1. Introduction
This document comprises the Astellas Ireland Co. Ltd. (AICL (KP)) Annual Environmental Report (AER) and covers the operations at the former Glannagilliagh Landfill operations during 2009. AICL (KP) assumed responsibility for the former Klinge Pharma & Co Waste Landfill in January 2007, following divestment and sale of the Klinge pharmaceutical business. As part of the divestment, AICL (KP) took over those parts of the Klinge IPC Licence which specifically dealt with landfill activities. Activities at Klinge Pharma were regulated by the EPA under IPPC Licence Reg. No. P018-01, and as part of reorganisation, AICL were initially included as joint Licensee with Klinge, and subsequently, sole Licence Holder for the landfill only. A Technical Amendment to IPC Licence (16th November 2007), addressed the change in Scope of the original Licence to deal with the landfill only as follows: “Amend Condition 1: Scope to include the following after Condition 1.2 of the existing licence:
1.3 For the purposes of this licence, the installation authorised by this licence, is the area of land outlined in red on drawing titled ‘Landfill site at Glannagilliagh, Killorglin’ in letter to the Agency dated 22nd August 2007. (See Figure 2) The licensed activity shall be carried on only within the area outlined. 1.4 The licence is limited to the operation of the landfill as agreed with the Agency in letters dated 14th April and 01st June 2007 which refer to the Glannagilliagh Data Collection and Trial Pit Report received by the Agency on 05th January 2007 and the Glannagilliagh Landfill Clean Up – Method statement received by the Agency on 09th May 2007. The Conditions and Schedules in this licence, which relate to areas other than that specified in Condition 1.3, cease to be part of this licence.”
This report covers the period from 01st January to 31st December, 2009 and has been prepared in accordance with the EPA ‘Guidance Note for Annual Environmental Report’ (October 2000) and other relevant guidance as provided by the EPA on the Agency website (www.epa.ie).
1.1 Description of Activities
Astellas Ireland Company Limited (AICL(KP)) took over responsibility for the Glannagilliagh Landfill on the sale of Klinge Pharma Ltd to Temmler Ireland in January 2007. Between 1974 and 1992, the Glannagilliagh Landfill has been used by Klinge Pharma for the disposal of hazardous waste.

AICL (KP), on taking over responsibility for the site in 2007, initiated a remediation programme. Approximately 7,000t of hazardous waste and contaminated soils were removed from the site during this clean up work which was completed in October 2007. The landfill site has been closed since 2007. In 2009, in agreement with the Agency the groundwater monitoring network has been altered to reflect the improvements in groundwater quality on and off site at Glannagilliagh site. The sites network of 19 monitoring points have been reduced from ongoing monthly monitoring to a selection of monthly monitoring and quarterly monitoring as outlined below in Table 1. 1.2 Management Structures
AICL has a structured management approach to the operation of the business in terms of product quality, process control, environment, safety, training and analytical capability. The company operates an Environmental Management System which is certified to ISO 14001 by SGS Certification Services. The organisational structure detailing environmental management control operation is shown in Figure 1.

1.3 Emissions Discharges and Waste Summary Data This section of the Annual Environmental Report (AER) summarises all monitoring information for the calendar year 2009 in respect of the landfill operations.
1.4 Emissions to Atmosphere
The only activities undertaken at the landfill site during 2009 were related to environmental monitoring and so there were no emissions to atmosphere during 2009.
1.5 Emissions to Water
There were no emissions to water during 2009.
1.6 Summary Waste Data There were no waste disposal activities undertaken in 2009 at the Glannagilliagh landfill. Waste disposal activities ceased in 1992.
1.7 Environmental Incidents and Complaints
There were no environmental incidences or complaints during 2009. 1.8 Monitoring and Enforcement
There was one EPA site inspection during 2009, which was undertaken on the 20th of November 2009. The site visit entailed an onsite meeting with AICL (KP) personnel and OES personnel and a site visit. The site visit was undertaken to inspect the monitoring well network outside of the landfill boundary. The outcome from the on site meeting was that chemical results from MW6 (Monitoring Well 6) had improved sufficiently to enable a reduction of the monitoring frequency from monthly monitoring to quarterly monitoring. This is in line with other monitoring wells frequencies on site and reflects the improvement in groundwater quality on site. It was also agreed that a further 6 months of monthly monitoring would be undertaken at monitoring well MW15. The frequency of monitoring of MW15 will then be reviewed after this period. The site visit focused on the monitoring wells that are outside the site boundary. A visit to Caragh Lake was also undertaken. The agency was satisfied with all monitoring points outside of the site boundary.

