Welcome note from the Mayor of Naples Luigi De Magistris Dear Participants of the Model European Parliament Italy. It is my great pleasure to welcome you , young parliamentarians from all over Europe to Naples, my home city. We must involve youth into politics to make our democracy alive. That's always been one of the most relevant goals of my political commitment. I deem, in fact, that the loopholes of modern democracies are mainly related to a lack of participation. We have an exciting challenge ahead. Building a true democracy in our continent. Building the real Europe. We opened the markets, now we must open our hearts. We established the common currency, now we must shape a common trust. We must say it frankly. On the one hand, the global crisis and the high rate of youth unemployment have fed political disillusion, on the other hand, many political leaders – at both national and European levels - have failed to spread positive visions. A skeptical mood has overwhelmed European political opinion, entangled by frustrated expectations. A climate of fear, nurtured by the far right nationalism, has caged our hearts. We must change it now. We must trigger trust once again, by giving power to the People. We must involve all the citizens into decisions. It is time to bring politics out of the smoke-filled rooms. We have to start a revolution. And we can do it, beginning from the youth. The world belongs to young generations and we adults, being in government, must listen to them to build a world of peace, liberty and justice. I warmly welcome any event aimed at raising the political consciousness of the youth, as the MEP Naples Programme has done so far. These projects show that the youngsters want to take action. Boys and girls want to be put to the test. As politicians, are we ready for being put to the test in return? We have shown that change can happen, if institutions open to the world. Since Naples is the youngest city in Europe, if we win this challenge here, we can win it everywhere. Young people will be the ones shaping our shared future with passion and energy. Welcome note to the 42nd Model European Parliament Session in Naples from MEP Italy Dear Delegates, Committee Presidents, Colleagues and Directors, On behalf of MEP Italia, as a founding member of this association since 1996, I am honoured and delighted to extend to all of you my warmest welcome to Italy for this 42nd international MEP session: I wish you all to live a great and fulfilling experience here in Naples. When several years ago I first met this incredible team of teachers, directors and families in Naples, I immediately understood that, thanks to all of them, our association was going to grow with enthusiasm, energy and warmth. Now I sincerely wish you all to experience those same feelings, that since the beginning of our journey have never dried up. Along these years Anna Maria Cirillo has coordinated with rare ability and determination this regional committee as well as she has done with the organization of this international session, as you all know. The development of our association, in the past twenty years, could be truly considered a tale of friendship which has never end ed and has led along the years more and more teachers, students and alumni to be involved in our project, firmly convinced that this experience would have a deep relevance for their personal growth. Bearing in mind that friendship and harmony, have driven us so far, despite some difficulties, I hope that, during this week, you all will be able to build and nurture fruitful relationships and live them as an essential part of the MEP experience: sharing opinions, thoughts and best practices, being aware of our diversities but always looking for a constructive dialogue. This should be our goal for this week together. In the past months a thousand students, teachers and alumni in Italy were involved in the MEP project and they are now looking forward to hearing back from you. That is why, dear delegates, I would like to thank you in advance for the courage and sense of responsibility you will express in your work: we do need to know young people want the European Union to take another step forward and my wish for you is “be the change you would like to see in the world!”. This challenge will be and has always been possible thanks to the efforts of teachers and directors that I sincerely would like to thank for supporting this project, also following the footsteps of Mrs. Anna Van Sminia, one of the founders of the MEP International sessions. Welcome note from the presidency of MEP Naples 2015 Dear delegates, teachers, guests, In only a few weeks time we will finally meet for the International MEP session in Naples and even if it’s the third International session hosted in our country we and all of the MEP Italian team are as thrilled as if it were the first. Of course Italy never ceases to amaze: during your week here you will have the possibility to see and even work in some of the most extraordinary places in Europe, for there are no cities quite like Naples and Rome. In the same way MEP never gets tiresome. We were part of the International sessions so we know what we’re talking about when we say that every session has been better than the last one: MEP Naples 2015 won’t stop this trend. Experiences like MEP don’t come around often: treasure this unique possibility to meet, exchange ideas and make friends with the most remarkable youth from all around Europe. The presidency might be the most boring component of the explosive mix of knowledge, culture, friendship and fun that MEP is, but our first and foremost desire is to enjoy this week together and to make it as enjoy ableas possible to all of you. Welcome note from the MEP Campania youth committee

