TheFederalEnergyRegulatoryCommission(FERC)hasissuedaNoticeofIntentthatitwillbepreparinganEnvironmentalImpactStatement(EIS)fortheproposedAtlanticSunriseExpansionoftheTRANSCOnaturalgaspipeline.Thispipelinewillentailabout177milesofnew30to42inch,high‐pressurenaturalgastransmissionlineandwillbisectatleast8countiesinPennsylvania.Theenvironmental
andsocio‐economicimpactsassociatedwiththisprojectposeagravethreattotheintegrityandsecurityofourregion.ELibraryFileList‐http://elibrary.ferc.gov/idmws/file_list.asp?accession_num=20140718‐3009Asacitizen,youhavearighttodemandFERCdevelopathoroughandcompleteEIS.Unfortunately,FERChasahistoryofproducinginadequateandsubstandardanalysesofimpacts.NowisthetimetoinsistthatFERCfullyaccountforallthesocial‐economicandenvironmentalconsequencesofyetanothermassivenaturalgas transmission line.Whatweknow fromexperience is that a full accountwill show that theonlysensiblecourseofactionistoSTOPTHEPIPELINE.CITIZENDEMANDS–
FERCconsistently refuses toaddress the full cumulativeconsequencesofexpanding interstatetransmission pipelines. DEMAND that FERC account for the increasedupstreamdrillingactivity, and ultimate climate instability, thatwill result from expandingnaturalgastransmissioncapacity!
FERCisrequiredtodevelopan“alternativesanalysis” thatconsidersotheroptionsbesidesthe
construction of the proposed pipeline. DEMAND an alternatives analysis that includesdecentralizedpowergeneration(amodelbaseduponprivatehomeownerandcommunitysolarpanelsandwindturbines).
FERChasahistoryof ignoringthe full impactsassociatedwith fragmenting interior forestand
creatingnewforestedgeenvironments.DEMANDthatFERCinclude300feetoneachsideofthepipelineasacreageimpactedWHEREVERthepipelinecrossesinteriorforest!
FERChasrepeatedlyallowedthepipelinecompaniestoavoidpayingforreplantingofremoved
forest vegetationwhen “temporaryworkspaces” (often another 60 feet of right‐of‐waywidth)arecleared.DEMAND thatFERCrequirea full restorationandreplantingplan forEACHforestarea“temporarily”denuded!
FERCoftenrequiresthatagriculturalsoilsbeseparated,stockpiled,andreplacedduringpipeline
construction. However, they devalue and destroy forest soils, despite the inherent fragility ofthese resources. DEMAND that FERC require the pipeline company fully protect ALL soilsystems.
FERC consistently fails to provide for adequate and comprehensive invasive species control.
DEMANDthatFERCrequirethesamelevelofinvasivesuppressioninbothwetlandanduplandsystems for theENTIRE service life of thepipelineAND for newly created forest edgehabitatadjacenttothemaintainedright‐of‐way!

FERC repeatedly allows open trenching of small and medium size streams during pipelineconstruction. Yet they require directional drilling under LARGE streams. This preferentialtreatment of watercourses is arbitrary and ultimately damaging to watershed health. Thecumulative linear footageofwatercrossings involvingsmaller streams ispotentiallyordersofmagnitudegreaterthanthatassociatedwithoneortwolargerwaterbodies.DEMANDthatFERCrequiredirectionaldrillingduringallstreamcrossings!
FERCallowspipelinecompaniestopermanentlymaintainandmowaright‐of‐waywidthof50
feetinuplandsystems.Yettheyrestrictthewidthto10footinwetlands.Thereisnoecologicalrationale behind this arbitrary difference in right‐of‐way width. If a smaller right‐of‐way ispossibleforwetlands,itispossibleforuplands.DEMANDthatFERCrespecttheprivatepropertyrightsofuplandlandowners!
HOWTOFILE?CitizencommentsaredueonorbeforeAugust18,2014.Weencourageyou to submityourcommentselectronicallyusingthe“eComment”featurelocatedontheFERCwebsite(www.ferc.gov)underthelink“DocumentsandFilings.”WHYTOFILE?FERChasalonghistoryofadvancingvirtuallyeveryprojectseekingapproval.Hence,itisunrealistictoexpect FERC to deny the Atlantic Sunrise Expansion solely based upon community concerns or thecomments of private citizens. If, however, citizens DEMAND that FERC develop a thorough andcomprehensive EIS that addresses the full spectrum of socio‐economic and environmental impactsassociated with this pipeline, it will become apparent to both FERC and Williams Partners that thisprojectiscost‐prohibitive.In otherwords, if FERC took seriously its responsibility to assess the actual impacts of the proposedAtlantic Sunrise expansion,it would become clear thatWilliams' Partners' intent is to externalize therisksandthecostontothetaxpayersandcommunitieswhowillbeartheenvironmental,health,propertyvalueanddivisivecommunityimpactsofthisproject‐‐butenjoyfewifanyofthebenefits.Theonlysoundconclusiontodraw isnotcanthepipelinecanbemoved,relocated,mademoreefficient,butthatthepipelineshouldnotandmustnotbebuilt.
