INTRODUCTION The purpose of this document is to present the criteria for the determination of the Swimming Canada / Sport Canada Athlete Assistance Program (AAP). The target audiences for this document are athletes and the coaches of such athletes who now access or wish to access the program. In general, the AAP (Carding) recognizes the commitment a swimmer makes to long-term training and competitive programs and seeks to relieve some of the pressures associated with participation in international sport. In particular, the AAP provides financial assistance to Canadian high-performance swimmers to assist them in seeking enhanced training opportunities intended to progress their performances. To this end, the assistance helps swimmers with their training and competition needs and is paid directly to the swimmer. The AAP objective is to support Canadian athletes identified and nominated by Swimming Canada as performing at or having the greatest potential to achieve top 8 results at Olympic/Paralympic Games and World Championships. The coach remains a critical component of the process and in conjunction with Swimming Canada manages and directs the swimmers training plan. The AAP is the only Sport Canada program to provide direct financial support for athletes. 2. PROGRAM OVERVIEW 2.1 GENERAL INFORMATION AND DEFINITIONS: a. ATHLETE ASSISTANCE PROGRAM CRITERIA – OLYMPIC PROGRAM 2019-2020 NOMINATIONS

1. INTRODUCTION

The purpose of this document is to present the criteria for the determination of the Swimming Canada / Sport Canada Athlete Assistance Program (AAP). The target audiences for this document are athletes and the coaches of such athletes who now access or wish to access the program. 2. PROGRAM OVERVIEW

2.1 GENERAL INFORMATION AND DEFINITIONS: a. Sport Canada has allocated a maximum of $1,249,620 in living and training allowance to be allocated

through the application of the 2019-2020 Swimming Canada Athlete Assistance Program Criteria. b. Where the term ‘World Ranked’ or ‘World Ranking’ is used, these shall be the pool swimming FINA Long

Course World Rankings of performances completed as of September 4, 2019 and as published on the FINA web site (www.fina.org)

c. Where the term C1 is used, this is defined as a first year Senior Card swimmer who, regardless of the number of years at a Development Card level, receives Senior Card status but is funded at Development Card level.

d. The Sport Canada AAP funds swimmers in Olympic events at two levels: i. Senior Cards: Senior International Card $1,765.00/month, totalling $21,180/yr

Senior National Team Card $1,765.00/month, totalling $21,180/yr C1 card $1060.00/month, totalling $12,720/yr

ii. Developmental Cards: $1060.00/month, totalling $12,720/yr e. The Carding cycle for 2019-2020 shall be November 1, 2019 to October 31, 2020. f. The Sport Canada AAP also offers swimmers who receive AAP funds the following additional financial

benefits: i. Tuition Support to a maximum payment of $5500.00 per carding cycle with a lifetime maximum of

$25,500.00. Note: that lifetime maximum will eventually accumulate to $27,500 after five years at $5500.00 annually.

ii. Supplemental Support that includes: - Excellence living and training allowance - Excellence child dependent allowance - Training and competition allowance for athletes with a disability - Relocation Assistance - Child care Assistance

2.2 SWIMMING CANADA’S AUTHORITY FOR DECISIONS: All matters relating to the nomination of athletes for AAP are the sole authority of Swimming Canada. Swimming Canada makes decisions relating to the approval of AAP nominations on the basis of the approved Swimming Canada AAP Criteria and requirements. If an athlete does not meet (in the discretion and opinion of Swimming Canada) any of the criteria or requirements set out in the Swimming Canada AAP Criteria, Swimming Canada may decide in its sole discretion, to either recommend withdrawal of carding, or to not nominate an athlete for 2019-2020. 2.3 ELIGIBLE SWIMMERS: Only those swimmers eligible to represent Canada at either the FINA World Aquatic Championships or the Olympic Games shall be eligible for AAP support. Swimmers must be registered members of Swimming Canada both at the time of the carding performance and again prior to receiving support for the 2019-2020 season. 2.4 ELIGIBLE PERFORMANCES: For the 2019-2020 carding cycle, carding shall be determined by long course performances for the listed pool Events, and in open water distances at the following Events only.

