The measures reviewed by the Government Relations Committee included the following: State Propositions Proposition 15 - Split Roll for Property Taxes. Creates separate rules for commercial and residential property taxes. Commercial property to be reassessed to current market-rate values. Proposition 16 - Repeal of Proposition 209. Passed in 1996, Proposition 209 amended the State constitution to prohibit the consideration of race, ethnicity, and gender in the awarding of government contracts and admission to the state's colleges and universities. Proposition 19 - Property Tax Breaks. Homeowners 55+ years can purchase new home and keep current property tax rate. Requires that inherited homes that are not used as principal residences, such as second homes or rentals, be reassessed at market value when transferred.

Election Countdown...A Sneak Peek at November 3rd Ballot Measures Brad Barnum, Executive Vice President

With one political party convention over and one beginning today, it is clear that Presidential politics is front and center as we enter the final 10 weeks before the November 3rd Election. However, there are other important issues on the ballot that will be considered by voters...12 state propositions and 25 local measures. AGC's Government Relations Committee met on August 12 to review the ballot measures of potential interest to the construction industry. The committee made recommendations of support or oppose on some them, and those recommendations will be considered by AGC's Board of Directors on September 10. • Proposition 21 - Rent Control. Following a property vacancy, cities and counties can apply rent control to multi-family housing that is more than 15 years old. Owners of less than two dwellings are exempted.

Local Measures • School Bonds

- Measure W - Oceanside Unified School District - $160 Million - Measure V - La Mesa - Spring Valley School District - $136 Million - Measure T - Cajon Valley Union School District - $125 Million - Measure U - Dehesa School District - $3.1 Million

• Measure A - City of San Diego. $900 million affordable housing bond to fund the acquisition or improvement of real property to build 7,500 new subsidized housing units for San Diegans experiencing homelessness, low wage working families, and lower income residents at-risk of homelessness.

• Measure E - City of San Diego. Eliminates the 30-foot height limit in the Midway-Pacific Highway Community Plan area, which encompasses approximately 1,324 acres, of which 88 acres is owned by the City, including the current Pechanga Sports Arena site. Two development projects have been proposed, which include infrastructure improvements.

• Measure C - San Diego Unified School District - Changes process for electing school board members. Voters in individual sub-districts will nominate and elect their representative in both the primary and general elections, rather than the current system in which candidates are nominated in individual sub-districts in the primary but advance to a general election in the entire school district.

• Measure I - City of Imperial Beach. One cent general purpose tax which will raise $1.3 million annually for services and infrastructure needs

• Measure Y - Lakeside Fire Protection District. Fire protection charge increase, which will raise $2.48 million annually for fire protection services and capital costs

• Measure AA - Valley Center Fire Protection District. Parcel tax for emergency response, which will raise $820,000 annually for emergency response and to build a fire station.

Between choosing their candidates and making a decision on the numerous ballot measures, voters will be busy over the coming weeks. AGC's Voter Guide, which will be available in mid-September, will be a good resource to help members make an informed decision.

The 2020 EGCA Foundation Scholarships were presented virtually on August 13 Normally, there is a dinner with an awards presentation, and a construction industry heavyweight who is honored and makes a nice speech. The year 2020 has not been normal. This year, we awarded scholarships to three students from the Palomar Diesel Technology Program and three students from the SDSU J.R. Filanc Construction Engineering Management Program. The Palomar Students received $1,500 each, and the SDSU students received $3,000 each. The SDSU CEM Program was founded with the help of a $3 million donation from Jack and Jane Filanc, and started graduating students in 2009. In that short time, close to 300 students have graduated from the program. The employment rate coming out of this program is nearly 100% This year's scholarships were presented with the help of Professor Thais Alves, who is the Chair of the CEM Program. This year's scholarships were awarded to:

• Jackie Villanueva • Rene Osuna • Kyle Jones

The Palomar Diesel Technology scholarships were presented with the help of Associate Professor Sergio Hernandez, who noted the long-term partnership between the construction industry and Palomar College. This year's scholarships were awarded to:

• Amanda Hopkins • Sayra Martinez • Orlando Perez

Apply Now for the AGC Project Management Certificate Course Scholarship The AGC San Diego Chapter will be offering five (5) full scholarships for the 2021-2022 AGC San Diego Construction Project Management Certificate Program. The course is a 26-week program that helps attendees develop the essential skills for managing all elements of a construction project. Course components include Pre-construction Planning/ Partnering, Construction Contracts, Conflict Resolution, Time Management, and Technology and more. Scholarships will be awarded for the following:

• Three Scholarships designated to an individual employed by an AGC San Diego member company (in good standing)
