As per latest updates, advance permission from FRRO is mandatory for undertaking Crew Change at Mundra Anchorage.

SIGN ONShip owner / Recruitment and Placement Service (RPS) agency to identify Seafarer for joining a vessel.

Seafarer to fill up the travel and contact history for last 28 days as per Forml i and submit it to the ship owner / RPS agency by email.

The crew has to obtain E-pass via Ahmedabad to Mundra port from his hometown.

Crew should have negative COVID test report before leaving hometown.

Crew should arrive at Ahmedabad from his hometown and wait there till his negative report is received.

After receiving permission from CDHO, the lab will take the samples for testing for both the crew and the driver. The designated lab details are as follows:-

Unipath Speciality Laboratory, Sanoma Plaza, 102, 1st Floor, Sheth Mangald Road, opp. Parimal Garden, Ellisbridge, Ahmedabad, Gujarat 380006.

Supratech Micropath Laboratory & Research, Neuberg Supratech, Ground Floor, Kedar Builiding, Opp. Krupa Petrol Pump Parimal Garden, Gujarat 380006.

After giving test samples to laboratory, crew and driver has to wait at Ahmedabad in hotel till the test result arrives.

Once the negative result arrives, the same along with other documents will be presented to authorities for sign on procedure.

SIGN OFFThe master of a vessel , before arrival at its port of call in India, shall ascertain the state of health of each person on board the vessel and submit the Maritime Declaration of Health to the health authorities of the port and to the port authorities . In addition, the information required by the local health authorities of the port, like temperature chart , individual health declaration, etc. shall also be provided by the master as per the directives of the health authorities of the port . Port health authorities shall grant pratique to the vessel prior to berthing as per necessary health protocols.Seafarer to wear necessary PPE (masks, hand gloves) on arrival.Seafarer will be cleared by Immigration authority.After receiving permission to sign off at Mundra from all authorities (CDHO, TDHO, PHO, Immigration, Customs, Port), the crew will be permitted to shift from vessel to quarantine hotel. The passport and seaman book of the crew will be in the custody of immigration. The samples will be taken at the quarantine hotel at Mundra by the designated labs from Ahmedabad for testing. After receiving COVID19 negative test report, crew has to complete the sign off formalities with immigration and customs.Till the time test reports are received, the seafarer shall be kept under quarantine facility approved by the Port and State Heath Authorities .If the seafarer is tested as "positive " for COVID-19 , he/ she will be dealt with as per the procedures laid down by MoHFW, Govt. of India .Seafarer arriving on a vessel from any foreign port within 14 days of departure from foreign port shall be kept in quarantine for a total of 14 days from the date of departure from the last foreign port at a facility approved by the Port or State authority . On completion of 14 days, he shall undergo a COVID-19 test to confirm 'negative' test.Upon a seafarer tested as "negative " , the Ship owner / RPS agency to ensure completion of the following processes: a. Seafarer's travel route post sign-off is to be identified; b. Details of the Seafarer, vehicle, and driverii for the proposed travel to be uploaded on DGS website "e-pass for seafarers link" for generation of e-pass, if needed; c. Requisite details of the seafarer as per Form I / IIIA are to be uploaded on DGS website .Seafarer/ Shipping Company/ RPS to download thee-pass from his / her 'DGS E-govemance seafarer profile', if needed.The downloaded e-pass to be submitted to the Local Authority in the area where the seafarer disembarks for clearance for sign-off, for issue of a transit pass from the place of disembarkation to the place of his/ her residence.The transit pass for such movement by road, for the seafarer and one driver, will be issued by local authorities of the Government of the State / Union Territory where the seafarer disembarks.The transit pass (to and fro) will be issued for a fixed route and with specified validity and will have to be adhered to strictly. Such transit pass would be honored/ allowed by the authorities of the State/ Uoioo Territory along the transit route.Ship owner / RPS agency to ensure the following for taking seafarer home: a. Vehicle being used for travel is properly sanitized and PPE (masks, hand gloves) and sanitizers made available for driver and seafarerm; b. Driver and seafarer to maintain the social distancing requirements as per MoHFW guidelines.