a. Pool Events: the following list is an overview of Events that will be used for athlete carding performances – refer to Section 3. Senior Cards, and Section 4. Development Cards in this document to confirm which Event applies to which carding level

c. The following applies for all card levels: i. Results posted in a Time Trial or as an “intermediate distance time” within an individual event are not

eligible for carding.

ii. A “Lead-off” leg on the appropriate relay in the 100m backstroke, 100m freestyle and 200m freestyle are eligible.

iii. An individual “non-lead” performance on a relay is not eligible for individual pool event carding. An Individual ‘non-lead’ performance can only be used as referenced in the Senior International Card Relay Event Criteria section

2.5 PRIORITIZATION OF CARDING NOMINATIONS: The following eight points constitute the priority order for nominating swimmers who have met the carding criteria. Cards will be awarded in a “top down” fashion until the total allocation of cards is exhausted: PRIORITY 1: Senior International Card nominations (SR1/SR2) PRIORITY 2: Swimmers carded the previous year at the Senior International card level (SR1/SR2) in Olympic

events who are injured* AND who meet the Sport Canada policy on curtailment of training and competition for health-related reasons.

PRIORITY 3: Senior National Team card nominations (including C1 cards) based on criteria outlined in this document.

PRIORITY 4: Swimmers carded the previous year at the Senior National Team level (including C1 cards) and who are injured* and meet the Sport Canada policy on curtailment of training and competition for health related reasons. These cards will be prioritized based on the previous year’s ranking.

PRIORITY 5: Development Cards for Track 1, Open Water or Track 2 Swimmers based on the criteria outlined in this document.

PRIORITY 6: Development Cards for Swimmers carded the previous year at the Development Track 1, Open Water or Track 2 who are injured* and meet the Sport Canada policy on curtailment of training and competition for health related reasons.

PRIORITY 7: Development Cards for Developing Senior Tracking Swimmers and Track 3 Swimmers based on the criteria outlined in this document

PRIORITY 8: Swimmers carded the previous year at the Developing Senior Tracking or Track 3 card level in an individual event who are injured* AND who meet the Sport Canada policy on curtailment of training and competitions for health related reasons.

3. SENIOR CARDS

3.1 SENIOR INTERNATIONAL CARD CRITERIA: Eligibility for the 2019-2020 Senior International card shall be based on results from the 2019 FINA World Championships only and as per the following criteria. This is a two-year card.

a. Individual Events (Pool and Open Water): i. To be eligible for nomination as a Senior International Card, swimmers must finish within the top 8

places of an individual event and finish within the top ½ of the entered swimmer field. ii. Only performances in Olympic events are eligible for carding.

b. Relay Events (Pool): i. For individual members of relay teams to be eligible for nomination as a Senior International Card,

relay teams must be a Canadian National Team Relay AND must finish within the top 8 places of a relay event and finish within the top ½ of the entered teams field.

ii. To be carded at the Senior International Level, members of a Canadian National Team Relay shall have at least one individual performance in an Olympic event ranked within the world top 50 (absolute) on September 4, 2019.

iii. Athletes who participate in qualifying a relay event for the finals but do not compete in the finals of the event will be nominated to be carded on the basis of the level of performance required to advance to that final (i.e. Top 8) and will be nominated to be carded at the Senior Card (SR1 or SR2)

level provided they have at least one individual performance in an Olympic event ranked in the World Top 50 (absolute) on September 4, 2019.

iv. Only performances in Olympic events are eligible for carding. NOTES - Senior International Card:

Swimmers who meet the Senior International criteria at the 2019 World Championships are eligible to be nominated by Swimming Canada for two consecutive years, with the card for the first year referred to as SR1 and the card for the second year referred to as SR2. The second year of carding will be contingent on the athlete being re-nominated by Swimming Canada.

