Dear Associates,

Another year has passed and with it comes new undertakings for the agency to put into action. Keeping in mind the mandate, it propels the center’s activities into a reality in support to the new administration’s focus -- available and affordable food for every Filipino.

An excellent way to achieve this goal is through intensifying technology and information dissemination directly to its end users -- our farmers. Among these is the conduct of two (2) School-on-the-Air (SOA) programs, one in Aurora and the other one in Zambales, both focusing on corn production with more than 500 participants each.

Moreover, the center made some new partners in implementing its programs, the first batch of Climate Smart Farm Business School (CSFBS) was realized in collaboration with Villar SIPAG Foundation. The program provides technical know-how to farmers and agricultural technicians alike to enhance food security while mitigating the effects of climate change and preserving natural resources and ecosystem. In addition, the training also included the business aspect to improve the farmers’ income.

Furthermore, the center conducted the first batch of AgriDoc season-long program to revitalize the Philippine agricultural extension system. The program’s foundation is farm community transformation, not just technology transmission.

It is worth mentioning that ATI Central Luzon and the DA-RFO III continuously foster inter-agency collaboration between and among the agencies providing extension services in the region. This is done through the Central Luzon Agriculture and Fisheries Extension Network (CLAFEN). The year 2016 marked the initial stage of crafting the “Convergence Projects” to showcase matured technologies developed by the SUCs member agencies. Four projects were identified focused on the champion commodities of a particular province. These were cashew for Bataan, goat for Nueva Ecija, cacao for Aurora and mango for Zambales. One project was also crafted for the Kankanaey Tribe in Maria Aurora, Aurora.

As in the past, these extension activities were the result of our regular consultation with our various partners both from the public and private sector. This is one of our strategies to ensure that our interventions are timely, need-based, and relevant.

Such activities will be further discussed in the succeeding pages but for now let me take this opportunity to thank you -- our collaborators and partners for your utmost trust and cooperation to our center’s endeavors. Our growth plans will not be successful without your continuous support.

Likewise, I would also like to recognize the efforts of my entire staff for always doing the extra mile in our activities, rest assured we are making a profound social impact in the lives and communities we serve and we will continue to do so in the future.

Together, we will move forward in giving excellent extension services beyond boundaries.

Corn ProgramATI-Central Luzon, headed by the Information Services Section (ISS), conducted a School-on-the-Air (SOA) on Corn and Cassava in the province of Zambales. This year’s SOA is made unique with the addition of two (2) Farmers’ Class sessions in all municipalities of the province namely: Olongapo City, Subic, Castillejos, San Marcelino, San Antonio, San Narciso, San Felipe, Cabangan, Botolan, Iba, Palauig, Masinloc, Candelaria and Sta. Cruz. A total of 544 participants graduated from the SOA with Mrs. Lilia P. Meru from Cabangan as the overall topnotcher.

In addition two (2) success stories were documented under the corn program: (1) Rodolfo Molina, Magsasakang Siyentista (MS) from Pura, Tarlac and Benjamin L. Dayrit, Outstanding Corn Farmer 2016 from Mexico, Pampanga.

Regular ProgramThe center also developed four (4) new IEC materials with 4,000 copies distributed. In addition, the center’s annual report was also produced with 300 copies distributed.

Two (2) success stories were also documented under the regular program: (1) Mr. Gerardo Esteban, MS from Laur, Nueva Ecija, and Mr. Alexander C. Paulo, Japan Agriculture Exchange Council (JAEC) alumnus and a member of Regional Agriculture and Fishery Council (RAFC) youth representative, from San Antonio, Zambales.

Proposal-BasedATI-Central Luzon conducted a series of blended course training for students, faculty and staff in partner state universities in support to the e-Extension program: (1) e-Extension Orientation program at Aurora State College of Technology (ASCOT) held on January 28, 2016; (2) Community Organizing at Tarlac Agricultural University (TAU) held on September 21-23, 2016; and (3) Grant Proposal Writing at Ramon Magsaysay Technological University (RMTU) held on June 22-23, 2016. In addition, the same training was also conducted at TAU held on August 30- September 1, 2016.

