At the outset, Prof. A.D. Sahasrabudhe, Chairman AICTE, welcomed all the members to the 123'ameeting of the Executive Committee, Chairman, AICTE in his opening remarks appriled the membersabout the MoUs which have been signed by AICTE for the benefit of the stakeholders. Further, heinformed about two organizations who have been invited for signing of MoU. The representatives of'lllumine Foundation' and lnformation Sharing and Analysis Centre (ISAC)' presented about theirorganization and scope of MoU. The MoUs with both organizations were signed thereafter in thepresence of all the EC members.
Prof. Sahasrabudhe thereafter briefed, the members about the recent activities/achievements ofAICTE since the last meeting of the Executive Committee held on 20th February, 20L9 through a shortppt presentation which included:
o Curtain raiser cerenlony on Smart India Hackathon[SlH) -2019 was held at MHRD on
February 22,20L9 at MHRD. Shri R, Subrahmanyam, Secretary, MHRD was the Chief Guest
on this occasion.
. lnauguration of 05-days workshop in AICTE Training and Learning(ATAL) Academy from22- 26 February, 2019 on AI, ML, Robotics, Blocl<-chain and Cyber security etc. was also
done by the Secretary (HE) in the same function. Live lnteraction with Academies was also
done on February 22,20L9. Participation at NIT Agartala -62 nos,, IIT Guwahati-50 nos.,
KTU, Trvandrum-76 nos., RGPV, Bhopal-60 nos., MNIT, faipur-68 nos. Launch of curriculumon Thrust Areas like Al was also done in the program at MHRD,
o Unveilingof Coffee Table Book(CTB) of AICTE and award of CertificaEes to the team of CTB
by Shri R. Subrahmanyam Secretary, MHRD on February 22,2019 at MHRD.o lndustries Meet was organized by AICTE, on February 25,2019 at Bangalore, to interact
with industries for internship opportunities for students. 65 industries participated duringthis Meet.
o AICTE invited nominations of superannuated/serving Professors having good l<nowledge ofNBA accreditation to act as Margadarshaks from IlTs/NITs and other AICTE approvedprestigious institutes. 02 rounds of evaluation took place through which 70 Margadarshaks
were selected. A workshop for the selected Margdarshal<s was held on February 26,2019 atAICTE Auditorir"rm and 48 Margadarshal<s attended this workshop.
o During February 26-28,2019 a 5-member delegation attended the 2nd foint Working Groupmeeting for building stronger India-Canada Higher Education Partnerships which was heldat Ottawa, Canada which included Dr. NHS Swanry, Director (E-governance), AICTE.
o AICTE-UKIERI Training Workshops on Technical Leadership Development were held atBangalore. Batch -l was held dr.rring February 20-23,2019 with 98 participants and Batch -II was held during February 26-March 1,2019 with 96 participants.
. A MoU was signed on March L, 2019 at AICTE, between AICTE and Friends Union forEnergising Lives IFUEL) for a collaboration to implement Future Sl<ills lndustry 4.0 Courses:
Personality & Soft Sl<ill Development Program Career counselling on career opportunities toEngineering students of AICTE approved institutes.
o Smart India Hacl<athon (SIHJ 20"1,9 an initiative by Ministry of HRD, AICTE, PersistentSystems, i4c and Rambhau Mhalgi Prabodhini, was held during March 2-3,2019 at variouscentres across the country, A phenomenal response with participation of more than 2 lal<hs
students fornred 34000+ teams proposing 52000 ideas for 534 problem statements posed
by 18 Ministries, Govt. Departments and 95 private companies. In SIH 20L9, studentsworked on challenges faced by organizations and suggested world class solutions for sonre
of the top companies in the world, thus helping even the Private sector hire the best minds

and Diploma regulations, 2019 was notified separately.
r On March tI,2019 the l-'t meeting of,AICTE National Steering Committee for Internships
was held at AICTE.
. The contbined results of 4 Deemed to be University exantination hetd in June 2018 and
December 2018 has been declared by AICTE.
r On March 1,3,2019 a delegation from Taiwan visited AICTE to understand the lndian
education systenr, Subsequently it was proposed that Taipei Econonric and Cultural Centre
in India (Edr.rcation division) will hold a one-day setrrinar on Taiwan Education Systenr,
Scope of collaborations, Twining Programmes, Internships and other opportr.rnities at
AICTE. Representatives from Higher Education lnstitutions will be invited to attend the
progranlnle,. On March 25, 2019 a Task Force constituted by AICTE prepared guidelines about the
modality of assessnrent, student intal<e and exit criteria and KPI for institutes for effective
implementation, monitoring and evaluation of newly introdr"rced academic tracl< for higher
education institutes to offer MBA/PGDM in Innovation, Entrepreneurship and Venture
Development.. 0n March 26,2019 at AICTE, a presentation was made by a team of students along with
Dean of Graphic Era (Deenred to be University) who catrre out witlt an otrline application for
capturing 360u Student Feedbacl< as per Al CTE 7th CPC. Suggestiotts for intprovement of the
online application were ntade by AICTE. Final version o[ application is expected latest by
April 201"9.
r A team from Smart Cookies also made a presentation regarding an application developed to
map 360u performance of faculty and students on March 26,2019 atAICTE.

