1. Install all electrical systems and components in compliance with the National

Electric Code – 2011.

2. The contractor shall provide all labor and materials for completion of

the work. This includes necessary tools, scaffolding, lifts, vehicles, and

equipment.

3. The contractor is responsible for scheduling and coordinating the work

with PennDOT. Salt-storage buildings and their surroundings may be in

active use. Submit a written schedule outlining the work for the duration

of the project. Survey the site to coordinate on-site staging and work areas.

Establish/coordinate staging and work area boundaries and their time of

use. Show these requirements on the schedule. Submit the schedule to the

project RFA/FA for approval along with lighting calculations and shop

drawings. Give a 2-week notice before proceeding with these aspects of

the schedule. PennDOT will not be able to provide clear access to the work

area at some locations because of salt and other materials stored on site at

the facilities. The Contractor will be responsible for working around the

salt, materials or equipment.

4. Define work and staging area boundaries using temporary fencing,

barricades, painted lines, warning tape, orange drums, cones, etc. Place

work-area boundaries so that they do not create obstacles or safety

hazards or interfere with on-going PennDOT work. Repair any damage

caused by temporary fencing or barricades.

5. The contractor is responsible for damage to other utilities including, but

not limited to telephone, storm water drains, water lines, sewage lines,

underground conduit, and direct-buried wire and cable.

6. Obtain permits from the Department of Labor and Industry and from

local municipalities as may be required.

7. Provide stamped, engineering drawings showing the work and the name

of the engineer of record who is responsible for the design. Use the

Commonwealth-of-Pennsylvania approved professional engineering seal.

The engineer of record must have a valid Pennsylvania professional

engineering license.

8. Final electrical inspection is required and must be paid for by the Contractor. 9. Service entrance:

a) Overhead or underground, based on site conditions and utility

company requirements. (Exception: Some sites do not have

separate services and are fed from the county maintenance building.

No change of service will be required at these sites.)

b) Except for those sites fed from the county maintenance building, or

any site that has an existing 400 amp single phase service

(reference Exhibit A), the Contractor is to provide a new 400 amp,

single-phase or a new 200 amp, three-phase service. Replace old

service entrance equipment with new service entrance equipment.

If necessary, upgrade the service entrance equipment to meet the

minimum capacity requirement. If the utility supplying power

intends to install undersized feeders, provide appropriately sized

connectors/lugs within the new service entrance equipment.

c) Existing conduits and branch circuit wiring may have to be

retrofitted for the main service panel board to comply with the

2011 NEC.

d) Electric service underground distribution: Follow utility company

guidelines for primary, secondary, and service lateral trenches.

This includes, but is not limited to, trench construction and

roughness, bedding depths, bedding and backfill materials,

concrete, conduit materials, pull wire, conduit depth, distance from

other utilities, and warning tape requirements. Utility companies

may include a requirement for conduit spacers within the trench.

For paved areas, unless otherwise directed, provide a 12” depth of

No. 2A stone aggregate under the base course.

e) “Install new spare 4” conduit adjacent to new service entrance

conduit. The new spare 4” conduit, to run parallel to the service

entrance conductor, spaced according to utility company

requirements. Provide elbows at the base of each riser. Meet

utility company requirements for termination above finished

grade of pavement. Install a pull string. Cap at both ends.

f) Where there is an existing underground service entrance

conduit that is acceptable for use by the utility companies for

the new service, then installing the new 4” spare conduit is not

required.

g) Where there is an existing underground service entrance conduit

that is acceptable for use by the utility companies for the new

service, then installing the new 4” spare conduit is not required. If

utility companies require new conduit for the service entrance then

the new spare 4” conduit is required. Run the conduit parallel to

the service entrance conductor and space according to utility

company requirements. Provide elbows at the base of each riser.

Meet utility company requirements for terminations above finished

grade of pavement. Install a pull string. Cap at both ends.”

10. Paved Areas: Cut, replace, and repair the existing pavement. Cut the existing

pavement 2’-0” wider (1’-0” each side) than the width of the intended

trench. Excavate as required for all underground distribution (site or utility

service). The top surface of replacement pavements should match the

existing pavement elevations.

a) Flexible pavement: Replace flexible pavement using a 6” depth of

25 mm (millimeter) superpave base course and a 2” depth of 9.5

mm superpave wearing course. Seal the edges of the completed

pavement with paving grade asphalt, PG64-22 (or equivalent), to a

minimum width of 6”.

b) Rigid pavement: Unless directed otherwise, replace with

flexible pavement as described above.

11. Trenching and backfilling for site underground distribution other than

utility service laterals:

a) The wiring method for underground distribution is wire

within conduit, no direct burial cable.

b) Unpaved areas: The tops of conduits should be 24” (minimum) below finished grade. Provide 2” of bedding below the conduit and 6” of bedding above the conduit. Bedding shall consist of stone dust, sand, rock-free earth, or topsoil with no sharp-edged stones or rounded stones larger than 1-1/2” diameter. For the remainder of the trench, use native backfill

below the base course of the pavement. Provide 2” of bedding

below the conduit and 6” of bedding above the conduit.

