For the sole pur- pose of conducting the vote for the Delegate Standing Committees, the meeting will be called to order at 9:00 a.m. After those present at that time have voted, the Delegate Meeting will recess to begin the Forum (approximately 1 hour in duration). The Delegate Meeting will reconvene following the conclusion of the Forum at which time anyone who had not yet voted will have the opportunity to do so, then the polls will be closed.     Under the Bylaws of The American KennelClub, the Nominating Committee must reportits nominations to AKC before October 15,2018.     NOTICEAt its August 2018 meeting, the Board Appeals

    Committee considered Ms. Diane K. Burvee’sappeal of the suspension of her judging privileges.The American Kennel Club Board of Directors atits May 2018 meeting suspended the judging privi-leges of Ms. Diane K. Burvee for a period of five (5)years and a fine of $2000.00, effective May 8, 2018,for inappropriate comments by an AKC Judgeregarding dogs or individuals on public forums.

    Based on its review of the record and Ms.Burvee’s appeal presented in person, the AppealsCommittee determined that the suspension of Ms.Burvee’s judging privileges was properly imposed,and therefore, it denied Ms. Burvee’s appeal. 

    NOTICEAs a result of an Event Committee determi-

    OFFICIAL STANDARD OF THE SPINONEITALIANOGeneral Appearance: The Spinone has a dis-

    tinctive profile and soft, almost-human expres-

    sion. The breed is constructed for endurance.Muscular, vigorous and with powerful bone,the Spinone has a robust build that makes himresistant to fatigue and able to work on almostany terrain; big feet and a two-piece toplinegive the dog stability on rough ground. TheSpinone covers ground efficiently, combininga purposeful, easy trot with an intermittentgallop. A harsh, single coat and thick skinenable the Spinone to negotiate underbrushand endure cold water that would punish anydog not so naturally armored. This versatilepointer is a proficient swimmer and an excel-lent retriever by nature. The Spinone ispatient, methodical and cooperative in thefield, and has a gentle demeanor.Size, Proportion, Substance: The height at

    the withers is 23½ to 27½ inches for males and22½ to 25½ inches for females. Weight: Indirect proportion to size and structure of adog in working condition. Proportion: His buildtends to fit into a square. The length of thebody, measured from the point of the shoul-der to the point of the buttocks, is equal to orslightly greater than the height at the withers.Substance: The Spinone is a solidly built dogwith powerful bone.Head: Long, with muzzle length equal to

    that of the backskull. The length of the head isequal to 4/10 of the height at the withers; itswidth measured at the zygomatic arch is lessthan half of its total length. The profile of theSpinone is unusual. The occipital protuber-ance is well developed, and the upper longitu-

  • dinal profiles of the skull and muzzle aredivergent, downfaced, i.e., if extended, the topline of the muzzle emerges in front of or tan-gential to the occipital protuberance. A dish-faced muzzle is to be faulted so severely as toeliminate from further competition. The skullis oval, with sides gently sloping from the sagit-tal suture in a curve to the zygomatic arch.Cheeks are lean. The medial-frontal furrow isvery pronounced. Muzzle: Stop is barely per-ceptible. Bridge of the muzzle is straight orslightly Roman. Square when viewed from thefront. The width of the nasal bridge measuredat its midpoint is a third of its length. Theupper lips are rather soft and are rounded infront. The lower profile of the muzzle is cre-ated by the lower line of the upper lip. Eyes - Asoft sweet expression is of paramount impor-tance to the breed. It shall denote intelligenceand gentleness. Ochre (a soft golden brown)in color, darker eyes with darker colored dogs,lighter eyes with lighter colored dogs. Theeyes are large, almost round, well opened, andset well apart on the frontal plane. The lid fitsthe eye closely. The eye is neither protrudingnor deep set. Eye rim is clearly visible and willvary in color from flesh colored to browndepending on the color of the dog. Loose eye-lids must be faulted. Disqualification: Walleye(an eye with a whitish iris; a blue eye, fisheye,pearl eye). Nose - Large, bulbous and spongyin appearance with a rounded upper edge.Nostrils are large and well opened. In profile,the nose protrudes past the forward line of

    the lips. Pigment is a rosy flesh color in white-and-orange dogs, brown in brown-and-white orbrown-roan dogs; in solid-white dogs, it canrange from flesh colored to brown.Disqualification: Any pigment other thandescribed or total depigmentation of the nose.Teeth - Jaw is powerful; at mid-length, thesides of the mandible are very lightly curved.Teeth are positioned in a scissors or level bite.Disqualification: Overshot or undershot bite.Ears - Almost triangular in shape with a slightlyrounded tip, they are set on a level with theeye; long, but not more than 2 inches belowthe line of the throat; pendulous, carried closeto the head and with little erectile power. Theleather is fine, covered with short, thick hairmixed with longer sparser hair, whichbecomes thicker along the edges. The forwardedge is adherent to the cheek, not curled, butturned back on itself.Neck, Topline, Body: Neck - Strong, thick,

    and muscular, clearly defined from the nape,blending into the shoulders in a harmoniousline. The length of the neck shall not be lessthan two-thirds of the length of the head. Thethroat is moderate in skin with a doubledewlap. Chest - Broad, deep, well-muscled andwell rounded; extending at least to the elbow.The ribs are well sprung. The distance fromground to the elbow is equal to ½ the heightat the withers. Back - The topline consists oftwo segments. The first slopes slightly down-ward in a nearly straight line from the withersto the eleventh thoracic vertebra. The second