PORT KANDLA

Government has permitted the designated ICMR approved private labs at Ahmedabad / other cities to do COVID test.

SIGN ON SIGN OFFCrew Change Permitted – even at OTB / No Covid testing facility available / Government is again not allowing any private lab (approved by ICMR) to draw the samples. There are further discussions going on pertaining to the COVID testing and other issues and the same are not yet finalised.

As per latest updates, joining crew has to bring the COVID negative report from hometown. Once more, crew has to go through COVID test at Gandhidham.

For Sign on, regular procedure is to be followed.

Here please note that crew change can also be allowed in those vessels which are being granted "LIMITED PRATIQUE" by PHO.

Local setup for drawing the samples of Covid 19 is made available effective 18.05.2020 onwards at Newtech Pathology Laboratory

As per the latest updates, for crew change at Kandla OTB, henceforth FRRO permission also to be obtained along with other necessary permissions. The issue has been taken up with the concerned authorities.

Permitted - even at OTB. As per the latest updates, and due to the new COVID cases in the region, for sign off COVID testing, at first a permission has to be obtained from DC/PRO/PHO/Immigration.

Then all the relevant documents are to be mailed to CDHO (Chief District Health Officer).

Advance permission upon receipt of crew details, to be obtained from Chief District Health Officer (CDHO) for allowing to draw samples.

Upon receiving permission from CDHO, intimate the designated lab to draw samples, later as per the appointment and availability of sample collector, the samples have to be drawn on-board the vessel. From collection of samples till receipt of report it takes about 24 to 36 hours.

Here please note that crew change can also be allowed in those vessels which are being granted "LIMITED PRATIQUE" by PHO.

Government has permitted the designated ICMR approved private labs at Ahmedabad / other cities to do COVID Test.

SIGN ONFollow the sign-on procedures as laid down for signing-on crew in DGS Order 12 of 2020.

Crew change shall be undertaken in fair weather, good visibility and against favourable weather forecast.

Risk Assessment (RA) for every intended crew change at the anchorage to be carried out by the vessel and shall be carried out with all risks being minimized with all necessary safe guards listed in the RA are available and put in place.

Industry best practices for crew change at anchorage and prudent seamanship shall be complied with at all times.

Necessary permissions obtained from port for crew change and Covid-19 Negative test reports carried out for on-signers to proceed towards the designated boat jetty for transfer onto vessel at anchorage

On-signing Seafarers shall wear PPE (masks, gloves) and to maintain the social distancing requirements as per Ministry of Health & Family Welfare (MoHFW), Govt. of India guidelines.

On-signing Seafarers to maintain safe distance with the crew of the boat / tug taking them to anchorage and from each other.

Gangway and the combination ladders shall be sanitized as required before crew change commences. Each crew to wear gloves with good grip.

The boarding and disembarking of the seafarer may be done in suitable weather conditions and after giving a good lee for the transfer and preferably during day light hours.

Seafarers shall wear inflatable lifejackets while on boat / tug and while boarding the vessel.

One seafarer at a time shall be allowed to use pilot ladder at a time and boat / tug should move away from beneath whilst seafarer is boarding the vessel.

After boarding the vessel, the seafarer should remain in the designated visitor area till their temperatures and other vitals are collected by on board staff.

Handing over / mingling of signing-on crew shall not be allowed with off-signing crew.

Ideally the off-signers shall be standing and waiting on the other side of vessel for disembarkation avoiding any contact with on-signers.After disembarking the vessel, the seafarer should remain in the designated visitor area till their temperatures and other vitals are collected by on board staff.Handing over / mingling of signing-on crew shall not be allowed with off-signing crew.While on board the boat / tug, the sign-off crew to be kept separate from the boat / tug crew and not be allowed to mingle with each other.Upon arrival at boat jetty / berth the procedure of sign-off to be followed as prescribed in DGS Order 12 of 2020.