2 Landfill Status Report
All areas of the landfill are now closed and all remediation work has been completed. Monthly monitoring was undertaken on all wells and Carragh Lake during 2009 up until July 2009. The new groundwater frequency (See Table 1) was implemented from August 2009 onwards.
Landfill operational information required under Condition 1.4 of the IPPCL P0018_01, is tabulated in Table 1.
A “Proposal to Revise Scope and Frequency of Groundwater Monitoring” was issued to the agency in May 2009 and is appended as attachment B
The scope of this document was to reduce the groundwater monitoring frequency and the number of monitoring points in line with the continued reduction in contaminants in the groundwater.
The agency approved the recommendations in the “Proposal to Revise Scope and frequency of Groundwater Monitoring” report on the 16th of July 2009.

2.1 Groundwater Monitoring at Landfill
During 2009 there were nine onsite monitoring wells (labelled MW 1, MW 2, MW 3, MW 4, MW 5, MW 6, MW7s, MW 7D and MW 13) at the landfill site. There are nine off site monitoring wells, labelled MW 8, MW 9, MW 11, MW 12, MW 14, MW 15, MW 16, S1 and S2. Surface water sampling was taken from Caragh Lake as part of the monitoring programme during 2009. A “Proposal to Revise Scope and Frequency of Groundwater Monitoring” was issued to the agency in May 2009 and is appended as attachment B. This revision to groundwater monitoring was agreed by the agency in July 2009 and implemented in August 2009. A summary of the monitoring well locations is shown in Table 2. Figure 3 and 4 shows the location of these monitoring wells and Caragh Lake.

An extensive sampling regime was undertaken in 2009. Sampling was carried out on all wells in 2009 on a monthly basis up until July 2009 including sampling of Caragh Lake up until July 2009, after which the revised scope and frequency of monitoring was implemented. Summary results for each well and Caragh Lake are appended as Attachment C of this report.

Results Synopsis
Using concentrations of THF (for MW1, MW2, MW6 and MW7D) and Chloroform (for S1 and S2) as indicator parameters for onsite and offsite contamination we can graph concentrations over time. Historically THF has been detected in high concentrations in MW1, MW2, MW6 and MW7D monitoring wells. THF has not been detected in S1 and S2 in the past, so Chloroform, which has been detected, is used as an indicator parameter for these wells.
Evaluation of post excavation data during 2009 shows that generally, there is a significant and obvious downward trend in contaminant concentrations in the groundwater beneath the former Glannagillagh Landfill. The downward trend has been the expected outcome of a project which involved removal of the source of contamination. The focus of post excavation monitoring during 2009 has been to determine and evaluate the trend of groundwater contaminant chemistry, particularly having regard to the specified or indicator chemical compounds at the identified Sensitive Receptor Point – S2. Chloroform has not been detected in S2 during the January, June and July 2009 monitoring rounds. Toluene and THF have not been detected in S2 in any of the monitoring rounds during 2009.
There has been no negative impact on the sensitive receptor as a result of the excavation. Overall the hydrochemical results in 2009 have shown that the contaminant plume below the site is shrinking due to the excavation project. In conclusion, the excavation and removal of contaminated material from the Glannagilliagh landfill site has had an overall positive impact on the groundwater quality both onsite and offsite the landfill.
