CITY NEWS & EVENTS:

UPDATE ON VALLEY METRO PARATRANSIT SERVICES On August 7th, the Arizona Republic posted an article titled, Long wait times, other issues plague new Dial- A-Ride system rollout. The article included reports from regular Dial-a-Ride (DAR) passengers interviewed for the story. Beginning July 1st, all Dial-a-Ride services operating in the East Valley, in the Northwest Valley and regional Paratransit began operating under the new name: Valley Metro Paratransit. Within days of Valley Metro’s transition to a new service provider and service model on July 1st, the Regional Public Transit Authority (RPTA) staff immediately notified stakeholders of numerous issues encountered during the startup transition, including technical, staffing, and coordination with a subcontracted service provider. RPTA staff has provided updates on efforts to improve service, continued improvements, and challenges. The City of Phoenix Public Transit Department offered its assistance with an offer of five DAR operators to assist while staffing was not at full levels. Because we have different dispatch systems, picking up service for Valley Metro was not an option. During the month of July, 2017, several complaints were directed to Public Transit and members of

the Transportation and Infrastructure Subcommittee. Additionally, the Mayor’s office reached out directly to

Valley Metro regarding calls they had received regarding the start up.

At this time, it does not appear the challenges faced by Valley Metro paratransit service have affected Dial-a-Ride services in Phoenix. Preliminary statistics for July 2017 indicate our service has 95% on time performance and fewer than three calls related to complaints or kudos per 1,000 trips. PHOENIX FIRE STATION 55 A Norterra resident asked Councilman Jim Waring to request the history on a land parcel adjacent to Interstate 17 and Jomax Road that is the proposed site for a future Phoenix Fire station. Three acres of land for Fire Station 55 were purchased from Arizona State Land by the City of Phoenix during the I-17 interstate expansion program. This parcel is adjacent to the I-17 and Jomax interchange along the North/East alignment. This parcel is in the future City of Phoenix Fire Protection Plan and is intended to become an integral part of the northern response network. PHOENIX TERMINATES PERMITS TO COMPANIES TRANSPORTING CITY WATER TO NORTH VALLEY NON-CITY RESIDENTS Recently, the City of Phoenix Water Services Department discovered that water hauling companies were filling tankers from metered fire hydrants and delivering that water to northern Maricopa County communities in the New River/Desert Hills area for a fee. As specified in Phoenix City Code 37-11, “fire hydrants are provided for the primary purpose of extinguishing fires.” Under Phoenix City Code 37-13, hydrant water can also be used for construction purposes “where an existing service connection is not available.” Therefore, water from fire hydrants is used for the primary purposes of firefighting and construction within the City’s service area. In addition, continuing to provide water to these hauling companies poses risk to the City and our residents. Some of these include:

• Service Area. The customers served by the water hauling companies are outside of Phoenix’s

540 square mile service area.

• Protection of Water Supplies. Phoenix is acutely aware of drought and climate change

possibilities. Phoenix is doing everything it can to conserve the water supplies that underlie

our public health, economic opportunity, and quality of life for our residents.

• Customer Fees. Phoenix’s customers pay substantial fees to connect to the City’s system.

Persons receiving water through a water hauling company are not paying those fees, so our

customer base is subsidizing these communities.

• Water Infrastructure. Water infrastructure, including pipes and treatment facilities, are

funded by our developers and rate payers, not taxes. The communities served by water hauling

companies do not pay their fair share for the building and maintaining of water and wastewater

infrastructure, yet they are reaping the benefits.

• Water Quality. Fire hydrants are used primarily for firefighting and construction purposes.

While our water is safe, high quality and completely potable coming out of a fire hydrant, and

the haulers are regulated by Maricopa County for potable water transportation, the City cannot

guarantee it is safe for consumption once it has been removed from our system and

transported by water haulers.

When the City first discovered this water hauling practice, we started issuing temporary permits to allow us time to assess the scope of this hauling, analyze its risks to the City, and develop a gradual phase-out. Over the last six months, the water hauling companies were notified that this service would be cut-off. On July 1, 2017, an official letter from the City was sent to the water haulers with an effective cut-off date of December 31, 2017, giving the haulers six months to make alternative water supply arrangements. Ultimately, we are only eliminating Phoenix water as a source for water for these communities. According to the water hauling companies, there are other sources available to them elsewhere.