COVID-19 Sample test time 09:00 hrs. - 14:00 hrs. For test on Saturday & Sunday, advance information is required.

SIGN ON SIGN OFF

Following documents required for Sign On at Dahej Port.

1. Passport

2. Seaman’s book

3. DGS E -Pass

4. Covid-19 test from Hometown

5. On signer has to arrive 03 Days prior vessel berthing

Upon Crew reaching Bharuch/Dahej, health authorities retake COVIND-19 Samples and crew proceeds to quarantine facilities as provided by health.

Sign On permitted only if crew tests negative.

Hotel rooms & Travel facilities available at Dahej/Bharuch before COVID-19 test report for Sign On.

Following documents required for Sign Off at Dahej Port.

1. Passport

2. Seaman’s book

After completion of sign off formalities COVID-19 test to be carried out as per DGS order 12 of 2020.

a) If 14 days travel period completed, Covid 19 sample is taken thru Lab or Medical Centre as the case may be (basis day or night).

b) Once the report is negative, crew can proceed home.

If 14 days travel period is not completed, crew to proceed to quarantine centre.

a) Once the travel period is completed, COVID Test is performed and once the report is negative, ship manning company to obtain transit pass from collector office & E-Pass from DGS, enable crew travel home.

PORT PIPAVAV

Government has permitted the designated ICMR approved private labs at Ahmedabad / other cities to do COVID Test.

Follow the procedure mentioned in DGS Order 12 of 2020.

Secure prior permission from SDM Rajula for all the people arriving from outside the Amreli District.

Intimate Pipavav Marine Police Station and Medical Officer – PHC Bherai.

Vessel Crew will undergo the COVID19 Test in consultation with District Health Authorities to confirm “negative” test result. If he/she found Positive, action will be taken as per the MoHFW guidelines.

Till the result arrives for the test, crew will stay at designated “Safe Location”.

Complete the Customs and Immigration formalities.

Once the above formalities (Point 1 to 6) completed, coordinate with Port Security for the Port Entry permission.

Submit copy of complete set of permissions/documents to Port Security including COVID19 result, medical examination report, last 28 days travel / contact history, immigration permission, PHO Permission, Customs Permission etc.

Crew, drivers and other supporting staff of ship owner/RPS to follow social distancing norms as advised by Ministry of Home Affairs vide Order No 40-3/2020-DM-I(A) dated 15th Apr 20.

In Case of any delay in permission or change in vessel scheduling, Crew shall stay in the designated “Safe Location” i.e., Hotel Port View.

PORT PIPAVAV

Government has permitted the designated ICMR approved private labs at Ahmedabad / other cities to do COVID Test.

SIGN OFFFollow the procedure mentioned in DGS Order 12 of 2020.Crew changing will be cleared by PHO, Kandla based on the request from Ship Owner / Agent.Ship owner/Agent will complete the immigration formalities and permission from the local District authorities (Customs, SDM Rajula, Pipavav Marine and PHC Bherai)Sample shall be collected on-board for COVID-19 test to confirm the crew is ‘Negative’.Once the COVID19 test is confirmed negative, crew will be allowed to disembark from the vessel, and if found POSITIVE due action will be taken basis procedures laid down by MoHWF, GOI.Vessel master will submit individual health declaration and temperature chart for the Crew.COVID19 Testing a. In case Ships calling from the last foreign port within 14 days i. Crew will be kept in the “Safe Location” in quarantine for completing 14 days in total from the date of departure from the last foreign port. On completion of 14 days Crew will undergo COVID19 test to confirm he / she is “Negative”. ii. In case of Crew tested “Positive” for COVID19, he / she will be dealt with as per the procedure laid down by MoHFW, Govt of India. iii. On arrival and during the shifting Crew, drivers and other supporting staff shall wear PPEs (Mask, Hand Gloves, full coveralls (recommended)) iv. All the PPEs should be disposed off as per the CPCB guidelines. v. Luggage carried by the crew should be disinfected. vi. Vehicle used for the shifting of crew should be disinfected. b. PORT SIKKA