  • rises gradually and continues into a solid andslightly convex loin without rising above thewithers. The underline is solid. It is almosthorizontal in the sternal region, then ascendsonly slightly towards the belly; there is mini-mal tuck-up. Croup - Wide, well-muscled, long.The hipbones fall away from the spinal col-umn at an angle of about 30 to 35 degrees,producing a lightly rounded, well filled-outcroup. Tail - Follows the line of the croup,thick, with no fringes. The tail is carried hori-zontally or down, flicking from side to sidewhile trotting. The tail is customarily dockedto a length of 6 to 10 inches. The structureand carriage of an undocked tail are consis-tent with those of a docked tail.Forequarters: Shoulders - The shoulders are

    strong, well-muscled, long and well laid back;they are capable of moving freely and form anangle with the upper arm of approximately105 degrees. The tops of the shoulder bladesare not close together. The upper arm is ofequal length to the shoulder blade.Angulation of shoulder is in balance withangulation in the rear. Forelegs: The forelegsare straight when viewed from the front, withstrong, oval bone, well-developed muscles andwell-defined tendons; elbows are set under thewithers and close to the body. Pasterns arelong, lean and flexible, following the verticalline of the forearm. In profile, they are slightlyslanted. Feet - Front feet are large, compact,rounded, with well-arched toes which are closetogether, covered with short, dense hair,

    including between the toes. Pads are lean andhard with strong nails curving toward theground, well pigmented, but never black.Dewclaws may be present.Hindquarters: Thighs are strong and well-

    muscled, stifles show good functional angula-tion, lower thigh to be well developed andmuscled with good breadth. The distancefrom the point of the hock to the ground isabout one-third of the height at the withers,and the rear pastern is strong, lean and per-pendicular to the ground. Feet - The rear footis slightly more oval than the forefoot, with thesame characteristics. Dewclaws may be presenton the inner side of the rear pastern.Skin: The skin must be very thick, closely fit-

    ting the body. The skin is thinner on the head,throat, groin, under the legs and in the foldsof the elbows, where it is soft to the touch.Pigmentation is dependent upon the color ormarkings of the coat. Disqualification: Anyblack pigmentation.Coat: A Spinone must have a correct, harsh,

    single coat to be of correct type. There is noundercoat. The ideal coat length is 1½ to 2½inches on the body. The hair is shorter on thehead, ears, and along the top of the muzzleand front sides of legs and feet. The hair onthe backsides of the legs forms a rough brush,but there are never any fringes. The eyes andlips are framed by long, stiff hair forming eye-brows, mustache and beard. The coat iscoarse, dense and rather flat. The Spinone isexhibited in a natural state, in accordance

  • with his function as a field dog.Color: The accepted colors are: Solid white,

    white and orange; orange roan with or withoutorange markings; white with brown markings,and brown roan with or without brown mark-ings. The most desired color of brown is achestnut, "monk’s habit" brown, however,other shades of brown are acceptable.Disqualification: Any black in the coat, tri-color in any combination, tan points or anycolor other than accepted colors.Gait: He has a free, relaxed trot, geared for

    endurance. This trot, with intermittent gallop,allows the Spinone to cover maximum groundwith the least amount of effort. Profile of thetopline is kept as the dog trots.Temperament: Sociable, docile, affectionate

    and patient.Faults: Any departure from the foregoing

    points constitutes a fault which when judgingmust be penalized according to its seriousnessand extent. Any characteristic that interfereswith the accomplishment of the function of theSpinone shall be considered a serious fault.

    The Board convened on Monday, August 13,2018 at 8:01 a.m. All Directors were present,except for Mr. Wooding. Mr. Woodingparticipated in the meeting by telephoneconference, but could not vote by Boardpolicy. Also present was the ExecutiveSecretary.

    The July 2018 Board minutes, copies ofwhich had been provided to all Directors, werediscussed. Upon a motion by Dr. Battaglia,seconded by Mr. Feeney, the July 2018 minuteswere approved unanimously (Mr. Wooding notvoting).

    EXECUTIVE SESSIONThere was an EXECUTIVE SESSION at the

    beginning of the meeting to discuss sensitivebusiness matters. There was nothing reportedout of this session.

    PRESIDENT’S REPORTBoard Action Items

    Mr. Sprung reviewed Action Items andreported on Staff initiatives.

    Historical Video InterviewsMr. Sprung presented a list of potential

    interviews of individuals that will be filmed fora historical perspective. These interviews willbe filmed by AKC Multimedia specialists andfacilitated by our employees. They will captureeach individuals’ beginning in the sport, theiradvice on breeding, exhibiting, judging, etc.These videos will allow audiences to learnabout the AKC’s history, our sports, andpurebred dogs. Once completed, interviewscould be available on AKC.org, AKC.TV, andthrough the AKC Museum of the Dog.

