Pittsburgh Department of Mobility and Infrastructure 1/29/2021 In 2016 the United States Department of Transportation awarded the City of Pittsburgh an Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) grant to create an advanced signal system along eight priority corridors, or “Smart Spines”. These corridors provide connectivity between the City’s eastern and southern neighborhoods and the downtown central business district. This project seeks to leverage existing and emerging technologies to create a multi-modal advanced signal system which will be able to detect several different roadway users and prioritize their movements based on corridor context and real- time traffic patterns. The Smart Spines project will consist of the following eight corridors and will be divided into two separate phases. See attached location maps for more location information. Smart Spines Phase 1: Fifth Avenue/Washington Boulevard Forbes Avenue Smart Spines Phase 2: Bigelow Boulevard Centre Avenue Second Avenue Saw Mill Run Boulevard West Liberty Avenue Penn Avenue Fifth Avenue and Forbes Avenue will be completed during Phase 1 to allow the new traffic signals along these corridors to be updated in advance of the completion of the Port Authority’s Bus Rapid Transit Project. The Smart Spines project will build a Traffic Management Center (TMC) which will house technology responsible for managing hundreds of traffic signals across Pittsburgh. City staff will use CCTV and video detection feeds to observe real time traffic conditions, which will be displayed on a high resolution video board. Staff will have the ability to remotely adjust traffic signal timing plans in response to incidents or events and adjust corridor modal priority based on real time data and observations.

The City of Pittsburgh TMC will interface with similar facilities in the Western Pennsylvania region including PennDOT’s Regional Traffic Management Center and Port Authority’s Operations Center.

The City of Pittsburgh Department of Mobility and Infrastructure (DOMI) manages a fiber optic and radio communication network which will support operations at the TMC. DOMI will continue to work with local partners to seek opportunities to expand the existing network or share communication infrastructure with third parties. This communication network and the TMC together will serve as the hub for future City of Pittsburgh Smart City Initiatives.