No crew change in dark hours at Reliance terminal. If a vessel is completing at midnight, then the vessel has to stay till morning to carry out crew change.Reference DGS circular dtd. 12.06.2020, clarification to addendum no. 1 to DGS order no. 12 of 2020, safety of travellers (agency personnel, On signers, Off-signers and other port officials) is paramount during process of embarkation, travel on board and disembarkation while effecting controlled crew change at anchorage during monsoon season. In order to ensure safety of all concerned, following additional safeguards are to be complied with:1. No crew change will be effected during dark hours.2. Crew change will be permitted only when maximum wind speed is 25 kts or less. It is strongly advised that all crew changes are planned during morning hours when observed wind speed is below maximum allowed limit.3. Proper risk assessment must be carried out by vessel for every transfer at anchorage. Vessel must ensure that proper lee is available during process of embarkation and disembarkation. If required, she can weigh her anchor, get underway after approval from Port Operations Centre and provide adequate lee.4. All personnel must wear life jackets while embarking or disembarking from vessel. Life jackets are to be supplied by vessel.5. Maximum number of travellers not to exceed 20.6. Movement of all personnel to be restricted to an open area on deck and entry of travellers or their baggage to accommodation spaces is strictly prohibited.7. Boat crew will be restricted to within accommodation space except when required for work on deck.8. Care must be taken to prevent physical contact of boat crew with travellers.

SIGN ON SIGN OFF

It is verbally conveyed (and expected a written confirmation soon) to all that for S/On at Sikka, the joiner MUST get his Covid Test done at home town and arrive Jamnagar (in broad day-light) with a negative certified report. Car driver should preferably do Covid test before coming, and to hand carry negative report.

He would undergo Covid test once more at Jamnagar, and not waiting for the report, Hospital Doctor would certify his earlier report (from hometown or from Ahmedabad), and basis same, he will be allowed to S/On.

In case, crew arrives with no test done, he will have to wait out of Jamnagar in the Port Quarantine area, carry out test and await report (5/6 days), and if negative, can then sign on.

Crew to be disembarked and taken to port quarantine centre, where he has to be quarantined for total 14 days, effective vessels last port of call date (foreign or Indian Port, alike).

After completing quarantine period, crew would be taken to Government Hospital where they would draw samples for Covid testing.

Upon being certified negative, which takes about 2/3 days, S/off formalities to be processed.

Owners / Managers to arrange for his e-pass and vehicle / driver pass, and then he can travel home.

It is confirmed by GMB that only Indian Flag vessel which run in coastal run, Sign Off Crew will not be quarantined for 14 days; If a foreign flag vessel is in Coastal Run, then Sign off Crew will be quarantined for 14 days from the last departure port.

PORT VADINAR

Vessels Coming from affected countries are issued Limited Free Pratique.

Vessels coming from CHINESE PORT required to be quarantined for 14 days from the departure date of the last Chinese Port to arrival at Vadinar.

Government has permitted the designated ICMR approved private labs at Ahmedabad / other cities to do COVID Test.

Joining crew should do Covid Test ONLY from Home Town and arrive with Negative Report at Jamnagar.

Car Driver should also carry a COVID Test Negative Report.

Crew will undergo another test and not waiting for the report, would be allowed to proceed to sign on as the hospital would certify his earlier report.

Normal joining formalities to be carried out.

In case of delay in vessels berthing or arrival, crew has to stay only at Hotel Milan at Khambaliya.

Disembarking Crew has to stay at Hotel Milan at Khambaliya (near Dwarka) in quarantine for 14 days from the departure date of last foreign port.

Later, Covid Test of crew will be carried out by CDHO.

Crew to stay at hotel awaiting for the report – Time taken approx. 24 hours.

