Details of Proceedings Environment Clearance: Public Hearing

Public hearing from Ministry of Env. & Forest, GOI, New Delhi, Regarding the enhancement

of excavation capacity of KTR L/s Mines from the present 0.9 MTPA; for which capacity

enhancement upto 0.06 MTPA from Left Bank; whose total lease area is 91.14 hectare (Vill: KTR,

Vijayraghavgarh, Katni ,M.P.)

As per the guidelines of Ministry of Env. & Forest, GOI, New Delhi Notice No. – S.O. 1553 Dt-

14-09-2006, to attain the Env. Clearnce.

Application has been given before the specialists Assessment Committee set up by Ministry

of Environment & Forest, GOI, New Delhi. Committee has asked for Public Hearing vide TOR Date:

13-05-2013 issued to the project.

In line with that it was applied before the MPPCB to organize the Public Hearing which is scheduled

on 28-02-2014 at 11:00 AM at Govt. Middle School, KTR, Barhi, Katni.

As per the Notice issued the advertisement of Public Hearing was published in newspaper

Hari Bhumi, Katni; Dainik Bhaskar, Katni, Desh bandhu, Katni and Times of India on 26 & 28-01-2014

respectively. Also to inform the nearby villages a motor vehicle was provided with banners and loud-

speaker. Public Hearing was organized under the presiding chair of Shri Dinesh Shrivastav, A.D.M,

Katni. During the period Shri P. R Dev and other officers of MPPCB were also present, from the side

of Mining Project Shri R. N Jha, GM (Flux) ; Shri K. K. Pandey, DGM (Flux) ; Shri D. Pandit, AGM

(Mines) and other executives were present. The representatives of M/s Anna Lab Ltd., Hyderabad,

the environmental consultancy of the mines, were also present. The local villagers were also present,

whose details is attached as per the attendance register.

Detail of Proceeding of Public Hearing

Shri P. R Deo, Regional Officer, MPPCB first welcomed all the present members and provided the

knowledge regarding the provisions of the Environmental Input Assessment Notice Dt- 14-09-2006

and the procedure of Public Hearing to the common people. Also informed the efforts taken by the

Board to conduct the Public Hearing. Following this the social and economic development in the

mines area was narrated by Shri D. Pandit, AGM (Mines) from the management side.

After that the brief of the Project EIA report was presented before the common people in locally

understood language, Hindi by the project management. Shri D. Pandit, AGM (Mines) presented the

main points for information as under –

The mining lease granted by the GOI is valid till 14-05-2022. The lease area of mines is 91.14

hectare an enhancement of “Excavation/ Production” capacity of 0.06 MTPA of the opencast

project is proposed.

The mines is running since 1992-93. No residential activity is present on the project land.

Total lease area belongs to M/s Kuteshwar Limestone Mines, SAIL.

Expected life of the mines is 52 years.

The mines lease of Left Bank is spread in 91.14 hectare. It is located in Tehsil:

Vijayraghavgarh, Village- Kuteshwar of M.P. State. Total mining lease area falls under the

Bansagar Project. The Compensation has been given. Mines is working since long. The mine

lease area has excavated area, O/B dump, roads etc.

The haul roads shall be maintained by compression, gradation and water drainage system on

both sides and regular water sprinkling will be ensured to check the dust generation. Water

sprinkling shall be done by a 28000 litres capacity high- pressure water sprinkling in the

mining area and along the haul roads.

It will be ensured not to allow the trucks to carry with overloaded quantity and their speed

to be controlled under the permissible speed limit.

Regular water sprinkling will be arranged at this work-place and plantation shall be done on

the OB dump and along the roads.

Wet drilling and modern A.C. Cabin drills machines will be used. To solve the problem of

vibration in nearby areas, new blasting technique of NONEL detonator will be used. Wet

drilling method will be used to control the dust and noise level. Serial blasting/controlled

blasting techniques shall be utilized.

Rock breaker will be used in place of secondary blasting.

Fast growing creep plants shall be planted to stop the degradation of OB Dump.

Pollution Management/Control cell will be formed to monitor the environment.

