ASAP Total Enrollment and Graduate Mapping Summer 2017

The rigors of attending college can be a challenging experience. It can be even more challenging for students who live in neighborhoods with low median incomes, low rates of educational attainment, and high crime, which can create barriers to student success and college retention. Students from these neighborhoods may be less academically prepared for college level work, and may be more likely to come from families where the cost of college is difficult to afford and the day to day needs to earn a living compete with the demands of college. Students from neighborhoods with low rates of educational attainment are likely to be the first in their family to attend college and may not have the benefit of family and social networks familiar with college that can help students be successful. Students from communities with high rates of foreign born residents may also have language barriers and/or difficulty navigating the college system if they are a first-generation college student.

Students in Accelerated Study in Associate Programs (ASAP) at the City University of New York (CUNY) come from all parts of NYC and surrounding areas, and neighborhoods with varying demographics. As the program continues to grow, there is an increased interest in understanding more about ASAP students’ environments and possible challenges they may encounter that can represent risk-factors toward college success. The following maps provide information with regard to where ASAP students live throughout the city, and the demographics of the neighborhoods in which they reside.

We created maps for all enrolled ASAP students from cohort 1 through cohort 9 (N = 12,737), and parallel maps for ASAP three-year graduates1 (N = 4,547) from cohort 1 through cohort 6 (all cohorts who completed three years in the program as of when the maps were created). ASAP student data come from CUNY’s Institutional Research Database (IRDB) and included home addresses, gender, ethnicity, and other student characteristics. Neighborhood demographic data come from the American Community Survey, and neighborhood crime statistics from New York Police Department (NYPD) data.

ASAP used CARTO DB software, which allows for the plotting of student address based on longitude/ latitude. The software also provides the ability to layer neighborhood, zip code, and police precinct boundaries with plotted student address and include pertinent demographic, income, education, and crime rate information, to give a more contextual view of the makeup of the neighborhoods in which students live.

Given the wealth and breadth of data available to us, we wanted to answer a few questions about ASAP students: (1) In what NYC neighborhoods are ASAP students concentrated? (2) What is the proximity of where they live in relation to their college location? (3) What is the neighborhood breakdown of ASAP students by ethnicity? (4) What are the demographics of the neighborhoods where students are concentrated, including median income, rate of high school

diplomas earned, Bachelor’s degree attainment rates, unemployment rates, foreign born rates, and total crime?, and (5) How does the distribution of graduates by neighborhood compare to that of all students?

Findings

The maps show that ASAP students are represented across the NYC area with greater concentrations in certain neighborhoods and regions. At some colleges, many of the attendees live in relative close proximity of the college they attend, whereas at some other colleges the attendees, are much more spread out across the city. ASAP students largely reflect the ethnic breakdown of the neighborhoods they reside in. A high number of ASAP students are concentrated in neighborhoods with low-median incomes, low Bachelor’s degree attainment rates, high rates of foreign-born residents, and neighborhoods with high crime rates. Despite these challenging demographics that present barriers to college retention and success, there is a similar representation of ASAP graduates who live in high risk neighborhoods compared to ASAP graduates who live neighborhoods with less social and environmental risk factors. 1 Graduate maps only include the original six ASAP community colleges – Borough of Manhattan (BMCC), Bronx, Hostos, Kingsborough, LaGuardia, and Queensborough. ASAP began at Medgar Evers College in Fall 2014, and at New York City College of Technology, College of Staten Island and John Jay in Fall 2015. WHAT IS ASAP? Accelerated Study in Associate Programs (ASAP) is a comprehensive program for students pursuing their associate degrees at the City University of New York (CUNY). ASAP is designed to help participating students earn their associate degrees as quickly as possible, with the goal of graduating at least 50 percent of students within three years. The program is able to reach this goal by providing its students with structured and wide-ranging supports, including financial resources (tuition waivers for students in receipt of financial aid with a gap need, textbook assistance, and New York City Transit MetroCards), structured pathways to support academic momentum (full-time enrollment, block scheduled first-year courses, immediate and continuous enrollment in developmental education, winter and summer course-taking), and support services such as comprehensive and personalized advisement, tutoring, career development services, and early engagement opportunities to build a connected community.

WHERE IS ASAP? CUNY community colleges: Borough of Manhattan, Bronx, Hostos, Kingsborough, LaGuardia and Queensborough (launched fall 2007)

CUNY senior colleges: Medgar Evers College (launched fall 2014), College of Staten Island and New York City College of Technology (launched fall 2015)

WHO IS ELIGIBLE? Full-time, associate degree seeking students with up to two developmental course needs are eligible for ASAP.

In addition, ASAP students must be New York City residents or eligible for in-state tuition, and must enroll in an ASAP-approved major (most majors are supported). ASAP students can enter as first-time freshmen or as continuing or transfer students with up to 15 credits.

Students may need to work more to make ends meet, making it difficult to attend college full-time and build momentum. The median income map below shows two levels of data. Research has shown that there is a correlation of lower income in communities with lower rates of high school diplomas earned.

All Enrolled Students, Neighborhood Foreign Born Rate Neighborhood rates of high foreign born residents can signify that the student’s parents or the students themselves are foreign born. First generation college students may have a more difficult time navigating the college culture and processes. The Foreign-Born map show two levels of data.