• Pool swimmers will be re-nominated if they are maintaining an approved training and competitive program recognized by Swimming Canada and Sport Canada and have maintained a performance level within a threshold of 1% of the time they performed to earn the SR1 card.

• Open Water swimmers will be re-nominated if they qualify for the 2020 Tokyo Olympic Games. Swimmers carded for the first time may receive a Senior International Card nomination provided their performances fulfill the above criteria.

3.2 SENIOR NATIONAL TEAM CARD CRITERIA:

a. Individual Pool Events: Swims that are in the top 50 absolute World Ranking in an individual Olympic event as of September 4, 2019.

b. Individual Open Water Events: Swimmers must meet either the criteria from item i. OR item ii. below, AND then at least one time from the table in item iii. below.

i. Finish in the top 25 or 90 seconds behind the winner at the following event: - 17th FINA World Swimming Championships 2019, Gwangju, KOR

OR ii. Finish on the podium or within 60 seconds behind the winner at any of the following events:

- 2019 Pan American Games, Lima, PER - 2019 FINA Marathon Swimming World Series 10k, Doha, QAT - 2019 LEN Cup 10k, Brive-La Gaillarde, FRA

AND iii. Meet one or more of the performance standard times in the table below, which must have been

swum between September 1, 2018 and August 31, 2019 at a Swimming Canada sanctioned competition:

c. Relay Events:

i. All members of a Canadian National Team Relay placing Top 8 at the 2019 FINA World Championships will be nominated

ii. Members of a Canadian National Team Relay placing in the Top 9-12 at the 2019 FINA World Championships, and who have an individual performance in the corresponding event that ranks within the top 100 absolute World Rankings as of September 4, 2019 (i.e. 100 Br if a member of the 4x100 MR as the breaststroker) will be nominated.

iii. Members of any Canadian National Team relay that is World Ranked in the Top 9-12 and whose individual relay performance, when considered with a relay takeover factor of 0.5 seconds (relay split + 0.5 seconds) ranks within the top 100 absolute World Rankings of the corresponding individual event, as of September 4, 2019 will be nominated.

iv. Athletes who participate in qualifying a relay event for the finals but do not compete in the finals of the event will be nominated for carding on the basis of the level of performance required to advance to that final (i.e./ Top 8) and will be nominated to be carded at the Senior Card (SNT) level.

v. Only performances in Olympic events are eligible for carding. 3.3 C1 CARD CRITERIA:

a. C1 carded athletes are funded at the Development Card level in the first year they meet the national criteria for a Senior Card even if they have previously been carded at the Development (D) level. If, however, the athlete has been previously carded at the SR1 or SR2 level, has been selected to a Senior National Team (Olympic Games, FINA World Championships (50m), Commonwealth Games, Pan Pacific Swimming Championships, Pan Am Games) or has competed in the FINA World Championships (50m) before meeting the national criteria for the Senior Card for the first time, the athlete will be funded at the Senior Card (SR) level rather than at the Development Card level.

4. DEVELOPMENT CARDS

4.1 The following five points constitute the priority order for nominating swimmers who have met the carding criteria:

PRIORITY 1: “On Track” Track 1 Swimmers (Pool) PRIORITY 2: Open Water Development PRIORITY 3: “On Track” Track 2 Swimmers (Pool) PRIORITY 4: Developing Senior Tracking Swimmers (Pool) PRIORITY 5: “On Track” Track 3 Swimmers (Pool)

4.2 Development cards will be awarded in a “top down” fashion until the total allocation of cards is exhausted.

4.3 The availability of Development cards is subject to the total number of cards available under the Sport Canada criteria and the number of cards awarded in the Senior International and Senior National Team levels.

4.4 “ON TRACK” TRACK 1 SWIMMERS (Pool) a. All swimmers who achieve an age-appropriate “On Track” Track 1 Standard will have their performance

ranked as a percentage of the “On Track” target time for that event. Swimmers will be nominated in rank order until the total number of available Development Cards has been used. A complete list of “On Track” Track 1 standards based on age and the “On Track” Target Times are available in Appendix 1.

