Lt. General Russel L. Honoré helps organizations develop a culture of preparedness and problem solving with strategies for transforming individuals into take-charge leaders.

As the commander of Joint Task Force Katrina, he became known as the “Category 5 General” for his striking leadership style in coordinating military relief efforts in post-hurricane New Orleans. A decorated 37-year army veteran and global authority on leadership, Gen. Honoré is the go-to expert on CNN on emergency and disaster preparedness and Hurricanes Harvey, Irma and Maria crisis management.

Drawing on his in-the-trenches experience managing conflicts of both the natural and man-made variety, his disciplined leadership takeaways inspire audiences in a range of fields, including business, management, government, military and education. ACI-CRSI Adhesive Anchor Installation Certification & Practical Exam Tuesday, December 4Fee: $550 per person 9:00 a.m. - Noon, 1:00 p.m. - 5:00 p.m. High Rock Concrete anchoring is critical to the safety and integrity of the constructed work. This course provides education on the key elements of reliable anchoring and allows you to demonstrate your ability to read, comprehend, and execute instructions to properly install adhesive anchors in concrete. The areas of adhesive anchor installation covered include:

NYSDEC’s SPDES General Permit for Stormwater Discharges from Construction Activity requires a contractor to identify the trained individual responsible for SWPPP implementation on permitted projects, and for project operators, including NYSDOT, to have sites inspected by qualified inspectors. Trained individuals and qualified inspectors need four hours of NYSDEC-endorsed training every three years. This seminar provides the four hours of training in proper erosion and sediment control principles and an overview of the SPDES permit requirements. Troy – Green Island Bridge Collapse 1977: Before and After Wednesday, December 51 PDH Broadway 1-2The Troy-Green Island Bridge over the Hudson River has seen a succession of varied structure types built at its present location ever since the original timber covered bridge was built in 1835 to carry a new railway between Troy and Saratoga. This presentation begins with a history, at times checkered, of the different structures that served at this site; leading up to the collapse of the bridge in March, 1977 during a flood event. The design and construction of the replacement bridge, which opened in 1981 and is still in service, will be discussed. All generations of the bridge have included a moveable span to allow vessel passage on the river, including the present bridge’s vertical lift span. The structural and mechanical components of the present vertical lift span will be reviewed in some detail along with an overview of basic concepts of vertical lift span design. Present-day operation and maintenance of the bridge will also be discussed.

Lower Hudson Transit Link Wednesday, December 5Feature Project Broadway 1 & 21.5 PDH The LHTL is a major transportation project which has the ability to dramatically transform travel in the Lower Hudson Valley for decades. With state-of-the-art technology integrated into the transportation network and new high-quality transit available more frequently, residents and employees have more options and less congestion when traveling across the I-87/287 corridor between Rockland and Westchester. NYSDOT took bold steps to build on the work of Gov. Cuomo’s Mass Transit Task Force to create an Integrated Corridor Management system from Suffern to White Plains and launch a new transit service, the Hudson Link, all in time for the opening of the new GMMCB. The project includes 57 traffic signal upgrades, 13 ramp meters, 31 new buses, 23 new bus shelters, and much more.

Mussel Salvage and Relocation on I-86 Wednesday, December 5Feature Project Travers1 PDH A 2014 bridge inspection, and initial threatened & endangered species screening, resulted in the identification of critical scour and presence of federally protected species within or adjacent to the project located within the Seneca Nation of Indians. Two endangered freshwater pearly mussel species were found. It was determined that unavoidable impacts to mussel populations and habitat would result from bridge work and scour repairs. Relocation would be needed. The critical nature of the repairs, timing of the surveys and relocation, and the stream work restriction dates added extra complexity to the project timeline and task completion. Over 500 pearly mussels were tagged and relocated in 2016 by the State University of New York at Oneonta Research Foundation. Just in case your next job has mussels on the move, this presentation provides details of the parallel tracks and intersecting features of the project and how they ultimately combined to meet the project timeline.

Silica Practices - Panel Discussion Wednesday, December 5 Saratoga 2This program was developed to allow for contractors and the Dept. of Transportation to have an opportunity to meet and discuss OSHA’s silica in construction standard. A brief overview of OSHA’s silica in constriction standard will be presented followed by and open floor discussion where questions will be fielded by the panel. This seminar is an opportunity to collaborate with NYSDOT as you put into practice measures to control silica levels on your projects.

Managing Construction Risk Through Insurance Wednesday, December 5 High RockThis presentation will focus on the ways that contractors can use insurance and well-drafted insurance provisions in construction contracts to mitigate and manage risk. We’ll discuss myths and rumors surrounding various insurance products and give practical, plain-English, tips for using insurance effectively. In addition to Commercial General Liability, Builder’s Risk and Professional Liability, we will also discuss risk transfer vehicles such as surety bonds, Subcontractor Default Insurance, Letters of Credit, Indemnities and Parent Company Guaranties.

In addition, attendees will also receive an overview regarding the development of the New York State Thruway Authority’s Bridge Condition Index (BCI) utilizing the bridge element inspection data.

Good Faith Efforts – How much and what happens when it’s not enough? Wednesday, December 5 Travers Review Good Faith Efforts procedures and practices for M/WBE and DBE Programs. This session will go one step further in investigating what happens if good faith efforts are not acceptable and repercussions to not receiving a waiver for an unattainable goal.

New York State Law - Sexual Harassment Training Q & A Thursday, December 6 High RockHas your Sexual Harassment policy recently been updated? Beginning in October 2018, employers must adopt a sexual harassment prevention policy and training or use a similar policy and training the meets or exceeds the law’s minim standards. All contractors performing work for the State will be required to affirm proper sexual harassment policies and provide annual training to all employees. Join us as the experts dissect what is required under this new law, and host a “train the trainer” model for the group.
