Population: 3.55 millionLanguage: The official language is Romanian; Russian is the second most spoken lan-

guage in Moldova. Many Moldovans also speak English, French, German, Ital-ian, Spanish, Gagauz (similar to Turkish), and other languages. The largest minority groups are Ukrainians, Russians, Gagauz and Bulgarians.

Capital: The capital city is Chisinau with approximately 804 thousand inhabitants. It is also the commercial and cultural center of Moldova.

duction stands at 13.0%. In 2014, the industrial production registered an increase of 7.3%, main-ly in the manufacturing industry.

The production of electrical equipment has in-creased by 54.3%, followed by the production of chemicals (+42.4%), textiles (+20.4%), wood processing and wood articles (+20.3%), metallur-gy (+14.3%), and others. A significant intake was brought by the automotive industry, which is one of the most dynamic industries in Moldova with a growth of 27% in 2014.

Industry OverviewMoldova’s modern automotive industry foun-dations build on its strong industrial past. The share of industry in Moldova’s GDP rep-resented 60% until the 1990s. Then, Moldo-va was one of the important producers of in-dustrial products among the CIS states – and now it revives.

Moldova was active in 97 branches of produc-tion. 558 industrial enterprises, 21 R&D institu-tions and 392 thousand workers were part of the industry. Moldova successfully exported 90% of its produce in the machine building industry which represented 20% of total industry output.

The foundations of local industry were companies that produced a large variety of products, from TV sets, refrigerators, washing machines to tractors, and exported them to over 60 different countries.

Nowadays, the industry production reaches 14.3% of GDP again (2014). The agricultural pro-

Industry potential:

• Design and manufacturing of metalworking parts. Turning, milling, drilling, welding, cut-ting, bending, foundry processes sourcing.

• “ASPA” company designs and manufactures metalworking precision parts and assemblies for aviation sector. The company designs and manufactures special cutting tools (lathe turning tools, broaches, drills, cutters, ream-ers).

• “Steinel”, a German company, operates in Moldova and produces electronics. The plant manufactures sensors for controlling lighting, and hot air tools i.e. heat guns, blowers, etc.

• “ADD Grup” company operates in R&D of the solutions designed for tarrification and metering. It manufactures Advanced Me-tering Infrastructure - ready smart metering solution. Over 2.6 million users worldwide are using solutions from ADD Grup.

• “Bilargo” is a manufacturer of PU foam with continuous method. The polyurethane is used for different applications in furniture, automotive, sports, construction industries.

• “Răut” produced complex hydro-acoustic

devices for vessels security; radio-telemet-ric devices, cathode protection assemblies (stations). The production currently runs in smaller scale, and the company is looking for sourcing opportunities in various applica-tions.

• Three local plants develop and produce hermetic pumps for the most severe tox-ic or hazardous applications, which require zero leakage tolerance, keeping the leading supplier position on CIS market. Precision foundry of iron, bronze, steel, stainless steel.

• “Hidroinpex” develops and produces hy-draulic pumps, and are open for sourcing activities.

• “BECK” Fahrzeug- und Anhängerbau, a Swiss company, manufactures trailers and semi-trailers for various applications.

• “Moldagrotehnica” company designs and manufactures agricultural machinery - in-cluding equipment for plowing, soil prepara-tion, planting of industrial crops, for inter-row processing of crops; Develops and manu-factures all kind of metal components and machined parts.

Automotive components industryNowadays, the automotive industry is a key growing sector for the Moldovan economy. This is due to an increased focus on the unused industrial potential of Moldova and the maintained industrial orientation in the education system (Technical University, technical colleges, vocational schools). The total export in the industry was over EUR 228 million (in 2014) with an average yearly growth of ca. 30% for last 3 years.

Up to now, large direct investors prefer to locate themselves in Moldova’s Free Economic Zones (FEZ), which represent an excellent location for industrial development and production relocation oriented for exports.

Production concentrates on cables, wiring har-nesses for cars, car seat covers, articles of fur-niture, carpets, and wool yarn, textile weaving, plastic molding injection, metal processing, elec-tronics and electronic components and assem-bling.

This production is executed in Tier 1, 2 and 3 supplier plants, as well as local subcontractor companies. Important examples would be Lear Corporation, Dräxlmaier Automotive, Gebauer & Griller, Sammy Cablaggi, Elektromanufacturing, Cofezioni Andrea Covercar, LEONI and SEBN Sumitomo Bordnetze.