    AKC TV Update Gina DiNardo, Executive Secretary and

    Russell Quy, CEO of B Live Productions, gavean update on the status of AKC TV. BrandiHunter and Ron Furman, AKC Staff were alsopresent for this portion of the meeting.

    Initial launch goals have all been achievedincluding:

    1) AKC.TV hub up and running 2) Staff on board3) Create programming ideas and start de-

    AKC Pet Care Update Jim Tysseling, COO of AKC Pet Care

    provided an update to the Board.Rebranding

    A comprehensive rebranding effort of eachof the six stores is almost complete. Five (5)out of Six (6) stores are now branded asCanine Retreat by AKC. The last store, on theUpper West Side will have an open house onSeptember 13, 2018. Training & Development Program

    Training and development practices wererecently updated. A new digital trainingprogram was implemented to onboardassociates. This enables CR to follow astandard process and positions theorganization to scale training for each store.

    This new method of training delivery willprovide consistent training to newly-hired doghandlers and customer-facing staff.

    Legal Status ReportJay Waks, Senior Executive Vice President

    and General Counsel, and Heather McManus,Vice President and Deputy General Counsel,presented a status report on pending litigationand other Legal activities for the months ofJune and July 2018.

    FINANCEJoseph Baffuto, CFO, presented AKC’s

    unaudited financial results through July 31,2018. Total revenues year to date of $43.0million were 1.9% below budget, but 3.3%greater than July 31, 2017. Dog Registrations’volume of 351,246 were 1% below budget, but5% higher than 2017. The quantity of TotalLitters processed of 148,209 was nearlyequivalent to budget and 6% above last year’slevel. Total operating expenses of $41.2million were 4.2% below budget, but 11.9%higher than 2017. YTD Operating income of$1.8 million exceeds budget by $1.0 millionbut is below 2017’s operating income of $4.7million. Additionally, our investment portfolioreflected unrealized gains during the monthof July amounting to $1.6 million, resulting inthe year to date total increasing to $2.2 milliondollars.

    Ms. Goffe presented a proposal to the Boardfor working with leading national service dogorganizations and the travel industry accessproviders to develop a voluntary, authoritativeand verifiable service dog registry that wouldestablish a certification for dogs that meetspecific behavioral standards. With buy-infrom major access providers such as airlinesand hospitality providers, participants wouldbenefit from improved ease of access, whileweeding out dogs that were being fraudulentlymisrepresented as service dogs and/or wereunable to meet specific behavioral standards.Extensive work on this project with multiplepartners has been ongoing. Following amotion by Dr. Battaglia, seconded by Mr.Sweetwood, the Board VOTED (unanimously;absent Mr. Wooding) to consider the matter atthis meeting waiving its normal noticeprocedures. Following a motion by Dr.Battaglia, seconded by Mr. Sweetwood, theBoard VOTED (unanimously; absent Mr.Wooding) to approve the continuingcollaboration with key stakeholders to developa voluntary, efficient and authoritativecredentialing and listing program that can beused to verify that individual dog/handlerteams have passed baseline behavioralstandards and tests.ARTICLE VIII, Section 1 of the AKC Bylaws -Board of Directors Nominating Committee

    The Board reviewed a proposal submitted bythe English Springer Spaniel Field Trial Clubof Illinois, through its Delegate David

  • Hopkins. The proposal seeks to amendARTICLE VIII, Section 1 of the AKC Bylawsand offers a subsequent Standing Ruleamendment effective only if the Bylawsamendment is adopted. This proposed Bylawsamendment would change the procedures forthe appointment of the NominatingCommittee. If adopted, the AKC Board’sresponsibility for choosing the members of theNominating Committee would be shared witha segment of the Delegate Committees.Following a motion by Dr. Davies, seconded byMs. Biddle, the Board VOTED (unanimously;absent Mr. Wooding) NOT to approve theproposed changes. The Board noted that theyare awaiting and look forward to receivingfeedback from the Chairman’s Committee onthe Board Election Process on this proposaland any other suggestions which they mayoffer.

