    INTRODUCTION

    India launched its career as a Welfare State after the constitution came in toforce on the January 26, 1950. To lay the foundation of a Welfare State can be thescheme community project a plan of the people by the people and for the people.The community development involves rural development, under one singleprogramme of approaches and techniques which rely upon local resources forchanging the mind and action of the people for their economic and socialimprovement. Extension education aims at producing desire changes in behaviourand attitude of the rural people to deal their problems for better living.

    The latest job chart for Gramsevak was designed in 1964 in Gujarat state,with main stress on utilization of his full time towards agriculture activities underthis condition Gramsevak needs proper continuous training to be able to help the

    rural people. An ill equipped, ill trained and ill armed Gramsevak cannot deliver thegoods to the peoples with whom he is to work. Training helps an individual s; todevelop the appropriate habit of thought, action, skill and attitudes to work moreeffectively.

    The pre-service training programme of Gramsevak started originally with sixmonths but the experience, soon after implementation showed that training wasinsufficient and duration of the course was raised to 1 year. The duration wasagain raised after 1958. It`s syllabus more emphasis on the subject of agriculture sothat the Gramsevak could devote their full time for agricultural production activities.

    The entire training programme now become more problem oriented and was givenmore practical bias.

    The main purpose of this research study was to determine the specificcompetencies needed by the Gramsevak in the subject of (I) Agricultural implementsand soil and water management and (II) Crop husbandry and farm management forpre-service training course in Gujarat state.

    CONCLUSION

    Primary object of the present study subject to draw a list of competency inthe subjects of (1) Agriculture I: agriculture implement and soil and watermanagement & (2) Agriculture II: Crop husbandry and farm management along withtheir ranking according to the degree of knowledge required and weightage in termsof percentage of time for teaching and practicals for each competency for pre-servicetraining of Gramsevak of Gujarat state.

    The responses were collected from three types of respondents (1)Gramsevaks (2) Farmers & (3) Instructor. The data obtained from these respondentswere analysed and the following are conclusion,

    1) The technical competencies that Gramsevak should posses in different specific areas in agriculture I & II varied in terms of degree of trainingneeded by him.

    2) The rank correlation coefficient values between responses of Gramsevak and farmers, and Gramsevak and Instructors were 0.741 and 0.566respectively, the values being significantly 1 per cent level. This shows that there is congruency of opinion held by the respondents in determining therank priority order of training needed in all competencies.

    3) The relative importance of the competencies was determined by assigningthem ranks based on the rating given by respondents. The first tenimportant competencies were;

    i. Applying farm yard manures, compost and chemical fertilizers.ii. Practicing green manuring.

    iii. Laying out trials, demonstration and experiments.iv. Preparing farm yard manures.v. Collecting soil samples.

    vi. Practicing preparation of seed bed and its treatments

    vii.

    Preparing compost from Farm refuse.viii. Handling plant protection equipments with minor repairs

    ix. Operating crop protection measures.x. Practicing seed treatments.

    4) The operations under specific competencies with No. i, ii, iv and vii (above)dealing with manures and manuring were found more important infarming. These operations were considered very important by the

    respondents and were ranked at the top in the list. The training thereforeshould be imparted with full details by devoting more and adequate timeboth in theoretical and practical aspects of the topic.

    5) The training was not consider in respect of the competency :

    i. Construction and operating gobar gas plants.ii. Constructing smokeless chules (fire places) and working with the

    same.iii. Equipping farm machinery shop.iv. Practicing different rope knots for different purpose andv. Understanding farm building plan and its estimates.

    6) Weightage in terms of time allotment for theory and practicals

    i. The present syllabus provides weightage on theoretical and practicaltraining in terms of allotments of time in the in the ratio 64:60.

    ii. The practical training with 70 per cent as highest weightagesuggested by the instructing present Competency 1. Dealing with the

    preparation of seed bed and its treatments ; and Competency 2.Dealing with conduction of trials, demonstration, and experimentswas given 64.9 per cent weightage by Gramsevaks. Thus these twoareas denote practical training with at least 63 per cent weightage interms of allotment of time.
