INSPECTION #10 - APPLICATION #10 HOLLOWAY RESIDENCE 2420 Greenbriar Blvd. Wellington, FL 33414
Dear Rosemary: At the request of the Lender, NORTHERN TRUST BANK, the above referenced project was inspected on Monday, August 17, 2015 at approximately 1:45 pm. The weather at the time of the inspection was warm temperatures and partly cloudy skies. PROJECT SCOPE
The project consists of the new construction of a two (2) story, 5 bedroom, 6 bath, single family
residence containing a living area of 5,314 sq. ft. The covered entry, loggias and lanai adds an
additional 2,529 sq. ft. for a total area of 7,843 sq. ft. and is based on the numbers below:
1st Level AC 4,811 sq. ft. 2nd Level AC 503 sq. ft. TOTAL LIVING AREA 5,314 sq. ft. Covered Entry/ Loggias/Lanai 2,529 sq. ft. T O T A L 7,843 sq. ft. The main residence will contain the following rooms at the 1st floor: covered entry, great room,
gallery, library, dining room, kitchen, pantry, laundry, powder room, three (3) guest suites with
full bathrooms, Master suite with full bathroom, courtyard, covered lanai and 3 car garage.
The 2nd level will contain one (1) guest bedroom with full bath and sitting room.

Additional improvements will include heated pool, impact windows and exterior doors including
garage overhead, granite kitchen counter top, R-20 “icynene” attic insulation, 300 amp electrical
service, 4-zone air conditioning system, emergency generator, brick paver courtyard, landscaping
and irrigation.
METHOD OF CONSTRUCTION The foundation system will consist of a monolithic thickened edge that will be integral with the
floor slab. The 1st level floor will be a 4”, 3,000 PSI reinforced concrete slab with 6” x 6” x
10/10 welded wire fabric to help control cracking during the heat of hydration. The building pad
will be compacted to 95% density. The building pad will be treated with soil poisoning to help
deter subterranean termite activity. Reinforced concrete columns will include reinforced
concrete column pads.
The 2nd level will contain carpet over ½’ soundboard attached to ¾” plywood, glued and screwed
to wood floor joists.
The exterior walls will consist of stucco over reinforced masonry block walls, strengthened with
reinforced concrete columns and tie beam.
The roof is of a hip design and will consist of standing seam metal roof installed over 90#
mineral surfaced roll roofing, hot mopped to 30” roofing felt, tin tagged to 5/8” exterior grade
plywood sheathing attached to pre-engineered wood roof trusses. The attic insulation will
consist of R-20 “icynene” insulation sprayed to the bottom of the attic roof sheathing. The attic
will be a closed system and will not contain venting.
The electrical system will be underground and consist of 120/240 volt, single-phase, 3-wire
system. The electrical service will total 300 amps. The electrical panels will be located on the
interior North wall of the garage. The electrical system grounding will be provided by bonding
to the foundation reinforcing steel, by a driven metal ground electrode and connection to the
copper water supply. Overcurrent protection will be provided by circuit breakers.

The A/C system will consist of a four (4) zone system with the air handlers contained in the attic
and mechanical rooms and compressors located at the exterior and mounted on concrete
equipment pads.
CONTRACT
The Contract is written in a Non-Standard Form of Agreement between Owner and Contractor
where the basis of payment is a “stipulated fee”.
The Contract is dated Monday, July 28, 2014, and is written between MARK and TRICIA
HOLLOWAY as the Owners and BROWNING & BECKER CONSTRUCTION, INC. as the
Contractor.
The Contract provides for written change orders authorized by both the Contractor and Owner.
All change orders should require the review and approval by Northern Trust Bank.
The copy of the Contract received by this office is signed by both the Owner and Contractor.
The Contract identifies “Construction Commencement” as three (3) days after the issuance of
the building permit. The Contract also identifies a “Substantial Completion” date as 360 days
after the “Construction commencement”. The Permit was issued on Wednesday, September 17, 2014. Using these parameters we have identified a “Substantial Completion” date of
Tuesday, September 15, 2015. RECOMMENDED FUNDING
The Contractor, BROWNING & Becker, has requested $160,859.70 under Application and Certificate for Payment #10 for the following general conditions, garage doors, fireplace
mantel (deposit), gas piping, trim labor, paint, pavers, roof, decorative shutters, stucco, change
order items, overhead and profit.