SECOND BRITISH AIRWAYS FLIGHT TO RESUME AT PHOENIX SKY HARBOR

INTERNATIONAL AIRPORT After a successful second nonstop flight to London Heathrow Airport for British Airways in May and June, Phoenix Sky Harbor International Airport is pleased to announce that the airline is bringing back the additional service three days a week. Beginning March 27, 2018, British Airways will operate a second flight on Tuesdays and Fridays. On May 6, an additional Sunday flight will begin service. This added service will be available through October. This added service will increase the number of seats available by 43 percent. The new flight will arrive in Phoenix at 3:00 p.m. and take off at 5:10 p.m. This will give travelers extra options for flying nonstop to London and provide additional, convenient connection times at London Heathrow Airport, so that they may easily reach other cities all over the world. Councilwoman Thelda Williams said, “I am delighted with British Airways announcement to add a second non-stop flight beginning in 2018. The current daily non-stop to London is responsible for $2.3 million a day injected into the Greater Phoenix economy and this additional flight is expected to have a significant impact as well.” Airport officials say that this is a reflection of the increased demand, not only by people wanting to come and go between Phoenix and England but between Phoenix and overseas destinations all over the world. This has also been demonstrated by the recent addition of Condor’s nonstop service between Phoenix and Frankfurt, which will begin May 2018. British Airways marked its 21st anniversary of service in Phoenix in July. The airline will continue to offer its daily nonstop flight arriving in Phoenix at about 5:30 p.m. and departing for London at about 7:40 p.m. Tickets for both flights can be purchased at www.ba.com

Economic Development & Education Planning and Development Department (PDD) staff recently issued Victory Collegiate Academy at 3535 N. 63rd Ave. a self-certified project permit to create more than 10,000 square feet of classrooms by installing three new factory-built buildings. PDD staff made several trips to the site and issued a temporary certificate of occupancy in a short amount of time, which allowed the academy to receive the required funding for school to start. PDD staff conducted a preliminary review meeting for a new six-story mixed use building at 1440 E. Washington St., which includes 85 apartments. The project was placed on a time extension to accommodate a design alternative that meets the Walkable Urban Code section for frontages. Construction is underway for The Stewart Apartments, a new 19-story high rise apartment building at 802 N. Central Ave. The residential tower is replacing the Circle Records and Tapes building, which stood for more than 70 years. The original structure was built in 1947 for Stewart Motors, a Studebaker auto dealership. The new high-rise will feature the original circular portion of the existing structure which was the main showroom where Studebaker cars were displayed and rotated in the round window bay. Phase one will be comprised of eight levels of parking above grade. Phase two will continue with 11 floors of high-end residential units above the parking levels. The grade level will have retail and restaurant occupancies. Planning and Development inspections staff is currently performing underground plumbing and cast-in-place concrete inspections. The half-street widening improvements on Happy Valley Road continues from 19th Avenue to 17th Avenue. The improvements consist of adding a 350-foot landscape median island turn pocket on Happy Valley Road, two new commercial driveways into the newly constructed Brakes Plus and Auto Zone, 900 feet of new sidewalk, and curb and gutter. New asphalt (2,800 square yards) was installed and creates a new right turn pocket and a third west bound lane on Happy Valley Road. Additionally, a 900-foot, multi-use path was added. On July 1, the Phoenix Sister Cities Calgary Committee held its 2nd annual Canada Day commemoration and celebrated the 20-year anniversary of a Sister Cities affiliation between Calgary and Phoenix. The event coincided with the 150th anniversary of the Confederation of Canada signaling its independence from Great Britain. In addition, Mayor Stanton issued a proclamation declaring July 1 to be Canada Day in Phoenix. On June 28, the sale of the city-owned Barrister Building, located on the southeast corner of Central Avenue and Jefferson Street in downtown Phoenix, officially closed. The building was purchased by Jefferson Place Partners, LLC for $2.28 million. Along with the sale of the building, a perpetual conservation easement was executed, which will protect the historic building indefinitely. The development team is currently refining the design and engineering of the project and continues to work with City departments and Valley Metro on utility and light rail items. The project is predominately a for-sale residential project, and certain pre-sale requirements must be satisfied before construction can begin. Construction is tentatively set to begin in June 2018. Over the next six weeks, Water Services staff will work with staff from the Community and Economic Development Department to pilot a six-week Phoenix Youth Internship program. Close to 15 youth interns will receive training, education, and workforce experience during their summer break. Interns interested in