Bedding shall consist of stone dust, no sharp-edged stones or

rounded stones larger than 1 ½” diameter. For the remainder

of the trench, backfill with No. 2A stone aggregate.

d) Backfill should be free of large rocks.

e) Install warning identification tape 12” below finished grade,

12” below base course in paved areas. Install tape directly

above all underground conduits.

12. Subpanel: Replace an existing subpanel that may still remain with a

new subpanel.

13. Panel installations: Mount on exterior class, ¾-inch plywood backboard

or prefabricated strut/channel system. Do not mount directly on concrete.

14. Surge protection

a) Provide SPD Type 1 at the main service entrance panel,

permanently mounted on the line side of the panel.

b) Provide SPD Type 2 at the salt storage building

subpanel, permanently installed on the load side of the

panel.

15. Feeder to subpanel

a) Provide an underground feeder to the new subpanel from the main

electric service entrance. Install within Schedule 80 PVC conduit.

Provide the most direct path possible. (Exception: Some sites are

fed from the county maintenance building. The contractor is free to

reuse the existing conduit and feeders. Refer also to Paragraph 15d,

below. )

b) Size conductors based on 100 amps and the distance from the main

service entrance to the subpanel. Account for voltage drop along

the feeder. Account for the distance and the voltage drop within

branch circuits, as well.

c) Install a 100 amp, 2-pole breaker within the main service

entrance panel to feed the sub-panel.

d) The contractor is free to use existing Schedule 40 PVC if the

diameter is the correct size to accommodate the new conductors.

The exposed portion of the feeder should be Schedule 80 PVC.

Where necessary, provide a junction box at the point where new

connects to existing. Above-grade junction boxes are preferable,

if they can be installed on a building wall. Provide a slip riser at

the feed to the above-grade junction box and to the sub-panel.

16. Branch circuits

a) Conductors: Copper - Minimum #12 THHN or THWN

b) Conductors for exterior convenience receptacles and truck

heating circuits: #10 THHN or THWN, copper conductors.

c) Exterior: Minimize conduit installation on the outside of the

building, particularly for exterior receptacles.

d) Run PVC conduits on top of the bottom cord of trusses. No PVC

conduits will be permitted below the YELLOW LINE that indicates

salt storage height.

e) Run conduits so they will not be damaged by operating equipment.

f) Do not penetrate trusses or structural members.

g) Home runs to the subpanel: Minimize the number of conduits that are

exposed on the exterior of the building. On the exterior, install all

home-run conductors within one or two appropriately sized conduits.

From the building subpanel, run these conduits (vertically) on the

exterior wall of the building to the point of the building penetration.

Penetrate the building and terminate the conduits within a junction

box. Run the branch-wiring conduits from this junction box or gutter

to the lighting fixtures and devices.

17. Building Penetrations

a) General: The penetration heights and locations will vary from

building to building. Keep building penetrations well above the

salt- fill line to prevent damage from operating equipment.

b) Bearing walls: Penetrate the building just below eve height or, in

the case of gambrel shapes (a roof with two sloping sides stepped

at different angles on each side of the center ridge), penetrate just

below the point where the slopped roof structure meets walls that

are plumb.

c) End walls: Penetrate the building so that the conduit falls on top

of the bottom cord of trusses.

d) Do not penetrate concrete walls.

e) Do not penetrate floors.

f) Seal all penetrations so they are weather tight using a clear exterior

grade silicone caulking.

a) Interior fixtures: At the equipment service entrance, install a

high- mounted motion sensor to energize all interior lighting.

(1) The motion sensor controls a lighting contactor (2, 4, or

6 poles, as required).

(2) Install a hand-off-auto switch to override the motion sensor. Place the switch outside the building within 8” of the entrance. Mount the switch 48” above the floor.

(3) Install as many motion sensors and lighting zones as

necessary to provide floor coverage for the entire building.

Provide at least one (1) sensor for each bay within a building

that contains multiple bays.

(4) Refer to the Appendix, wiring diagram SK-1.

b) Exterior fixtures: Photoelectric control

(1) One photoelectric cell controls all exterior fixtures by energizing a lighting contactor (2, 4, or 6 poles, as required).

(2) Locate the lighting contactor adjacent to the building

subpanel. (3) Mount the remote photoelectric cell on the front exterior wall. (4) Provide an override switch adjacent to the building subpanel

to keep fixtures off during the summer.

(5) Refer to the Appendix, wiring diagram SK-2. 19. Exterior Receptacles

a) Provide two (2) duplex, GFCI receptacles for convenience circuits.

b) Provide two (2) 20 amp locking, simplex receptacles for truck heating circuits.

c) Mounting locations: Mount receptacles outside the building. Install

a set (one (1) convenience receptacle and one (1) simplex

receptacle for truck heating circuits) on each side of the salt building equipment entrance. Install each set of receptacles 5’- 0” (measured horizontally) from the edge of the entrance opening.

d) Mounting height: 48” above finished grade/paving.

e) Receptacle covers should be in-use type, weatherproof.