If report is negative, normal S/Off formalities to be carried out.

Owners make an E-Pass and crew can then proceed to his home town.

Vessels coming from affected countries are issued Limited Free Pratique.

Covid test booking duly filled form to be forwarded in advance enable to get booking date.

Once date is confirmed, crew can report to doctor’s clinic for testing.

S/on formalities can be carried out once the final report is generated (doctor takes 2 to 3 days).

E-pass to be generated by the manning agent through DGS

Three copies each of self-declaration and Annexure 1 along with one copy of passport to be hand carried at the time of reporting to the doctor.

Document copies required for Sign on: Passport; Seaman book; E-migrant copy; Last 01 month travel history.

If joiners arriving Mumbai by flight, they should come with negative report of Covid Test done at hometown, not more than 3 days before. Basis such report, and screening at airport, crew can then proceed to directly sign-on through regular Immigration / Custom clearance. In case the crew has to stay in hotel awaiting vessels arrival or berthing, fresh Covid Test to be done at Mumbai. Given procedure is basis verbal instructions, and subject to change any day.

Covid test booking duly filled form to be forwarded in advance enable to get booking date.

Once date is confirmed, doctor will board the vessel for screening.

A letter to be addressed to immigration – two similar letters will be required, one for off signers staying in the vicinity of Mumbai, Thane and New Mumbai and another for crew staying in the hotel (also soft copy to be generated).

A letter to be addressed to DCP, one common letter for all off signers (also a soft copy of the same) enable obtain appropriate permission.

Vehicle can booked once the DCP travelling permission is obtained.

E-pass to be generated by the manning agent through DGS.

Three working days advance time is required to book the doctor’s appointment and to obtain appropriate DCP permission.

S/off can be conducted immediately after doctors screening/testing is completed.

Minimum 03 days advance intimation to PHO, Immigration & Harbour Master for their approval

E- pass for vehicle driver and crew is compulsory and should be applied by owner or manning company for travel till JNP.

Basis DGS circular, only 01 crew is allowed in one car.

Joiners must do Covid test and await the negative report prior signing on.

Crew samples will be drawn locally and sent to lab, and crew required to stay back awaiting report; now 03 hotels nominated for quarantine . Report available in 12/24 hours.

Covid Test Negative Report to be submitted to DGS approved doctor and necessary medical report to be obtained.

This medical report to be submitted to PHO prior signing on the crew.

After checking all the papers, Health Officer will allow the crew to sign on.

Minimum 03 days advance intimation to PHO, Immigration & Harbour Master for their approval

Crew disembarking from vessel coming from foreign port within 14 days will be kept in quarantine by PHO (number of days of quarantine from the date of departure from foreign port).

After the quarantine period, the crew will be tested for COVID 19. if positive, he will be taken to Kasturba Hospital as per Government Directives and if negative he will be sent home.

Cochin Port has allowed Crew Change of Indian Seafarers at Outer anchorage, without charging any port dues.

If the vessel has completed 14 days navigation from last foreign port to Cochin, S/Off Crew is simply landed ashore and proceeded for COVID Test.

In case the vessels navigation period is less than 14 days from the last foreign port to Cochin, then the S/off crew is quarantined for the difference in the number of days, and only then is proceeded for COVID Test

SIGN ON SIGN OFFCrew have to arrive Port Blair minimum 03 to 04 working days in advance, prior to vessel arrival.

Covid Test of all passengers including Sign on crew members is carried out at the Airport upon payment of necessary charges (approx. Rs.4,000). It may be prudent for the crew to carry sufficient cash, as they will have to pay it upfront, prior they meet the agents representative.

Time required for getting the report is approximately 48 hours.

Sign on Crew need to be quarantined in Hotel till report is received.

After receiving NEGATIVE report, crew to be can be taken directly to Immigration / Customs depending on vessels berthing schedule for further formalities.

Vessel arriving from any foreign port, off-signers will have to be quarantined for a total period of 14 days, from the vessels departure date from last foreign port as per DG Shipping guidelines.