iormulated by Prof. Raieev Sangal, Chairman, NCC-IP and will be
finalized in the next meeting of NCC-IP. lt was further suggested
by EC to plan the schedule of FDPs-Sl for the months of May-fuly20]_9. This planning may commence on priority basis for furthernecessary arrangements and coordination by respective Regional
Offices/ State Academic Coordinators / Resource Persons and
Induction Programme Cell (lPC) of P&AP Bureau.
The EC also opined that the concerned Bureau/cell of AICTE
should pro-actively take action on the EC decisions, to avoid

Recovery (DR) Centre of AICTE HQrs in cloud Environnrent at
Bengaluru and Network & Security Audit of AIcTE Data Centre by STPI,

The Executive committee was informed that the new Data Centre
of AICTE Hqs is functional in Hqs. building. As per Gol guidelines, a
Disaster Recovery [DR) Centre of AIcTE HQrs is now required to
be set up at far-away place from headquarters for additionalsecurity reasons, keeping in view natural calamities, earthquakesetc. The Executive Committee noted the recommendations ofAICTE Advisory Expert Committee, with STPI, Bengaluru, forsetting up of Disaster Recovery (DR) Centre of AICTE HQrs incloud Environrnent at Bengaluru and Network & Security Audit ofAICTE Data Centre. The EC also noted that STPI, Bengaluru, is an
autonomous society under Ministry of Electronics & InformationTechnolory (MEITY), Govt. of India'

The Executive Committee considered and approved the proposalfor engagement of 10 young professionals for AICTE under thescheme floated by DHE, MHRD for zupporting thematic operationsof activities of AIcTE at national level. Engagement of these YoungProfessionals will be on a monthly remuneration of Rs.70,000/- inline with MHRD engagement rules on Young Professionals.
To consider and approve the proposal of MBA in Waste Management
developed by MGNCRE.
The Executive Committee appreciated that MHRD though itsorganization, Mahatma Gandhi National Council for RuralEducation (MGNCRE) has got prepared an exhaustive, field &lnternship oriented and iob oriented Curriculum which has been
adopted by many leading lnstitutions and Universities. The EC
noted that chairman, AIB-MS has consented in principle to includeWaste management as a course in MBA. The Executive Committeeconsidered and approved the course 'Waste Management' in MBA
with necessary updation on AICTE web portal etc.
: To consider and approve the proposal of New Course at PG level - M.
Pharm. in Pharmaceutical Quality Assurance at GTU-School ofPharmacy front Academic Year 2019-20.
The Executive committee during deliberations was informed thatthe PG level M. Pharm. in Pharmaceutical Quality Assurancealready exists in the nomenclature as per APH2OL9-20. The GTU-
is running two PG programmes in their campus. While applying on
web portil online, for one additional program, GTU has faced
problem in uploading their request, whereas as per APH2Ol9-?0,they are eligible for one additional PG program. The EC, thereforedecided that the concerned Bureau/cell of AICTE may accordinglytake action in the matter as per laid down norms and APH and
receive i nformatio n offline.

The Executive Comntittee deliberated on the matter andappreciated the concept of formation of Section B company asINDOVATION which may stimulate, foster and enhance thestrategic research and innovation capabilities of students ofHigher Education institutions for creation of affordable productsaddressing the needs of the society at large. The EC noted thatAICTE's Standing Counsel has favorably commented during legalvetting of the proposal.
The EC decided that MHRD's lnnovation Cell (MIC) should preparea Detailed Proiect Report (DPR) which should also include detailsof similar existing models of such companies. MIC may thereaftersend this DPR to MHRD for its consideration and approval.
To consider and approve on-line and offline programs to review,analyze impact and get feedback on SIH and other innovation activitiesof MIC.
The Executive Committee deliberated on the proposal to review,analTrze impact and get feedback on StH and other innovationactivities of MlC. The EC decided that MIC should explore morealternatives for virtual and physical interaction with stakeholdersfor conducting feedback sessions on SIH and other activities ofMIC. The EC suggested that options of Coogle Hangout, Skype,creation of exhaustive Google Forms etc. may be considered andthe budget estimated in the proposal may be reworked. MIC maythereafter send the proposal to MHRD for its consideration andapproval from the available MIC funds.