Knowledge Management UpdatesThe center also hosted the first Knowledge Management Updates for 2016 last February 04-06 at Baler, Aurora. This is the first ever grand meet-up of all members of the ISS nationwide and it served as a platform to create shared understanding and appreciation on their functions and the KM programs, projects and activities for 2016, especially among new entrants. A total of 110 participants attended the event coming from the 16 regional centers.

The center conducted 203 trainings to strengthen and capacitate farmers, extension workers, Rural Improvement Club (RIC), Senior Citizens, Persons with Disabilities (PWDs) and 4-H club members in the Agriculture and Fishery Sector with 6,559 participants.

Corn ProgramThe center conducted three batches of Training on Philippine National Standard (PNS): GAP for Corn and Cassava and Code of Practice in the reduction of HCN in Cassava. The first batch was held on February 10-12, 2016 in San Ramon, Dinalupihan,

Bataan with 33 participants, the second one was also held in the same venue on April 19-21, 2016 and the third one was held on May 24-26, 2016 in Baler, Aurora with 30 pax.

February 24-26, 2016 in San Marcelino, Zambales with 30 participants. In addition, a Gender-Based Effectiveness Skills training for corn coordinators of region III was conducted on March 16-18, 2016 in National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS), Cabanatuan City, Nueva Ecija with 34 participants.

There were two (2) batches of Orientation-Briefing on Farmers-Scientist RDE Training Program (FSTP) conducted on March 21, 2016 in Bamban, Tarlac with 26 participants and on March 22, 2016 in Floridablanca, Pampanga with 15 participants.

Meanwhile, a Training of Trainers on Sustainable Corn Production in Sloping Areas was implemented on May 17-20, 2016 in San Ramon, Dinalupihan, Bataan with 28 participants.

Also, a Skills Training on Value Adding Technology: Corn Husks Crafts Making was held on June 22-24, 2016 in Lupao, Nueva Ecija with 31 participants.

Another training that was conducted was the Training Course on Value Chain Approaches for Corn and Cassava products on September 21-23, 2016, which was held in Diaspora Farm, Bacolor, Pampanga with 25 participants.

A Training Course on GAP Protocol Updates for Corn and Cassava cum Experiential Learning was also held on September 26-30, 2016 in Ilocos Region with 33 participants.

Furthermore, two batches of FSTP Phase 1 are still ongoing in Bamban, Tarlac and Lupao, Nueva Ecija with 80 participants. Also, two batches of FSTP Phase 2 are still on going in the same venues with 70 participants.

HVCDPThe center intensified the capacitation of the agricultural extension workers (AEWs) and farmers in Central Luzon under the High Value Crops Development Program.

A Training on Sustainable Cacao Production and Post-harvest Management Practices was held on May 25-27, 2016 in Maria Aurora, Aurora with 25 participants. In addition, a Training of APTC Personnel on Safe Food Handling and on Grading and Classification was conducted on April 25-27, 2016 in Cabanatuan City, Nueva Ecija with 26 participants.

Different topics and activities regarding Good Agricultural Practices (GAP) were also discussed to the participants.

A Training Course on GAP for Fruits and Vegetables on April 12-14, 2016 was conducted in Baler, Aurora with 37 participants. Another training, which was the training course on Philippine National Standard: Code of Good Agricultural Practices for Fruits and Vegetables, was also implemented on March 21-23, 2016 in CLSU, Science City of Munoz, Nueva Ecija with 31

participants. In addition, a Training Course on GAP Coffee was held on March 14-16, 2016 on San Ramon, Dinalupihan, Bataan with 20 participants.

Furthermore, a Training Course on PNS: Code of GAP Fruits and Vegetables was conducted on September 26-28, 2016 in ATI-RTC III, San Ramon, Dinalupihan, Bataan with 34 participants.

Also, a Training Course on Quality and Safety Management for Fruits and Vegetables was implemented on February 16-18, 2016 in Diaspora Farm, Bacolor, Pampanga with 26 participants.

