March 2010, EI2 lean specialists visited Groov-Pin to assess the company’s needs and recommended a series of kaizen events. After changes were implemented, on-time performance improved by nearly one-third to 94 percent; eight-hour and four-hour set-ups were cut to 50 and 30 minutes, respectively; production and sales increased; and new jobs were added.

Ports and Air

Atlanta has long been the transportation center of the Southeast. With well-maintained highway systems connecting areas around the state to the rest of the nation, products made in Georgia are never far from their markets. Two major rail systems crisscross the state, and two major ports, Savannah and Brunswick, enable manufacturers and processors to quickly ship to domestic and global customers. Atlanta’s Hartsfield-Jackson International Airport keeps businesses in the Southeast connected to global customers and partners.

Georgia’s transportation infrastructure is world-class.

Georgia’s Airports

• 80 percent of the nation’s major consumer markets are within a two-hour flight of Atlanta.

• Georgia has two international airports, Savannah and Atlanta. Seven additional airports provide commercial passenger service around the state.

• Hartsfield-Jackson Atlanta International Airport is the world’s busiest in passenger volume.

• Hartsfield-Jackson has 1.2 million square feet of cargo handling space and 2 miles of mechanized conveyors.

Georgia’s Ports

• Savannah is the second-largest container port on the East Coast and is the fourth-largest in the U.S.

• Brunswick’s Colonel’s Island facility is the nation’s second-largest auto port for imports and first for imports of new vehicles.

• The ports have dedicated rail facilities and direct long-haul access.

• Savannah’s exports of automotive equipment increased by 76 percent between 2008 and 2012.

• Port expansions and improvements totaling $1 billion are planned over the next 10 years, including a $550 million deepening of the Savannah River channel allowing for larger ships coming through the Panama Canal to the East Coast.

Port Profile: Colonel’s Island in Brunswick

For the auto industry in the Southeast, the Port of Brunswick means getting lots of product to market very quickly. The Port of Brunswick’s Colonel’s Island Facility ranks third busiest in the U.S. for total roll on/roll off cargo and second for the import of such cargo, processing close to 637,000 auto units in FY 2013. In 2009, Mercedes-Benz opened its new import processing center at Brunswick, its South Atlantic Hub. This processing center handles an average of 40,000 auto units per year. BMW is also a major customer, moving an estimated 35,000 auto units through the port.

Toyota Exports First Toyota Venzas Through Port of Brunswick

On May 2, 2013, the first Toyota Venzes set sail for Russia and Ukraine through the Port of Brunswick. The Toyota Venzas are produced in Georgetown, Kentucky.

Statutory Incentives

Automotive manufacturing companies in Georgia are often eligible for a variety of tax credits and sales tax exemptions. The state’s job tax credit program grants credits for job creation that may be applied against the state’s corporate income tax. Other tax credits including those tied to capital investment, employee training and child care are also available. Right-to-Work State

As mentioned earlier, Georgia is a right-to-work state. Georgia has maintained this status since 1947. Fewer than half of the states in the U.S. grant workers right-to-work protection.

Employment-at-Will State

Hiring/firing flexibility according to current employment regulations:

Georgia has no employment laws which are more stringent or restrictive than those at the federal level. Georgia is an employment-at-will state. In the absence of a written contract and in compliance with federal employment laws, employers in Georgia are able to exercise their own hiring and dismissal decisions; state laws make no provisions for wrongful discharge.

The GRAD Certification of a given site is valid for a period of 24 months (unless certain conditions change, such as acquisition of the site by an industry) and can be renewed indefinitely by completing a successful review of updated information. The GRAD program is administered by a third party, BFPC LLC, a Norcross, Georgia firm, experienced in site selection and economic development consulting.
