Asphalt production plant April 2012 Project overview The Queensland Government is undertaking a $385 million upgrade of the Port of Brisbane Motorway as part of its long-term plan to meet the transport needs of the Port of Brisbane and the Australia TradeCoast. Known as Port Connect, the project consists of a three kilometre duplication to four lanes of the existing Port of Brisbane Motorway and a further three kilometres of new motorway to Pritchard Street, Lytton. Port Connect construction commenced in mid-2011 and is due to be finished in 2013. Asphalt production and the environmentPort Connect’s asphalt plant will be regularly maintained to ensure it remains efficient and in peak condition. The project’s management methods and maintenance regime will minimise any impacts to surrounding businesses.

What to expectThe plant is being located within an industrial precinct to minimise its impacts to the community. Only those in close proximity to the plant will even know it’s there.

During production of asphalt, steam vapour will be emitted from the plant which is generated from the combustion heating process. A mild smell and increased noise in the area is also expected during operating hours. Trucks and other project vehicles will be entering the plant from the north and will be exiting from both the north and south (see map overleaf).

All environmental approvals associated with the plant’s production at this location have been granted by the relevant authorities and environmental mitigation measures will be in place to ensure all levels remain within Department of Transport and Main Roads specifications.

Mobile asphalt production plantOn many large road projects, mobile asphalt production plants are often used, situating the plant within or close to the project site. This method of asphalt production is generally more efficient, as it eliminates the need for trucks to travel large distances to deliver the material to the project site. That’s good news for the local road system and a win for the environment with the project generating less carbon emissions!

Port Connect will be setting up a mobile asphalt plant at the Energex access road (Frank Mallan Drive) in April 2012. The mobile plant is being transported in sections from a project near completion in Mackay. It will have the capacity to produce up to 220 tonnes of asphalt per hour and will meet all the asphalt needs of the project. It will be in use until the completion of the project in 2013.

The asphalt plant site is located within the industrial precinct of Lytton in a 24-hour operating zone. The plant will generally operate during the day from 6 am to 6.30 pm Monday to Saturday however, when night and weekend works are required, the plant may operate 24-hours a day.

When the Port Connect project is complete, the asphalt plant will move on to a new location and project and the area on Frank Mallan Drive where the plant has been located will be reinstated to its previous condition.
