New dress code orders students to cover more

 

Tighter rules are expected to take effect Aug. 3. And for 2006-07, the Pinellas School Board is considering uniforms.

 By THOMAS C. TOBIN and LAUREN BAYNE ANDERSONPublished April 6, 2005 LARGO - Cover those bare shoulders and upper thighs. Tuck in the underwear. Leave

the pajamas, slippers and flip flops at home. Less skin, more rules. Pinellas students will return to class this fall under a much tighter dress code, School

Board members decided Tuesday. They expect to make it official with votes next Tuesday and April 26. The changes would go into effect Aug. 3, the start of the 2005-06 school year. An even tougher code is under consideration for the 2006-07 school year and beyond. The board will consider two proposals this fall. The most restrictive proposal calls for uniforms with khaki bottoms and collared or polo-style blouses and shirts with designated colors for elementary, middle and high school students. A less rigid plan calls for similar style tops and bottoms but with no designated colors.

Parents Have Issues with the Dress Code

We still object to the dress code for the following reasons:  The dress code was written without any serious opportunity for student and

parent input. The dress code violates California and Federal laws protecting student rights

of speech, expression and religious practice because important parts are still vague and do not provide written exceptions for constitutionally protected expressions of opinion and belief. For example:

 The dress code states that clothing and personal items " shall not bear any symbol or insignia that is inflammatory." That language is vague and violates student's rights to engage in protected speech and expression.

 The dress code bans wearing clothing which represents any group, organization or philosophy which "has any history of violence." That language is vague and violates student's rights to engage in protected speech and expression.

 The dress code states that clothing is unacceptable if it "detracts in any way from the educational mission of the school's instructional program." That language is vague and violates student's rights to engage in protected speech and expression.

Kids' Clothes Give Teacher a Real Headache

Pippi Longstocking came into class. Her shoes were different neon colors, one green and one pink. Her hair was entwined with polka dotted ribbons and stuck out to the side. Her teacher tried to be nice, but the bright colors gave Mrs. Lolley a headache. She had to ask Pippi not to wear such bright colors anymore.

Schools Make Rules for Cell Phone No-Nos

Thursday , September 23, 2004By Catherine Donaldson-Evans Bells aren't the only things ringing in school these days. Cell phones

are, too. With so many students carrying mobiles, cell-phone rules (search) are

multiplying at schools across the country, but it's not as simple as turning off a ringer.

 Many parents are adamant about having their children of all ages tote phones with them in case of an emergency. But educators have found the mobile devices are often used for sneaky or social reasons, not just to communicate with Mom and Dad in a pinch.

 The potential for cheating, for instance, has increased with phones' text messaging and picture-taking capabilities. That's why the Salinas Union High School District (search) in Salinas, Calif., implemented a no-phones-on-campus policy.

 “We don’t go around conducting searches looking for them, but if they are out and go off, they will be confiscated,” said Roger Anton, superintendent of the school district.

ACLU Protests Cell Phone Rules

In its letter, the ACLU said, "Monarch [the school] administrators could not be more wrong [about cell phone rules]. Students do have rights of privacy, and those rights are protected not only by the state and federal constitutions, but also by Colorado [laws] that carry serious criminal penalties. The actions of Monarch administrators have violated...the constitutional rights of Monarch students."

A Day at School

Molly always talks on her cell phone in the school bathroom. The teacher almost walked in on her the other day, so she tried to hide the phone. Instead, she dropped it in the toilet. She didn't know what to do, so she flushed. The worst part? She was talking to her boyfriend when she flushed the phone.

Dangerous Discipline

But critics take a sharply different view [about paddling in school], calling corporal punishment harmful to children. They believe there are better ways to make kids behave. "When you hit a child, you are putting at risk his physical and psychological health and teaching him that violence is O.K," ..."You're not teaching him what you want him to learn because when a child is angry and fearful no constructive teaching goes on.“

While some children paddled at school suffer no lasting ill effects, others take it hard. Physically, a small percentage of children suffer severe bruising and internal injuries, and two students have died from their beatings, according to Irwin Hyman, Ed.D., professor of school psychology at Temple University and director of the National Center for the Study of Corporal Punishment and Alternatives. "The bruises caused by paddling would result in child abuse charges if inflicted by anyone other than an educator," notes Dr. Hyman, co-author of Dangerous Schools (Jossey-Bass). This is because in many states teachers who paddle are protected by law against child abuse charges.

The psychological effects can be just as devastating. Victorio Beckler's grades plummeted from As to Ds after he was paddled. His mother moved him to another school soon after the incident. And Jonathan Curtis lived in fear for weeks after his paddling, constantly asking his mom, "How many times will they hit me? How hard will they hit me?"

Bob’s Issues

Bob was a really hard kid to discipline. If the teacher said not to do something, he did it. He was always talking back, cussing, and kicking other students. Finally, the principal decided to paddle him. He was sad when he came back from the office.