Dear friends, It is our great pleasure to welcome you, delegates and teachers, to this vivid city. The session is about to start and we actually hope that all of you can enjoy it and can be attracted from this fascinating MEP world. It has been such an intense work to organize the International Session and that’s why we would like to tell you something about the way MEP is related to the development of individual and general civic awareness here, in Campania. Let us introduce our selves among this great number ofesteemed people. Renato, Rino and Simone are our names. MEP Campania is the world of experiences that led us to contribute to this session. We’d love to talk about ourselves, but we’ll have time for during this coming week. Now let’s concentrate on the project as the great team we belong to realize sitin our city,Naples. MEP Campania is one of the regional teams of MEP Italy. As you can deduce it involves six schools altogether . So you should imagine MEP Campania as the laboratory of minds that work during the life of the school and the regional Sessions. It always starts at the beginning of the academic year. After different meetings about the issues European Parliament is dealing with, we have the school session in Winter, and the regional one in Spring. So it’s not only related to the sessions themselves, but it’s built on a long educational development about Politics, International Law and Political Economy. A kind of work that allows students to have the tools they need to start their future life. In our weltanschauung the project is a practice that produces cultural awareness. It is a material chance for young high school students to deal with responsibility as citizens, difficulties as problem solvers and fear as public speakers. They need to be well educated and to face international issues competently, and it throws them in a mood that is authentic and dynamic. And we are sure that, as they live this atmosphere, they will continue by living their political life with more courage and intelligence. We’re honored to write on behalf of a numerous team of young volunteers and teachers that are the living trees of this wood. We warmly thank them. They know the project is successful because of the competence and love they donate to MEP Campania. Their cooperation is necessary in every step of the project and it is the result of the strong relations between the schools that participate to MEP Campania. Teachers and students always work as a unique body with incredible efficiency and authority, so that they represent the inexhaustible force we can rely on. A line dedicated to Anna Maria Cirillo, our Vergilius in this complex trip. She guides our work, and she is the lymph of our project. Finally, we would like to thank Cristiana Casarini , Mep Italy founder, for the enthusiasm and competence she always shows in organizing MEP Sessions. We’re aware of how difficult it is to coordinate work and energies of the whole national MEP organization, so we thank her for the help and cooperation she offered while planning this session. Committees MEP Naples 2015 1 Committee Employment and Social Affairs The question of youth employability Mitigating skills, educational and vocational qualifications mismatch with Europe’s labour market requirements. How can the EU best satisfy the demands of its employers and future employees in order to improve the employability and prospects for the younger generations? 2 Committee on Foreign Affairs The question of resolving the Israel-Palestine conflict as a strong impetus to the Arab Spring How can the EU assume its international role to bring about lasting peace between Israel and Palestine after the Gaza conflict? With relentless violence continuing in Gaza what action should the EU take to protect the safety and security of those in the affected regions in the wake of the Arab Spring? How could this mission give a strong momentum to the Arab Spring? 3 Committee on Human Rights New strategies on immigration in the Mediterranean From Mare Nostrum to Frontex Plus, a possible Mediterranean Sea Agreement taking into account the new Maritime SecurityStrategy of the European Union, in order to face the problem of migration in the Mediterranean in a new way. 4 Committee on Industry, Research and Energy The question of global competitiveness and decarbonising Europe’s economy Emission trading vs. carbon tax in the absence of an international agreement: working towards a decarbonised European economy whilst trying to maintain global competitiveness; which reforms and policies should the EU pursue in order to further reduce greenhouse gas emissions? 5 Committee on Women’s Rights and Gender Equality ‘Glass ceiling’ effect vs. low public pan-European support for gender quotas Learning from the early lessons of the Commission’s strategy for equality between men and women 2010-2015 and the Council of Europe’s Gender Equality Programme of 2012, how should European stakeholders seek to achieve gender parity across the continent? 6 Committee on International Trade The question of an achievable agreement between the EU and the USA on trade and investment Benefits and drawbacks from The Transatlantic Trade and Investment Partnership (TTIP). How to increase the benefits and reduce the risks resulting from the ratification of TTIP for the EU economy and its citizens. 7 Committee on Regional Development The question of the role of cities and urban areas in managing cohesion policy funds in meeting the objectives of Europe 2020 Since more than two-thirds of European citizens live in cities, urban areas can play a leading role in intelligent growth. How can their role be strengthened in developing and implementing social, environmental and youth empowerment policies which will contribute to achieving the objectives of the EU 2020 strategy; and how can cities with innovative ideas and concepts be supported in the field of urban development. 8 Committee on Environment, Public Health and Food Safety The question of the role of the member states with respect to the EU institutions with reference to the authorization, restriction or prohibition of the cultivation of GMOs (Genetically Modified Organisms) in their territory In reference to the Amendment to Directive 2001/18/EC, EU Member States are responsible for ensuring a high level of protection of human life and health, animal health and welfare, the environment and interests of consumers, but at the same time ensuring the effective functioning of the internal market. 9 Committee on Agriculture and Rural Development The question of a new EU forest strategy Forests and other wooded land cover over 40 % of the area of the EU, with a great diversity of character from region to region and a multifunctional dimension, serving economic, social and environmental purposes.
