Question 1a: Do you agree with the proposed overall average general rates increase of 3.5 per cent each year, which will enable the proposed investment and spending outlined in this document? Agree Question 1b: If you do not agree, in which activity areas do you think we should spend more or spend less, and what level of general rates increase would you support? Sport Auckland strongly agrees with the overall average rates increase of 3.5% per annum. Noting the following submission points: The decisions of the 5 November Budget Committee amended the proposed average general rates increase to 3.5%, in response to clear and strong elected members and community views that the proposed reductions to the Parks Community and Lifestyle theme were too austere. Sport Auckland supports the reinstatement of $800m into the 10 Year Budget to ensure local parks, community and lifestyle capital works and renewals budgets and programmes are maintained. This investment needs to be guided by where demand and/or gaps in the network are – rather than being constrained by the Spatial Priorities. Sport Auckland recommends ongoing commitment to the Regional Facility Partnership Fund at $4million, in light of the LTP focus on partnering. For every $1 council invests in this fund, a further $4 is leveraged from the sector, thus contributing $16 million per annum to Auckland’s economy. Please comment: Sport Auckland supports Auckland Council’s commitment to improving public transport, in particular increased walking and cycling paths and makes the following submission points: Auckland needs this momentum to continue to encourage walking, running and cycling. Ongoing investment is needed for walking and cycling routes to connect up the networks to make them more attractive to use. The benefits of walking and cycling are two-fold. Walking and cycling leads to a more active and healthy population (see the next point) and supports the move to active transport as an alternative to journeying by vehicle We support programmes such as the cycleways and walkways programme along with public transport routes that stop at major community and sports hubs. Poor public and active transport services and routes rate as one of the primary barriers to participation in sport and recreation . Question 2b: If we decide to invest in the Auckland Plan transport network, how do you think Aucklanders should pay for it? Please comment: We feel it is not appropriate for Sport Auckland to comment either way on this question Question 2c: Are there any projects or priorities e.g. cycleways or more bus lanes, we should focus on delivering as part of the basic transport programme or the Auckland Plan transport programme? Yes. Sport Auckland supports maintained focus and prioritisation of Active Transport and Public Transport options and makes the following submission points: We acknowledge and support the significant funding identified within the draft LTP for: active transport initiatives (footpaths and cycleways) public transport routes that include major sporting hubs and events destinations to encourage public transport use, especially by young people programmes that support increased use of active transport such as Bikes in Schools development of increased public transport services such as bus lanes. Question 3: Do you support the council taking a more active role in the development of Auckland through replacing two existing Council Controlled Organisations (CCOs) with a new development agency? Please comment: Sport AUckland supports initiatives to reduce costs and improve efficiency and effectiveness. Question 4: What do you think the fixed portion of rates (UAGC) that everyone pays should be? Please comment: We feel it is not appropriate for Sport Auckland to comment or hold a view on this question Question 5: Do you support gradually reducing business property rates from 32.8 per cent of all rates to 25.8 per cent over the next 10 years? Comments The Waitematā Local Board has identified the following Governing Body proposals as having an impact on Waitemata:
Introduce a city centre residential targeted rate of $57.50 per year on each city centre residence. This will contribute an additional $800k towards developing and upgrading amenity in the city centre
Develop a regional Greenways Network Plan to provide safe and high amenity walking and cycling connections
The Auckland wide proposal to reduce and standardise each week by three hours at Parnell Library, seven hours at Grey Lynn Library, three hours at Leys Institute and five hours at the Central City Library

If not, which proposal(s) do you not support and why? Comments Do you have any other comments? We would like to highlight that we have a very strong relationship with the Waitemata Local Board. As part of that relationship we are please to see that the Bikes in Schools project at Freemans Bay is in full swing and the track has been laid; with an official opening on 20 March 2015. This project has been a collaborative exercise between the Local Board, Auckland Transport, Bike On, Freemans Bay Primary and ourselves and seques nicely in with the Local Board's Greenways Plans. The track is being opened up by the school for community use and PD for the teachers and tuition for the children is about to take place. Sport Auckland will continue to work in with the Local Board, where applicable, to help address their priority issues. We continue to work with sport capability build and participation in 10 Primary Schools and the Secondary Schools in the area. We continue to work on club/school links to increase participation and community involvement in the Sport, Recreation and Health areas. Question 7. Please provide any additional feedback below.
