• Purpose: To assess the sustainability of the water,
sanitation, or hygiene services and to identify critical
constraints or drivers.
• Scope: the WASH services provided by or resulting from
the interventions implemented under a project or
programme.

• Still confusion over purpose: ‘functionality
versus sustainability’?