    The Board reviewed a memo that is part of aseries of regular informational updates on theGovernment Relations Department. Thememo provided an update for the secondquarter of 2018 and a status update oncurrent department activity, major projects,significant legislative issues andaccomplishments. To date this year, the AKCGR team has been monitoring approximately2,100 pieces of legislation that could impactresponsible dog ownership, the health andwellbeing of dogs, the rights of dog owners,and/or the interests of the American KennelClub. The AKC GR team is also currentlymonitoring 343 proposed regulation changesat the state and federal level.   • Highlights from the second quarter include:AKC GR Mountain/West Legislative: AKCStaff prepared the extensive logistics for anational legislative conference, which tookplace on July 14-15 outside Denver Colorado.The goal of this two-day conference is toprovide participants with information, insightand advocacy assistance on specific legislationand policy trends currently impacting orexpected to impact the nation and westernstates in 2018.Maryland Federation: AKC continues to assistfanciers in Maryland to establish a new statefederation, Responsible Dog Owners ofMaryland.AKC Law School Writing Contest: The AKClaw school writing contest, designed as aneducational tool for outreach about animalissues to law students concluded in April. Thissecond contest garnered twice the number ofapplicants as the inaugural competition. Firstand second place finishers received cash prizesand their articles were published. Plans areunderway to prepare for a third annualconference to be launched later this year.Economic Impact: In April, AKC GR releasedupdated information on the economic impactof dog shows for all 50 states. One-page flyersproviding specialized information for eachstate are available in the GR toolbox.Fox News Online published an AKC GR OpEd, written by Sheila Goffe in June.     The Board reviewed a follow-up report onthe AKC Conformation Education Summit(Summit) and the AKC Education WebinarSeries (Webinar Series). The Summit was afull-day conference held on June 10, 2018 atthe DoubleTree Newark Airport Hotel. ASummit Web Page was developed(https://www.akc.org/public-education/education-summit/) and provides ongoing informationabout the Summit, presenters’ and panelists’biographies, and helpful resources. TheSummit was filmed and is available on AKC.TVin its entirety and as individual sessions. Therewere 279 attendees at the Summitrepresenting 312 Clubs (178 All-Breed, 134Parent Club). The Webinar Series wasannounced at the Summit. Presidents,Secretaries, and Delegates of all clubs wereemailed an announcement of the WebinarSeries. Information was also sent in the AKCCommunicates newsletter. The firstwebinar was held on June 27, 2018, on thetopic of Club Development and had over 145attendees. Registration for webinars throughJanuary 2019 is currently available. There arealready over 75 registrants for advertisedtopics. Vet Outreach Update

    The Sport Services Department provided anupdate to the Board on the current initiativesbeing conducted to provide positiveinformation about the AKC and purebreddogs to Veterinarians, Veterinary Students andstaff at the Veterinary Schools, the AmericanVeterinary Medical Association, and theTheriogenology Residents funded by the AKCand AKC Canine Health foundation. SportServices administers the awarding of the AKCVeterinary Scholarships.

    Conference Attendance AKC has had a booth at AVMA annually and

    two additional conferences to enrollpractioners inthe AKC Vet Net Program andprovide information about AKC and AKCaffiliates to attendees. In 2017, AKC Vet OutReach co-sponsored with OFA the attendanceof 26 Veterinary Students at the AKC/CHFParent Club Conference. The attendance ofstudents from almost every Veterinary Schoolprovides positive information about AKC, thebreeders they meet, and the knowledge gained

    about AKC/CHF and the research that isfunded. Each student is requested to give apresentation on their attendance at theconference to a group at their school, thesepresentations average 100 in attendance.Sport Services will be including the fundingrequest to support this initiative in the 2019budget.Lunch N Learns

    To date, fourteen (14) AKC Lunch N Learnshave been offered at U.S. Veterinary Schools.A presentation is provided by a local AKCAmbassador to a group during a lunchmeeting of a student organization. Staffcoordinates Theriogenologists, Veterinarians,Dr. Jerry Klein, AKC Chief Veterinary Officer,and Breeders of Merit to give presentations atthe Vet Schools. These programs have beenwell received with attendance averaging 90students. AKC Veterinary Scholarships

    Sport Services has continued successfullyadministering the awarding of the AKCVeterinary Scholarships. The criteria includeinvolvement in AKC Events or purebred dogs.Scholarships were awarded to 11 studentstotaling $26,000 in 2018.DOGNY Dog Installed at 9/11 Museum

    The Board was advised that in late 2017, the9/11 Museum reached out to the AKC aboutincluding one of the dogs from the DOGNYproject in their forthcoming exhibit. After avisit to our NY office and viewing images of thestatues located in the Raleigh office, they

  • decided on “Let Freedom Ring.” The dog hasbeen safely loaned to them and transported toNew York City. As of Monday July 20th, it is ondisplay in the 9/11 Museum’s EducationCenter as part of the Dogs of 9/11 exhibit.The exhibit runs through October 20th, 2018.

Golden Retriever Certification of Conformation As-sessment Title Recognition

    The Board reviewed a recommendationfrom the Sports and Events Department torecognize the Certificate of ConformationAssessment title (CCA) granted by the GoldenRetriever Club of America. In the CCA test,dogs are individually evaluated against thebreed standard. This provides an assessmentof the dogs plus an educational opportunityfor owners and breeders. Dogs that pass theevaluation under three different judges areawarded the CCA title. The purpose of theprogram is to encourage interest in breed type

Individuals who have achievedthe CCA would need to fill out and submit atitle application, a copy of the GRCAcertificate, and a processing fee to have thetitle put on their AKC record. The CCA suffixtitle would appear on a dog’s pedigree.Following a motion by Mr. Feeney, secondedby Mr. Powers, the Board VOTED(unanimously; absent Mr. Wooding) torecognize the Certificate of ConformationAssessment title (CCA) granted by the GoldenRetriever Club of America. The processing ofCCA titles will begin October 1, 2018, and theAKC will grandfather titles earned as far backas January 1, 2010.Changes to Show Conflict Distance Policy andNumber of Events Policy

    The Board reviewed recommended changesto the Show Conflict Distance Board Policyand Number of Events Board Policy. Thepurpose of these recommendations is to (1)prevent additional All-breed shows in regionsthat are well served, and (2) update thecurrent isolated definition to allow existingclubs in underserved areas the option ofholding a third show. Following a motion byMr. Powers, seconded by Dr. Davies, the BoardVOTED (unanimously; absent Mr. Wooding)to approve the following policy changeseffective January 1, 2019. Clubs will be allowedto apply for a third 2019 AB event prior to theeffective date. Show Conflict Distance Policy(February 2006 Board meeting, Amended atthe April 2009, February 2014 and August

    2018 Board meetings) • Conformation clubs are limited to 125

    straight line miles from their territory.• Specialty clubs joining another specialty

    club of the same breed are limited to 200miles from their territory.