20. Truck Heating Circuits: For each circuit, install a temperature controller

near the power panel. To save energy the temperature controller energizes

the circuit when outdoor temperatures are below 35°F and de-energizes the

circuit at 35°F and above. Install a single pole, 20 ampere, 120 volt, GFCI

breaker to protect each circuit.

21. Interior Receptacles – Lighting: For each lighting fixture, provide one PVC-

FS box with a single L5-15R or L6-15R receptacle, based on the voltage of

the lighting fixture.

22. Lighting

a) Each awarded contractor will be responsible for ordering,

payment, receipt and installation of the specified lighting fixtures

needed to complete installation in accordance on these

specifications.

c) The awarded electrical contractor shall submit lighting

calculations for approval to the Facility Design Unit. Refer to

sample lighting calculations in the Appendix.

(1) Interior:

(a) 10 FC (foot candles) maintained, plus or minus 1 FC, at a plane 2.5’ above the finished floor

(b) LLF (light loss factor): 0.65

(c) Interior reflectance – walls and ceilings: 20%

(d) Interior reflectance – floors: 10% (e)

Maximum/Minimum FC ratio: 3.0/1 (f)

Average/Minimum FC ratio: 2.0/1

(g) Mounting heights will vary based on building type but will generally be a minimum of 24’ above the finished floor (measured from the fixture face/lens).

(h) Mount fixtures within roof trusses for protection from operating equipment.

(i) For high-arch (gambrel roof) buildings, all lighting

fixtures should be mounted above the bottom cord of

the trusses. Mount fixtures between 22’ and 23’. Aim

selected fixtures to achieve a uniform lighting

distribution. Use manufacturer’s mounting bracket

and cable gland kit. For the remaining fixtures, use

the hook-mounting assembly. Refer to the sample

lighting calculations in the Appendix.

(j) When installing a hook-mounted lighting fixture, use the manufacturer-supplied cable and hook, and contractor-supplied conduit sealing fitting and stainless steel conduit nipples. To maintain the IP66 rating, install the sealing fitting between the hook and the

lighting fixture. Thread the cable through the conduit nipples, sealing fitting, and hook. Seal the cable within the sealing fitting using a UL-listed sealing compound.

(k) Terminate the cable with a locking plug.

(2) Exterior:

(a) Building front: 2.0 FC, maintained, in the statistical

zone area.

(b) Statistical zone area: Length of the front of the

building measured in feet times a depth of 24’

(measured perpendicular to the face of the front of

the building wall). Assume a horizontal plane of

illumination equal to the finished floor elevation.

(c) LLF (light loss factor): 0.65

(d) Maximum/Minimum FC ratio: 3.0/1 (e)

Average/Minimum FC ratio: 2.0/1

(f) Hardwire using manufacturer’s mounting bracket

and cable-gland kit; mount fixtures between 22’ and

25’ above the finished floor elevation. (Note: The

intent is to illuminate the truck beds as well as the

pavement.) Aim the fixtures as required.

23. Touch-up painting: Thoroughly clean damaged areas and apply primer and

finish coats according to manufacturer’s instructions and to suit the degree

of damage.

24. Housekeeping and clean-up:

a) Daily: Keep the site safe and orderly at all times. Clean up

daily, removing trash and debris.

b) Project completion: Remove all construction related packaging and

debris. Thoroughly clean lighting fixtures and equipment,

removing fingerprints, dust, and foreign matter, etc.

D. SUBMITTALS

1. Submittal procedure

a) Submit Two (2) copies of all items shown on submittal

schedule except for "samples".

b) Identify project number, project name and location, and

contractor's name and address on all submittals.

c) Provide space for review stamps of Contractor and Department.

Put contractor stamp of approval on each item submitted.

d) Revise and resubmit submittals as required, identify all changes

made since previous submittal.

e) No work shall be performed until all submittals are approved by

the Department. Work performed prior to submittal approval is

performed at the Contractor's risk and may be subject to repair,

replacement or other corrective measures as deemed necessary by

the Department with no additional contract time or money.

f) Review of shop drawings will be general and for the limited

purpose of checking for general conformance with the design; and

shall not relieve the Contractor from the responsibility for proper

fitting and construction of the work, nor from furnishing materials

and work required by the Contract which may not be indicated on

the shop drawings when reviewed.

g) The submittals required by this contract are subject to

reproduction for the Department's internal use only. By signature

on this bid proposal, both the Contractor and the equipment

manufacturer authorize the Department to reproduce any

materials including printed literature and training aids, submitted

in fulfillment of this contract.

manufacturer's standard colors, textures and patterns for

6. Manufacturer's instructions

a) When specified in specification sections, submit manufacturer's

printed instructions for delivery, storage, assembly, installation,

start- up, adjusting and finishing, and maintenance, in quantities

specified for product data.

b) Identify conflicts between manufacturer's instructions and

contract documents.

7. Manufacturer's certificates

a) When specified in specification sections or on submittal

schedule, submit manufacturer's certificates to for review.

b) Indicate that material or product conforms to or exceeds

specified requirements. Submit supporting reference date,

affidavits and certifications as appropriate.

c) Certificates may be recent or previous test results on material

or product, but in all cases must be acceptable to Department.