An Evidence-based Training Course on Fruits and Vegetables Processing, Packaging and Marketing was also conducted on August 30-September 1, 2016 in Sta. Rosa and Quezon, Nueva Ecija with 25 participants. Another Skills Training on Fruits and Vegetables Processing was also conducted on November 15-17, 2016 in Lupao, Nueva Ecija with 31 participants.

Furthermore, a total of ten (10) batches of Farmers’ Field School (FFS) on Vegetable Production were conducted in the following venues and dates with corresponding number of participants:

1. Paradise III, City of San Jose Del Monte, Bulacan on July 29-December 3, 2016 with 32 participants;

2. Zaragosa, Nueva Ecija on July 1-December 1, 2016 in Zaragoza, Nueva Ecija with 38 participants;

3. Abucay, Bataan on July 26-December 4, 2016 with 31 participants;

4. Talavera, Nueva Ecija on August 12-December 15, 2016 with 30 participants;

5. Baler, Aurora on August 11-December 14, 2016 with 30 participants;

6. Dingalan, Aurora on August 11-December 16, 2016 with 30 participants;

7. San Ildefonso, Bulacan on September 16-December 20, 2016 with 25 participants;

8. Pura, Tarlac on July 20-December 22, 2016 with 30 participants;

9. Hermosa, Bataan on August-December 27, 2016 with 30 participants; and

10. Lupao, Nueva Ecija on June 29-December, 2016 with 30 participants.

4-H ProgramTo capacitate the youth in nation building, a series of training were conducted for them.

A Training Course on Coconut-based Handicraft Making was held on February 23-25, 2016 in Diome, Ma. Aurora, Aurora with 33 participants.

With the theme “4-H Agripreneur: Embracing Innovation and Productivity”, the 4-H Regional Summer Youth Camp in Central Luzon, spearheaded by the ATI-Central Luzon, ensured to give recognition and appreciation to the role of youth as partners in nation building. It was held on April 19-21, 2016 in Tarlac Recreational Park, San Jose, Tarlac with 219 participants.

The 4th and 5th Batches of Adopt a Farm Youth was held on April 1 to July 31, 2016 in San Narciso, Zambales and San Mateo, Isabela with 7 and 6 participants, respectively.

In addition, a Capability Enhancement Through Experience-Based Training on Integrated Diversified Farming System was conducted on August 3-5, 2016 in San Mateo, Isabela with 25 participants.

Also, a Training on Farming as a Business for 4-H Club Members was held on October 11-13, 2016 in San Ramon, Dinalupihan, Bataan with 24 participants.

Moreover, a Capability Enhancement Training on Amoras grass Handicraft Making for 4H club members of Zambales was conducted on August 24-26, 2016 in Balin Sambali, Iba, Zambales with 33 participants.

Furthermore, a Training Course on Intergrated Farming System for RBOs was implemented on September 21-23, 2016 in Charisma Natural Farm, Magalang, Pampanga with 40 participants.

Rural-Based Organization (RBO)Under the RBO Program, a total of four (4) trainings were conducted to capacitate them. These were: (1) Training Course on Production and Processing of Medicinal Herb, which was held on May 24-26, 2016 in Charisma Natural Farm, Magalang, Pampanga with 22 participants; (2) Training Course on Yam and Peanut for IPs, which was conducted on March 21-13, 2016 in Charisma Natural Farm, Magalang, Pampanga with 27 participants; (3) Training Course on Integrated Farming System for RBOs, which was held on September 21-23, 2016 in Charisma Natural Farm, Magalang, Pampanga with 45 participants; and (4) Training Course on Yam Production for Kababaihan ng Brgy. Basuit RIC, which was implemented on November 3-4, 2016 in Basuit, San Ildefonso, Bulacan with 30 participants.

Livestock ProgramA Training of Trainers on Natural Pig Farming for Farmers’ Field School Facilitators was held on August 22-26, 2016 at Diaspora Farm, Bacolor, Pampanga with 25 participants.

In addition, a training on Best Practices on Livestock Production: An Experiential Learning Activity in Region X (Northern Mindanao) a stakeholders exchange visit was held on June 07-11, 2016 at Region X with 27 participants.