4.5 OPEN WATER DEVELOPMENT CARD

a. A maximum age limit will be applied to Open Water Development Card eligibility as follows: Maximum age at 31st December 2019:

Male Female 22 years old 21 years old

b. Swimmers under the maximum age limit must meet the following criteria to be nominated for 2019-2020 Open Water Development carding:

i. Finish on the podium or within 130 seconds behind the winner at any of the following Events which are listed in priority order: - FINA World Championships 10 km, Gwangju, KOR - FINA World Championships 5 km, Gwangju, KOR

- Pan American Games 10 km, Lima, PER - FINA Marathon Swimming World Series 10 km, Doha, QAT - LEN Cup 10 km May 23, 2019, Brive-La-Gaillarde, FRA - FINA Marathon Swimming World Series 10km, Lac St. Jean, CAN - FINA Marathon Swimming World Series 10km, Lac Megantic, CAN

ii. Swimmer results will be prioritized according to the Event priority order as listed above. 4.6 “ON TRACK” TRACK 2 SWIMMERS (Pool)

a. All swimmers who achieve an age-appropriate “On Track” Track 2 Standard will have their performance ranked as a percentage of the “On Track” target time for that event. Swimmers will be nominated in rank order until the total number of available Development Cards has been used. A complete list of “On Track” Track 2 standards based on age and the “On Track” Target Times are available in Appendix 1.

4.7 DEVELOPING SENIOR TRACKING SWIMMERS (Pool)

a. All swimmers who meet the requirements listed below will have their performance ranked as a percentage of the “On Track” target time for that event. Swimmers will be nominated in rank order until the total number of available Development Cards has been used. A complete list of the “On Track” Target Times is available in Appendix 1.

b. Developing Senior Tracking Swimmers Requirements: i. By December 31, 2019, the swimmer must have aged out of the “On Track” system for the event for

which they will be ranked. ii. The swimmers age as of December 31, 2019 must be equal to or younger than the average age of

the finalist for the event for which they will be ranked at targeted competitions as tracked by Swimming Canada (see Appendix 2).

iii. By September 4, 2019, the swimmer must have demonstrated progression by having improved a total of 1% since September 4, 2017 for the event for which they will be ranked.

iv. By September 4, 2019, the swimmer must be within 1% of the “On Track” Target Time for the event for which they will be ranked. A complete list of the “On Track” Target Times + 1% is available in Appendix 3.

v. Be in top 100 absolute world ranked swims for which they will be ranked on September 4, 2019. 4.8 “ON TRACK” TRACK 3 SWIMMERS (Pool)

a. All swimmers who achieve an age-appropriate “On Track” Track 3 Standard will have their performance ranked as a percentage of the “On Track” Target Time for that event. Swimmers will be nominated in rank order until the total number of available Development Cards has been used. A complete list of “On Track” Track 3 standards based on age and the “On Track” Target Times are available in the Appendices.

NOTES - for all Development Cards: Swimmers previously carded at the Senior (International or National Team) level for more than two years are not eligible for Development Cards. Swimming Canada may apply to Sport Canada for an exception to this clause if the swimmer, as of December 31, 2019, is four years or more, younger than the average age in the event (Appendix 2) for which they have met the AAP funding requirements. Should a tie occur in a pool event, then the swimmers’ world ranking in that event will be used to break the tie. Should there be a tie in the world ranking in the carded event, then the swimmers next highest world rankings in another event will be used to break the tie. Should there be no other world ranked swim then the swimmers second highest rated swim using the FINA LC Performance Points Chart shall be used to break the tie.

Should a tie occur in an open water event, then the swimmers fastest time in the 800m free LC for women and 1500m free LC for men posted on swimrankings.net between September 1, 2018 and August 31, 2019 will be used to break the tie.