On completion of 14 days quarantine, off signers shall undergo a COVID-19 test.

Till the time test reports received, the crew shall be kept under quarantine facility (Preferred Hotel).

Time required for getting the report is approximately 48 hours.

Once crew tested negative, Owners / RPS has to make E-pass arrangements for crew disembarkation.

MHO has advised agents to approach hotels, and if turned down, promised to intervene / assist.

SIGN ON SIGN OFF

Crew to arrive minimum 05 days to Cuddalore, prior vessel arrival with COVID test report from his home town.

All related documents to be submitted. After this, MHO will give a recommendation to Cuddalore GH for testing, when he will come and take the samples for testing.

It will take 2-3 days for the test report to come. If the result is negative then crew will be permitted to sign on.

14 days incubation has to be completed from last port of call.

If not, crew will be disembarked and kept in isolation till completion of 14 days.

After that crew will be taken for COVID test.

If report negative, he would be allowed to go home.

Crew to be disembarked and Immigration formalities are carried out.

Crew then transferred to hotel, and his arrival there is to be notified to District Medical Health Office( DMHO) and PHO for taking Sample to carry out Covid - 19 test.

Report will be received after 03 to 04 working days. If negative, crew can proceed home.

The transit pass (to and fro) will be issued for a fixed route and with specified validity and will have to be adhered to strictly. Such transit pass would be honored / allowed by the authorities of the State / Union Territory along the transit route.

At the city of port of embarkation, the Seafarer shall undergo the COVID-19 test to confirm "negative" test result for COVID-I9.

The seafarer would be ready for sign-on if the Covid-19 test is negative. Otherwise action would be taken as per guidelines of MOHFW.

Covid Test facilities available / 4 Hotels designated for quarantine.

Joiners must do Covid test and await the negative report prior signing on – Time 2/3 days (crew should arrive 4 days in advance).

Seafarer arriving on a vessel would undergo the COVID-19 test to confirm that he / she is negative of COVID-19. After disembarking and till the time the seafarer reaches the facility for sample collection / testing to be mutually decided by the Port & State Government, within port premises, it will be ensured by the ship owner / RPS that all safety precautions as per standard health protocol are observed.

Till the time test reports are received, the seafarer shall be kept under quarantine facility approved by the Port and State Heath Authorities.

If the seafarer is tested as "positive" for covlD-19, he / she will be dealt with as per the procedures laid down by MOHFW, Govt. of India.

These reports are then to be submitted to Vizag Port Quarantine Centre (Port stadium).Accordingly crew will be admitted and provided with beds (presently 10 beds are available at port Quarantine Centre) Crew further be taken to state government testing centre / hospital, where they will admit the crew for testing and then they will be discharged upon receiving test results ( testing / results will take 1 to 2 days).After receiving NEGATIVE results crew to be shifted back to port quarantine centre , or else can be taken directly to Immigration / Customs depending on vessel berthing.

To be informed to Harbour Master and Dy. Seafarer will always use COVID-19 PPE such as hand gloves, face mask, etc.

Seafarer will be shifted to quarantine facility as provided by the District Health Authorities for a total of 14 days from date of departure from last foreign port.

The seafarer will undergo COVID-19 Test at Govt. ENT Hospital, Visakhapatnam after completion of 14 days.

Once Test Result is confirmed negative for COVID-19, concerned shipping agent will arrange for his repatriation to his hometown in compliance with DGS guidelines . .

If the seafarer is tested as positive for COVID-19, he will be dealt with as per the procedure laid down by MoHFW, GOI.

For sign off 14 days quarantine is not required; if crew completes 14 days from last port, they are recommending institutional quarantine at their home town.

Sign Off crew has to give undertaking that he will report at his destination point for institutional quarantine.

The shipping agent will liaise with the In-charge of the COVID isolation centre at Paradip, (set up by Health Dept., Govt. of Odisha) / PHO, Paradip / Nodal Officer, PPT / Immigration / Customs with the required details of the crew planned for signed on.