    • Specialty clubs joining the designated Na-tional Specialty are limited to 500 milesfrom their territory.

    • Parent Clubs are encouraged to reviewdistances involved and impact on otherspecialty clubs prior to approval of theirmember club approval considerations.

    • Clubs may request an exception fromEvent Operations through their ParentClubs if distance limitations cause unduehardship on the club and no other spe-cialty club, of the same breed, is bypassedwithout their concurrence.

    • All-breed or limited-breed clubs have theoption to hold two shows in a calendaryear.

    • All-breed or limited-breed club may, attheir option hold a third show providedthe following criteria are met:

    1) All of a club’s shows must be heldwithin 50 miles of the club’s terri-tory.

    2) All-breed clubs must have 20 or moreopen weekends in a calendar year(no all-breed show) within 400 milesfrom the club’s show site.

    3) Limited-breed clubs must have 20 ormore open weekends in a calendaryear (no all-breed/limited-breed ofthe same group shows) within 400miles from the club’s show site.

    4) All-breed clubs may hold a third All-breed event in a calendar year if

    there are no All-breed shows within400 miles on the day of third show orany of the shows being held on theweek/weekend of their third show.

    5) Limited-breed clubs may hold a thirdLimited breed event in a calendaryear if there are no All-breed or Lim-ited breed of the same group showswithin 400 miles on the day of theirthird show or any of the shows beingheld on the week/weekend of theirthird show.

    Rules Applying to Dog ShowsChapter 11, Section 8

    The Board reviewed recommendation fromthe Delegate Dog Show Rules Committee tochange four paragraphs of italics in Chapter11, Section 8 (paragraphs regarding thechange in appearance by artificial means) tobecome part of the rule; and adds aclarification to the Sweepstakes judge’sabilities when these conditions are present.

    The Board reviewed a recommendation toadd additional structure to the Multiple Showsin One Day policy to enhance the success ofthese events and promote efficiency for thebenefit of clubs and exhibitors. This will bediscussed further at the October Boardmeeting. Scheduling Conformation Events

    Based on a Board request, Staff developedrecommendations which would allow events torun more efficiently (reduce down time) andshorten the day. Staff provided several ideasfor discussion including:

    • Establishing Board policy that specifies ascheduled group start time depending onthe size of the show.

    • Establishing Board policy that allows thefinal block of a judge’s assignment to beincreased to 35 dogs per hour.

    • Establish a Board Policy that prohibitsjudges assigned to regular groups fromjudging special attraction groups (exclud-ing NOHS).

    Staff will develop Board policy

    recommendations or conduct additionalresearch based on the Board discussion.Rules Applying to Dog Shows, Chapter 9, Section12 & Chapter 10, new Section 8 - Eligibility of Su-perintendent & Show Veterinarian Clarification

    The Board reviewed a recommendationfrom the Delegate Dog Show Rules Committee(DSRC) to add clarification regarding aperson’s eligibility to serve as a showsecretary/superintendent or veterinarian. TheDSRC is suggesting adding a sentence toChapter 9, Section 12 and a new Section 8 toChapter 10 which requires those fulfilling theroles of show secretary/superintendent andveterinarian to abide by the eligibilityrequirements described in Chapter 11, Section12. Following a motion by Mr. Sweetwood,seconded by Dr. Davies, the Board VOTED(unanimously; absent Mr. Wooding) toconsider the matter at this meeting waiving itsnormal notice procedures. Following a motionby Mr. Tatro, seconded by Mr. Carota, theBoard VOTED (unanimously; absent Mr.Wooding) to approve adding a clarificationregarding a person’s eligibility to enter anevent when acting as the showsecretary/superintendent or veterinarian. Theproposal will be read at the SeptemberDelegate’s meeting and voted at theDecember 2018 Delegate’s Meeting.   • the Delegate Dog Show Rules Committee(DSRC) to change paragraphs regarding theevent service fee in Chapter 11, Section 2 fromitalics to part of the Rules Applying to Dog Shows.The DSRC is recommending the italicized textbecome part of the rule as well as reorderingthe sentences in the second paragraph. Staffhas reviewed and agrees with part of thechanges. Staff agrees that the italics portionthat describes the administrative matters inregards to collection and remittance of fees tothe AKC can become part of the Rules Applyingto Dog Shows. However, the second paragraphdiscusses the amount of the event service fees.This is outlined as a power of the Board in theCharter and Bylaws of the American Kennel Club.The Charter and Bylaws of the AmericanKennel Club places the establishment andamount of fees within the Board’s purview.Article IX: Board of Directors General Powers“The Board of Directors shall have the generalmanagement of the business and affairs of theAKC…” and Article X: Board of DirectorsSpecific Powers, Section 15 “The Board shallhave power to determine and fix and fromtime to time change the amount of all fees tobe charged by the AKC…” This will bediscussed further at the October meeting. Rules Applying to Dog Shows, Chapter 5, Section 2