5. INJURY AND ILLNESS Swimming Canada will consider nominating a swimmer for an injury card in accordance with section 9.1.3 of the Sport Canada AAP policy. 5.1 In order to be considered for nomination for an injury card for 2019-2020, a swimmer must meet all of the

following requirements: a. The swimmer must have been carded during the 2018-2019 carding cycle. b. It is the responsibility of the swimmer to have duly notified Swimming Canada by reporting any injury and/or

illness that significantly affected their ability to train at full capacity at any point in the carding cycle (November 1, 2018 – October 31, 2019) by submitting the Medical Injury & Illness Reports available from Swimming Canada. There are two reports: the written report must be completed by an accepted medical professional, while the online report must be completed in consultation with the swimmer’s coach. Both reports must have been submitted within 14 days of the date of the initial illness and/or injury event.

c. Swimming Canada defines the swimming season as 2 training blocks, and 2 peak performance windows: - First training block (Training Block #1) is from September 1st 2018 to April 7th 2019 (last day of

Canadian Swimming Trials) o Peak Performance Window #1 - March/April 2019

- Second training block (Training Block #2) is from April 8th 2019 until August 31st 2019 o Peak Performance Window #2 - July/August 2019

If the swimmer’s supporting documentation shows that he/she had sustained an injury and/or became ill before the Peak Performance Window #1 and were back into full training before the start of Training Block #2, Swimming Canada will seek medical advice to determine if this injury and/or illness impacted the swimmer’s performance in the Peak Performance Window #2.

5.2 If Swimming Canada nominates a swimmer for Injury/Illness carding:

a. The swimmer will be nominated for an injury card at the same level (i.e. Senior or Development) at which they were carded in 2018-2019.

b. The swimmer may only be nominated for an injury card for two consecutive seasons. 5.3 Swimmers receiving an injury card:

a. Must follow the conditions outlined in the Sport Canada AAP policy (sections 9.1.1 and 9.1.2) regarding curtailment of training and competition for health-related reasons.

b. Must report as directed to Swimming Canada’s Manager, High Performance Programs on their rehabilitation activity and progression.

c. If the swimmer is a High Performance Centre resident swimmer, injury reporting must be completed through the respective HPC Coaching staff and designated medical staff, and documented in the HPC bi-monthly IST report.

d. Failure to report as directed may result in a recommendation to Sport Canada to withdraw carding at the sole discretion of Swimming Canada’s High Performance Director

6. SWIMMERS TRAINING OUTSIDE OF CANADA

6.1 The following shall apply to swimmers who meet the carding criteria as noted above and who are training abroad:

a. All swimmers training outside of Canada are required to support the National Team Program activities as outlined in this document.

b. Swimming Canada will, at its sole discretion, determine if Canadians who achieve the carding criteria while living and training outside of the country will be nominated for AAP funding. The decision will be based on a number of factors which shall include, but not be limited to, the available daily training environment and the ability to support the National program as outlined in this document.

c. As per Sport Canada policy (2.5.2), Swimming Canada will nominate swimmers who are attending a foreign post-secondary educational institution and are receiving an athletic scholarship for AAP funding provided that they commit to support the National Team Program activities. These swimmers will be nominated by Swimming Canada for AAP support during the months they are not attending the foreign post-secondary institution. It is the responsibility of the individual athlete to notify Swimming Canada of the applicable time period for which they will not be attending the foreign post-secondary educational institution.

7. NCAA-BASED CARDED SWIMMERS

7.1 The following shall apply to swimmer who meet the carding criteria as noted above and who are attending an NCAA institution: a. Sport Canada policy states that athletes attending a foreign post-secondary educational institution and who

are receiving an athletic scholarship are not eligible to receive AAP support in the months in which they are attending the foreign post-secondary educational institution.

b. It is the responsibility of the NCAA-based athlete who is nominated by Swimming Canada for AAP support to notify Swimming Canada of the time period that the athlete will not be attending the foreign post-secondary educational institution. Once notified, Swimming Canada will request that Sport Canada activate the athletes AAP support for that period. AAP support will only be activated if the athlete has submitted all of the required documentation to Swimming Canada by the prescribed deadline in the fall of 2019.

c. It is the responsibility of the NCAA-based athlete to notify their institutions compliance department to confirm that they are eligible to receive AAP support. It is also NCAA-based athlete responsibility to determine any procedures that they must follow in order to meet the requirements of the institution’s compliance department.