The agent will arrange the stay of the crew members at the COVID isolation centre at Paradip / designated hotels as approved by ADM, Paradip on arrival and arrange for collection sample for COVID-19 test as per the protocol of State Govt. The crew will be staying in the COVID isolation centre at Paradip / designated hotels as approved by ADM, Paradip till the result of COVID-19 test is received.

If the COVID-19 test comes negative, vessel agent has to obtain immigration and Customs clearance and follow the procedure for signing on to place the crew onboard the vessel.

In case the COVID-19 test comes positive, vessel agent has to inform all concerned authorities i.e. Port Health Authority, Port Administration, Health Dept., Govt. of Odisha and make arrangement for the patient to be treated as per guidelines / rules of MOHFW in force.

In case the COVID-19 test comes positive, vessel agent has to inform all concerned authorities i.e. Port Health Authority, Port Administration, Health Dept., Govt. of Odisha and make arrangement for the patient to be treated as per guidelines / rules of MOHFW in force.

Seafarer should report to the COVID-19 OPD at Government Hospital, Tuticorin (Annexure-2) for testing.

The Seafarer should be then brought to the Port / District approved Quarantine facility at Lemuir Building, Harbour Estate, Tuticorin.

The Seafarer should remain in quarantine till the time the test results are received.

On receipt of a Negative test result, the seafarer may board the Ship after completion of necessary formalities related to the Health, Customs and Immigration.

If the Test result is positive, the SOP for management of a confirmed case shall be put into action.

Considering that the results of the test could take some time, the Seafarer should arrive at VOC Port, at least, 2-3 days prior to joining vessel to complete all the above formalities.

Necessary formalities and usage of PPE have to be strictly complied with as per the DGS SOP as above.

As per local regulations, Sign Off Crew must be disembarked from vessel PRIOR boarding of Sign On Crew.

After Health and Immigration formalities as per the DGS SOP, the Seafarer would disembark from the vessel.

The Seafarer should then be taken by '108' Ambulance to COVID-19 OPD at Government hospital, Tuticorin (Annexure-2) for testing.

The Seafarer should be then brought to the Port / District approved Quarantine facility at Tamilnadu Maritime Institute Building, Harbour Estate, Tuticorin.

If the test results are negative, the Seafarer should be allowed to proceed as per DGS Protocol.

However, if the Seafarer has arrived on a vessel from any foreign Port within 14 days of departure, he has to remain in quarantine for a total of 14 days from the date of departure either at TMI / District approved hotel. On completion of 14 days quarantine, the Seafarer has to undergo COVID-19 testing before he can be allowed to proceed as per the DGS Protocol.

If the Test result is positive, the SOP for management of a confirmed case shall be put into action.

Necessary formalities and usage of PPE have to be strictly complied with as per the DGS SOP as above.

The Ship Owner / Master / Vessel Agent should send an e-mail to nodal officer wherein a detailed programme of Sign On crew with th e name and ID document along with downloaded e-pass, transit pass and Medical Fitness Certificate from DGS approved Doctor to be forwarded.Agent to arrange for stay of the seafarer at a quarantine lo cation at Kolkata, approved by H&FW, Govt. of West Bengal under intimation to the Nodal Officer. List available at H&FW website: www.wbhealth.gov.in Covid-19 test will be carried out by authorized lab arranged by port at Kolkata on payment, at the quarantine location itself. No test can be carried out at Haldia. In case of Seafarers coming from foreign port, Quarantine of 14 days to be observed at a safe location approved by H&FW, Govt. of West Bengal under intimation to Nodal Officer.The concerned Seafarer to be transported to Quarantine location as specified in Para-2 under heading of "Sign On" by Ship Owner / Master / Vessel Agent for conducting COVID-19 test in an Ambulance both for Kolkata and Haldia vessels, observing other relevant guidelines.