an engineering career will shadow civil engineers from the Water and Wastewater Engineering divisions. Their internship includes field trips, tours, and construction site visits. Interns interested in a career in Information Technology will shadow staff in Infrastructure Records and Process Control sections to learn about technical support, GIS mapping, and programming.

Neighborhoods and Livability On Aug. 1, the “Build a Better World” summer reading program concluded. The program started on June 1 and is a county-wide effort to encourage kids and teens to read throughout their summer vacation. The program is sponsored by the Maricopa County Library District, with additional support provided by The Arizona Republic/Channel 12’s Season for Sharing, and the Friends of the Phoenix Public Library. A total of 782 children and adults attended Summer Reading programs throughout all 17 locations.

Social Services Delivery On July 24, Human Services Department staff participated in City of Phoenix School Resource Officer (SRO) training at North High School to present information about a new pilot project to serve teen victims of dating violence. Under this new pilot project, SROs will be able to refer student victims to the City of Phoenix Family Advocacy Center and Chicanos Por La Causa for victim-centered advocacy and support services including safety planning, orders of protection, and information about victims’ rights and victims’ compensation. Last week, HUD management staff from Washington, D.C. held meetings in Phoenix and toured Housing renovation projects at Pine Tower, Aeroterra, and in the Choice Neighborhoods target area. HUD staff was pleased with the progress being made in Phoenix. On July 22, Water Services staff hosted a booth at the 13th annual Canyon Cares Niños Seguros Back to School & Safety Fair at the Grand Canyon University Antelope Gym. This event teaches participants the importance of health, wellness, and safety and provides students with nearly 5,000 backpacks filled with school supplies, as well as dental screenings and immunizations. The event drew thousands of children and their families.

Infrastructure On July 20, News Channel 3 interviewed Water Services Department Assistant Director Dennis Porter at the Tres Rios Wetlands. The Summer Splash segment highlighted recreational amenities available at Tres Rios, how the wetlands function as a wastewater treatment plant, and information on the different animal habitats including bald eagle nests. The news crew took a mud boat ride with WSD staff in the flow-regulated wetlands to get up close to fish, birds, and wildlife. In the two days following the television segment 44 emails and 22 phone calls were received requesting information on Tres Rios.

Phoenix Team The Office of Environmental Programs has been notified of receipt of three Arizona Forward Environmental Excellence Awards of Merit for the following: 1) Greenhouse Gas Emissions Reduction Program, 2)

Brownfields to Healthfields Project: Pueblo Viejo Fields Farm and Food Hub, and 3) Fifth Street and Buckeye Road Brownfields Redevelopment Project. Each project is also eligible for the first-place Crescordia award. The awards will be presented on September 23. This week the Communications Office coordinated an interview to have a representative from OEP on Horizon to talk about the progress the city has made since they were last interviewed about Brownfields on that show. The Office of Environmental Programs was recently notified by the EPA it was awarded a $692,252 grant from the National Diesel Emission Reduction Act program. The grant was prepared in collaboration with the Public Works, Water Services, and Street Transportation departments. The goal of the grant is to improve air quality by reducing diesel and greenhouse gas emissions from currently operating heavy duty diesel engines. The grant funding will help replace 17 model year 1997-2003 vehicles with vehicles powered by model year 2017 or newer engines and will allow the installation of diesel oxidation catalyst (DOC) retrofit technologies on 10 fire pumpers. Staff from Public Works Department’s Facilities Management Division recently delivered a donation of $500 to the Phoenix Children’s Project. The donation represents the proceeds of an inaugural charity golf tournament at Lookout Mountain Golf Course held earlier in the month. Phoenix Children’s Project helps children who predominantly live in government housing in households with a total annual income of less than $9,000. The donation will help stock the Project’s food pantry and provide meals to children.
