2.0 Introduction Instructions were received from Mr Brian Herdman to conduct a full access sampling and identification Localised Type 2/3 Asbestos Survey of Rous Lench Village Hall, Rous Lench, Worcestershire, WR11 4UW. The Survey was carried out on the 22nd January 2007 by Baljit Sahota of Advanced Project Solutions Limited. The scope of the requirement was to conduct an Asbestos Survey on the premises as defined by the Client. The Survey type requested was a Type 2 on the whole property combined with a localised Type 3 as defined in MDHS 100 (surveying, sampling and assessment of asbestos containing material) July 2001. The Type 2 Survey is for sampling, identifying and assessing asbestos subject to risk within normal use; the Type 3 Survey is used to locate and describe as far as reasonably practicable, all Asbestos Containing Materials (ACMs) within the area of survey and may involve destructive inspection, where necessary. The localised Type 3 Survey was confined to the lobby and the male and female toilets. 2.1 Objectives

The purpose of the Survey is to locate, as far as reasonably practical, the presence and extent of any suspect ACMs in the building and assess their condition. All areas should be accessed and inspected as far as reasonably practical or must be presumed to contain asbestos. Samples from each type of suspect ACM found are collected and analysed to confirm or refute the Surveyor’s judgement. Any material which can reasonably be expected to contain asbestos must be presumed to contain asbestos and where it appears highly likely to contain asbestos, there should be a strong presumption that it does. To carry out a material assessment for each suspect ACM. To produce a Report of the findings as a basis for an Asbestos Register.

7.0 Algorithm Explanation For each sample/inspection a Risk Assessment has been carried out. A points score (algorithm) has been allocated on the basis of the examination of a number of parameters. This system has been based on HSE, MDHS 100 guidelines and is explained as follows. 7.1 Material Risk Assessment

7.2 Point Score/Priority Each parameter is scored as: high = 3, medium = 2, or low = 1; two categories also allow a nil score. The value assigned to each of the four parameters is added together to give a total score of between 2 and 12. Presumed or strongly presumed asbestos containing materials are scored as Crocidolite (3), unless analysis of similar samples from the building shows a different asbestos type, or if there is a reasoned argument that another type of asbestos was almost always used.

7.4 Priority Risk Assessment The Priority Risk Assessment analyses the likelihood of the asbestos containing material (ACM) being disturbed. The responsibility of the Priority Risk Assessment remains with the ‘Duty Holder’ under the Control of Asbestos at Work Regulations 2002.

8.0 Methodology MDHS 100 defines three different types of Asbestos Surveys: Type 1: Location and Assessment Survey (Presumptive Survey)

All materials which could possibly contain asbestos are presumed to do so until proven otherwise.

Type 2: Standard Identification and Assessment Survey (Sampling Survey)

Materials that the Surveyor suspects may contain asbestos are sampled and the asbestos confirmed or disproved by laboratory analysis. Only asbestos materials on the external regions of structures are detected using this method. This is the preferred HSE method for buildings which are not to be demolished or substantially refurbished.

Type 3: Full Access Sampling and Identification Survey

(Pre-demolition / major refurbishment Surveys) Intrusive methods are used in order to assist detection of asbestos situated inside structural components. This method is intrinsically hazardous, expensive and will involve isolation of all services in the areas. Also the surveying method may involve significant structural and cosmetic damage. It is advisable that this type of survey is only undertaken on uninhabited properties or areas which will not be re-inhabited until the refurbishment / demolition work has been complete.

All APS Surveyors hold a British Institute of Occupational Hygiene (BIOH) Certificate of Competence P402 (Surveying and Bulk Sampling for Asbestos). Analysis is achieved by employing polarised light microscopy and dispersion staining techniques by United Kingdom Accreditation Scheme (UKAS) accredited laboratories. 8.1 Exclusions Areas excluded from the survey are as follows: -

♦ Mechanical equipment such as boiler, motors, static space heaters, generators and

other such equipment unless stated in the report. ♦ Safes and other high security sytems.

Where asbestos is present and requires urgent attention either to remove or encapsulate the material to prevent exposure to possible fibre release, it is highlighted in the Asbestos Register. Any recommendations given in this Report should be adhered to as part of the Management Plan for the building in question. The Surveyor and the Company will not be held responsible if the Client or user of the building does not follow that advice rendered as part of the Survey.