Moreover, a training on Good Animal Husbandry Practices (GAHP) was held on March 16-18, 2016 at San Ramon, Dinalupihan, Bataan with 31 participants. Furthermore, a training course on Animal waste management and utilization was held on March 08-10, 2016 at San Ramon, Dinalupihan, Bataan with 28 participants.

A Farmers’ Field School on Meat and Dairy Goat Production was conducted which started in March 2016 with the graduation held in October of the same year at Dinalungan, Aurora with 30 graduates.

Rice ProgramA Training Course on Good Agricultural Practices (GAP) for Rice Seed Growers of Region III was conducted on March 2-4, 2016 in NIA-UPRIIS, Cabanatuan City, Nueva Ecija with 39 participants.

Also, two (2) batches of Training of Trainers on Rice Crop Manager were conducted within the 4th quarter of 2016. The 1st batch was conducted on November 14-18, 2016 in Otel Pampanga, City of San Fernando, Pampanga with 23 participants from the provinces of Aurora, Pampanga, Bataan and Nueva Ecija. The 2nd batch was implemented on November 28-December 2, 2016 in PhilRice, Science City of Muñoz, Nueva Ecija with 31 participants from Bulacan, Tarlac and Nueva Ecija.

In addition, a total of 33 batches of Worthiness and Financial Management for Sikat Saka Program was conducted from February to October 2016 in all provinces in Central Luzon with 1611 participants.

Furthermore, a total of 16 batches of One-day briefing on Rice Crop Manager was also conducted from February to December 2016 in all 7 provinces in Central Luzon with 734 participants.

Regular Program

The center conducted 22 trainings under the regular program with a total of 632 trained graduates:

1. Gender and Development cum Health and Wellness for AEW held on September 15-16, 2016 at San Ramon, Dinalupihan, Bataan with 22 participants;

2. Training on Gender and Development Mainstreaming (Planning and Budgeting) held on Sept. 7-9, 2016 at San Ramon, Dinalupihan, Bataan with 28 participants;

3. From Nestling to Laying: Layer and Quail Egg Production (4th to 6th class municipality) August

PROJECT AYTA AMBALA(Stakeholders Engagement towards Collaborative Action)

This is an integrated development project aimed at helping the Ayta Ambala in Sitio Parapal, Brgy., Mabiga, Hermosa, Bataan to maximize the use of their ancestral domain to alleviate them from poverty. Ambala is the local dialect, spoken by community of Aetas in Hermosa Bataan. They are also called Ayta Ambala.

The intervention is an inter-agency collaboration among various stakeholders. The stakeholders are Parapal Ayta Farmers Association (PAFA), Department of Agriculture-Regional Field Office III (DA-RFO III), National Commission on Indigenous People (NCIP), Department of Trade and Industry (DTI), National Commission on Culture and Arts, Provincial Government of Bataan and Municipal Government of Hermosa, Bataan, Department of Social Welfare and Development (DSWD) and Agricultural Training Institute-Regional Training Center III (ATI RTC III).

It has the following components: (1) training; (2) economic activities; (3) nutrition of preschool children; (4) health and sanitation; and (5) culture and arts. The project will benefit 19 households.

Regular ProgramATI- Central Luzon conducted four (4) trainings to intensify partnerships among other agencies. These were:

1. Central Luzon Agriculture and Fisheries Extension Network Meeting and Workshop (CLAFEN) held on November 10-11, 2016 at Maharajah Hotel, Angeles, Pampanga with 37 participants;

2. Regional Agriculture and Fisheries Extension Network (RAFEN) Launching and MOA Signing held on May 18, 2016 at the Department of Agriculture, City of San Fernando, Pampanga with 32 participants;

3. Catalyzing the Development of Rural Communities: Ratification of the National Extension Agenda and Programs (NEAP) and Operationalizing the Agriculture and Fishery Extension (AFE) Strategy Plan for 2017-2022 held on February 29-March 1, 2016 at Otel Pampanga, City of San Fernando, Pampanga with 77 participants; and

4. Central Luzon Agriculture and Fisheries Extension Network Meeting held on September 20, 2016 at Otel Pampanga, City of San Fernando, Pampanga with 32 participants.