What Moldova offers

Human resources are one of the most impor-tant assets of Moldova

Moldova offers an active, edu-cated and multilingual workforce. It is a melting pot of several na-tionalities, such as Romanians, Russians, Ukrainians and oth-ers. The official language is Ro-manian, however there are more languages in use: Russian, Eng-lish, Ukrainian, Bulgarian and Gagauzian (close to Turkish). In addition, many Moldovans speak French, Italian and German.

The population of Moldova has a size of ca. 3.55 million people, ca. 2.9 million above 15 years and ca. 1.2 million represent the active la-bor force. The unemployment rate is 3.9% (2014), however the em-ployment rate stands at 39,6 % (2014) compared to EU average of 69,2% (2014). A considerable additional potential labor force are Moldovan migrants who are willing to return back to Moldova when can they find a job.

Labor cost vs. production cost

Moldova commends a highly-skilled, competi-tively-priced workforce. Labor costs are among the lowest in the region and low enough to en-sure cost-effective operations. This provides an attractive basis for successful business.

The gross wages in Moldova for workers in the industry sector range from 180 EUR-450 EUR, depending on the region and professional level of the employee, which is lower than the wages in the region. A newly-graduated university student of engineering could earn up to 600 EUR.

Moldova’s labor force combines low-cost with high productivity, thus reflecting the key factor for a strong business performance. The quality of the labor force also derives from the industri-al experience and history of Moldova, as it was one of the most industrialized republics in former Soviet times.

Technical education is one of the strongest in Re-public of Moldova, and it comprises best engineers known for their expertise. The number of engineers, managers and other specialists is sufficient to meet the investor’s demand in most sectors.

In contrast to other Eastern European countries, Moldova’s unit labor cost is stable and and grow-ing very slowly.

The longest Pan-European Corridor is passing through Moldova. Free Economic ZonesThe Free Economic Zones (FEZs) represent ex-cellent platforms for businesses that are conven-ient to export-oriented manufacturing compa-nies, which intend to benefit from a preferential customs and tax regime. There are 7 FEZs in Moldova, spread around throughout the country and located either near a border, or in big cit-ies. This FEZs offer preferential conditions and a dedicated customer-oriented administration. Activities in the FEZs are limited to industrial production, packaging, trade, transportation, logistics and utilities, with priority given to man-ufacturing. Moreover, Giurgiulesti International Free Port and Marculesti Free Airport offer quite similar conditions to the FEZs.

Free Economic Zones Incentives

• FEZs are connected to all important trans-port routes and have access to all regions through the National and International roads;

• Customs Office available on site: operating 7days/week; if necessary 24h/day;

• Exemption from customs duties and excise duties on goods imported into the FEZs and subsequently exported;

• VAT for equipment and machinery: 0% VAT

• Corporate Income Tax (CIT) rate stands at 0%*, 6% (3% in free port);

• Customs Duties exemption;

• Customs procedures tax: 0.1% (from Cus-toms value of goods)/ outside FEZs 0.4%;

• 10 - years state guarantee for protection against adverse changes in legislation (15 years in Free Port);

• Free connection to utilites in FEZ and Indus-trial Parks;

• EUR/ USD payments among FEZ residents;

• Exemption from Corporate Income Tax for a period of 3 years, when investing 1 million USD in fix assets of the company and/ or in FEZ infrastructure development (for 5 years, when investing 5 million USD).

Industrial ParksIndustrial parks (IPs) are delimited territories in which industrial production, services provision, applied scientific research and/or technological development are carried out under some prefer-ences. There are 8 Industrial Parks in Moldova: IP Tracom (Chisinau), IP Bioenergagro (Drochia), IP Cimislia (Cimislia), IP Raut (Balti), IP CAAN (Straseni), IP Edinet (Edinet), IP Triveneta Cavi Development (Straseni), IP Comrat (Comrat). In-dustrial Parks can potentially become the center for investment attraction and the place for differ-ent industrial and IT projects. Firms are given le-gal and consulting support in obtaining licenses, permits and approvals. Consulting services also include project development, personnel recruit-ment, knowledge management, marketing, etc.

• Free re-zoning of agricultural into industrial land;

• Normative (below market) prices for the pur-chased land;

• Reduced rental price for state land;

• Free connection to existing infrastructure in the park;
