MESSAGE FROM DIRECTOR GENERAL Dear colleagues, On assuming the office of Director General, CPWD, I convey my warm greetings and heartfelt thanks to all of you. To head a Principal Engineering Organization CPWD, which has a glorious legacy of over 162 years, is indeed a privilege and honor for me. Let me begin by recalling the inspiring and eventful journey of our Department from its in-ception to present glory by conveying my heartiest regards to the founding pioneers and worthy predecessors, who have with their dedication, commitment, sacrifice and leader-ship, built strong foundations that continue to steer the Department in scaling greater heights. I pledge to carry forward the glorious legacy left behind by them. It shall be my endeavor to give a boost to the ongoing schemes and policies of the Depart-ment and to take up new initiatives in a time bound manner for the speedy growth of the Department. It is my conviction that as a collective, cohesive and well knitted Team CPWD comprising all of us from bottom to the top, we can achieve any heights. I shall try to build a rejuvenated and remerging CPWD through a process of all-inclusiveness and wider con-sultations. It is very important that we set our priorities straight and constantly realign ourselves to current competitive scenario while ensuring that our focus on growth and achieving excel-lence remains undeterred. We will have to continuously evolve in all spheres of our activi-ties and keep ourselves abreast with the latest technologies and best construction practic-es. We will also have to carve our future road map with all round growth as our ‘Mantra’. I firmly believe that sharing information with the public about our activities should be a con-tinuous process as it would enhance transparency, reduce public demand for information and create a sense of trust in our Department. Let us stand united as one family and build a glorious future for our Department. The growth of Department shall bring us happiness, better career prospects and overall sense of well-being. With this spirit, let us move forward, step by step, with new optimism and fresh hope. Bid adieu to Shri Divakar Garg, DG, CPWD and Shri Mukund Joshi, SDG(NR) Sh. Divakar Garg, superannuated from the post of DG, CPWD and Sh. Mukund Joshi superannuated from the post of SDG(NR) on 31.7.2016 after illustrious service of nearly four decades in the Department. Their outstanding contributions to the Department shall always be remembered. We wish Shri Divakar Garg and Shri Mukund Joshi to have a very comfortable, happy and healthy post retirement life.

CPWD completes 162 years of its dedicated service to Nation on 12th July 2016 (Annual day celebrations highlights )

Senior Officers conference held on 11th & 12th July 2016 at National CPWD Acade-my, Ghaziabad and CPWD Conference Hall, Nirman Bhawan, New Delhi.

Technical Session organized on 11th July 2016 at National CPWD Academy, Ghaziabad. The presentations were made by the experts on (i) New and emerging technologies for building sector (ii) Geo-synthetics applications for drainage in hill roads (iii) Precast construction and (iv) Arbitration in construction contracts-implementation of new Act.

CPWD publications: DSR 2016, Horticul-ture SOR 2016, Electrical SOR 2016 and Telephone Directory were released during the function on 11th July 2016 at National CPWD Academy, Ghaziabad.

Award distribution session was held on 11th July 2016 at National CPWD Academy, Ghaziabad wherein the services of the best performers were recognized by conferring them DG’s Medal and Commen-dation Certificates. Awards for best projects etc. were also given on the occasion.

On the occasion of 162nd Annual Day, Workers Felicitation programmes were organized all across the

country, where all rank and file of CPWD from workers to the Head of the department participated and

had lunch together. The workers were also given awards for their commendable performance.

Annual Day celebrations highlights

A cultural programme on the occasion of CPWD Annual Day was organized on 8.7.2016 at Mawalankar Hall, New Delhi by CPWD Officers Wives Association. Shri Babul Supriyo, Hon’ble Minis-ter of State for Urban Development was the Chief Guest. Hon’ble Minister also cheered the audience by presenting a song.

Parliamentary Committee Members visited the Construction Site of PNB Dwarka Project, CPWD on 28.06.2016. During inspection Senior Officers of CPWD were also present.

Shri Prakash Javdekar, Hon'ble Union Minister for Human Resource Development inaugurated temporary campus of Indian Institute of Technology, Goa constructed by CPWD on 30.07.2016 in the august presence of Shri Manohar Parrikar, Hon’ble Minister of Defence, Shri Laxmi Kant Parsekar, Hon'ble Chief Minister of Goa, other dignitaries and Senior Offices of CPWD.

Shri Ranjeet Singh, Principal Commissioner, Income Tax Department laid foundation Stone for the work of construction of Income Tax Office Building at Kashipur, Uttarakhand on 13.07.2016 in presence of Income Tax & CPWD officers. The building shall be constructed by Northern Zone-IV CPWD, Dehradun.

