1.0 INTRODUCTION

1.1 This report has been commissioned by Mr Tony Esposito of Aspire Homes and is in relation to Callistemon viminalis (Weeping Bottlebrush) and proposed development at 46 – 48 Jane Street, Willaston SA 5118.

1.2 The report provides a description of the subject tree and its health and

condition. The report also mentions the proposed development for 46 – 48 Jane Street, Willaston, which is currently vacant.

2.0 TERMS OF REFERENCE

2.1 Email instructions were received in June 2017.

2.2 The instructions requested:

2.2.1 Inspect the Bottlebrush Tree located in council verge area in relation to proposed development.

2.2.2 Current health and condition of the tree

3.0 LIMITATIONS AND CONSTRAINTS

3.1 This is a stage 1 'Ground report'. The tree was inspected from the ground only. A climbing inspection was not recommended or performed.

3.2 The report reflects the tree as found on the day of inspection. Any changes

to site conditions or surroundings, such as construction works or landscape works, may alter the findings of the report.

3.3 No soil samples were taken for laboratory analysis.

3.4 The inspection period to which this report applies is two months from the

date of the report.

3.5 The roots were not inspected below ground. 4.0 THE SITE

4.1 The subject tree is located in the council verge area at the front of 46 – 48 Jane Street, Willaston SA 5118. Jane Street is a highly vegetated street with a large number of street trees growing along the verge area.

4.2 Willaston is located within the boundaries of The Township of Gawler. Gawler is located approximately 50 kilometres north of he Central Business District (CBD).

4.3 Gawler is an old township and the area has a large number of trees

located throughout. These consist of small to very large trees and a variety of species.

5.0 The Tree:

5.1 The subject tree is identified as a Callistemon viminalis (Weeping

Bottlebrush), which has an average combined stem circumference when measured at one metre above natural ground level of .333 meter therefore the Bottlebrush Tree can be classified as a “Regulated Tree” as per Development Regulations 2008.

Figure 1 showing an aerial view of site and the Bottlebrush Tree is highlighted in Red.

Figure 2 shows the subject Bottlebrush Tree located in front of 46 – 48 Jane Street, Willaston SA 5118.

5.2 The tree is located approximately 2 metres from the neighbouring properties boundary line to the left and approximately 4.5 – 5 meters from the neighbouring boundary –line of the right hand side.

5.3 The tree is a multi-stemmed tree that the stems originate from the base of the tree. The tree is an approximate height of 6 – 7 meters and the crown is typical of this species (rounded) with good foliage density.

5.4 There is evidence of included bark/splitting within the main union of the

tree and it appears that there is decay within this main union (Refer Figure 3).

5.5 The crown of the Bottlebrush Tree is showing good density and vigour, which is typical of this species growing within this environment.

6.0 DISCUSSION

6.1 The subject Bottlebrush Tree is a very mature specimen and based on the findings within this report the tree has some concerns based around the trees structural integrity. The structure of this tree is very different to a large number of the other street trees of the same species, which are located along Jane Street. A majority of the trees have better more preferred structure, which is a single trunk originating from ground level before dividing and then the crown forming.

6.2 Unfortunately there are limited remedial options available to remediate a tree of this maturity with the type of union this tree has. Ideally the tree would of benefited with some formative pruning when the tree was at a young age.

6.3 It is also proposed to develop the subject land that this tree is located in front of. Due to the limited street frontage the vacant land processes, it will

be difficult to develop without entering the Bottlebrushes Tree Protection Zone (TPZ) or Structural Root Zone (SRZ).

6.4 The Tree Protection Zone of the tree has been calculated at 6.12 meter

radius and the Structural Root Zone of the tree has been calculated at 3.09 metre radius.

6.4.1 Plans for proposed Development:

6.5 Fortunately the street is highly vegetated with this species of tree and as

previously mentioned.

6.6 Based on the inspection of the subject tree, I do not believe that the tree has a useful life expectancy worthy or retention and I also believe the tree will prevent reasonable development. Unfortunately sue to the limited frontage that this vacant land has, there is limited opportunities to develop this area.

