Formative assessment involves multiple activities, not just the administration of a single test.

One of those activities is the use of assessments to elicit evidence regarding students’ understanding of and mastery of a given standard or concept.

Learning Progressions should clearly articulate the sub-goals of the ultimate learning goal.

Learning Goals and Criteria for Success should be clearly identified and communicated to students.

Students should be provided with descriptive evidence-based feedback that is linked to the intended instructional outcomes and criteria for success.

Both self- and peer assessment are important for providing students an opportunity to think meta-cognitively about their learning.

A classroom culture in which teachers and students are collaborative partners in learning should be established.

Five Attributes of Formative AssessmentMore than just a grade!

Formative Process Use the summative assessment results as a starting point for gathering further information on student performance using a variety of resources, including those from the Digital Library. For example, on the summative mathematics test:

◦ A student who is in Level 2 and At/Near Standard in all three claims: Gather more information about which skills the student has a solid understanding, and build on those to strengthen areas of weakness. Could include using IABs.

◦ A student who is Below Standard in Claim 1: Gather more information on the specific content skills described in the standards with which the student struggles. Could include using IABs.

◦ A student who is At/Near or Above Standard in Claim 1, but Below Standard in the other claims: Gather more information on student’s ability to apply learning to unique situations, which may include their disposition toward math and their perseverance to solve problems and write about mathematical ideas.

Formative Process◦ A student who is At/Near or Above in Claim 1 and Claims 2&4, but Below Standard in Claim 3: Gather

more information related to student’s content vocabulary and use of academic language.◦ A classroom that is At/Near or Above Standard in Claim 1, but Below Standard in the other claims:

Evaluate the instructional opportunities to be sure opportunities beyond facts, algorithms, and teacher-directed procedures, including problem solving, productive struggle, mathematical discourse and writing, and opportunities to apply the mathematics to the real-world.

Interim Assessments: Scoring Training (THSS)

Scoring◦ Interim assessments will have various item types, most of which will be machine scored

◦ Hand scoring will be a local (school/classroom) responsibility ◦ Rubrics and training are provided online as part of the THSS system and also under the THSS Materials tab in TIDE

Scoring Materials Found in the Teacher Hand Scoring System (THSS) is available within the WA Portal.

Each item has an Exemplar tab and Training Guide tab to use with training.◦ Calibration – most important aspect!◦ Exemplars include a “Prep Set” to walk teachers through scored, student responses and a “Check Set”

to test consistency in scoring each item.◦ Training Guide includes: Background information for the teacher (i.e. the passage/stimuli students read,

the item, rubric, informational notes for teacher understanding).

IAB Reporting•Individual student scores are available for each block.

•Reporting for each block is based on three classifications related to the overall scale score cut point between levels 2 and 3: “Below Standard,” “At/Near Standard,” and “Above Standard.”

•Each IAB can be administered unlimited times to a classroom.

ICA Reporting•ICA reporting is the same as for the summative assessment:

• Overall scale score achievement level per content area/subject. • Claim score reporting is based on the overall scale score for levels 1-4 with

the cut point between levels 2 and 3. • ICAs can be administered unlimited times to a classroom.

Interim Assessments Interim Assessment Blocks (IABs) for ELA

◦ The non-PT ELA blocks have 5-9 questions.◦ Each ELA block contains a different amount of hand scored items:

◦ Listening, Research and Edit/Revise blocks are all machine scored◦ Brief Write blocks are all hand scored◦ Reading Lit and Reading Info blocks have1-2 hand scored items per block

◦ All PT blocks have three questions and a full write. ◦ Two Research items and the Full Write are hand scored. ◦ One Research item is machine scored.

TIDE Appeals and ARMS

TIDE APPEALS

In the standard administration of a test, the student takes the test in TDS and then submits it for scoring. The Appeals system within TIDE provides a method when the standard administration did not occur. The TIDE Appeals system allows staff to report when a testing situation has occurred that requires a student’s test to be Reset or Re-opened in order to continue testing.

EXAMPLE

- Expired—When a student did not test within the allotted amount of time the student cannot resume the test because the test opportunity expired. The TA would submit and appeal to Re-Open test. The appeal would need to be approved to allow the student another testing opportunity.

- Reset—When a student has been logged out for one reason or another, the TA would submit an appeal to restart the test.

TIDE Appeals and ARMS

ARMS

The Assessment Reports Management System (ARMS) will be used in spring 2016 for districts to electronically submit all testing incidents. It also will be used to request Modified Testing Schedules, Medical Exemptions, Test Question Ambiguities, and Security Reports. The ARMS application is located within the OSPI EDS system.

For fall 2015, the Testing Irregularity reporting will remain the same as spring 2015.

ARMS is being enhanced for spring 2016 administrations. We are working to build the ability to export data into a spreadsheet type format. We are also looking into the ability to import data. A webinar will be provided to support the enhancement when the application is ready.
