| Singapore Market Summary

Legal Domestic Sales were estimated at 2.8 billion cigarettes in 2017, rising by 2.5% (around 70 million cigarettes) in comparison with 2016. Legal Domestic Sales have remained broadly stable at around 2.8 billion cigarettes over the duration of the Asia illicit Tobacco Indicator research programme.

PMI accounts for nearly half of all Legal Domestic Sales, with a market share of 48% – unchanged from 2016 – followed by JTI (26% share of the market), and BAT (19%).

There was no change in the Excise Tax rate in 2017. The changes to the regulatory environment in 2017 included a point-of-sale display ban of tobacco products, effective from 1 August 2017, and an extension to the Smoking (Prohibition in Certain Places) Act that prohibits smoking in outdoor areas around educational institutions including universities, and inside the compounds of private institutions, except in designated smoking areas. In November 2017, Parliament passed a regulation to progressively raise the minimum legal age for smoking from 18 years old to 21 years old by 2021, effective 1 January 2019.

As of 2017, cigarette prices in Singapore have remained stable since the last Excise Tax hike was implemented in 2014. A pack of the Most Sold Brand of cigarettes cost SGD 13.0 (USD 9.62) per pack of 20 cigarettes in 2017.1

Singapore ranks among the most expensive markets for domestically sold cigarettes included in the Asia Illicit Tobacco Indicator research programme. The price differentials with its neighbouring countries are considerable. In 2017, based on a pack of 20 cigarettes of the Most Sold Brand, prices in Singapore cost five times more than in Indonesia (USD 1.90) and were more than double the equivalent price in Malaysia (USD 4.02).

Singapore: Composition of cigarette consumption

The results from two Empty Pack Surveys and Singapore Customs data on the volume of duty-paid releases of tobacco were used to estimate Total Consumption of cigarettes in Singapore.1

Total Consumption (legal and illicit) was estimated at 3.3 billion cigarettes in 2017, rising by 4.9% in comparison with 2016. Of this, an estimated 86.2% or 2.8 billion cigarettes was Legal Domestic Consumption and the remaining 13.8% was Illicit Consumption.

There is no Non-Domestic Legal Consumption in Singapore due to the zero passenger duty-free personal import allowance limit.

The volume of Illicit Consumption grew by an estimated 21.0% in 2017, representing an increase of 78 million illicit cigarettes consumed in the year.

The rise in Illicit Consumption partially unwound the decline registered in 2016. As a consequence, the level of Illicit Incidence rose by 1.8 percentage points to 13.8% from 12.0%.

Singapore: Government Finances Tobacco taxation in Singapore comprises a unit-specific Excise Tax duty of SGD 388 per 1,000 cigarettes, held steady at this level since 2014, prior to which a duty of SGD 352 per 1,000 cigarettes was levied. Additionally, an ad valorem GST rate of 7% on top of the Excise Tax also applies, in common with other goods and services.

Total revenues from Excise Tax on tobacco rose to SGD 1.2 billion in the fiscal year 2017/18 (running from April 2017 to March 2018). This represented an increase of 17.0% in comparison with the last fiscal year.

The rise in government revenues is broadly aligned with the 19.5% rise in Legal Domestic Sales over the same period, based on Singapore Customs data.1

The estimated Tax Loss from Illicit Consumption rose by 41.1% in the fiscal year 2017/18, in line with the rise in estimated Illicit Consumption over the same period. However, the Tax Loss remained below the peak level estimated in fiscal year 2012/13.

The Excise Tax Loss as a share of total potential Excise Tax revenues rose to 13.7% in the fiscal year 2017/18, in line with the estimated level of Illicit Incidence for the calendar year 2017.

The illicit market for cigarettes in Singapore was entirely composed of Non-Domestic Inflows in 2017 –consistent with previous years of the Asia Illicit Tobacco Indicator.

Over 83% of illicit Inflows into Singapore consisted of cigarettes intended for sale in Indonesia or Malaysia in 2017, where domestic cigarette prices are significantly cheaper.

Inflows of illicit cigarettes increased by 21.0% in 2017. This was underpinned by an increase across all main market variants of illicit cigarettes identified by the Empty Pack Surveys. Cigarettes with intended retail sale in Malaysia and Indonesia rose by 18.5% and 16.3% respectively, while other Duty-Free labelled products rose by more than one-third in comparison with 2016. Other market variant products rose by more than 50%.

Counterfeit cigarette consumption increased by nearly 90% to 4.1 million cigarettes in 2017, the highest level recorded since the beginning of the Asia Illicit Tobacco Indicator research programme. However, Counterfeit cigarettes remained less than 1% of total Illicit Consumption.

Singapore Customs have remained vigilant of illicit cigarette Inflows into Singapore. In 2017, customs seized 2.8 million packs of cigarettes, breaking 4 cigarette syndicates in the process. Their performance has been consistent over the previous 5 years as the agency continues to enforce strict regulations.

High-profile seizures in 2017 included a haul of 25,500 cartons of non-duty-paid cigarettes in just two days in January 2017, the largest on record since April 2015, and a seizure of nearly 14,500 cartons of non-duty-paid cigarettes in February. The total Excise Tax duty and GST evaded from these two incidents would have amounted to an estimated SGD 3.7 million.1

Comparing consumption estimates with LDC (“bottom up” approach)

Using data on average annual cigarette consumption per adult (age 15 and above), plus UN population data, a "bottom up" estimate of cigarette consumption can be made which can then be compared with LDC. This approach yields an estimate for Total Consumption that is below LDC, implying no evidence of substantial Illicit Consumption. The source for Smoking Prevalence is the WHO FCTC 2016 (based on the National Health Surveillance Survey 2013), while average daily consumption comes from the Global Consumer Trends Survey 2012.

Euromonitor Passport, 2018 Euromonitor estimates an Illicit Incidence of 3.6% in 2017. The methodology, sampling, and coverage are unknown, so it is difficult to assess the robustness of this estimate.