    The Board reviewed separate recommen -dations from the Delegate Dog Show RulesCommittee (DSRC) and the All Breeds ClubCommittee to change the requirements for allribbons/rosettes used at conformation events

    in Chapter 5, Section 2 of the Rules Applying toDog Shows. Each ribbon/rosette must meet therequirements outlined in the sectionincluding specific size and information to beincluded on the face of the ribbon/rosette.There is no difference in requirements for aclass placement vs. Best in Show ribbons. TheAll-Breed Club Committee has proposed twooptions, both of which allow the date andlocation of the event to be placed on theribbon’s face, back tab or a label affixed to theribbon. One option is to allow this for allribbons while the second option limits theribbons to those below the Group level. TheDog Show Rules Committee has proposed thatribbons or rosettes for regular and non-regular class placements are not required tohave the date or location of the event.Following a motion by Mr. Powers, secondedby Mr. Sweetwood, the Board VOTED(unanimously; absent Mr. Wooding) toconsider the matter at this meeting waiving itsnormal notice procedures. Following a motionby Dr. Battaglia, seconded by Mr. Sweetwood,the Board VOTED (unanimously; absent Mr.Wooding) to change Rules Applying to DogShows Chapter 5, Section 2 to allow clubs theoption of printing the date and location of theevent on class placement ribbons. Theproposal will be read at the SeptemberDelegate’s meeting and voted at theDecember 2018 Delegate’s meeting. Ifapproved, the effective date will be January 1,2019.

    The Board reviewed a recommendationfrom the Delegate Dog Show Rules Committee(DSRC) to change Rules Applying to Dog ShowsChapter 9, Sections 2 & 4 to clarify theeligibility & responsibilities of theSuperintendent and Show Secretary. Thechange in Section 2, changes italicized Boardinterpretation and makes it part of the rules.Additionally, it clarifies that an individual canonly provide services for one all-breed or onegroup club in a calendar year. The change inSection 4 broadens the requirementsregarding which forms theSuperintendent/Show Secretary must haveavailable at events. All necessary forms areavailable on the AKC website or sent to theSuperintendent/Show Secretary prior to theevent. Following a motion by Mr. Sweetwood,seconded by Mr. Tatro, the Board VOTED(unanimously; absent Mr. Wooding) toconsider the matter at this meeting waiving itsnormal notice procedures. Following a motionby Dr. Davies, seconded by Mr. Carota, theBoard VOTED (unanimously; absent Mr.Wooding) to change Rules Applying to DogShows Chapter 9, Sections 2 & 4 regarding theeligibility and responsibilities of theSuperintendents and Show Secretaries.     Rules Applying to Dog Shows, Chapter 3, Section13 - Winners Clarification

Following a motionby Mr. Carota, seconded by Dr. Davies, theBoard VOTED (unanimously; absent Mr.Wooding) to amend the Rules Applying to DogShows Chapter 3, Sections 13 to clarify if aWinners Dog and/or Winners Bitch isdefeated in a non-regular class, it may onlycompete for Best of Winners. The proposalwill be read at the September Delegate’smeeting and voted at the December 2018Delegate’s meeting If approved, the effectivedate will be January 1, 2019.B-Match Status Report

    The Board reviewed a memo that presentedaction that has be taken to grow participationin conformation B matches.

    Actions taken to grow participation inconformation B matches:

    1. Sports & Events begins sending promo-tional email blasts in support of B-matches (February 2016).

    2. The Email blast was enhanced to allow

    3. Board Policy was changed to allow B-matches to be held in conjunction withlicensed shows (April 2017).

    5. Club Development begins promotingthe holding of B-matches to clubs (Janu-ary 2018).

    Through June 2018 the number of B-matches has increased by 2% from the sameperiod in 2017.

    57% of the matches in 2018 have reportedincreases in entries.Review of “4-3 Event” Conformation Pilot Pro-gram

    Staff presented a review of the “4-3 Event”pilot program for two shows over two days.Staff recommended the elimination of thepilot program. There was no objection to thisrecommendation and, effective immediately,AKC Staff will not approve future AB showsthat apply to use this type of 4-3 structure forcombining two events.Encouraging the Formation of Local SpecialtyClubs

    Staff presented recommendations toEncourage the Formation of Local SpecialtyClubs.

    Staff believes that Local Specialty clubs areimportant for the development of the breeds.