7.0 LEGISLATIVE REQUIREMENTS

7.1 The inspection of the tree identifies an average stem circumference measurement, when the measurement is greater than .625 metres, therefore the tree is deemed to fulfil the criteria of a “Regulated Tree” as contained within the Development Regulations 2008.

No – there were no hollows visible at the time of the inspection for the tree to be any value for habitat.

8.0 RECOMMENDATIONS

8.1 Based on the findings within this report, I recommend that the subject Bottlebrush Tree be removed. The main reasons that support my decision is that I believe the tree has a limited useful life expectancy and also the tree will prevent reasonable development.

8.2 Consideration should be given to contributing money to the nations tree fund due to the limited amount of space in front of this property and it is also highly recommended that the development is landscape using appropriate trees to maintain the amenity value of the area.

BACKGROUND I have twice assessed and provided an arboricultural report to Council regarding the subject tree, in reports dated the 7th of November 2013 and the 27th of March 2015. Both of my reports concluded that the tree is regulated (as defined by the Development Act 1993), and recommended that the subject tree be retained. Subsequently, Mark Elliott of Adelaide Tree Surgery has provided Council with an undated arboricultural report on the subject tree. The Town of Gawler Council has asked me to provide comment on this report, with my comments provided below. REVIEW OF THE UNDATED MARK ELLIOT REPORT Species identification In sections 1.1 and 5.1, the Mark Elliott report identifies the tree as a ‘Callistemon viminalis (Weeping Bottlebrush)’. I disagree with this identification. The tree is actually a Callistemon ‘Harkness’ (Gawler Hybrid bottlebrush), which is a characteristic species of many streets in Gawler and Willaston, including Jane Street. Useful Life Expectancy In section 6.6, the Mark Elliott report states ‘I do not believe that the tree has a useful life expectancy worthy of retention…’ I disagree with this statement. My report dated the 27th of March 2015 states a life expectancy of 10 to 20+ years. Tree Protection Zone (TPZ) In section 6.4, the Mark Elliott report states ‘The Tree Protection Zone of the tree has been calculated at 6.12 meter [sic] radius…’ Neither methodology nor calculations are provided for this TPZ. I believe the TPZ provided by Mark Elliot is too large. My report dated the 27th of March 2015 recommends a TPZ of 5.3 metres radius. Tree structure In section 5.4, the Mark Elliott report states ‘…it appears that there is decay within this main union’. I disagree with this statement. I could not identify any decay in the tree. In section 6.1, the Mark Elliott report states ‘The structure of this tree is very different to a large number of the other street trees of the same species, which are located along Jane Street.’ I disagree with this statement. The structure of the tree, whilst not ideal, is typical of the species and is typical of other trees of the species growing as street trees in Jane Street.

In section 6.2, the Mark Elliott report states ‘Unfortunately there are limited remedial options available to remediate a tree of this maturity with the type of union this tree has.’ While this statement in itself is true, it suggests that remedial actions are necessary, whereas in my opinion remedial actions are not necessary in this tree. Addressing the Development Plan Section 7.0 of the Mark Elliott addresses the Town of Gawler Development Plan. My comments, where differing from the opinion of those stated by Mark Elliott, are tabulated below.

I disagree with this finding. In my opinion, the tree represents a low and acceptable level of risk to safety.

228 (c) The tree is causing damage to a building;

‘N/a’ I disagree that this criterion is not applicable. It is applicable, and the tree is not causing damage to a building.

228 (d) Development that is reasonable and expected would not otherwise be possible;

‘Yes – I believe the development is reasonable and the tree does have an effect on the proposal.’

An arborist is not qualified to assess this criterion. A planner should assess this criterion.

Recommendations In section 8.1, the Mark Elliot report states ‘…I recommend that the subject Bottlebrush Tree be removed. The main reasons that support my decision is that I believe the tree has a limited useful life expectancy and also the tree will prevent reasonable development’. I disagree with this recommendation, and the justification used for the recommendation. My report dated the 27th of March 2015 states a life expectancy of 10 to 20+ years. Whether the tree prevents reasonable development or not is a question for a qualified planner, not an arborist. I thank you for the opportunity to provide this arboricultural review.
