SSUPREME COURT OF VIRGINA AND COURT OF APPEALS SPACE STUDY

DGS commissioned Glave and Holmes Architecture to undergo a programming, building massing and cost estimate study to evaluate cost options for a new Supreme Court of Virginia (SCV) and Court of Appeals (COA) building. The Pocahontas East Addition at 900 E Main Street was designated as the site for the new SCV and COA building. The existing building will be demolished.

The architectural space study was compiled through programming meetings with the Executive Secretary and user reviews/comments for future growth needs. Initial review and analysis of a previous 2013 study by Commonwealth Architect's was the initial starting point for programming. Additional programming meetings to confirm room spaces and square footages were undertaken. Programming drafts were sent to the head of the user work division groups to confirm room and square footages. These net square footage numbers were applied to building grossing factors to determine both the compartment gross square footage numbers and the gross square footage. The final gross square footage number was used to develop the building massing models for the SCV and COA options. A site-walk of the existing Supreme Court of Virginia was undertaken but a full review of existing space sizes and numbers was not.

Concept building massing model was blocked out to show how the square footage can be accommodated on the building site. Final square footages in the building massing models will vary depending on building floorplates and stories. Option shows information on setbacks, building floor to floor heights, and different site considerations.

900 E Main St - Pocahontas Building Site Option: New Supreme Court of Virginia and Court of Appeals building at Pocahontas East Building with 25 secured parking spaces.

The programming for both the SCV and the COA show current requirements and future growth. For the purposes of the cost estimate/building massing studies, we will be using the current requirements plus growth category numbers for the SCV and the current requirement numbers for the COA. The current requirements plus growth numbers for the COA represent a potential expansion of the program that is currently under review and is cataloged for information purposes only.

Cost estimate is provided for option listed above. Each cost option will provide costs for demolition (if applicable) of the existing building, new construction or renovation as described, and all soft costs including FF&E, moving costs and design fees. Overall schedule for design and construction will also be provided.

NNSF: Net Square Feet - Net square feet is the amount of space required for a particular function and is assignable/function space in the building.

GGSF: Gross Square Feet - Captures public circulation space, public toilets, mechanical, electrical and plumbing chases, HVAC and utility spaces, and exterior walls of the building.

Virginia Department of General Services

Per the Virginia Courthouse Facility Guidelines, the CGSF is estimated when the NSF is multiplied by a building factor of 1.2 to 1.3. The GSF should have a net square footage to gross square footage ratio of 1.35 to 1.65. The average ratio amount in recent projects is 1.50. The Commonwealth of Virginia's Construction and Professional Services Manual (CPSM) building efficiency ratios do not have a courthouse listed within their building efficiency ratio. An applicable similar application is an office building with partitioned offices. The building factor per the CPSM for this is 1.30. CPSM lists ASF (assignable square footages) as their designation. For an office building with more closed offices than open offices 30% is added to the total NSF of all personnel, support and special spaces for circulation. ASF is equivalent to CGSF with the circulation factor for offices included.

CCGSF: Component Gross Square Feet - The amount of area for a department or component to function within the building, including interior wall partitions and aisles used for circulation within open office suites. Depending on space factors vary from 1.2 to 1.5

The ratio of net assignable square footage to the gross building area determines the building efficiency ratio. Gross square footage numbers are determined by a building factor off of the net assignable square footage number. This study's square footage building factors have been determined per the Virginia Courthouse Facility Guidelines. Designation of square footages are described below. Due to the specific security and circulation requirements, more total square footage is typically required for courthouses.

The Pocahontas East Addition was built in 1962, a major addition to the original 1923 Pocahontas Building. The new seven-story Modernist section featured open-plan office space on every floor, with an elevator, toilet and utility core at the center against the east wall of the original building. The entire Pocahontas Building encompasses the city block, except for the lot at the northwest corner, occupied by the Commonwealth Hotel. The Pocahontas building was acquired by the Commonwealth of Virginia and heavily remodeled in 1992, gutting the entire interior of the 1962 sections. In 2017, another interior renovation was completed to update the building into a swing space for the GAB. The site slopes from Bank Street to Main Street. The Pocahontas East Building encompasses the entire block from Bank Street to Main Street, with an approximate elevation difference of 15'-6". The ground floor and first floor facing Main Street and N 10th St has a setback from the sidewalk of approximately 8'-6" with the upper stories projecting to align with the Pocahontas West Tower. The first floor facing Bank Street has a setback of approximately 8'-6" with the upper stories projecting to align with the Commonwealth Hotel. The ground floor entrance is off Main Street and the first floor entrance is off Bank Street.

Demolition: The entire 1962 building will be demolished including the basement level. Square footages below are approximates.

New Work: New Supreme Court of Virginia and Court of Appeals building with secured parking of 25 spaces for justices and judges. This parking will need a heightened level of security and protection. No connection to the existing Pocahontas West Building is expected to remain.

Interior Public Spaces: Main public lobby/court room lobbies and ground floor public circulation finished at the same level of courtrooms. Interiors of public spaces should reflect a civic presence. Materials

Exterior Materials: Exterior finish materials of stone, precast and other masonry. Punched openings will be utilized primarily over curtain wall systems. Building should reflect a judicial/civic elevated presence similar to other buildings represented on Capital Square in Richmond. Refer to the new GAB for similar standard.Courtroom, Hearing Rooms, Justices and Judges Offices, and associated courtroom support spaces should be designed per SStandard Level Features and Finishes for U.S. Courts Facilities. (1996).Washington, D.C.: U.S. General Services Administration, Public Buildings Service . These spaces will have an elevated level of finish.

Offices and Support Spaces: Standard office building, durable finishes

Courtroom Furnishing, Justice and Judges offices should have an elevated finish level reflecting the civic presence of the courtrooms.