We found all of the work to be complete for which construction funds are requested and the
deposit request appears reasonable. Based on our site inspection and review of the current
application, we recommend the disbursement in the amount requested of $160,859.70 which is
based on the figures below. This will leave a balance of $236,755.86 remaining to be funded
under the Contract, which is an amount in our estimation sufficient to complete the remainder of
the improvements.

The Contract requires a retainage factor of 10% against the cumulative total of “Total
Completed and Stored to Date” until the project arrives at a completion level of 60% complete. At that time the retainage is to be reduced to 5%. Our funding recommendation is consistent
with this retainage provision.
PROGRESS SUMMARY The exterior masonry block walls are complete including stucco and ready for paint finishes.
The roof is complete. The roof brackets are installed. The windows and exterior doors are

installed with the exception of front entry. The overhead garage door installation is nearing
completion. The interior framing is complete. The rough plumbing, mechanical and electrical
are complete. The wall and attic insulation is complete. The drywall is hung, taped and
substantially finished. Interior trim and doors are substantially installed. The fireplace
installation is nearing completion. The AC installation is nearing completion. The installation of
cabinetry has begun and is partially complete. The floor and bath tile has begun and is partially
complete. The pool is dug, formed and gunited. The pool rough plumbing is complete. The
concrete equipment pads have been poured. The septic tank installation is complete. The
installation of the irrigation system has begun and is substantially complete except for heads.
The installation of landscaping has begun and is partially complete. The paver driveway and
motor court is complete.
The work completed to date appears to be in substantial compliance with the plans and
specifications. Overall progress is estimated at approximately 87% complete.
STORED MATERIALS
Materials consisting of floor and bath tile, wood flooring, trim, light fixtures and cabinetry were
stored on site at the time of the inspection. Portions of previously stored materials have been
incorporated into the improvements.
PROJECT COMPLETION
The Contract identifies “Construction Commencement” as three (3) days after the issuance of
the Permit. The Contract also identifies a “Substantial Completion” date as 360 days after the
“Construction Commencement”. The Permit was issued on Wednesday, September 17, 2014.
Using these parameters we have identified a “Substantial Completion” date of Tuesday,
September 15, 2015.
Construction progress is estimated at approximately 87% complete and is “behind schedule”
approximately forty-five (45) days. (See Progress Chart).

There have been fourteen (14) change orders issued during previous invoice periods. These
change orders total $282,490.00 and raise the Contract Amount to $1,449,387.16 and are based
on the figures below:

The Building Permit (#B-2014-00001385) was issued by The Village of Wellington on
Wednesday, September 17, 2014. This permit is “current” and it was posted on site at the time of the inspection.
NOTICE OF COMMENCEMENT
The Notice of Commencement (NOC) was recorded with the Clerk of the Circuit of Palm Beach
County on Tuesday, September 16, 2014. The NOC contains the following information: Owner MARK HOLLOWAY and PATRICIA HOLLOWAY Contractor BROWN & BECKER CONSTRUCTION, INC. Lender THE NORTHERN TRUST COMPANY The NOC will expire on Wednesday, September 16, 2015 and provides for a 1 year construction period. This time frame will be sufficient to complete the improvements. The NOC is “current” however it was not posted on site at the time of the inspection.

MANPOWER ALLOCATION AND QUALITY CONTROL
There were approximately twelve (12) workmen on site at the time of the inspection.
Construction activities center on completion of landscaping, floor and bath tile and preparation
for kitchen cabinet installation.
Workmanship continues to appear good in these later stages of construction.