Shri J.V. Ramudu, IPS, DGP, Andhra Pradesh inaugurated Coastal Security (Marine) Police Station at Ramayapatnam Andhra Pradesh on 20.07.2016 in presence of CPWD officers. The building has been constructed by South Zone-VI, Vijayawada, CPWD.

Shri Mukesh Vij, Special Director General, Eastern Region, CPWD inaugurated first solar power plant of 10 KWP capacity installed at CPWD Inspection Bungalow Ranchi Jharkhand on 20-07-2016 in presence of Senior officials of CPWD.

Prof. R. V. Rajakumar, Director. IIT-Bhubaneswar inaugurated Buildings for School of Electrical Sciences, School of Basic Sciences, School of Infrastructure and Grade ‘A’ Quarters for IIT Bhubaneswar on 14th July’ 2016 in the presence of IIT Authorities and CPWD officials. These buildings have been constructed by IIT Bhubaneswar Project Zone CPWD.

Prof. R. Gnanamoorthy, Director IIITDM inaugurated Laboratory Complex in the campus of Information Technology, Design and Manufacturing (IIITDM), Kancheepuram Chennai in presence of CPWD and IIITDM officers. The building has been constructed by Kancheepuram Project Circle under Southern Zone-I, CPWD, Chennai.

Prof. Asok Dey, Director, NlT, Patna inaugurated new 11 KY/433v Substation at NIT campus, Patna on 15.07.2016 in the presence senior officers of Power Department, Bihar and CPWD. The substation building has been constructed by Eastern Zone-II, Patna.

Sh. K.K. Sharma, IPS, DG, BSF inaugurated GO's Mess for BSF at Kangra Himachal Pradesh on 17.07.2016 in presence Senior officers of BSF and CPWD. The building has been constructed by Northern Zone-I, CPWD Chandigarh.

ment Summit as Panelist on 27.7.2016. This summit was organized by ASSOCHAM. Sh. K. V. Chowdary, Central Vigilance Commissioner was the Chief Guest of the Summit.

Course on Construction Economics was organized at National CPWD Academy on

ACTIVITIES AND ACHIEVEMENTS

Present Work Portfolio

Total 2064 construction works amounting to `29200

crores and maintenance works amounting to `670

crores are in progress.

New sanctions for 726 construction works amount-

ing to `7872 crores and for maintenance works

amounting to `600 crores received.

PEs for more than 4300 works amounting to `24750

crores submitted to the clients, for which sanctions

are awaited.

MOU signed between CPWD and Central University of South Bihar in presence of Vice Chancellor Prof. H.C.S. Rathore and Shri R.K. Agrawal , CE (EZ-II) Patna CPWD on 21.07.2016.

63 Executive Engineers (Civil) CPWD, granted Non Functional Up-gradation to the grade of Director in PB4 Grade Pay 8700/- vide MoUD Office Order No. 30/23/2012-EC-I/EW-I dated 13.07.2016.

15 Assistant Engineer (Elect) promoted as

Executive Engineer (Elect) on adhoc basis vide office order No. 105 of 2016 dated 22.7.2016.

Shri Pradeep Garg, SE, CPWD Goa was felicitated in appreciation of works done by CPWD for IIT Goa temporary campus in a very short period. A memento in appreciation was presented to Shri Pradeep Garg, SE CPWD Goa by Hon'ble Chief Minister of Goa.

In the month of July 2016, 47th Technical Committee

meeting was held on 26.07.2016, wherein a total of 9

agenda items were placed before TC. TC after due

deliberation and discussions concurred five

proposals amounting to Rs. 72.59 Crores, to be put

up before the forthcoming HLEC. While concluding

the meeting, ADG(Border) apprised the committee

about the valuable and expert guidance given by the

present Chairman, Shri Divakar Garg, DG (CPWD),

superannuating on 31st July, 2016 to the technical

committee. The leadership of the present Chairman

was unanimously praised by all present. ADG

(Border) also introduced Shri Abhai Sinha, SDG

(HQ), CPWD who shall be taking over the baton from

Shri Divakar Garg.

In this month, 32th High Level Empowered Commit-

tee (HLEC) headed by Union Home Secretary was

also held on 28.07.2016, wherein a total of 28 agen-

da items were placed. HLEC after due deliberations

and discussions approved 18 proposals amounting to

Rs. 1921.34 crores for issue of A/A & E/S.
