Closing Out the Year 2018 in Skyward
The European Standards Developing Organisation responsible for the Preparation and Promotion of Standards for Aerospace Application

Overview of our activities in 2018
ASD-STAN looks back on a successful year 2018 with 107 ASD-STAN prEN and 125 EN publi-
cations. Moreover, this month we have published 3 ASD-STAN prENs, which you may find in our web
-shop. Additionally, there are 9 ENs published by CEN this month. To this day, ASD-STAN has devel-
oped 2450 European Norms and published in addition 753 ASD-STAN prENs in total, of which 230
are in progress towards EN.
Throughout 2018, ASD-STAN was involved in discussion about the upcoming standardization request
of the European Commission to address the need for standards on the open category on Unmanned
Aircraft Systems (UAS). ASD-STAN participated at several conferences and workshops to promote
the use of standards at the right level. More information about ASD-STAN activities on “Unmanned
Aircraft Systems” can be found in our previous newsletters.

EU Aeronautics conference 4.0
The 4th edition of the annual EU Aeronautics Conference was organized by the European Parliament’s Sky and
Space Intergroup, chaired by MEP Monika Hohlmeier, with the support of ASD.
The EU Aeronautics Conference in December 2018 addressed on one hand the global competitiveness of
the European Aerospace Industry, facing
American and Chinese competition and on the
other hand, the challenges of the digital age.
Other addressed challenges were to reduce the
environmental footprint or to address the
capacity of the European Air Traffic Manage-
ment. It was stated that not only financial
support for research and development for
innovative products may help, but also
competences by well educated human resources
provided by universities and industry. This may
be valid for a new type of engineers also outside
of the regular Aerospace sector to meet the
digitalization requirements.
All of this may be supported by a collaboration at European level with a strong common policy and with a
regulative framework to implement the technology. A sustainable and performance-based aviation in the
European sector has to improve its speed and investment and has to find an answer on safety issues like

up the application of innovations and new
developments. The common development
of standards in the aerospace sector brings
the European Aerospace Industry together
to support the objectives of such a Europe-
an policy and implementation strategy.

EU Aeronautics conference 4.0
A short overview of the Sky & Space Intergroup’s key recommendations to the next European Commission
for its work-plan beyond 2020:
· EU Civil Aeronautical Industry Strategy
Launch an EU Civil Aeronautical Industry Strategy where all EU actors work together towards a common
goal to support the competitiveness of EU industry at global level based on an industrial policy. Ensure sup-
port to all segments of European industry, in particular the role of SMEs, start-ups and entrepreneurship in
the EU, should become a much stronger
political objective of Europe, comparable
to what the USA and China are doing for
their domestic industries.
· Brexit
Conclude an efficient post-Brexit
agreement which takes into account the
highly integrated nature of the EU civil
aeronautical industry, in order to avoid
potentially negative consequences upon
the competitiveness of the EU and UK
aeronautical industry.
· Research, the life-blood of the
Aeronautics industry
In the context of the ongoing negotiations on the Horizon Europe Programme for Research and
Innovation, ensure that civil aeronautics remains a top priority in terms of funding in line with the earlier
SSI recommendations to reserve at least 5 billion Euro in public funding for this sector and to launch Clean
Sky 3 and SESAR 3 initiatives.
· Electrification/hybridization, new mobility concepts, emerging technologies and digitalization
These concepts should be a key driver for innovation beyond 2020 at EU level in the field of civil aviation.
· Deployment of SESAR solutions
Ensure the accelerated and swift deployment of SESAR solutions as an essential tool to improve the per-
formance of the European Air Traffic Management System and to reduce the congestion in the European
skies.
· Implementation of the revised EASA basic regulation
Implement the revised EASA basic regulation, which should enable a more efficient framework to bring
new technologies to the market in particular through performance-based regulations.

EU Aeronautics conference 4.0
· REACH and chemicals
With regard to REACH and chemicals used for safety critical application in aeronautics, give EASA a real
say in REACH related decision-making procedures.
· Trade and strategic economy
In terms of trade, investigate how Europe can ensure its strategic autonomy irrespective of sanction deci-
sions taken by non-EU countries which might have repercussions for EU industry. In this context, ensure
that civil aeronautics is a key element in EU foreign trade negotiations and EU economic diplomacy.
· Foreign Direct Investments
Make further progress on the implementation of the Regulation proposal on Screening of Foreign Direct
Investments with the aim to ensure reciprocity and to protect critical technologies.
· Intellectual Property
Develop a proper EU strategy to protect European Intellectual Property and to prevent industrial espio-
nage while protecting personal data.
· International cooperation with ICAO
Work in a cooperative way at international (ICAO) level to ensure global standards in particular for the
environment, air navigation and cybersecurity and to enable new technologies to be deployed in the global
civil aviation market.
· EU Strategy for skills
In the context of an ageing workforce and new technological challenges, develop an overall EU strategy for
skills (re-skilling and training) in aeronautics to ensure an optimal level of the rights of workers in the indus-
try of aeronautics and also the respect of rights of the final users.