    They provide the structure for holding events,the social framework for breed owners togather, and a welcoming starting point for newbreed owners wishing to engage with the AKC.Currently there are 69 breeds (36%) with nolocal Specialty clubs. Staff proposed changesto the Club Relations Department’s standardpractice regarding territory size that will allowterritories that are statewide or even multiplestates, depending on the density of the breed,in order to meet the usual householdrequirements. Club Relations will inform clubswith large territories that AKC reserves theright to reduce their territory should thebreed become more popular in the future andanother club in the area is justified. All otherpolicies and standard practices will remainunchanged. These changes will make it easierfor the accreditation of local Specialty clubsfor the less common breeds. If a club’sterritory is statewide, the word State will beincluded in the name. Other more flexiblereferences which identify areas of the countrywill be considered as part of the approvalprocess for multi-state local specialty clubs.There was no objection to these changes.     Staff presented a status report on the newAKC Event Search & Results that was launchedin January 2018 and enhanced in May 2018with the addition of the map-based searchfeature. Goals of the new AKC Event Search &Results included increasing the daily usage ofthe search, improving the experience for users

  • of mobile devices, and providing access toimportant event documents. Our metricsindicate that we have been successful inachieving all three goals. In June, usage of theevent search feature increased by 32%compared to the prior year. Of the searchesexecuted in June 2018, 27% of the searcheswere from a mobile device, more than doublethe usage over the same month the prior year.In June 2018, an average of 404 documents(premium lists, judging program, etc.) per daywere accessed through the AKC Event Search& Results. We have been successful in makingthe AKC Event Search & Results an attractiveoption for our customers to obtaininformation about AKC events.

    We have monitored user feedback to identifyenhancements that would make the searchmore useful for our customers.The Board adjourned at 5:23 p.m.

    Specialty Email Campaign Status ReportThe Staff presented a status report on the

    effect that the specialty email blasts have hadon specialty entries. As part of Sports & Eventscontinued effort to promote conformationevents, a specialty email blast wasimplemented on January 3, 2018 forindependent specialties. The goal of thiscampaign was to increase entries. To meet thatgoal, the email criteria focused on registered

    owners who have participated in any type ofAKC activity. At this point the data isinconclusive whether the email blasts havemeaningfully increased entries incorresponding specialty events. Staff feels thespecialty email campaign is in its infancy andwill continue the program. It will be reassessedin early 2019.Fundraising Update

    Robert Holcomb, AKC Executive Director ofDevelopment, gave an update on fundraisinginitiatives for AKC affiliates in the secondquarter. Last fall, we launched an AKCHumane Fund crowdfunding and mailingcampaign which resulted in 381 gifts, withover 100 of these from individuals who hadnever supported the Humane Fund. In totalwe raised just under $80,000 from thisinitiative. In addition, we created andexecuted a 2017 Giving Tuesday Campaignfeaturing all four AKC nonprofit affiliatesraising just under $5,000 with most of thatgoing to the Canine Health Foundation. Thefocus has been on designing andimplementing a strategy for the Museum ofthe Dog Capitol Campaign. In March 2018, atthe Delegates’ meeting, Board memberDominic Carota gave a presentation that wasfollowed up with an overview of CapitalCampaign structure and timing. In May, weofficially launched our Club Campaignseeking gifts for the AKC Clubs Wall of Famesponsorships. To date we have received 18 giftspledges for a total of $118,000 in committed

  • funds so far. On July 18th, Alan Fausel sent anemail solicitation to club members andexhibitors inviting them to support theMuseum’s capital campaign.

Caroline Murphy, Director,Performance Events; and StephanieKennerley, Sport Development Manager,participated in this portion of the meeting byvideoconference. Nova Scotia Duck Tolling Retriever Participation inSpaniel Hunt Tests

    The Board reviewed a recommendation toallow Nova Scotia Duck Tolling Retrievers(NSDTR) to participate in the SpanielHunting Test program. The NSDTR Club –USA, the AKC Parent Club, has requestedtheir participation. The Performance EventsDepartment has reviewed the history of thebreed and concluded that upland birdhunting was one of its historic functions. Thedepartment also attended a fielddemonstration and concluded the breed hasthe necessary skills to succeed. All otherretrieving breeds are already allowed toparticipate in Spaniel Hunting Tests.

    Following a motion by Mr. Sweetwood,

    seconded by Dr. Davies, the Board VOTED(unanimously; absent Mr. Wooding) toconsider the matter at this meeting waiving itsnormal notice procedures.     This change will become effective, February1, 2019.Pointing Breed Field Trials – Changes regardingWalking Handlers

    The Board reviewed two recommendedchanges to the Pointing Breed Field TrialStandard Procedures regarding walkinghandlers in Pointing Breed Field Trials.

    (1) All-age stakes must allow both horsebackhanders and walking handlers.

    (2) Walking handlers shall be bracedtogether in horseback stakes.

    Both these recommendations are beingmade as a result of a survey conducted by thePerformance Events Department. Thisproposal will be sent to the Delegate FieldTrial and Hunting Test Committee for theirreview and will be discussed further by theAKC Board at their October meeting. Ifapproved, the changes would become effectiveDecember 1, 2018.Special Event Agility Trial Increases

    The Board reviewed a recommendationfrom the Sport and Events Agility Staff to allowclubs to hold 2 Special Event Agility Trials per

  • year. Clubs licensed for AKC Agility Trials maycurrently hold one Special Event Agility Trialper year. A Special Event Agility Trial isdefined as one where the club proposes aunique mix of regular AKC classes or a uniqueeligibility criterion. Over time we find thatclubs have come up with new ideas for SpecialEvent Agility Trials that would have betterattendance if they could make these events a“weekend” event. This proposal will be sent tothe Delegate Companion Events Committeefor their review and will be discussed furtherby the AKC Board at their October meeting. Ifapproved, the changes would become effectiveJanuary 1, 2019.Aspire Mentorship Program

