262 - 270 LIVERPOOL STREET, DARLINGHURST
1.0 INTRODUCTION 1.1 BACKGROUND
This Maintenance Plan has been prepared in accordance with the implementation and conservation management principles and policies contained within 260-270 Liverpool Street, Darlinghurst - Conservation Management Plan, Graham Brooks and Associates (2013) for.
1.2 METHODOLOGY This Maintenance Plan has been prepared in accordance with the principles of the Australia ICOMOS Charter for Places of Cultural Significance, 2013, known as The Burra Charter, and the New South Wales Heritage Office (now the Heritage Division of the NSW Office of Environment and Heritage) publication, NSW Heritage Manual. The Burra Charter provides definitions for terms used in heritage conservation and proposes conservation processes and principles for the conservation of an item. The terminology used, particularly the words place, cultural significance, fabric, and conservation, is as defined in Article 1 of The Burra Charter. The NSW Heritage Manual explains and promotes the standardisation of heritage investigation, assessment and management practices in NSW.
1.3 SITE LOCATION The site is located on the north-east corner of Forbes and Liverpool Streets in Darlinghurst, NSW, approximately 2.5 kilometres south-east of the Sydney CBD. It is located on a block bounded by Liverpool Street to the south, Forbes Street to the west, Clapton Place to the north-west, Farrell Street to the north-east and Darlinghurst Road to the east. It is identified as Lot 1 of DP 174206 by the NSW Land and Property Information (LPI).

1.4 HERITAGE MANAGEMENT FRAMEWORK The subject site at 262-270 Liverpool Street, Darlinghurst is listed as an item of local heritage significance on Schedule 5 of the Sydney LEP 2012 as ‘First Church of Christ Scientist including interior’, item number I357. The subject site is also located within the Oxford Street and Victoria Street Heritage Conservation Area, listed on Schedule 5 of the Sydney LEP 2012, identified as C12. It is also located in the vicinity of numerous heritage items, as seen on the map below.

1.5 AUTHORSHIP This report was prepared by Alice Steedman, Senior Heritage Architect, of NBRSARCHITECTURE.
1.6 LIMITATIONS This report is limited to the assessment of potential impacts on the European cultural heritage values of the site and does not include Aboriginal and Archaeological assessment. This report only addresses the relevant planning provisions that relate to heritage. It references previous reports and likely cyclical maintenance of significant historic fabric. It refers to new fabric only to the extent where periodic maintenance impacts upon the conservation of the building as a whole. It does not refer to maintenance required to introduced contemporary materials. Cyclical maintenance does not include maintenance and inspections that may be necessary after extreme weather events. It is recommended that a full inspection of the exterior fabric occur following such events and that any necessary repairs are carried out.

2.0 CONSERVATION POLICIES The Maintenance Plan is developed in response to the policies contained in the Conservation Management Plan for the place. The following text is derived directly from 260-272 Liverpool Street, Darlinghurst - Conservation Management Plan, Graham Brooks and Associates, 2013.
Background
Appropriate and prompt maintenance and repair is an essential component of the conservation of any significant place. To ensure the on-going conservation of significant fabric a regular maintenance schedule should be implemented which provides for regular inspection and remedial action to be taken where necessary. Policy 6.20.1 A planned cyclical maintenance and repair program should be instigated for the building based on a comprehensive understanding of the building’s use, character and materials with regular inspections and prompt appropriate preventive maintenance and repair when required. Policy 6.20.12
Consultants, tradespeople and supervisory staff should be appropriately qualified in their relevant fields and have knowledge and experience of sound conservation practices. Policy 6.20.13 No maintenance or repair work should negatively impact on the significance of the fabric. Policy 6.20.14 The On-going Maintenance Schedule should be reviewed and updated every five years to coincide with a review of the Conservation Plan, or prior to major programs of upgrading or reuse. Policy 6.20.15 The appropriate level of significance of any part or element of the building shall be determined from this plan prior to determining the acceptable level of intervention or action appropriate. Before any works are undertaken, review all available documentary and physical evidence in order to guide effective conservation work.
The policies contained within the Conservation Management Plan should be referred to in the planning and implementation of any works or maintenance to the place. Where specific issues are not addressed in the Conservation Management Plan, the planning and implementation of maintenance should be carried out within the principles of the Burra Charter. The advice of a heritage architect should be sought.