There is no chance of a fall in unground water level as the Mahanadi river is in the vicinity of

the mines. No chance of water pollution is there as no polluted water will be generated

from the quarry.

The mines area will be reclaimed and dense forestation will be done.

A committee will be set up to control /manage the environmental aspects, which will work

in consultation with nearby villagers.

Material is transported to railway siding at Khanna Banjari which is 14kms away from the

lease area, from there the limestone is despatched to various steel plants of SAIL. To vanish

the traffic load between mines and Khanna Banjari Railway siding it is proposed to bring the

railway siding upto lease area (Right Bank) itself. This will check the pollution caused by

vehicles and transportation.

Lease area falls under the submergence of Bansagar Project and mining activity will be done

for a limited period in a year.

Left out area will be developed as a lake.

Around 100 labours will be deployed in Left Bank lease of KTR mines. Indirect employment

will be increased.

Basic facilities like dispensary, D A V School, local market, shopping complex etc. are

established in KTR Limestone Mine. Water is mainly required for dust suppression, work-

shop and domestic use. Industrial requirement of the water is 13 KL/day at present which

will be fulfilled by the small ponds in lease area. Drinking water will be supplied from the

Borewell of Right Bank Lease area.

Proper maintenance of mines roads , water sprinkling by tankers, use of spray nozzles at

Hopper, Crushing & Screening and material transfer points will be ensured. Waste dump will

be improved by planting grass, bushes over it.

Dust masks will be provided to labourers working in dust prone areas.

Noise level monitoring will be done periodically in villages around the lease area. If the noise

level exceeds the permissible limit more efforts to control it, will be strived.

Blasting will be carried out in morning only.

The project provides many services in nearby villages like Hospital, Primary Health Centre,

School, Play ground are important one. Many beneficial works have been done by the

project under CSR. About Rs. 101.45 Lakhs have been spent under CSR schemes in last years

in which deepening of pond, beautification of areas, providing bore wells with hand pumps,

extra classes in schools and erection of solar lights, construction of community halls, facility

at schools, roads and culverts, blanket distribution to senior citizens of BPL category , relief

material to flood effected people are to be highlighted. Provision of Rs 252 Lakhs is kept for

Environmental management and CSR activities.

To monitor the environmental aspects Water, Air, Noise pollution levels will be measured

and report will be sent to the concerned departments. Pollution control cell will be set up,

which will monitor the above parameters and make the necessary scheme for Pollution

control.

Mining is a precarious exercise, thus a workable disaster management plan will be drafted

after studying all the aspects of the safety. So that the chances of accidents will be

minimised.

Local people will be benefited by the mines. Opportunity of Direct employment, Medical and

educational facilities will be developed, benefit from developed infrastructural system and

improvement of the financial level of the people.

Following Suggestions/ Objections/ Observations were raised mainly by the people present there –

1. Proper compensation should be given to villagers whose land comes under the lease area.

2. Employment for the villagers whose land comes under the lease area.

3. Employment for the nearby local people.

4. Mines should be started very soon in order to provide employment to poor people.

5. Plantation in nearby areas to be done.

6. Huge vibrations are faced in the houses of nearby villages due to blasting.

7. Ponds in nearby villages should be filled.

8. Transportation facilities should be developed in the area.

9. Social works organised in the area should be supported.

10. Local Students should be given admission in the school run by the project and the field of

education should be expanded.

A.D.M ensured the public that all the objections raised by them will be sent to MoEF, New

Delhi through MPPCB. During the Public hearing total 37 objections raised are attached herewith in

details. After that, the management was asked to submit a written reply of the objection/

suggestions.

The reply given by the mines management i.e. statement of issues is attached with the

details of the Public Hearing activities and is a part of it. After receiving objections/suggestions

from present people and reply given by the mines representative the details of Public Hearing

process was provided to the people present there. After the reply of each point was made by the

mines management the Public Hearing proceedings were ended by A.D.M, removing all the

misconcepts of the local people.

At last a vote of thanks was given by Sri P. R. Dev, RO, MPPCB, Katni to A.D.M, local people

and representatives of mines management, for taking part in the Public Hearing.
