Discuss the logic of search for suitable HR in the Advertisement and prepare an application. For this assignment, I have taken an advertisement by the United Nations Development Program (UNDP), Sri Lanka advertised on their web site. The organization is in seek of a Field Coordinator for two sites in the vicinity of Kala Oya basin in Puttalam and Anuradhapura area on a contract basis assignment. The advertisement prolifically and clearly indicates the requirement of the candidate should possess. The Job Descriptions are clearly specified under the columns of the Background and Duties and Responsibilities and Job Specifications are clearly mentioned in Competencies and Required Skills and Experiences. It reveals the locations, durations and other details of the job. Applications for the post also easily sent by filling the application form online and attaching the curriculum vitae. Further, anyone finds difficulties in filling the forms online are requested to send emails for helps. The wordings are shown that the organization is committed to achieving workforce diversity in terms of gender, nationality and culture and individuals from minority groups, indigenous groups and persons with disabilities are equally encouraged to apply. These kind of public treatments are rare in the current corporates and this attitude of the organization promotes the applicant’s morale toward the organization and the posts. Further, the organization’s trustworthiness is too openly specified and quoted in the advertisement as ‘All applications will be treated with the strictest confidence’. By first view the job seekers can understand whether they are eligible for the job and as per their qualifications they may apply for the job. The organization may sort out the candidates based on their qualifications and requests the sorted candidates for an interview. The application form is not specifically designed for the job but consists the basic detail capturing. The personal details are obtained via the form and an attachment of CV directed while submitting the form. Although the job descriptions, specifications and other details are clearly mentioned in the advertisement the remunerations are not specified clearly. The post level is mentioned and it implies the salary and further surfing of their web sites shall show the salary levels. The advertisement and the application form are as follows.

Background

The Enhancing Biodiversity Conservation and Sustenance of Ecosystem services in Environmentally Sensitive Areas, is a GEF fundedproject, implemented by the Ministry of Mahaweli Development and Environment and supported by UNDP. The project will assist theGovernment of Sri Lanka to safeguard biodiversity in multiple land use areas of special ecological significance (high biodiversity values)through the operationalization of a new land use governance framework called “Environmentally Sensitive Areas” (ESAs), which will beprimarily outside protected areas. The primary objective of this project is “To operationalize Environment Sensitive Areas (ESA) as amechanism for mainstreaming biodiversity management into development in areas of high conservation significance”.In order to achieve this Objective, the project plans on achieving the two major Outcomes, and five Outputs under these.The two Outcomes are:

Outcome 1: National Enabling Framework Strengthened to Designate and Manage Environmentally Sensitive Areas (ESA);Outcome 2: Biodiversityfriendly ESA management for long term integrity and resilience ensured at two sites in the Kala OyaRegion.

Under Outcome 1, the project will support the development of national policy, strategy and national scale up plan for ESAs and buildnational institutional capacities to foster intersectoral partnerships and coordination to support ESA identification, management andmonitoring of ESAs. Under Outcome 2, intersectoral partnerships also be fostered at local levels at two sites in Kala Oya Region toeffectively manage at least 200,000 ha of landscape and seascape for long term biodiversity conservation, and for the maintenance ofenvironmental services critical for local and national development using the ecosystems approach.UNDP will place two field Coordinators, guided by the Assistant Country Director and National Project Director in support of the fieldlevel day today implementation, management and coordination of Programme activities and to ensure effective planning andmonitoring of the Programme to achieve stated outcomes and outputs in accordance with UNDP/Government of Sri Lanka Guidelinesfor Nationally Implemented Programmes.

Duties and Responsibilities

Function / Expected Results: Planning, implementation and management of Programme activities:Liaise between UNDP, the Ministry Mahaweli Development and Environment (MoMDE), the Project Management Unit (PMU)and field level stakeholders to implement the project;Support the preparation and implementation of the detailed Annual Work Plans for field sites in consultation with the PMU andMoMDE;Facilitate the implementation of project activities as per the AWP in a timely, systematic and efficient manner;Prepare and report on quarterly financial progress at field sites and act as liaison between the project, MoMDE, and UNDPCountry Office to ensure smooth transfer of funds to the Ministry;Prepare in consultation with the PMU/MoMDE, quarterly financial and narrative progress reports for the field site;Consult with MoMDE and provide UNDP with technical specifications for all procurements to be carried out by UNDP on behalfof the Ministry;Support the Project Technical Coordinator on relevant aspects of project implementation, especially monitoring of projectoutputs and results.

Function/Expected Results: Office Management and Coordination among Technical Assistance Team:Develop a network of partnerships to ensure ownership and sustainability of project actions;Facilitate the coordination amongst local level stakeholders to ensure smooth implementation of activities in a timely manner;Coordinate between national level and local level stakeholders to ensure implementation of activities in a timely and efficientmanner;Brief external missions from the UNDP and other future donors on progress of project activities as well as other collaborativeactions.

Function/Expected results: Monitoring, Evaluation and Reporting:Undertake rigorous monitoring against the AWP at the field locations to ensure that project activities are on trackUndertake regular monitoring against the M&E plan to ensure that the project is achieving the desired results;Maintain excellent progress monitoring reports, and provide quarterly finacial and narrative progress reports to the Project in a timelymannerSupport the development of regular reports, annual reports, donor reports and briefs with NPD and Technical Coordinator.Impact of Results:

Efficient and coordinated implementation of Programme activities;The achievement of delivery targets and results as outlined in the Programme workplan;Effective institutional capacity building of relevant stakeholder groups;Strengthened partnerships with Implementing Partners and expanded partnership with relevant government agencies and civilsociety.

Required Skills and Experience

Education:Master’s Degree or equivalent in the areas of Environmental Science, Development Studies, Natural Resource Management,Ecology, or related field; orBachelors Degree or equivalent in the areas of Environmental Science, Development Studies, Natural Resource Management,Ecology, or related field.

Experience:At least 2 years of experience in project management, including handling contracts, financial management, donor reports,project monitoring at field level;The candidate should have minimum 3 years’ experience in the field of Environmental Science;Experience in supporting development/capacity building activities especially in the government institutions will beadvantageous;Past experience with UNDP or UNrelated programmes will be of added advantage.

Language:Fluency in written and spoken English,Sinhala or Tamil.

19th April 2015 “Sunday Observer” Newspaper is taken and analysed for the above task and the findings on above is as follows

• Most of the vacancy announcements are for the employees of Marketing, Clerical, Secretarial, IT Developers, Teaching, Hotel Managers and Workers for infrastructure constructions and Hotels.

• The elements involved in those advertisements are Qualifications (educational & professional qualification), Age, Working experience, competence & skills required from the Candidates.

• Most of the advertisements are not shown the Remunerations for their job seekers. • Open Advertisement is defined as one which provides minimal guidance towards a certain

message. • Blind Advertisement is a type of advertisement that does not include the identity of the

individual who placed the advertisement and typically only includes a phone number or a post office box number. These types of advertisements are not reveal identity of the individual who placed the advertisement and most of them are placed by the man power agencies, brokers or agents of the organization, which are not willing to reveal their identity.