To consider and approve the proposal of AICTE in the cases ofGovern ment lnstitution s.
The Executive Committee deliberated at length on the matterrelated to deficiencies of infrastructure, faculty etc. inGovernment institutions and decided that EoA for 2Ol9-20 may begranted to only such Government institutions where deficiency isminor and the Principal Secretary of the concerned StateGovernment has provided an undertaking to comply withdeficiencies in a time bound period.
The EC further decided that a reminder may be sent to all theremaining State Governments/UTs to respond with a specifieddate, where response is still awaited. Accordingly, penalty of atleast 10olo -20o/o reduction in intake, may be imposed, dependingon the gravity of the deficiency, to those Covernntent institutionswhere deficiencies are more and the concerned State Governmenthas not responded to AICTE's reminder letter regardingcomplying of deficiencies and providing an undertaking to thiseffect by the stipulated date.
: To consider grant of Extension of approval for the AY 20L9-20 toexistin g techn ical institutions based ott self-d isclosu re.
The Executive Committee considered and granted approval to3284 nos. of existing technical institutions based on self-disclosure for grant of Extension of Approval for the AY 2019-20.
: To consider and approve the reconrmendations of Standing HearingCommittees in the cases of Institutes where complaints received, Show-
Cause Notices issued/EVCs conducted, due to various reasons.
The Executive Committee considered and approved therecommendations of the Standing Hearing Committees in thecases of 145 nos. of Institutes about whom complaints werereceived, Show-Cause Notices issued/EVCs conducted, due tovarious reasons.
: To consider and grant post-flacto approval for Two-Year Full TimeProgramme PGDMM-Post Craduate Diplonla in ManttfacturingManagement and PGD PM-Post Graduate Diploma in ProjectManagement, since its commencement from 2014 to National Instituteof Indr"rstrial Engineering (NITIE, Mumbai).
The Executive Committee was informed that NITIE, Mumbai isalready conducting AICTE approved programs in PGDM. The EC
deliberated on the matter and decided not to grant post-factoapproval for Two-Year Full Time Programme PGDMM-PostGraduate Diploma in Manufacturing Management and PGDPM-Post Graduate Diploma in Proiect Management, since itscommencement from 2Ol4 to National lnstitute of lndustrialEngineering (NITIE, Mumbai). However, the EC further decidedthat an EVC may be conducted for the present AY 2Ol9'20 for thetwo additional courses PGDMM-Post Graduate Diploma inManufacturing Management and PGDPM-Post Graduate Diplomain Project Management and process the same as per APH 2019-20'

: To consider the recommendations of the Regional Committee, SouthCentral Region in respect of Societies applied under Chapter 1 in AY2019-20 for establishing New Institutes and Introduction of NewProgrammes.
The Executive Committee deliberated on the issues concerning theperspective plan of various States which were required to bealigned with the national perspective plan on technical education.The EC referred to the acceptance of short /medium termperspective plan submitted in its 120th meeting held on 27tr,December,2O1-B.
Accordingly, the Executive Committee considered and overruledthe decision of the South Central Regional Committee to withholdrecommendations of LOI in respect of 0B nos. of Societies whichhad applied under Chapter-l in AY 201-9-20 for establishing Newlnstitutes or Introduction of New Programs. The EC approvedissuing of LOI to the aforesaid 0B Societies for establishment ofnew institute or introduction of new program.
: To consider tlre representation of Telangana Engineering andProfessional College Managements' Association, Telangana for scrutinyof land related documents of 238 institutions in Sor.rth Central Regionin AY 2019-20.
The Executive Committee deliberated on the matter in view of theletter dated 13-03-2019 from the Chief Secretary Government ofTelengana, wherein he has informed that the statutory processesare time consuming and has requested for another year to complywith the deficiencies. The EC also noted its earlier decision in116th meeting held on26-04-2018 of granting extension in timeperiod for complying deficiencies in respect of 238 institutionsunder South Central Region (SCR).
The EC decided that in view of the letter dated 31-03-2019 of ChiefSecretary of State of Telangana, EoA for 2Ot9-?O is granted with afinal opportunity to these 238 institutions in SCR for complyingthe deficiencies before applying for EoA for next academic year.The same may be conveyed to the Chief Secretary, Telangana.
: To consider and recommend empowering the Chairman, AICTE toapprove the recommendations of the SAC held in respect ofapplications of Chapter-l in the AY 2019-20.
The Executive Committee opined that AICTE may refer to thedecision already taken in 54tt'Council meeting held on April 26,?OLB, under ltem no.54.03.01, wherein Chairman, AICTE has beenempowered for issuance of approval or otherwise is alreadymentioned.
: To consider and approve the release ofGrants under AQIS 2017-18.
The Executive Committee deliberated on the matter and approvedrelease of Grants of Rs.64.00 crores as referred in the proposalfrom AICTE's own funds generated through interest earned, underAQIS 2017-18. The EC nored that in Table - t, column (f) of theproposal the amount may be read 'in crores' instead of in lakhs'.

The EC authorized chairman, AICTE to constitute a committee toreview the existing schemes under AQls for its efficacy. TheCommittee may submit its recommendations in a time boundmanner to continue / discontinue/ merger or revamping of anyexisting schemes.

The Executive Committee considered and approved therecommendations of the Committee regarding evaluation ofapptications by NEEM applicants. The EC noted issuing letter ofapproval to oniy one applicant i.e. f P Smart Skill Foundation which,irirti"A as a Start-Up and conduct of inspection/physicalvliification to six appliiants out of a total of forty-one cases. The
EC noted that the remaining 34 cases either had deficiency orwere not recommended or remained absent as per the proposal.
The EC was informed that NEEM regulations 2ol7 are underrevision and have been forwarded to MHRD. The NEEM portal has
been closed and will be enabled once the fresh regulations are
notified.
