These trailers have required some minor modifications with the installation of electric battery chargers and in the case of the Willowra unit, the adjustment to the height of the bin lifter pivot. upgrade is in process of a used vehicle trailer initially for use by Outstations. Some other smaller trailers have been refurbished and registered for community and central/loan use.

DISPOSALS

The following have been disposed by auction. 6 surplus CDEP box trailers Kia Pregio Landrover Defender 639802 Ford Courier 4WD 649009 Ford Courier 2WD 939865 Ford Falcon ute 639670 1 Bobcat (beyond economic repair) An old Coaster bus and Mazda Tipper were scrapped. Some vehicles and plant in the communities have registration renewal pending and in some cases, registration for the first time in the Shire’s name. The programming of an Access Database to facilitate planning and management of fleet acquisitions, utilisation and disposals has reached the point where it has been migrated to the 2010 Microsoft version, greatly enhancing its function. Further reporting tabulations are in process. The data stored therein remains in need of tidy-up. The completion of the field valuations by Liquid Pacific, and the majority of the fleet having recently been re-registered to the currently single common date provide

a sound basis for ensuring the data set is accurate and complete. Assets listed in Tech1 can then be properly reviewed to match the inventory and rationalised. OUTSTATION SERVICES Record rains have resulted in extensive buffel grass growth around all outstations, creating an emerging major fire risk. The focus of outstation staff has therefore been on slashing. In western outstations, the new works team of Dave Hoddard (OS Works Supervisor) and Leslie White (OS Field Worker) have been doing an excellent job. Pulardi, Garden Bore (Arrunge), Ten Mile and Karrinyarra have been fully cleared of rubbish, enabling comprehensive slashing to occur. Rubbish has been segregated into i) ferrous metal, stockpiled with old vehicles for later scrap metal removal; ii) non-ferrous scrap including loose radiators and aluminium car heads; iii) and general rubbish, placed in landfills. In the eastern outstations, the focus has similarly been on rubbish removal and slashing. Irrelirre outstation commenced an active CDEP program, with local man Kyle Dunn as CDEP Works Supervisor. Participants have been doing an excellent job clearing rubbish and slashing grass around their outstation, with the next phase being landfill improvement. A new Kubota tractor, 5’ slasher and refurbished plant trailer have been purchased for the Eastern team, with delivery expected in late November. TITLE Land Transfer to Department of Education and Training

AUTHOR Tim Day, Director, Infrastructure RECOMMENDATION: That Council endorse the excision of part of Lot 79 Laramba (Workshop / orchard) as an extension to Lot 73 Laramba (School)

SUMMARY: The Department of Training and Education wish to construct an Open Learning Centre adjacent to the existing school site. The Open Learning Centre will be used for sport, educational and cultural outdoor activities. Additional land is required to build this centre and it is proposed that an area from Lot 79 be made available for this purpose.

BACKGROUND The Laramba Local Board supports the construction of the Open Learning Area on land behind the school which is the southern end of the old orchard on Lot 79 behind the workshop. The Laramba Local Board does not want any land from Lot 93, the Child Care Centre, to be lost. ISSUES, CONSEQUENCES AND OPTIONS If Council adopts this recommendation advice will be given to FaHCSIA 5 year leases division to transfer the Shire’s administrative authority over this portion of the allotment to the Department of Education and Training.

AUTHOR Muhammad Waqas, Finance Manager RECOMMENDATION: That Council receive and note the Finance & Audit Committee report of 8th November 2010 and endorse the following recommendations to the Council:

1. The Committee endorses the Annual Report text and Annual Financial Statements for 2009-10 and authorises the CEO to finalise the graphical design and printing of the Annual Report.

2. That the Finance & Audit Committee Report is received and the actions contained therein adopted.

SUMMARY: The Finance & Audit Committee convenes on a bi-monthly basis to carry out the financial functions of the Council. The report from the November 8th meeting is tabled for noting.

BACKGROUND The Council has appointed the Finance & Audit Committee under Section 11 of the Local Government (Accounting) Regulations 2008 to undertake the financial functions of the Council in the months that the Council does not hold an ordinary meeting. The Finance & Audit Committee met on the 8th November 2010. The minutes and resolutions are detailed in the attachment. ISSUES, CONSEQUENCES AND OPTIONS Section 18 of the Local Government (Accounting) Regulations 2008 identifies the format and content of the financial reports to council. The Finance & Audit Committee report complies with legislative requirements.
