– Single Family and Multifamily accommodations for up to 85 families– Units ranging from 2 bedroom apartments to 4 bedroom single family

residences.• Environmental Sustainability

• Budget and Schedule– Internal tribal grant staff working together with LACO staff formed a hybrid

funding strategy (BIA, IHS, and ICDBG).– Rancheria’s general fund– Immediate membership housing needs, relocating from various areas around

– Accomplished minds collaborating to produce exceptional well performance

– Engineered well produces 230gpm vs. non-engineered wells in the area in same aquifer yielding 120gpm or less.

– Preliminary designs and performance specifications for manganese greensand and activated carbon pressure filter treatment system.

– 200,000-gallon glass lined bolted storage tank, LACO tank foundation.

– Treatment facility appearance designed to match and complement residential units.

– Performance specification for a packaged plant.– Tertiary quality produced is consistent with Title 22 for unrestricted use.– Disposal field is a shallow pressure assisted micro drip system located in the

– 26 Units associated with Phase 1.– Units constructed in three phases concurrently with other project infrastructure.

– The project site was going through the fee-to-trust conveyance in parallel with the development of the project.

– FTT discretionary approvals and potential appeals = schedule forecasting challenges.

– Residential Housing, Roads, Utilities, Water and Wastewater facilities constructed concurrently.

– Construction of housing through winter season and maintaining access.– Managing unauthorized use of roads which were shut down for winter season.

Project Challenges• Commissioning

– Training of tribal staff and rapid turnover of staff over a relatively short period of time.

– Housing units completed before utilities (no heat available) and the risk of humidity and mold.

– Bringing water and wastewater systems online and coordinating these elements with start up of new hotel and occupancy of residential housing.

– Issue with disposal field operations• Issues with PLC valve actuator operation.• Shortage of qualified field staff to assist tribal operator systems operation• I&I issues result in winter time peak inflows exceeding WWTP capacity• Managing speculation by the client• Saturation of some disposal field zones

Project Achievements• Over the course of this multi-year project, numerous challenges were overcome

and a successful project resulted. The accomplishments were interconnected in a way that made this project unique and noteworthy

– Despite over-saturated soils, winter construction, managing multiple contracting teams the project met the schedule objective.

– Meeting the schedule objective was critical with planned start up of Phase 2 project elements which included an expanded casino, new hotel, community center, and additional roads, utilities and housing units.

– The financial risk associated with a delay in the opening of $21mm hotel was entirely avoided.

– Tish Non Village, the expanded casino, and new hotel have adequate water supply due to exceptional yield of the engineered well.

– The specification and performance of the packaged WWTP was a critical planning and logistics component to meeting the overall project schedule.

– Economic Boost at a critical time for our region’s ailing economy - $14.5mm over a 14 month period and an additional $35mm associated with Phase 2 over a 20 month period.