Given the way in which asbestos containing materials have been used in concealed and composite structures during the construction of buildings, asbestos may only be detected during the course of subsequent demolition. Asbestos Ceilings and Riser Panels It is possible for additional asbestos containing items to be concealed by asbestos ceiling tiles; for example, an asbestos ceiling could conceal the presence of asbestos firebreaks, contaminated plant, air conditioning services, conduits, cabling etc and in addition sprayed coating on soffits and structural steel beams. Similarly, an asbestos riser panel could be concealing an asbestos insulated pipework. Soil pipes In some circumstances, asbestos has been used as a packing/jointing material to pipe collars. These are difficult to detect unless they are systemically and destructively tested. For Health and Safety reasons soil pipes are not accessed unless specifically requested, therefore appropriate measures will be taken. Electrical switch gear and electrical storage heaters It is common for heavy-duty fuse boxes to contain woven asbestos materials as a backing behind the fuses. Similarly, storage heaters can contain asbestos materials. For safety reasons these are not sampled but will be visually assessed if safe to do so. Electrical installations will not be accessed unless the electrical system is isolated and the surveyor is accompanied by a qualified electrician at no cost to APS. Machinery and Plant For reasons of safety, items of plant and machinery will only be accessed if safe to do so. Quantification Restrictions Every effort will be made to gain exact quantities but where areas cannot be adequately accessed, assumptions will be proposed or areas noted for further investigations.

9.0 General Caveat Every effort has been made to identify all asbestos containing materials so far as was reasonably practicable to do so within the scope of the Survey and the attached Report. Methods used to carry out the Survey were agreed with the Client prior to any works being commenced. Survey techniques used involve trained and experienced Surveyors using the combined approach with regard to visual examination and necessary bulk sampling. It is always a possibility after a Survey that asbestos based materials of one sort or another may remain in the property or area covered by that Survey, this could be due to various reasons: Asbestos materials existing within areas not specifically covered by this Report are therefore outside the scope of the Survey. The survey will not include areas below ground level unless specifically requested. Whilst every effort will be made to locate and identify ACMs within a building, Asbestos may well be hidden as part of the structure to a building and not visible until the structure is dismantled to its component parts at a later date. This Survey will detail all areas accessed and all samples taken; where an area is not covered by this Survey it will be due to “No Access” for one reason or another i.e. working operatives, sensitive location or just simply no access. It may have been necessary for the limits of the Surveyor's authority to be confirmed prior to the Survey. Access for the Survey may be restricted for many reasons beyond our control such as height, inconvenience to others, immovable obstacles or confined space. Where electrical equipment is present and presumed in the way of the Survey no access will be attempted until proof of its status is given. Our operatives have a duty of care under the Health and Safety at Work Act 1974 for both themselves and others. In the building where asbestos has been located and it is clear that not all areas have been investigated, any materials found to be suspicious and not detailed as part of the survey should be treated with caution and sampled accordingly. Where a survey is carried out under the guidance of the owner of the property, or his representative, then the survey will be as per his instructions and guidance at that time. APS cannot accept any liability for loss, injury, damage or penalty issues due to the work necessary in providing information to process and complete this Report. APS cannot be held responsible for any damage caused as part of this survey carried out on your behalf. Due to the nature and necessity of sampling for asbestos some damage is unavoidable and will be limited to just that necessary for the taking of samples.

9.1 Specific Notes ● Samples taken from floor tiles (or similar material) may include a bitumastic adhesive as

part of the sample. It is known that some proprietary brands of bitumen have an asbestos content and this will be included as an integral part of the Bulk Sample unless otherwise stated.

Due to the inconsistency of the fibre content in vinyl floor material and its low percentage (generally less than 2% by volume) random sampling only, was carried out to establish the possible presence of asbestos in vinyl flooring. A more comprehensive sampling strategy would have to be implemented to establish the exact extent of asbestos based vinyl flooring. However, unless the material is subjected to vigorous abrasive action or fire, the possibility of fibre release will be minimal due to the matrix of the material.

● All the recommendations described in this Report are based upon assumptions made

after consideration of the type of material, condition of the material, its location, analysis result and type of use to which the area is subjected. However, statutory authorities or others could require amendments based on local knowledge, change in legislation, change in use, or indeed other conditions of criteria.

● The Diagrams in the Report are not to scale and are illustrative only to indicate

approximate locations. The descriptions used are for location identification purposes. ● Any person undertaking work within the buildings should be told of the presence of

asbestos. This briefing also applies to any other person associated with the site, including staff, key holders, sub-contractors and others.

● Where similar items exist in the building, only one or two samples have been taken to

ascertain the material content. It was assumed that similar products were of the same material.

● This Report has been written with reference to the various Guidance Notes etc, issued,

and current at the date of this Report and describes circumstances at the site on the date the investigation took place.