5. Initial projects were identified under the CLAFEN convergence projects namely: (1) Cashew for Bataan; (2) Mango for Zambales; (3) Cacao for Aurora; (4) Sweet Potato for Tarlac; (5) Goat for Nueva Ecija; (6) Tilapia for Pampanga; and (7) IPs for Aurora. Proposal will be prepared by the PLGUs and SUCs.

Regular ProgramTo further upgrade the services of the extension providers in the region, several learning sites were upscaled in May 2016. These were:

1. ATI-RTC 3 Learning Site in Dinalupihan, Bataan; 2. Perlas Farm in Palayan City, Nueva Ecija; and3. Farmers Development Network (FDN) Organic

Agriculture Learning Site in Palayan City, Nueva Ecija.

Under the Livestock program, two (2) learning sites on livestock production were enhanced.

Agricultural inputs were given to Salvador Farm in Gomez, Llanera, Nueva Ecija in May-July 2016. A pellet machine was also provided to Diaspora farm in Bacolor, Pampanga in June-August 2016.

In addition, two (2) learning sites on animal waste management and utilization were established. They were in the farms of:

1. Jovita Noble in Maria Aurora, Aurora in October-December 2016; and

2. Alfredo Navarro in San Marcelino, Zambales in October-December 2016.

RBO ProgramA learning site in San Felipe, Zambales was enhanced under the development and expansion of modeling farm in September-December 2016.

4-H ProgramA Livelihood Project Development for Jeric Batasin-in (4-H Member) from Samal, Bataan was implemented in June to December 2016. He was given support for his cattle fattening project.

HVCDPA learning site in Mataas na Parang, San Ildefonso, Bulacan was upscaled in April-June 2016. Mr. Nemecio Concepcion’s farm was provided with packing house, materials for packing house, storage room, machinery shed and dormitory.

Corn ProgramTwo (2) learning sites on corn seed production technology were established in October-December 2016. The newly established learning sites are located in Palayan City, Nueva Ecija and San Ildefonso, Bulacan with Mr. Ernesto Perlas and Mr. Celestino Mananguit as the cooperators, respectively.

Moreover, two (2) batches of after-training support for the establishment of learning site was conducted in Dinalupihan, Bataan and Olongapo, Zambales in October-December 2016.

OA ProgramThe Diaspora Farm (with Ms. Annette Patdu as the cooperator) in Bacolor, Pampanga was upgraded from learning site into farm tourism site on February 18-April 28, 2016.

In addition, the learning site of Mr. Tomy Garma in Mayantoc, Tarlac was enhanced in June 2016. His fishpond was revitalized and a pump house was established in his farm.

AgRiDOCAgRiDoc is a new training program designed for rice extensionists to help revitalize the Philippine agricultural extension system. The program’s foundation is farm community transformation, not just technology transmission.

The trainees will undergo 4 months of intensive training that aims to strengthen their technical competence, nurture values relevant to development work, and sharpen their leadership, communication, and entrepreneurial skills.

The curriculum is a strong mix of engaging and experiential learning designed to heighten trainees’ understanding and appreciation of rice-based farming system and the development processes in farming communities.

The training implemented by the center runs from November 7, 2016 to March 31, 2017. Upon graduation, the AgRiDOCs are expected to help raise the bar of performance in extension in the Philippines, increase productivity to secure food self-sufficiency, and help catalyze farm community transformation.

A total of 14 participants from the provinces of Nueva Ecija (9); Zambales (2); Aurora (1); Bataan (1); and ATI-RTC III (1) joined this batch of AgRiDoc training.

THE SEASON-LONG TRAINING OF TRAINERS (S-LTOT) AND THE FARMERS’ FIELD SCHOOL (FFS) GRADUATES ON CORN INTEGRATED CROP MANAGEMENT (CICM) IN REGION 3The research project was implemented by ATI in Central Luzon through the Ramon Magsaysay Technological University (RMTU) in Iba, Zambales.

