Mexican ballot box fraudtackled with biometrics
The Mexican Government (Btt May ’00, p3) isto use facial recognition technology to help elim-inate duplicate voter registrations for its July pres-idential election.
The election between opposition candidateVicente Fox Quesada and Francisco LabastidaOchoa, the incumbent party’s candidate, isexpected to be extremely tight, making the needfor a fraud-free vote even more crucial.
Mexico’s Federal Election Institute (IFE) hasbeen awarded a multi-million dollar budget to ensure “fair play”. As part of its efforts it has enlisted the services of Mexico City-based software integrator MetaData, which will use FaceIt face recognition technology from US supplier Visionics (Btt May ’00, p6),along with its ObjectStore database managementsystem.
According to president and CEO of VisionicsJoseph Atick: “This is the first time that a nationalgovernment has used facial recognition technol-ogy for the sole purpose of eliminating duplicatevoter registrations.”
In Mexico, voters must first be issued with avoter registration card before taking it to a ballotbox to make their vote. It is at this stage the facialrecognition system will be used, as there is the pos-sibility that voters could apply for more than oneregistration card using false identities.
The new system will store a photo of the poten-tial voter in a central IFE database and compareit against the images already stored. Fiber optic-based communication serviceprovider Hanaro Telecom has taken delivery of83 vein recognition units at one of its ISP Centresin Korea.
The system was delivered by Korean-basedsupplier BK Systems (Btt Jul/Aug ’99, p9) andrepresents the company’s biggest vein recognitionsystem order to date.
BK Systems told Btt, that all 83 units are networked using BK System’s time and atten-dance software, Vein Control 2000, which allowsall of the units to share the database in real-time.
Hanaro Telecom has 70 internet network serversthat are available for rent. These are each posi-tioned in their own cage. Following the installa-tion, each of these cages now has one BK 300S unitattached, so access can only be gained by autho-rised users.
The other 13 vein identification units are usedby Hanaro’s office employees at the centre.
The system’s software has most of the regulartime and attendance software functions, such asmonitoring clock in/clock out times of users,warning signals for malfunctioning units andvariable area and time control.
One interesting feature is that the system isconnected to the company’s CCTV cameras,which move to capture images of the area that isin use.