    The Board was provided with a status reporton the Aspire Mentorship Pilot Program. Inthe Spring of 2018 Sports & Events began theAspire Mentorship Pilot Program, an attemptto get new AKC dog owners involved in theworld of dog sports and activities. A list of twohundred owners who had registered a newpuppy in the specified time frame, and whohad no prior experience in AKC events withany other dog was compiled. These individualswere contacted to determine their goals andwhat activities they were interested in pursuingwith their dogs and based on that feedbackwere to be assigned a “coach.” The coachwould help with specific questions and walkthem through the process of finding trainersand local clubs to achieve their goals, whetherthey be as simple as a CGC or as complex as a

    Conformation or field championship. Theindividuals who have accepted the invitationto Aspire will be coached according to theirinterests, and their participation in AKCactivities will be assessed as previouslyplanned. Participation in the program wasvery low (2%). This low level of participationdoes not justify the expansion of the program. AKC Fit Dog Program

    The Board received information about a newSports & Events initiative called AKC FIT DOG.The program is intended to provide an incentivefor owners to get regular exercise by walking theirdogs. AKC FIT DOG is consistent with the FamilyDog department’s ongoing efforts to developactivities for companion dogs and introduce theirowners to the AKC. AKC FIT DOG will begin asan introductory level program that will offer dogowners who reach a specified fitness goal a freegift featuring the AKC FIT DOG logo.Participation in AKC FIT DOG will bring healthbenefits to both dogs and their owners.

    The process to obtain the AKC FIT DOGaward is:

    Dog owners who meet the criteria will signan online order form attesting that they havemet the initial criteria for AKC FIT DOG (i.e.,walked with their dog at least 150 minutes perweek for three months).

    Dog owners will complete an online AKCFIT DOG questionnaire. This will provideinteresting personal stories and informationthat might be used to develop more advancedlevels for the program.

    The Board reviewed a memorandum withrecommendations to modify aspects

    of the Board’s Judging Approval Processrelated to areas not addressed in its originalreport which was presented to the Board at itsNovember 2017 meeting. The direction for itsreview, as provided by the Chair, was not toauthor a new Judging Approval Process, ratherto work within the structure and framework ofthe current and identify areas that requiremodification in the best interest of the sportand the AKC, hence evolutionary as opposed torevolutionary. Following a motion by Mr.Sweetwood, seconded by Dr. Battaglia, theBoard VOTED (unanimously; absent Mr.Wooding) to consider the matter at this meetingwaiving its normal notice procedures. Followinga motion by Dr. Battaglia, seconded by Ms.Cruz, the Board VOTED (unanimously; absentMr. Wooding) to approve all proposedmodifications to the Conformation JudgingApproval Process to be effective January 1, 2019.

    Modifications are:• All initial breed judging applicants must

    successfully complete the ABC’s of DogBreeding Anatomy Part 1 and Part IIcourses available at no cost in the AKCCanine College.

    • A modification to the Best in Show re-

    quirements which will now require ajudge to have judged the group at least 5times on regular status.

    • A modification to policy for VisitingJudge Policy that the club must providean interpreter if a Visiting Judge does notspeak and read English AND is unable toprovide an interpreter themselves.

    • The inclusion of an additional statementto further emphasize a Visiting Judge’sobligation to judge in accordance to AKCRules, Regulations, and Polices, and AKCapproved breed standards.

    • A modification to the policy which allowsVisiting Judges to be approved to judgeup to eight (8) all-breed shows per year,such that Visiting Judges may be ap-proved to judge up to eight (8) days atAll-Breed and/or Limited Breed events inone calendar year.

    • Exempts the AKC National Champi-onship from counting against a VisitingJudge’s annual assignment limit.

    • Re-establishes that Visiting Judges may beobserved on Procedure and breed spe-cific judging, the same as AKC judges.

    Conformation Judging Guidelines for Non-ResidentJudges at AKC Events

    The Board reviewed a draft copy of the Con-formation Judging Guidelines for Non-Resident(Visiting) Judges at AKC Events booklet. Thebooklet was designed to assist Visiting Judgesin comprehending AKC’s expectations. Thisbooklet, is essentially an abridged version of

  • the Rules, Policies, and Guidelines forConformation Dogs Shows and should thoseinvited to judge AKC events who may not befamiliar with AKC Conformation Dogs Shows.Increased comprehension of AKC judgingprocedures and policies by Visiting Judges willresult in a more pleasant and satisfactoryexperience for exhibitors.Occupational Eligibility Addendum

    The Board Approved Judging ApprovalProcess provides parent clubs the option torequest for a non-approved individual beapproved to judge a specialty show in itsbreed. This aspect requires that theindividuals requested must be occupationallyeligible, except that professional handlers maybe approved under this policy. Recently,Judging Operations has been contactedseeking clarification on the application of thispolicy, related to item #4, defining “Personswho are professional superintendents oremployees of superintendents” asoccupational ineligible to judge. Specifically,an individual was included on a ballot for aparent club who is under the employ of acompany which is owned by a superintendent,but the context of the employment isunrelated to the superintending busine