In Study 1, the salient findings were: (1) the participants of the SLTOT-CICM found mostly in the 50 and above years old , male group, and bachelor degree holders with specialization in crop science, and have attended 1-5 trainings; (2) they are employed mostly in the municipal LGUs with permanent status as agricultural technologists and as corn coordinators; (3) majority of the participants had no farming experiences before their employment in

their respective agencies, and only 33.33% of them own a farmlot; (4) the course contents of the training were assessed by respondents as “comprehensive enough” and admittedly that they have acquired “very adequate knowledge and skills” in all their exposures; (5) the participants rated as “very good” their schedules and groupings, accommodation and their lecturers and training facilitators; (6) all methodologies employed in the training were useful to them especially the micro-teaching and open forum; (7) they have a good attendance in lectures and field activities; and (8) the respondents rated as “easy to do”as to their required training outputs; and mostly have “fully accomplished” their activities.

In Study 2, the findings on the FFS graduates were: (1) most farmers belonged to age bracket of 50-54 years old, male group, married and high school graduates; (2) their farm size ranged from less than a hectare to 1.9 ha.; (3) through the FFS, the farmers perceived to have increased in knowledge and skills, have a better attitude in farming; (4) the total area planted to corn during their FFS was 207.75 ha with corn yield of individual farmers ranging from5,000 kg and above, and increased yield from 3.49 mt to 4.76 mt/ha; (5) farmers were satisfied ans highly satisfied of the services provided by their agricultural technologists;

and 6) the top three problems of farmers in corn production were high cost of inputs, low price of yield, and natural calamities.

The project of ATI in the region on SLTOT-CICM is beneficial to the corn industry not only to the farmers and extension leaders but to the whole country since corn is considered as the second staple food of our people. This is an excellent project in the region that farming communities should consider immediately after rice farming.

EVALUATION OF DAISY DURAN AS EXTENSION SERVICE PROVIDER: A CASE STUDY Extension service providers (ESPs) have been tapped by the Department of Agriculture-Agricultural Training Institute (ATI) to aid in the delivery of extension services to farmer-clienteles. The study aims to analyze the characteristics and effectiveness of Daisy Duran of Duran Farm as private ESP.

The study shows that in terms of the characteristics of Ms. Duran, she was able to demonstrate knowledge, leadership, emotion, skill and smartness (KLESS). Participants who were interviewed by the researchers have a common impression that in terms of seedling production, Duran is technically knowledgeable as confirmed by the success of her seedling business and being recognized as the “Seedling Queen”.

Her leadership skills are also evident whenever she was invited to speak in various fora and conferences. She was described by participants as a good speaker

during her presentations conducted by different agencies as she was able to hold audiences’ attention, which is considered to be one of the characteristics of being a good leader. In terms of skills, she was able to effectively share her knowledge and experiences with her audience. According to one participant, “Sanay sya humarap sa maraming tao.”

In terms of smartness, Boonjing (2008) noted that it includes wit in encouraging farmers to have a change in behaviour. According to the respondents, Duran has this ability to inspire farmers to improve their economic conditions and is accommodating in assisting farmers in their queries thereby creating an atmosphere of change. Problems noted were the poor quality of water, food sanitation and poor quality of roads leading to the farm. The personal characteristics of Duran have been effective in delivering extension services to the farmers.

However, participants think that she still lacks the technical know-how in terms of

agricultural production owing to her lack of formal education. Duran is also very generous as she does not have a competitive streak with her fellow farmers and she was willing to share whatever she knows even though limited in theoretical background but rich in experience.

DEVELOPMENTS OF ATI-RTC III TRAINING FACILITIES IN PALAYAN CITY, NUEVA ECIJA For this year, the Center allocated resources for infrastructure development in its office Palayan City, Nueva Ecija.

From its groundbreaking ceremony on April 25, 2016 to its completion on December 2016, the 6.5 million-project converted its old building into a dormitory and a training hall that can accommodate 50-60 participants.