8. CARDING REQUIREMENTS

8.1 The following shall apply to all athletes accepted to receive AAP Carding: a. For each carding cycle, all carded athletes must complete and submit all required documentation by the

specified deadline in their carding notification letter. Failure to do so will result in Swimming Canada delaying or rescinding the athlete’s nominations to Sport Canada for AAP funding. Funding will not be activated until such time that all required documentation is returned to Swimming Canada.

b. All carded swimmers shall be expected to attend to an appropriate standard of training suitable to progress their competitive standard.

c. All carded swimmers AND personal coaches of carded swimmers will be required to submit a yearly training plan to Swimming Canada by December 1, 2019.

d. All Swimming Canada High Performance Centres are to submit plans based on the HPC Operational Plan. e. All carded swimmers will be required to submit a weekly web-based monitoring report to Swimming

Canada for the entire carding period. f. All personal coaches of carded swimmers will be required to submit quarterly web-based monitoring

reports to Swimming Canada for the entire carding period. All Swimming Canada High Performance Centres coaches are to submit reports based on the HPC Operational Plan.

g. All swimmers AND personal coaches of carded swimmers will be expected to submit testing data when requested by Swimming Canada.

h. All personal coaches of carded swimmers will be required to attend Carded Coaches Meetings as determined by the Swimming Canada High Performance Director.

9. REVIEW

9.1 The following outlines carding status reviews: a. If for any reason other than injury and illness (see section V) a swimmer is unable to sustain or otherwise

maintain a suitable level of training their carding status will be reviewed. b. Should a carded swimmer not demonstrate a performance improvement (Time and/or World Rank) from

the previous season, the swimmer will undergo a review by the Swimming Canada High Performance Director or his designate. Evidence for the review will be based on relevant performance data and information gathered through the Swimming Canada Carded Athlete Monitoring Process.

c. Any determination of unsuitable training will be made in concert with the swimmers personal coach and the Swimming Canada High Performance Director.

d. If deemed necessary by the Swimming Canada High Performance Director, a carded athlete may be required to attend an in person review meeting to discuss training or performance progression.

e. Should the review provide a negative result, a recommendation for withdrawal of carding may be made to Sport Canada.

10. MANDATORY MEETS / NATIONAL TEAM PROGRAM

10.1 Once carded, all swimmers must attend and compete in the events in which they were selected for carding; at Swimming Canada competitions for which they are selected; at Swimming Canada camps for which they are selected; and the following competitions:

a. Pool Events

i. All Carded swimmers must compete at the 2020 Canadian Swimming Trials, March 31 – April 5, 2020

ii. If not representing Canada at the 2020 Olympic Games; must attend the 2020 Canadian Swimming Championships, August 6-9, 2020

iii. Those swimmers of Canadian Junior Championship age groups, not swimming at the FINA World Junior Championships, must also compete at the 2020 Canadian Junior Championships, July 22-27, 2020

b. Open Water i. All Open Water Carded swimmers must compete at the 2020 Canadian Open Water Swimming

Trials, date and location to be confirmed. ii. If not representing Canada at the 2020 Tokyo Olympic Games swimmers carded for the 10k

Marathon event must attend: - 2019 FINA 10KM Marathon World Cup Lac St-Jean CAN - 2019 FINA 10km Marathon World Cup Lac Megantic, CAN

10.2 It is not acceptable for a carded swimmer to miss the above competitions to attend non-Canadian national

competitions. Any written application for exception to the above would be reviewed individually and a decision made at the sole discretion of the Swimming Canada High Performance Director.

11. MANDATORY AVAILABILITY FOR SELECTION TO NATIONAL TEAMS

11.1 Once carded, all swimmers are required to make themselves available for selection / nomination to all Championship and Games for which they are eligible by completing the Declaration of Availability form as defined in the selection or nomination criteria for each National Team competition.
